Coffee is one of the agricultural commodities that can become Indonesia's export booster. The value of world coffee consumption is increasing every year and Indonesia is the fourth largest coffee producer in the world, so it has a great opportunity to increase the coffee market. Hence, in the last ten years Indonesia's land area, production, and coffee productivity have stagnated. Though competitors began to emerge from neighboring countries. This study aims to map the state levy policy both in the form of incentives and disincentives to encourage the development of this commodity and the efforts made to minimize the burden of state levies that are disincentive. This study uses a qualitative approach with data collection methods in the form of in-depth interviews and secondary data. The results of the study show that there are several incentive policies such as income tax incentives for investment, VAT exemptions for several inputs, and exemption from import duties. The disincentive levy is VAT collection on the delivery of coffee beans which has an impact on the export competitiveness of coffee. One solution that has been issued by the government is to give an initial return on tax overpayment. The government needs to provide special treatment for VAT on this commodity as other countries do. The results of the study are expected to be used to improve the collection policy, particularly those that are disincentives to encourage superior agricultural products to export better.

AbstractDetermination of the Ruteng Recreation Nature Park had caused conflicts over tenure for Colol custom community have been in and around the area since before the establishment. Conflict was due for  access to agricultural land use and timber had closed by the management. The conflict resolution involves three elements, namely the government, customs and religion which are called the three pillars. This study aims to understand the stages of the tenure conflict, relevant stakeholders and the conflict resolution. The study was conducted Colol village in April to May 2016. Acquisition of data using observation, in-depth interviews with a purposive and snowball and secondary data. Analysis of data using conflict tree analysis, stakeholders and mapping conflicts. The results showed that the cause of the conflict is the difference in value systems that implicates disagreement land status and boundaries as well as the uncertainty of access due to rights issues and access. Conflict resolution is required is to build trust between the parties, improve communication to reduce the differences in perception, increased involvement of indigenous peoples in the management of Ruteng Recreation Park, reconstruction of recreation park boundaries involving the parties, especially the major stakeholders and optimizing the coordination and communication between the parties.Colol Custom Community determine their traditional territory option to pull out of the Ruteng Recreation Park.

Population arrangement to islands for settlement is one of the important policies in many ways of each nation. This study was conducted to provide an understanding of the current situation and impacts of the migration to Tho Chu Island, Phu Quoc District, Kien Giang Province, Vietnam. In-depth interviews and survey questions were used to collect preliminary data on displaced people, insular living conditions, positive and negative impacts of the migration process on the socio-economic development on the island. They are also supplemented by secondary data which were collected from various sources in research process. The study shows that the migration to the island not only helps to supplement the labor force for the island, contributes to economic and labor structure restructuring on the island but also contributes to diversifying island economic activities and expand the space, enrich the cultural life of the island. However, the process of migration to the island also poses a number of problems for the people and the government on the island.

This study aims to analyze that the empowerment of villagers can be obtained from the development of plantation and livestock products to increase self-reliance, there is a creative side to maintain food security for residents of Menteng Karya Village, Kapuas District, Central Kalimantan Province. The data were obtained based on the results of in-depth interviews from October to December 2020 with 5 UKM players and supported by secondary data from relevant sources. The data is processed based on the type of qualitative research. In the results of this study, it is found that SMEs have been able to develop products from their agricultural products, but encounter obstacles in the form of marketing, packaging, and licensing in the form of P-IRT and halal certification of the products they produce.

The purpose of this study is to describe how the Civil and Political Rights of the Transpuan group in Pangkalpinang City fulfill the Civil and Political Rights and to describe the efforts made by the group in fighting for civil and political rights as citizens. The primary data sources used were observations and in-depth interviews with Transpuan in Pangkalpinang City regarding the class struggle of the Transpuan group in Pangkalpinang City as marginal groups. At the same time, the secondary data are books, journals, theses from previous research, and internet sources relevant and related to the research focus. The research subjects who will be informants are Transpuan in Pangkalpinang City, Transpuan from Pangkalpinang City and its surroundings, and Transpuan from outside the Bangka Belitung Islands Province. The results of this study state that the fulfillment of the civil rights of Transpuan in Pangkalpinang City by the government has not been fully implemented.

The livelihood models of the development of clean agricultural products play an important role in Vietnam economic and strategy on the context of international economic intergration. In recent years, the Government has passed many policies to improve the development of clean agriculture as well as encourage to invest in this section. As a result, the development of this model has a positive change in structure and scale. However, from a sustainable development perspective, this type of model has not developed sharply. The article is based on secondary data, mainly the Report on the socio-economic situation of Hanoi City in 2017 and 2018, focusing on analyzing and assessing the importance of developing clean agricultural products for sustainable development.

