The EU transport policy regarding financial provision of public passenger transport is considered. Place the separate provisions of EC Regulation 1370/2007 of the European Parliament and of the Council of 23 October 2007 on public passenger transport services on rail and road transport, which repeals Regulation (EEC) № 1191/69 and (EEC) № 1107/70 of the Council, which must be over 8 years implemented in Ukraine. The options for increasing the volume of passenger transportation by railway through development of a set of services with other modes of passenger transport based on multimodal transportation are considered as drivers of attraction of customers and of transport efficiency growth. Transport and logistics platform offering various kinds of transport and logistics services based on railway facilities is suggested as a tool for organizing multimodal routes. The suggestion is based on the analysis of commuter bus and rail flows inRussia, of profiling of customers of transportation services, of notions of platform and transport and logistics platform for passenger transportation, comprising its core elements, of the effects and risks of implementation of the concept. Particular attention is paid to possible contribution of the large-scale use of digital and IT-technology, global distribution systems, a set of criteria of assessment of satisfaction of a passenger with transport services is developed.

Development Trends of Air Passenger Transport Services and Service Distribution Channels Alongside their core service, i.e., passenger transportation, air carriers are nowadays providing numerous extra services, which are not directly related to transport. On the one hand, airlines are enlarging the scope of paid services provided on board an aircraft by, among other ways, splitting the air ticket fee and singling out the costs of such services as catering on board, checked-in luggage, airport check-in, etc. On the other hand, airline companies tend to provide mass services to their sales partners - ground transportation, car rental, insurance, hotel booking, etc. Provision of both the core and the extra services is closely connected with computerized reservation systems and the corresponding agent and customer access networks. These systems and networks form the basis of IT channels of service distribution. The present paper analyses the indicators and development trends of air transport services in combination with the development of service distribution channels and the information technologies lying at the basis of such channels. The paper also describes the structure and IT support of distribution channels. The authors have paid attention to the potential qualitative changes in the structure and possibilities of distribution of air passenger transportation services in view of the Next Generation Network (NGN) concept whose implementation has been started in the world.

In the study, the authors have identified the dominant trends in the development of the international road transport services market. These include monopolization and protectionism, structural imbalances, namely, predominance of European transport companies in the international motor transport market, prevailing of private transport companies. Hence, the researchers determined the general vector of improvement of the motor transport services market in the modern stage of internationalization of global economic relations. The current trends in the development of the international road transport services market in Ukraine are substantiated. The authors propose a competitiveness assessment methodology for transport enterprises. It is proposed to quantify the following elements as part of the competitiveness coefficient of a transport enterprise: 1) the range of offered transportation services; 2) pricing policy; 3) advertising; 4) public relations; 5) sales system; 6) employee incentive system; 7) innovative activity of the enterprise. Using the proposed methodological approach will help making reasonable management decisions to improve the efficiency of transport enterprises, to expand the information base of economic research, and to improve the quality of analysis in the context of accelerated development of the international logistics infrastructure.

Peculiarities of transport services for the transportation of passengers, which must be taken into account when creating logistics models for organizing and managing passenger flows, are considered. Need of cost reduction of time of passengers for transport service is proved. The conclusion is drawn on need of the effective transport system creation, for the purpose of observance of intervals of the movement of buses on routes. The possibility of use of architectural approximations classes for the solution of transport logistics problems is analysed. The methods used for solving transport problems where the most widespread is modeling and algorithmization of the determined task formulation strategy with use of a classical algorithm of mathematical programming are considered. The prospects of a meta-heuristic method use is a genetic algorithm for the solution of tasks of the control of city passenger transport adapted to objective conditions are proved. The main features of genetic algorithms consisting in an opportunity by optimization to use criterion function and to consider the necessary number of restrictions are defined. The structure of a chromosome which represents the coded option of the movement of the bus in real time depending on a road situation is received.

Urban transport is a comprehensive and dynamic mechanism. Therefore, all the problems for improving and reorganization of the system can be examined only in the light of a systemic approach. Currently, public passenger transport is one of the most important branches of the urban development in cities and metropolis. Public passenger transport activity and all the steps taken to improve that activity are considered to be of great social importance. In the current stage of city development, one of the main tasks is to create a public passenger transportation system that is safe, affordable, economical, reliable and environmentally friendly. The important role of passenger transport in the city's economy and achieving important social services to the population, dictates the need to introduce measures in the system that are harmonious, balanced and effective. Achieving an adequate level of quality of transport services is a prerequisite for providing transport services. Certain level of quality of transport services is essential for the operation of intercity road passenger transport due to the increasingly competitive competitiveness of road transport companies in the transport services market. The topic of this research is also based on the presented topic, primarily through a comprehensive and systematic presentation of the current scientific knowledge in the area of quality management in road passenger transport. The structure of the public road transport system and the quality of transport services are described. The paper presents the quality of transport services as the basis of business excellence of road transport companies. Various models of quality management of transport services are described, as well as methods of assessing the quality of transport services in road passenger transport. The review is displayed of the current scientific research on the elements of quality of transport services in road passenger transport. The purpose of the research is to improve the methodology for assessing the quality of transport services with the aim of optimizing business and competitiveness of the road transport company.

The relevance of the problem is due to the lack of a method and indicators for assessing the level of transport mobility of cities. The purpose of the article is to develop a method for assessing the level of transport mobility. Currently, there are no science - based criteria for assessing the level of mobility in terms of the convenience of passengers using various types of public transport for travel. The use of the transport mobility index will contribute not only to improving the quality of passenger transport, but also to improving the level of transport services in General. The developed method for assessing the level of transport mobility will allow you to study the dynamics of changes in indicators and plan measures to improve the quality of transport services. The implementation of the proposed method will allow analyzing routes, as well as planning measures to increase the level of transport mobility and the attractiveness of public transport for passenger transportation.

Purpose – The purpose of this paper is to present the condition of the bus fleet operated by the bus companies and its impact on the passengers’ decision about the choice of means of transport in the light of the strategy of sustainable development of a region and the European Union (EU) transport policy. Design/methodology/approach – The paper reviews the legal documents of the EU relating to the implementation of the strategy of sustainable development of a region in a public transport. It shows the current condition of research on the shape of the bus fleet in bus companies in Poland, and on the basis of the analysis performed, it indicates the status of its operation and use. It also shows the results of a survey on factors which direct passengers when choosing a means of transport. Findings – The paper shows that the condition of the bus fleet is of great importance to the quality of transport services provided by the bus company and, as a result, to the implementation of sustainable development policy in a region. Practical implications – By pointing to the fact that the aim of the EU transport policy is to increase the role of public transport, strategic action should be taken to renew the bus fleet in the bus companies. Originality/value – The paper presents the need to adapt the condition of the bus fleet to the requirements of its passengers, which in turn will improve the attractiveness of bus transport and will increase the role of public transport in passenger transportation.
