This study aims to analyze that the empowerment of villagers can be obtained from the development of plantation and livestock products to increase self-reliance, there is a creative side to maintain food security for residents of Menteng Karya Village, Kapuas District, Central Kalimantan Province. The data were obtained based on the results of in-depth interviews from October to December 2020 with 5 UKM players and supported by secondary data from relevant sources. The data is processed based on the type of qualitative research. In the results of this study, it is found that SMEs have been able to develop products from their agricultural products, but encounter obstacles in the form of marketing, packaging, and licensing in the form of P-IRT and halal certification of the products they produce.

ABSTRACT This study examines the shifting cultivation farming and settled farming by Arfak farmers, and their implications on the community food security.  The research is conducted in Minyememut and Arion Villages at Hink District, and Suteibey and Igymbai Villages at Anggi District of Arfak Mountains Regency of West Papua Province.  The objective of the study is to compare potato farming, productivity and farmer income from potato farming.  The research uses analytical descriptive method, and in-depth interviews techniques for data collection, by using questionnaires, field observation and documentation.  Data analysis is done by tabulation analysis, data interpretation and conclusion withdrawal. The results show that potato farming is still done by using shifting cultivation system.  However, there has been a settled farming practice in Arfak Mountains Regency. Although the system used is different, but the two of the agricultural practices are still using the same technology.  Potato farms’ area of shifting cultivation is larger than the settled farming, so the production is greater.  On the other hand, the productivity of settled farming is higher than the shifting cultivation system. This condition shows that the shifting cultivation farming and settled farming have implications for supporting community food security in Arfak Regency.ABSTRAKPenelitian ini mengkaji usahatani kentang perladangan berpindah dan usahatani menetap yang dilakukan petani Arfak dan implikasinya pada ketahanan pangan masyarakat.  Penelitian ini dilakukan di kampung Minyememut dan Arion Distrik Hink, dan kampung Suteibey dan Igymbai Distrik Anggi Kabupaten Pegunungan Arfak Provinsi Papua Barat.  Tujuan penelitian adalah melakukan komparasi usahatani kentang, produktivitas dan pendapatan petani dari usahatani kentang.   Metode dalam penelitian ini adalah diskriptif analitis, dan teknik pengumpulan data dengan wawancara mendalam menggunakan kuisioner, observasi lapang dan dokumentasi.  Analisis data dilakukan dengan analisis tabulasi, interpretasi data serta penarikan kesimpulan.   Hasil penelitian menunjukkan bahwa usahatani kentang masih dilakukan dengan cara perladangan berpindah, namun telah ada yang mempraktekkan secara menetap di Kabupaten Pegunungan Arfak. Meskipun sistem yang digunakan berbeda, tetapi kedua praktek pertanian tersebut masih menggunakan teknologi sama.  Lahan tanaman kentang pada perladangan berpindah lebih luas, sehingga produksi lebih banyak. Namun produktivitas lahan usahatani menetap lebih tinggi dibanding perladangan berpindah dan secara statistik terdapat perbedaan. Sedangkan pendapatan yang diperoleh petani tidak terdapat perbedaan. Keadaan ini menunjukkan usahatani kentang perladangan berpindah dan usahatani menetap berimplikasi mendukung ketahanan pangan masyarakat di Kabupaten Pegunungan Arfak.

Coffee is one of the agricultural commodities that can become Indonesia's export booster. The value of world coffee consumption is increasing every year and Indonesia is the fourth largest coffee producer in the world, so it has a great opportunity to increase the coffee market. Hence, in the last ten years Indonesia's land area, production, and coffee productivity have stagnated. Though competitors began to emerge from neighboring countries. This study aims to map the state levy policy both in the form of incentives and disincentives to encourage the development of this commodity and the efforts made to minimize the burden of state levies that are disincentive. This study uses a qualitative approach with data collection methods in the form of in-depth interviews and secondary data. The results of the study show that there are several incentive policies such as income tax incentives for investment, VAT exemptions for several inputs, and exemption from import duties. The disincentive levy is VAT collection on the delivery of coffee beans which has an impact on the export competitiveness of coffee. One solution that has been issued by the government is to give an initial return on tax overpayment. The government needs to provide special treatment for VAT on this commodity as other countries do. The results of the study are expected to be used to improve the collection policy, particularly those that are disincentives to encourage superior agricultural products to export better.

