Cadastral valuation of real estate and its adequacy is important in terms of replenishment of the budget and legal stability in the existence of the property. The article is devoted to the question of realism of cadastral valuation of real estate objects in 2016 using as an example of land teachings of the city of Kursk. The author made a structural analysis of the components of the cadastral value. A number of problems that affect the reliability of the results are revealed. The approaches used in the implementation of the state cadastral assessment, depending on the types of permitted use. Statistical model of cadastral value calculation is shown on the example of Kursk. The main expert factors which were used in calculation of specific indicators of cadastral cost for the allocated types of the permitted use are displayed. The main factors determining, in the end, the dimension of the cadastral value are highlighted. The article reflects the analysis of a detailed study of the cadastral characteristics of the land plots, which are assigned to different types of permitted use and located in different districts of the city of Kursk. Performed a structural analysis and comparison of the cadastral characteristics of the land. The comparative criteria include: the address of the object, cadastral number, the type of permitted use, the result of cadastral valuation of land for 2016, recalculation of cadastral value based on the value of a unit of land, the appearance of the land (in order to visualize improvements). Based on the analysis of multiple data, conclusions about the need to adjust the results of cadastral valuation in respect of the objects under study, the expansion of correlation factors forming specific indicators of cadastral value.

Este trabalho objetiva o exame da atuação da Carteira Imobiliária do Montepio do Estado da Paraíba na produção estatal de habitação na cidade de João Pessoa, de 1932 a 1963, período entre a designação da instituição para a produção de moradias em benefício do funcionalismo público até sua última realização antes da criação do BNH. Através de exaustiva pesquisa documental, realizada em acervos locais, e tendo como principal fonte o jornal A União, registro oficial das realizações do Executivo estadual, foram recolhidos dados sobre as realizações habitacionais do instituto, possibilitando a identificação das suas vilas e conjuntos populares e, posteriormente, a classificação das unidades construídas e a reconstituição da planta e fachada originais. Palavras-chave: Montepio; João Pessoa; carteira imobiliária; habitação popular. Abstract: This work analyzes the constructive actuations of the real estate portfolio of Montepio Paraíba State in the statal housing production in the city of João Pessoa, from 1932 to 1963, established between the institutional designation for the production of housing in benefit of the public functionalism and its last popular realization before the work of BNH. Through exhausting documental research, done in local collections and especially through the newspaper A União, official record of the realizations of the state executive, data was found regarding the realizations of the housings by the institution, identifying the cities and popular aggregation and later on classifying the built unities and the reconstitution of thehouse plans and the front elevation. The work is devoted to the consideration of the features of the territorial structure and municipal land administration of Novosibirsk. Novosibirsk has some features of the territorial structure associated with the specifics of its formation, which one way or another should be taken into account in the municipal administration of the territory. In addition to the features associated with the territorial structure, as in other cities of Russia, factors of violation of land legislation, inaccuracy and incompleteness of data on real estate, and insufficient information and cartographic support impede effective municipal management. The paper presents the main factors affecting the effectiveness of the municipal government of the city of Novosibirsk.

Chapter 2 traces the evolution of heritage politics in Malaysia since the era when European principles of conservation privileged architectural grandeur and monumental heritage. Since the 1980s Melaka’s institutions have turned the buildings in the old civic area into museums celebrating a glorified past. At the same time, the state has embraced a developmentalist agenda. The World Heritage bid attracted the interest of real estate developers, bringing to the city a number of projects of the type it had never experienced before. In between the visions of an ‘Old Melaka’ and a ‘New Melaka’, the state and civil society have been increasingly involved in a new era of heritage politics following more recent UNESCO-derived shifts towards non-monumental forms of heritage and cultural diversity.

The paper presents the data obtained within the analysis of vid-eo-ecological factors formed in the territory of the typical building estate “Druzhba” in the city of Komsomolsk-on-Amur, Russia. The present work considers the issues of interrelations between the visual environment and the state of human work efficiency. Taking into account the influence of video-ecological factors, the authors attempted to forecast changes in the value of real estate objects and a consequent change in the cadastral value of these objects. Conclusions about the possibility of taking into account video-ecological factors for the cadastral assessment of the object were made. The authors also noted that investing in the development of the external appearance of the territories belonging to the group having a high video-ecological coefficient could increase their value and attractiveness.

A visual assessment of the condition of Tilia cordata Mill was carried out. for the five-year period from the moment of planting to the present, using the example of the jubilee alley of the city of Abakan in the Chernogorsky Park. It is established that the main factors of negative impact on the state of plantings are: mechanical damage to young plants by park visitors and the influence of arthropods-pests.

The paper is devoted to the problem of forming Christchurch language landscape on the material of hodonyms from city’s foundation up to nowadays taking into consideration the process or renaming city’s line objects. The main periods of forming Cristchurch hodonymics caused by extralingual factors are defined. The source base of mechanism creation is investigated. The thematic groups of hodonyms based on motivation traits are determined. The structural and semantic peculiarities of hodonyms and ways of their creation are analyzed. The study of the extralinguistic factors permits to define four main periods in the city’s development (I – 1848-1906 years; II – 1907-1948 years; III – 1949-1986 years; IV – 1987 year – up nowadays). Taking into consideration the fact that language landscape is closely connected with the historical, social and political changes in the life of Christchurch dwellers and the state as a whole the authors make conclusion that the formation of hodonymy system of Christchurch coincides with the periodisation of city’s history. As the study material shows the system of hodonyms is unstable and changeable (some nominations of line objects exist for more than 140 years without any changes; others live only 2-3 years and change their names; some undergo the process of renaming etc.). As for the renaming process it was the most evident in 1877, 1904, 1922, 1926, 1948, 2013 years. The authors determine the reasons for renaming the line objects which can be of extralinguistic and linguistic character. Each period of hodonymy creating and functioning has its specific features revealing in motivational traits which create the basis of hodonyms. Depending on the motivation traits the thematic groups are defined for each period. It is noted that thе first two are characterized by nominations based on the traits demonstrating New Zealand’ s Britishness; while the last two – with the desire of New Zealand to be independent. It is proved that all hodonyms are created from three sources: from onyms, from appellatives and from both mentioned above. The predominant hodonyms during each period are the first ones. The structural analysis demonstrates that most of the nominations contain a key word denoting a road type and the attribute. The last one consists of 2 or 3 components. The most productive models of attributes are N + N, Adj. + N, Num. + N, PI + N.

One can track the changes in state policy on work of the city regulatory bodies in the first half of XIX century in the sphere of provision of urban amenities and construction using the example of St. Petersburg, as the capital was the center of governmental attention in the discussed period. The government had the task “to start off the mechanism” of faultless functioning for the State Duma and the city in general. Analyzing the legislative basis of the time, one can say that the search for the solution lay in the sphere of increasing of real estate property volumes and revenues received from their use.

 One of the important elements in the procurement management system in the city of Chelyabinsk is the practice of centralized procurement staff training, which is based on the Municipal Budgetary Institution (MBI) “Chelyabinsk Training and Consulting Center for the Professional Development of Procurement Personnel”. The Institution provides training services in accordance with the requirements of the Federal law, dated 05.04.2013, No.44-FZ “On the contractual system for the procurement of goods, works and services for the state and municipal needs” and the Federal law, dated 18.07.2011, No. 223-FZ “On the procurement of goods, works and services by the different types of legal entities”. The article considers the successful experience of procurement centralization in Chelyabinsk, aimed at ensuring quality compliance the requirements of Russian procurement legislation, growing the efficiency of procurement processes and reducing the risks of ineffective funds’ spending.