This research is conducted in Catur Village, Kintamani District, Bangli Regency. The purpose of this research is to identify the decreasing number of coffee land of Kintamani Bali Coffee plantation and its causes. The data used in this research are qualitative and quantitative, while the data of this research consists of of primary and secondary data. The data is collected through observation, depth interviews, and documentation. The informants are determined through purposive sampling procedure, and they are I Ketut Jati (Head of Masyarakat Perlindungan Indikasi Geografis Kintamani) and Kocong Neca (Local Coffee Farmer). Afterward, the data that has been found is analyzed by descriptive qualitative method. The results of this research show that the decreasing number of coffee land of Kintamani Bali Coffee plantation on has reach its dangerous point and threaten tourism in Kintamani. In the last two years, the number of coffee land of Kintamani Bali Coffee had decreased significantly from 6.335 Ha to 4.772 Ha and automatically causing the total production of Kintamani Bali Coffee beans dropped from 2.314 Ton to 2.046 Ton. The biggest reason of the decreasing number of coffee land came from land conversion. The difference of income between coffee plantation with orange plantation also made farmers in Desa Catur to shift to grow more orange than coffee. In a 0,5 Ha field, orange plantation could gain profits approximately for Rp 114.945.000, while coffee plantation only gain profits for Rp 63.530.000. Moreover, plant-paracitic nematodes are damaging the coffee plantation. Therefore, the number of lands to grow coffee are decreasing. The recomendation from this research addressed to government service of Agriculture, Plantation and Forestry Bangli to keep oversee Kintamani Bali Coffee plantation and give an aid towards the Nematoda Parasite Diseases problem. Furthermore, farmers required to improve their human resource’s skill, so they can use management system on their plantation. Since the early of March 2020, COVID-19 pandemic which broke out in Indonesia, had a significant impact on various aspects of life. The pandemic not only has pushed the government to take a strategic decision but also has forced the communities to accommodate this condition immediately. Muhammadiyah is one of Indonesia’s largest religious organizations has played its role to overcome COVID-19 pandemic alongside with the government. This study aims to determine the contribution of Muhammadiyah to tackle the pandemic by strengthening the disaster resilience community. The study uses a qualitative approach and a descriptive method. The primary data were obtained by in-depth interviews with Muhammadiyah organization leaders and several working teams handling the pandemic. Literature study was conducted as the secondary data. To tackle the pandemic by strengthening communities’ disaster resilience, Muhammadiyah carried out several programs, including (1) strengthening da’wah networks massively to enhance the community awareness about COVID-19 pandemic, (2) establishing several working teams handling the pandemic to enhance disaster resilience communities, including Muhammadiyah COVID-19 Command Center (MCCC), Muhammadiyah Disaster Management Center (MDMC), and philanthropic body of Muhammadiyah (LazisMu), and (3) Muhammadiyah engagement with stakeholders and development agency, such as the collaboration with the Ministry of Health, BNPB, DFAT and USAID to COVID-19 preventive and curative action.

In Taiwan, preservation and training policies of intangible cultural assets are highly valued by the government. In this study, lacquerware art craft education as intangible cultural heritage is the subject of this study. We conducted in-depth interviews and secondary data collection to obtain research data and carried out a grounded theory data analysis method through expert meetings to explore the passing on education strategy of “lacquerware art craft” in Taiwan. Firstly, based on Bloom’s educational objectives, the study analyzed three aspects of lacquer art education: cognitive, affection and skill, and proposed a “Lacquerware Art Passing-On Education Framework Diagram”. Later, the analysis results of the grounded theory enable us to summarize the “Lacquerware art value and learning structure diagram”. In this structure, it reveals that the Lacquerware artist’s way of thinking about the craft levels can echo the system of the Three Extremes of the Tao in the Book of Changes and divide the value levels of creation into the levels of tools of livelihood, way of living and philosophy of life.

This article empirically discusses the Authoritarian nature of the ruling Peoples Democratic Party (PDP) on Federal Radio Corporation of Nigeria (FRCN) in Nigeria’s Fourth Republic between 1999-2015. It employed qualitative method as a means of data collection and analysis. The primary data was generated via in-depth Interviews with relevant stakeholders who were purposively selected. Secondary data was also utilized to compliment the interviews. The article is written within the purview of the Authoritarian theory of communication and it was found that FRCN between the period under study has been dominated, controlled and dictated by the ruling PDP, reporting issues unethically. The outfit was mostly dancing to the tune of the party in power (PDP). It is recommended that FRCN should not be directly controlled by the government or party in power. Also, a law should be put in place to make it discharge its responsibility of communicating vital, truthful and objective information fairly for the people to be equipped with factual information capable of bringing the needed informed decision particularly during elections.

Handling of slum areas, especially “Kampung Kota”, should no longer be carried out by conventional means. Gentrification in kampung kota often occurs because of limited land in urban areas. Vertikal land consolidation which as one of Transferable Development Right with a non-financial compensation scheme expected as the solution on slums handled in urban areas. Apart from being able to help the government because of budget constraints, it can also help achieve better, organized and directed urban planning. Kampung Sekayu, as one of kampung kota in  Semarang, which as a slum area that experienced gentrification and increasingly caught up in the development around it. This study aims to examine whether the concept of Transferable Development Rights with non-financial compensation schemes with implementation vertikal land consolidation form, it can be a solution in slums handled and prevent the occurrence of gentrification in the area. This research method uses descriptive qualitative by field observations, in-depth interviews and, literature review, and secondary data as a complement to exploring information as much as possible and saw the reality in the field. Generally, a concept of vertikal land consolidation received a good response from stakeholders in Semarang City but related to non-financial compensation which generally given the form of zonation bonuses with excess building floors being constrained. it because of zoning permit arrangements in Semarang City which above 5 floors on the authority of  Transportation Agency in relation to flight operation safety area (KKOP) of Ahmad Yani Airport in Semarang City. Non-financial compensation scheme that most beneficial to ease of licensed from Semarang city government..
