There is an ongoing debate about how best to feed the growing world population in the long run and associated implications for research and development. Some call for a new Green Revolution to secure the supply of staple foods, whereas others emphasize the importance of diversifying and improving people's diets. We aim to contribute to this debate by reviewing the case of wheat and maize value chains and their contribution to food security in Africa and Asia. We first identify drivers transforming food systems. We then apply these to the cereal value chains and disentangle their effects on food security. We thereby add to the three strands in the literature around production, consumption, and food system transformation and point to different research needs and recommendations for the future. The review highlights: (1) Wheat and maize production will be increasingly impaired by ecological drivers such as land degradation, water scarcity and climate change. (2) There are promising innovations to increase and maintain productivity, but constraints in adopting these innovations have to be overcome (i.e., access to seeds, finance, and education/training). (3) The drivers affect all four dimensions of food security, but first and foremost they determine the availability and stability of maize and wheat. This indirectly also influences the economic and physical access of people to maize and wheat. (4) Research tends to focus on improving the productivity and sustainability of wheat and maize farming which is largely interlinked with the availability dimension of food security. (5) The stability and utilization dimension of food security merits continued yet increased support. First, to address climate change and implications for biotic and abiotic stresses. Second, to promote healthier diets and enable the equitable transformation of food systems.

Global food security is one of the most unrelenting issues for humanity, and agricultural production is not sufficient in accomplishing this. However, earlier analyses of agricultural food production barely ever bring out the contrasts associated with economic development and different climatic zones. The world population is increasing day by day and climate change will be causing more extreme weather, higher temperatures and changed precipitation. The crop contributes about 20 % of the total dietary calories and proteins globally. There is 1% annual growth in food demand in the developing regions. The developing regions (including China and Central Asia) account for roughly 53 % of the total harvested area and 50 % of the production. Although, unmatched productivity growth from the Green Revolution since the 1960s dramatically transformed world food production, benefitting both producers and consumers through low production costs and low food prices. One of the key challenges today is to replace today’s food system with new ones for better sustainability. While the Green Revolution freed essential ecosystems from conversion to agriculture, it also created its own ecological problems. Moreover productivity increase is now slow or stagnant. Attaining the productivity gains needed to ensure food security will therefore require more than a repeat performance of the Green Revolution of the past. Future demand will need to be achieved through sustainable intensification that combines better crop resistance plants, adaptation to warmer climates, and less use of water, fuel, fertilizer, and labor. Meeting these challenges will require concerted efforts in research and innovation to develop and set up feasible solutions. Necessary investment will be required to realize sustainable productivity growth through better technologies and policy and institutional innovations that facilitate farmer adoption and adaptation. The persistent lessons from the Green Revolution and the recent efforts for sustainable escalation of food systems in South Asia and other developing nations will definitely providing useful insights for the future.

Previous studies suggested that maize is set to become a cash crop while ensuring food security better than any other crop. However, climate change has become one of the key production constraints that are now hampering and threatening the sustainability of maize production systems. We conducted a study to better understand changes here defined as adaptations made by smallholder farmers to ensure food security and improve income through maize production in a climate change context. Our results show that maize farmers in northern Benin mainly rely on traditional seeds. Drought as abiotic stress is perceived by farmers in many agro-ecological zones as a disruptive factor for crop production, including maize. When drought is associated with pest damages, both the quantity (i.e. yield) and the quality (i.e. attributes) of products/harvests are negatively affected. The adverse effects of drought continue to reduce production in different agro-ecological zones of the country, because of the lack of widespread adoption of tolerant varieties. The study suggests actions towards the production of drought-tolerant maize seeds, a promotion of seed companies, the organization of actors and value chains. Apart from climate change, the promotion of value chains is also emerging as one of the important aspects to take into account to sustain maize production in Benin.

The rapid expansion of modern food retail encapsulated in the so-called ‘supermarket revolution’ is often portrayed as a pivotal driving force in the modernization of agri-food systems in the Global South. Based on fieldwork conducted on horticulture value chains in West Java and South Sulawesi, this paper explores this phenomenon and the concerted efforts that government and corporate actors undertake with regard to agri-food value chain interventions and market modernization in Indonesia. The paper argues that after more than 15 years of ‘supermarket revolution’ in Indonesia, traditional food retail appears not to be in complete demise, but rather adaptive and resilient to its modern competitors. The analysis of local manifestations of supermarket-led agricultural development suggests that traditional markets can offer certain advantages for farmers over supermarket-driven value chains. The paper further identifies and discusses two areas that have so far been neglected by research and policymaking and which warrant further investigation: (i) the simultaneous transformations in traditional food value chains and their relation to modern markets, and (ii) the social and environmental performances of modern vis-à-vis traditional food value chains.

Climate change poses unprecedented and complex challenges to global food systems. Critical vulnerabilities, continuing inequalities, and unsustainability have demonstrated that food systems need significant intervention in order to deliver safe, just, and healthy food for all, against the backdrop of a changing climate. Innovative interventions and effective financing are needed across the food system to achieve these grand ambitions. While there is recognition of a systems approach in the face of complex issues such as climate change, interventions and financing mechanisms have historically focused narrowly on production or specific sectors within food and related systems. Given the diverse array of stresses and shocks, this approach will not achieve the desired paradigm shifts necessary to secure global food systems and meet the Paris Agreement climate targets. Through a comprehensive review of projects funded through the Green Climate Fund (GCF), this paper shows that paradigm shifting interventions can benefit from a food systems perspective by moving beyond specific sectors and activities and delivering outcomes across the socio-economic and environmental spheres. Climate change and food system challenges are complex and necessitate system approaches, and financing instruments need to be designed and structured with systemic complexity in mind.

