Public administration upholds four key pillars for administrative practice: economy, efficiency, effectiveness, and social equity. The question arises, however, how do administrators balance these often-competing priorities when implementing policy? Can the values which contributed to administrative decisions be measured? This study leverages the expansion of medical cannabis programs in the states to interrogate these questions. Focusing on the awarding of dispensary licenses in Pennsylvania affords the ability to determine the effect of social equity scoring on license award decision, relative to criteria that represent the other pillars of public administration. The results show that safety and business acumen were the most important determining factors in the awarding of licenses, both effectiveness and efficiency concerns. Social equity does not emerge as a significant determinant.

Background: The extension of CPU schedulers with fuzzy has been ascertained better because of its unique capability of handling imprecise information. Though, other generalized forms of fuzzy can be used which can further extend the performance of the scheduler. Objectives: This paper introduces a novel approach to design an intuitionistic fuzzy inference system for CPU scheduler. Methods: The proposed inference system is implemented with a priority scheduler. The proposed scheduler has the ability to dynamically handle the impreciseness of both priority and estimated execution time. It also makes the system adaptive based on the continuous feedback. The proposed scheduler is also capable enough to schedule the tasks according to dynamically generated priority. To demonstrate the performance of proposed scheduler, a simulation environment has been implemented and the performance of proposed scheduler is compared with the other three baseline schedulers (conventional priority scheduler, fuzzy based priority scheduler and vague based priority scheduler). Results: Proposed scheduler is also compared with the shortest job first CPU scheduler as it is known to be an optimized solution for the schedulers. Conclusion: Simulation results prove the effectiveness and efficiency of intuitionistic fuzzy based priority scheduler. Moreover, it provides optimised results as its results are comparable to the results of shortest job first.

To have a dis/ability opens the possibilities for seeing (understanding) something different because of difference in the disabled’s lens or worldview. Public administration is awash in self-doubt, discomfort and confusion. As it struggles with setting, moving and removing academic boundaries of the discipline, public administration reveals its own dyslexia. The disabling of public administration offers a view from the balcony (or orchestra pit) granting a greater appreciation of ‘the other’ in the public administration student, public administration theory and public administration practices. The dyslexic individual and institution can suffer and celebrate contradiction, paradox, irony, and other delimiting arenas of learning without resistance. Successful learning and understanding can come not in spite of but because of apparent disabilities.

More specifically, he hopes that his remarks will make Ph.D. students think more deeply about the promise of their endeavors and, on the other hand, give them advance warning about perils of the process and ways to avoid them.

Taking into account that accessibility is one of the most strategic and determining factors in economic models and that accessibility and tourism affect each other, we can say that the study and improvement of one of them involved the development of the other. Using network analysis, this study presents an algorithm for labeling the difficulty of the streets of a city using different accessibility parameters. We combine network structure and accessibility factors to explore the association between innovative behavior within the street network, and the relationships with the commercial activity in a city. Finally, we present a case study of the city of Avila, locating the most inaccessible areas of the city using centrality measures and analyzing the effects, in terms of accessibility, on the commerce and services of the city.

Abstract The entrepreneur aim is a very important factor, which is considered as a key element in youth employment and the development of the country's welfare. Literature suggests that same of factors which influence enterpreneurship intention are educatin programs, subjective norms and perceived behavioral control. This study was conducted based on an intentional sample, which consisted of master's student, respectively the first year Business Administration and Public Administration, in Economic Faculty of Tirana University. The sample is composed with 63 people. The empirical analysis is based in the main two elements: first, the use of a standardized instrument and secondly, statistical analysis, factor analysis, correlation and linear regression. The study shows that education programs and subjective norms don’t relate positively with the entrepreneur aim. On the other hand, it emerges that perceived behavioral control has a positive impact on the development of entrepreneurial goal.

The paper investigates modern trends in the development of innovative systems in Russia. These trends are caused, on the one hand, by the lack of a clearly formulated concept of an innovation system, and, consequently, by the inability to determine the ways of its development, and by the active use of undeservedly forgotten program-target planning methods, on the other hand. A detailed analysis of various positions and statistical materials allowed us to prove that, contrary to the generally accepted opinion, the Russian model of public administration and financing of innovative activities has signs of cluster and state-corporate types. The article considers the existing approaches to the management of innovation and investment activities of organizations, which is aimed directly at reproduction processes, in particular, the reproduction of fixed capital. The authors substantiate the necessity of creating territorially grouped innovation systems, which is explained by the dependence of industries and sectors of the economy on each other on the technological principle and the need to create technological links between them to realize their potential advantages within the framework of the implementation and creation of innovative products.