Annotation. Objective. The research is aimed at studying the current state of the animal husbandry industry, identifying the main problems in the animal husbandry industry and substantiating the priority areas used by the state to support agricultural producers. Methods. In the course of the research, analytical and economic-statistical methods; general scientific methods of system, comparative and structural-logical analysis were used. Results. The article presents the results of assessing the current situation in livestock farming in Kazakhstan, the dynamics of the number of livestock and poultry for 2015–2019, which affects the growth of gross livestock production, as well as the number of farm animals by region as of January – December 2019. The dynamics of the production of livestock products is analyzed as one of the priority areas for ensuring the country's food security, as well as the export, import and consumption of livestock products in the domestic market for 2015–2019. The main problems in the livestock industry are identified. The measures applied by the state to support agricultural producers through direct subsidies from local budgets are disclosed. The dynamics of subsidizing the development of livestock breeding and livestock products are presented, and the problems of the subsidy system are indicated. Identified the need to improve state support of the agroindustrial complex of Kazakhstan, the importance of state regulation of the agrarian sector of Kazakhstan to ensure the country's food security and sets out some measures of state regulation of development of agroindustrial complex. The scientific novelty of the research lies in the fact that it convincingly reveals the main problems of animal husbandry at the present stage, the directions of state financial support for agricultural producers are determined, the need to improve the issues of state support for the agro-industrial complex of Kazakhstan is substantiated.

The purpose of assessing the dependence of the Republic of Kazakhstan on food imports, as well as developing priority areas for the development of the livestock industry in the context of import substitution.Research methods-the paper used methods of systematization of information from the analyzed literature sources, including: analysis, synthesis, structuring. The methods of expert assessments, questionnaires, Express surveys, and interviews were also used.The main method for forming the information base of the study was used by the official data of state institutions of the Republic of Kazakhstan. Results of the study-the current state of food supply in the Republic of Kazakhstan is analyzed. It is revealed that the export of food products in the country is significantly inferior to imports. In the nomenclature of the country’s imports, a significant share is occupied by livestock products, which reduces the competitiveness of domestic products. In order to ensure the country’s food security, aspects of animal husbandry development are proposed to form the potential for import substitution of the economy of Kazakhstan.Conclusions: the productivity of domestic agriculture in general, and the development of the food and processing industry in particular – are important tasks of the state. The recommendations developed by the authors allow us to modify the economic mechanisms of state regulation of the agri-food market.

The river is one part that cannot be separated from our daily lives. The river in Katingan Regency is used by the community for various activities, including transportation, MCK (bathing, washing, toilet), and their daily economic activities. However, the reality in the field shows that the water quality in the Rasau River is not suitable for use by the people, the turbid water makes them have to think twice to use it. The purpose of this study was to explain and describe Community Supervision in Maintaining the Conservation of Sungai Rasau Ecosystem in Petak Bahandang Village, Tasik Payawan District, Katingan District, Central Kalimantan Province. This research uses qualitative research methods, which are intended to develop concepts, gather facts that are supported and supported by real data. Sources of data in this study are the employees of the Petak Bahandang Village, the Petak Bahandang Village community, and documents relating to Community Monitoring in Maintaining the Conservation of Sungai Rasau Ecosystem in Petak Bahandang Village, Tasik Payawan District, Katingan District, Central Kalimantan. Data collection techniques are observation, documentation and in-depth interviews. From the results of the study that Community Monitoring in Maintaining the Conservation of Sungai Rasau Ecosystem in Petak Bahandang Village, Tasik Payawan Subdistrict, Katingan District, Central Kalimantan Province is still low due to several factors, work, education, and leadership. Especially in planning, supervision, and maintenance, the community still lacks participation in it.

The livestock sector plays a special role in the formation of the rural economy and the life of society, performing a wide range of different functions. Agriculture, as a result of its activities, provides new jobs, in connection with which unemployment is reduced, there is also a decrease in rural migration, there is a change in the competitive environment, as a result of which the needs of the food market are being satisfied. A comprehensive assessment of the impact of animal husbandry on the development of the territory of the Kurgan region is the goal of our study. The article examines the development trends of the industry on the example of the Kurgan region. The influence of the development of animal husbandry on the provision of food security in the region has been studied. Such indicators as the volume of agricultural products for all types of categories, livestock, production of basic livestock products by categories of farms in the Kurgan region for 2016-2020 were considered and analyzed.

