Businesses and governments continue to expand the use of the internet to access and provide a wide range services to consumers. This change in service delivery presents a potential access barrier for people who do not have access to the internet available in their homes. Publicly available computers attempt to bridge this gap; however, it is not clear if people are willing to use computers in these environments to engage in the full range of web-based activities, particularly online transactions. We expand Triandis’ modified TRA model to consider user characteristics and the impact of the physical and virtual environment on public transactional use of websites. Results indicate that people are sensitive to the physical environment surrounding the computer and that Internet self-efficacy supports public transactional use while individual need for privacy deters transactional use in a public environment. In addition, people without personal internet access do complete transactions at other non-public locations and that completing transactions from non-public locations is a strong determinant of public transactional use.

The sexual exploitation of children remains a very serious problem and is rapidly increasing globally through the use of the Internet. This chapter focuses on the child pornography and IT, and the various methods to combat this problem. The ease of acquiring IT and digital equipments, the global reach of Internet and freely available peer-to-peer services have made child pornography a very complex issue to undertake. The borderless nature of the Internet and the lack of unified criminal code among nations further escalated the complexity of law enforcement against child pornography.

This case study examined the effectiveness and significance of the Internet and interactive video broadcasting as instructional and communication media in a global virtual learning system. The study explored how differences in students’ technology experiences, curriculum, cultures, and access to technology influence learning and student attitude in a technology-based distance education environment. The research also investigated whether the use of online references and materials is adequate and appropriate for successful distance learning. The setting was a virtual campus that linked universities in the U.S., Australia, and Canada with learning centers in different African countries. E-mail and face-to-face interviews, observations, and Web-based surveys were utilized to collect the data. The study reveals that students had mixed perceptions about the effectiveness of technology, with positive attitudes exhibited towards interactive video and some anxiety and dissatisfaction with the use of the Internet.

ABSTRACT The National Oceanic and Atmospheric Administration (NOAA) Sanctuaries Hazardous Incident Emergency Logistics Database System (SHIELDS) is an Internet-based information system designed to improve access to critical data, plans, and tools for National Marine Sanctuary (NMS) personnel and their partners for contingency planning and response situations. At the core of the SHIELDS project is a website developed for each of the thirteen National Marine Sanctuaries and one coral reef ecosystem reserve in the sanctuary designation process. Each site hosts general planning and response information, such as policies and contingency plans. More so, SHIELDS takes advantage of leading information technology to improve the availability of vital response information and folds it into one comprehensive website. The use of Geographic Information System (GIS) data has expanded from static hardcopy maps to web-based interactive mapping, allowing Internet users to easily examine Sanctuary-specific geographic data from any location. SHIELDS offers NOAA modeling tools to analyze the fate of pollutants and live buoy data for real-time oceanographic conditions. Web-based databases within SHIELDS allow the user to enter or query information on personnel contact and location, potential Sanctuary threats, geographic response plans (GRPs) and Resources and UnderSea Threats (RUST) data, post updated incident text and documentation, or look up response glossary terms. Although SHIELDS relies extensively on the use of the Internet to distribute its information, it has also been designed to work as a stand-alone product for those inevitable circumstances when Internet access is not available during a response. The user can load the SHIELDS webpages and data onto their personal computer and carry it to any remote location to access the same data found on the Internet. SHIELDS provides the most comprehensive incident planning and response information for the National Marine Sanctuary Program (NMSP). This ensures that NOAA fulfills its role as stewards of Sanctuary resources and provides effective and timely response information about their trust resources.

The use of the Internet now has a specific purpose: to find information. Unfortunately, the amount of data available on the Internet is growing exponentially, creating what can be considered a nearly infinite and ever-evolving network with no discernable structure. This rapid growth has raised the question of how to find the most relevant information. Many different techniques have been introduced to address the information overload, including search engines, Semantic Web, and recommender systems, among others. Recommender systems are computer-based techniques that are used to reduce information overload and recommend products likely to interest a user when given some information about the user’s profile. This technique is mainly used in e-Commerce to suggest items that fit a customer’s purchasing tendencies. The use of recommender systems for e-Government is a research topic that is intended to improve the interaction among public administrations, citizens, and the private sector through reducing information overload on e-Government services. More specifically, e-Democracy aims to increase citizens’ participation in democratic processes through the use of information and communication technologies. In this chapter, an architecture of a recommender system that uses fuzzy clustering methods for e-Elections is introduced. In addition, a comparison with the smartvote system, a Web-based Voting Assistance Application (VAA) used to aid voters in finding the party or candidate that is most in line with their preferences, is presented.

BACKGROUND The use of the internet for health information among older people is receiving increasing attention, but how it is associated with chronic health conditions and health service use at concurrent and subsequent time points using nationally representative data is less known. OBJECTIVE This study aimed to determine whether the use of the internet for health information is associated with health service utilization and whether the association is affected by specific health conditions. METHODS The study used data collected in a technology module from a nationally representative sample of community-dwelling older Americans aged 52 years and above from the 2012 Health and Retirement Study (HRS; N=991). Negative binomial regressions were used to examine the association between use of Web-based health information and the reported health service uses in 2012 and 2014. Analyses included additional covariates adjusting for predisposing, enabling, and need factors. Interactions between the use of the internet for health information and chronic health conditions were also tested. RESULTS A total of 48.0% (476/991) of Americans aged 52 years and above reported using Web-based health information. The use of Web-based health information was positively associated with the concurrent reports of doctor visits, but not over 2 years. However, an interaction of using Web-based health information with diabetes showed that users had significantly fewer doctor visits compared with nonusers with diabetes at both times. CONCLUSIONS The use of the internet for health information was associated with higher health service use at the concurrent time, but not at the subsequent time. The interaction between the use of the internet for health information and diabetes was significant at both time points, which suggests that health-related internet use may be associated with fewer doctor visits for certain chronic health conditions. Results provide some insight into how Web-based health information may provide an alternative health care resource for managing chronic conditions.