Klasifikasi pelabuhan perikanan Indonesia yang terdiri atas PelabuhanPerikanan Samudera, Pelabuhan Perikanan Nusantara, Pelabuhan PerikananPantai, dan Pusat Pendaratan Ikan. Klasifikasi tersebut di atas didasari hubungan inti plasma di mana pelabuhan perikanan yang besar ditunjang beberapa pelabuhan perikanan yang lebih kecil (Direktorat Jenderal Perikanan Tangkap, 2008). Hubungan inti plasma tersebut tidak berjalan karena tidak mempunyai pola hubungan yang jelas. Oleh sebab itu diperlukan alternatif klasifikasi pelabuhan perikanan dengan memasukan unsur jaringan industri seperti yang diusulkan oleh Israel & Rouqe (2000) yang mengklasifikasikan pelabuhan perikanan menjadi tiga yaitu penyedia jasa utama, penyedia jasa antara (server), dan client. Penelitian ini bertujuan menentukan klasifikasi sentra industri perikanan berbasis pelabuhan perikanan dalam jaringan industri yang efektifdan efisien dilakukan di Kabupaten Belitung selama 11 bulan sejak Oktober 2007 sampai Agustus 2008. Metode yang dipergunakan adalah multi criteria analysis yang dilanjutkan dengan analisis technique for order preference by similarity to ideal solution. Parameter yang diukur meliputi infrastruktur pelabuhan perikanan, kapasitas kapal perikanan, kemandirian faktor input, dan produksi. Hasil penelitian menunjukan bahwa Pulau Belitung berperan sebagai penyedia jasa utama, Pulau Mendanau, dan Pulau Seliu berperan sebagai penyedia jasa antara (server), dan Pulau Gersik dan Pulau Sumedang berperan sebagai client.Klasifikasi pelabuhan perikanan dalam suatu jaringan industri berimplikasi pada peningkatan efektivitas dan efisiensi pembangunan pelabuhan perikanan tangkap sebagai sentra industri perikanan tangkap.Indonesian government classify fishing port into 4 categories namely Ocean Fishing Port, National Fishing Port, Sea Shore Fishing Port, and Fish Landing Fishing Port. The above classification based on partnership or lingkage industry among fishing ports. However, the lingkage industry do not run effectively due to unappropriate pattern. Improving the condition, Israel & Roque (2000) suggested to classify fishing port into 3 categories namely main service provider, intermediate service provider or server, and client. This paper describes an alternative formula that considers industrial linkage among fishing ports as fishing industrial centers. The research was held on Belitung Regency as long as 11 months from October 2007 to August 2008. There are several factors should be considered in building fishing port namely fishing facilities, fishing capacity, input dependency and fish landing capacity. The 4 factors are analyzed by multi criteria analysis then continued by technique for order preference by similarity to ideal solution analysis. The research concludes that the Belitung is as the main service provider, the Mendanau Island and Seliu Islands are as the intermediate service provider or server, the other 2 islands are as the client. The new classification will increase effectiveness and efficiency of fishing port developments.

Risk disclosure practices have received increasing attention in the wake of the 2008 global financial crisis. This study investigated possible determinants relating to the composition of the board committee responsible for risk management, the frequency of board risk committee meetings and whether the company employs a chief risk officer, which could manifest in an enhanced level of risk-related disclosure. Based on the possible determinants identified in the literature, nine hypotheses were developed in order to investigate which of these determinants relate to an enhanced level of risk disclosure by the selected companies. The first required integrated reports of non-financial companies in the Top 40 index of the JSE Securities Exchange were investigated in this study. Regarding one area of investigation, namely the level of risk management disclosure, it was found that the disclosure of companies whose risk committee met more frequently and the disclosure of companies that employed a chief risk officer, were of a relatively higher standard. With regard to the other area of investigation, namely the level of risk identification and mitigation disclosure, no clearly significant determinant of enhanced disclosure was identified.

Abstract:As one of my two contributions to this discussion, I would like to first comment on the state of affairs regarding the development of "um pensamento nacional autêntico." Specifically, I would like to address the issue not from the perspective of the Brazilian trying to 'critically assimilate' foreign ideas, and so avoid the transplantation of inappropriate scholarship. Rather, I would like to look at it from the other end of this strained intellectual relationship. Much of my research related to Guerreiro Ramos has confirmed the threat that he raised regarding epistemic colonization, unwittingly exercised by a woefully parochial Anglophone scholarly community. The second topic I would like to discuss is a policy area in which Brazilians, especially in my discipline of public administration, might have something to learn from abroad, raised by Guerreiro Ramos himself in his Patologia social do branco brasileiro.

Diversity is an important facet of public administration, thus it is important to take stock and examine how the discipline has evolved in response to questions of representative democracy, social equity, and diversity. This article assesses the state-of-the-field by addressing the following question: How has research on diversity in the field of public administration progressed over time? Specifically, we seek to examine how the focus of diversity has transformed over time and the way the field has responded to half a century of legislation and policies aimed at both promoting equality and embracing difference. We utilize a conceptual content analysis approach to examine articles published on diversity in seven key public administration journals since 1940. The implications of this study are of great importance given that diversity in the workplace is a central issue for modern public management.