The purpose of this research are to uncover and describing the role and strategy of Kalumpang women in DA-REDD+ program, that facilitated by KFCP. Ecofeminism approach used to finding Kalumpang women strategy, of looking at and treating nature. This  approach is also intended to review the extent to which women's Kalumpang involvement in the DA-REDD+ KFCP. DA-REDD+ KFCP pilot project is one of the global framework related to climate change mitigation, saving the environment, by integrating the economics and sustainable prosperity through carbon stocks. The research was conducted in the Kalumpang village, Mantangai Kapuas District of Central Kalimantan Province, with an ethnographic approach. The data obtained by observation, participation observations, documentations, studies secondary data and in-depth interviews with informants who have been. The result showed  that  women are  involved in a small part  program,  nursery and planting activities (reforestation), especially when filling the soil and planting seeds into polybags.While  gender  equality issues  who was appointed by  KFCP  in the implementation of the program, has not been able to embrace all levels of society. Strategy  undertaken  by  women  Kalumpang  also varies  confront of  the REDD+ program.  There  are  so enthusiastic  to follow  each set  of activities,  some are  then left and returned at the beginning of the activity.

Department of Marine, Agricultural and Food Security Province of DKI Jakarta is the implementing element in food security, marine, fisheries, agriculture, animal husbandry and animal health. The duties and functions of each section is to development, supervision and control, all can be well done if supported by adequate of employees to speed up the process of implementation the task. The fundamental problem for department is the lack of staff and supported by the not opening of the recruitment of CPNS from 2015 to 2019 and much of employees is Purna Bhakti. This study aims to deternine the influencing factors of effectiveness, analyze the availability and need of Human Resources (HR) and the effectiveness of the performance of the employees. The research was conducted in February - March 2021. The data analysis used primary and secondary data. The data analysis used in this research is descriptive analysis, Workload Analysis (ABK) and SEM-PLS analysis. The results showed that the availability of employees in all divisions are shortage of staff and it necessary to plan recruitment for fill the formation and the distribution of the workload is equally and get performance optimal and effective. The factors of effectiveness employees is Internal, External and Workload. The level effectiveness of performance employee is medium category with a percentage of 54.4%. it means employees are able to carry out their workloads and produce effective performance. This study aims to build an integrated model between Islamic social finance, government sukuk financing and Indonesian food security. This study proposes an integrated model between Islamic social finance and government sukuk to build community food security through the cash waqf linked sukuk model. This model based on a modification of Sukuk issued by The Central Bank of Bahrain to provide a commodity in the future. The model proposed in this study is an innovative productive waqf model. The management involves both government and private companies. Sukuk are issued by the government through the ministry of finance or Bank Indonesia. Sukuk issued in social purposes with the underlying transaction is an innovative productive waqf. After the sukuk is issued, the funds are collected by means of a waqf contract, through cash waqf and assets. The funds or assets collected are submitted to the operational manager. The operational manager provides sukuk funds to farmers as capital for carrying out agricultural, plantation and livestock activities. Products that are prioritized are the primary needs of the community, including agricultural products of superior quality from biotechnology research, superior quality vegetables from biotechnology research in the field of plantations, livestock products from research field. The harvest is sold through the ministry of agriculture or through the traditional market to support the availability of food in sufficient quantities in a minimum price. The preferred products are the products of the primary needs of the community.

Food insecurity in Indigenous communities in Canada continue to gain increasing attention among scholars, community practitioners, and policy makers. Meanwhile, the role and importance of Indigenous foods, associated knowledges, and perspectives of Indigenous peoples (Council of Canadian Academies, 2014) that highlight community voices in food security still remain under-represented and under-studied in this discourse. University of Winnipeg (UW) researchers and Fisher River Cree Nation (FRCN) representatives began an action research partnership to explore Indigenous knowledges associated with food cultivation, production, and consumption practices within the community since 2012. The participatory, place-based, and collaborative case study involved 17 oral history interviews with knowledge keepers of FRCN. The goal was to understand their perspectives of and challenges to community food security, and to explore the potential role of Indigenous food knowledges in meeting community food security needs. In particular, the role of land-based Indigenous foods in meeting community food security through restoration of health, cultural values, identity, and self-determination were emphasized by the knowledge keepers—a vision that supports Indigenous food sovereignty. The restorative potential of Indigenous food sovereignty in empowering individuals and communities is well-acknowledged. It can nurture sacred relationships and actions to renew and strengthen relationships to the community’s own Indigenous land-based foods, previously weakened by colonialism, globalization, and neoliberal policies.
