Distributed ledger technologies (DLTs) such as blockchain have in recent years been presented as a new general-purpose technology that could underlie many aspects of social and economic life, including civics and urban governance. In an urban context, over the past few years, a number of actors have started to explore the application of distributed ledgers in amongst others smart city services as well as in blockchain for good and urban commons-projects. DLTs could become the administrative backbones of such projects, as the technology can be set-up as an administration, management and allocation tool for urban resources. With the addition of smart contracts, DLTs can further automate the processing of data and execution of decisions in urban resource management through algorithmic governance. This means that the technological set-up and design of such DLT based systems could have large implications for the ways urban resources are governed. Positive contributions are expected to be made toward (local) democracy, transparent governance, decentralization, and citizen empowerment. We argue that to fully scrutinize the implications for urban governance, a critical analysis of distributed ledger technologies is necessary. In this contribution, we explore the lens of “the city as a license” for such a critical analysis. Through this lens, the city is framed as a “rights-management-system,” operated through DLT technology. Building upon Lefebvrian a right to the city-discourses, such an approach allows to ask important questions about the implications of DLTs for the democratic governance of cities in an open, inclusive urban culture. Through a technological exploration combined with a speculative approach, and guided by our interest in the rights management and agency that blockchains have been claimed to provide to their users, we trace six important issues: quantification; blockchain as a normative apparatus; the complicated relationship between transparency and accountability; the centralizing forces that act on blockchains; the degrees to which algorithmic rules can embed democratic law-making and enforcing; and finally, the limits of blockchain's trustlessness.

This chapter presents a case study from Copenhagen on a community-based, but state-initiated urban gardening effort to examine what such efforts mean for the minorities’ (the homeless and the ethnic minorities’) right to the city (Purcell, 2002; 2013) especially within the context of a traditionally welfare-driven, but increasingly neoliberalized urban context. David Harvey has described the right to the city as “not merely a right of access to what already exists, but a right to change it after our heart’s desire” (Harvey, 2003). As such, in this chapter the concept of “right to the city” is operationalized as a measure or proxy for social and spatial justice to explore how the state-initiated community gardening effort in the Sundholm District shapes/secures/denies the homeless and the ethnic minorities’ ability to, a) use and just be in the physical space of the garden (a public space) and b) to translate this into access to the political space of urban governance (and governance of the garden space) where they can voice their needs/concerns.

In the increasing cosmopolitan condition of our cities inclusionary urban commons are becoming more and more relevant as civic institutions for encounter, dialogue and collaboration. Their non-commodifiable asset experiences increasing issues of social inclusion, participation, privatisation and universal access. The papers included in this issue of The Journal of Public Space are focused on the development of the commons’ capacity firstly to contingently relate and articulate heterogeneous values and paradigms, personalities, spheres of thought and material and intangible elements; secondly to sustain equity, diversity, belonging by transforming conflicts in productive associations that counter conditions of antagonism to set up critically engaged agonistic ones (Connolly, 1995; Mouffe, 1999, 2008). They include analytical studies, critical appraisals and creative propositions—part of which documenting the City Space Architecture’s event at Freespace, the 16th Venice Architecture Biennale—which address the power of the inclusionary urban commons to support the constitution of free, open and participatory networks that enhance social, cultural and material production of urban communities by reclaiming, defending, maintaining, and taking care of the “coming together of strangers who work collaboratively […] despite their differences” (Williams, 2018: 17).

To investigate the wellbeing factor within the urban context, the authors developed a methodological process for understanding and recreating the term “wellness” focusing on the public open spaces of the city. Using as case study the city of Chania, this research firstly proposes the assessment of four well-being indicators in specific areas of the city linking their effect on people's disposition and then uses the generated data for the redesign of public open spaces in terms of strengthening urban prosperity, with a comprehensive six-step methodology that combines participatory processes and methods based on GIS technologies. This chapter is structured into three main sections as follows: the first section elaborates on the research questions and justification of methods used, the second proceeds with the analysis of the proposed methodology while the third section highlights its overall assessment. Finally, some concluding remarks are expressed for further research.

Many of the academic analyses calling Medellín’s development an “urban miracle” fall short with regard to discussion of the political economic implications of institutional shifts. An emerging transnational capitalist class promoted ‘good governance’ reforms and the embedding of neoliberalism in the urban context. Medellín’s neoliberal development agenda is not only a market-led strategy but also a particular form of hierarchic rule and distribution of power. Increased economic activities in the tertiary sector, the promotion of flexible labor markets, and the incorporation of the city into the global economy at the lower end of the value chain have not served as sustainable growth escalators for Medellín’s economy. The city continues to have high rates of un- and underemployment and is still the country’s most unequal city. These developments can by no means be described as miraculous. Muchos de los análisis académicos que describen el desarrollo de Medellín como un “milagro urbano” se quedan cortos en cuanto a la discusión de las implicaciones político-económicas de los cambios institucionales. Una nueva clase capitalista transnacional promovió las reformas de buena gobernanza y la incorporación del neoliberalismo en el contexto urbano. El plan de desarrollo neoliberal de Medellín no es sólo una estrategia orientada al mercado sino que también es una forma jerárquica de gobierno y distribución del poder. El aumento de las actividades económicas en el sector sectario, la promoción de un mercado laboral flexible y la incorporación de la ciudad en la economía global en el nivel más bajo de la cadena de valor no han servido como palancas para el crecimiento económico sustentable de Medellín. La ciudad sigue teniendo las tasas de desempleo y subempleo más altas de Colombia y todavía es la ciudad más desigual del país. Estos desarrollos no pueden ser descritos en modo alguno como milagrosos.

The adaptive reuse of cultural heritage assets is often problematic. What emerges is the urgency of a thoughtful negotiation between built forms and emerging needs and requests. In this view, a fruitful trajectory of development arises in commoning heritage by means of adaptive reuse. Hence, the purpose of this article is to investigate how community-led adaptive heritage re-use practices contribute to social innovation in terms of new successful model of urban governance, by providing a specific focus on innovative aspects that emerge in both heritage and planning sectors. Therefore, it also aims to improve the knowledge in the innovative power of heritage when conceptualized as performative practice. To this end, the paper presents the adaptation process of a former church complex located in Naples, today Scugnizzo Liberato, one of the bottom-up initiatives recognized by the Municipality of Naples as part of the urban commons network of the city. The research results are based on desk research, a literature review, and interviews with experts and activists, conducted as part of the OpenHeritage project (Horizon 2020). Initial evidence shows that profound citizen involvement throughout the whole heritage-making process might generate innovative perspectives in urban governance as well as conservation planning practice.

With reference to the MeSmart project, the Municipality of Messina is making a great investments to deploy several types of cameras and digital devices across the city for carrying out different tasks related to mobility management, such as traffic flow monitoring, number plate recognition, video surveillance etc. To this aim, exploiting specific devices for each task increases infrastructure and management costs, reducing flexibility. On the contrary, using general-purpose devices customized to accomplish multiple tasks at the same time can be a more efficient solution. Another important approach that can improve the efficiency of mobility services is moving computation tasks at the Edge of the managed system instead of in remote centralized serves, so reducing delays in event detection and processing and making the system more scalable. In this paper, we investigate the adoption of Edge devices connected to high-resolution cameras to create a general-purpose solution for performing different tasks. In particular, we use the Function as a Service (FaaS) paradigm to easily configure the Edge device and set up new services. The key results of our work is deploying versatile, scalable and adaptable systems able to respond to smart city’s needs, even if such needs change over time. We tested the proposed solution setting up a vehicle counting solution based on OpenCV, and automatically deploying necessary functions into an Edge device. From experimental results, it results that computing performance at the Edge overtakes the performance of a device specifically designed for vehicle counting under certain conditions and thanks to our reconfigurable functions.

In India, traditionally and from time immemorial, marriage has always been a sacred bond for people of this country. The aim of this study is to explain a socially sanctioned sex relationship involving people of two opposite gender whose relationship is expected to endure beyond time required for gestation. The functional method of the study has been set up on the field-based observation to find out the reasons behind rising of marital disharmony among working couples. But the problem is initially in modern times the concept of marriage is gradually taking a different turn between couples. Hence the focus of this paper is to study the various factors giving rise to marital disharmonies among working couples in urban India and how these discords can be solved so that couples can lead a happy harmonious married life ahead. Survey has been done in the city of Kolkata taking people from various walks of life. As Kolkata is one of the major Metropolitan cities of India it was easier to find people belonging to different professions. The result of this study is every marriage brings challenges in life. Maximum working couples are losing attachment with each other as they have lack of time for each other. Bringing work at home, sharing of parenthood, indifference towards each other, lack of adjustments are the causes for which level of disharmony is increasing.

A key theme in urban governance research is how neoliberalism reshapes the state–society relationship. Our study on Guangzhou, where urban regeneration through massive redevelopment of “villages-in-the-city” uncovered interactions between the state, market, and community in local governance, contributes to this debate. Based on intensive field research to analyze three projects, we find that what really controls neoliberal growth in China is not simply the authoritarian tradition of the socialist state but also the power of the indigenous village communities. Our findings suggest that state intervention for community building is vital for rebalancing power relations between the state, market, and community.

The increasing popularity of street redesigns highlights the intense competition for street space between their different users. More and more cities around the world mention in their planning documents their intention to rebalance streets in favor of active transportation, transit, and green infrastructure. However, few efforts have managed to formalize quantifiable measurements of the balance between the different users and usages of the street. This paper proposes a method to assess the balance between the three fundamental dimensions of the street—the link, the place, and the environment—as well as a method to assess the adequation between supply and demand for the link dimension at the corridor level. A series of open and government georeferenced datasets were integrated to determine the detailed allocation of street space for 11 boroughs of the city of Montréal, Canada. Travel survey data from the 2013 Origine-Destination survey was used to model different demand profiles on these streets. The three dimensions of the street were found to be most unbalanced in the central boroughs of the city, which are also the most dense and touristic neighborhoods. A discrepancy between supply and demand for transit users and cyclists was also observed across the study area. This highlights the potential of using a distributive justice framework to approach the question of the fair distribution of street space in an urban context.