Background: As part of a global policy response for addressing malnutrition, food system actions have been proposed. Within food system interventions, policies directed to supply chains have the potential to increase the availability and affordability of a healthy diet. This qualitative study aimed to identify opportunities to integrate nutrition as a priority into the food supply policy space in Mexico. Methods: Data were collected through analysis of 19 policy documents and 20 semi-structured stakeholder interviews. As an analytical framework, we used Policy Space Analysis and embedded the Advocacy Coalition Framework and the steps of the food chain of the conceptual framework of food systems for diets and nutrition. Results: Policy issues relevant to nutrition were viewed differently in the economic and agricultural sectors versus the health sector. Overall, the main policy objective related to nutrition within the economic and agricultural sectors was to contribute to food security in terms of food quantity. Nutrition was an objective in itself only in the health sector, with a focus on food quality. Our policy space analysis reveals an opportunity to promote a new integrated vision with the recent creation of an intersectoral group working on the public agenda for a food system transformation. This newer integrative narrative on food systems presents an opportunity to shift the existing food security narrative from quantity towards considerations of diet quality. Conclusion: The political context and public agenda are favorable to pursue a food system transformation to deliver sustainable healthy diets. Mexico can provide a case study for other low- and middle-income countries for putting nutrition at the center of food policy, despite the ongoing constraints on achieving this.

Abstract Worldwide nearly a billion people are estimated to be malnourished, including 140 million children under age 5, leading to permanent impairment of their physical and cognitive development (WHO; http://www.unscn.org/layout/modules/resources/files/rwns5.pdf). In addition, 1 in 9 humans worldwide do not have regular access to clean, healthy drinking water, and 1 in 4 use a drinking water source contaminated with feces [WHO (World Health Organization); https://www.who.int/news-room/fact-sheets/detail/drinking-water]. Providing adequate food and water will become an even bigger challenge during the remainder of this century given the projected nearly 50% increase in the world’s population [from its current 7.6 to 11.2 billion by 2100; Garland, Science 346:234–7, 2014 and World Population Prospects, UN, 2015 (the U.S. is projected to experience a similar increase in population; https://www.census.gov/data/tables/2014/demo/popproj/2014-summary-tables.html)]. These problems are why the top 2 of the United Nation’s 17 current “Sustainable Development Goals” are to “End poverty in all its forms everywhere” (Goal 1) and to “End hunger, achieve food security and improved nutrition and promote sustainable agriculture” (Goal 2). Because most arable land worldwide is already in use, and water and energy also are limiting, increased production of food will require a substantial increase in efficiency (Reynolds et al., Journal of Nutrition 145:1377–9, 2015). This talk will discuss how animal-sourced foods, when consumed in appropriate amounts as part of a balanced diet, provide essential nutrients for humans and are important to a healthy diet. In addition, we will discuss how animals are critical to continuation of the “Green Revolution,” which will be key to the sustainability of agricultural systems. In addition, addressing various potential problems associated with production of food animals, including water availability and quality, greenhouse gas emissions, animal welfare, overgrazing, food waste, and complexity of the food system(s), will require highly motivated and well-trained animal scientists.

Biocultural diversity is central to the nutrition, resilience, and adaptive capacity of Indigenous and traditional peoples, who collectively maintain the longest ongoing human experiences with the provision of food under environmental change. In the form of crops and livestock and associated knowledge on their cultivation and use, food-related biocultural diversity likewise underpins global food security. As food system transformation is increasingly recognized as an urgent priority, we argue that food security, sustainability, resilience, and adaptive capacity can be furthered through greater emphasis on conservation, use, and celebration of food-related biocultural diversity. We provide examples from the Parque de la Papa, Peru, a “food biocultural diversity neighborhood” which through advocacy and partnerships based around its diversity, has both enhanced local communities and contributed to food security at a much larger scale. We outline collaborative actions which we believe are important to up- and out-scale food biocultural diversity neighborhood successes. Further research and knowledge sharing are critical to better document, understand, track, and communicate the value, functions, and state of biocultural diversity in food systems. Expanded training and capacity development opportunities are important to enable the interchange of experiences and visions on food, health, sustainability and resilience, climate adaptation, equity and justice, and livelihood generation with others facing similar challenges. Finally, strengthened networking across food biocultural diversity neighborhoods is essential to their persistence and growth as they increasingly engage with local, national, and international organizations, based on shared interests and on their own terms, across five continents.

Have we finally turned the corner on COVID-19? Just maybe. The world is still reeling from the pandemic, and the delta variant is taking its toll presently, but the winds of change do seem to be shifting in our favor. After publishing more than a year and a half’s worth of research-based papers and commentaries on COVID-19 and its impact on the food system, we are taking a kind of odd pleasure in finally publishing content on a broader range of issues. Food systems work is (or should be) a veritable beehive of activity on all fronts, at all levels, at all times: racial equity, family farm resilience, climate change, building out our food security infrastructure, and so on require constant simul­taneous attention, each of these key issues being a piece of an interlocking resilience puzzle. . . .

Despite South Africa’s celebrated constitutional commitments that have expanded and deepened South Africa’s commitment to realise socio-economic rights, limited progress in implementing right to food policies stands to compromise the country’s developmental path. If not a deliberate policy choice, the persistence of hunger, food insecurity and malnutrition in all its forms is a deep policy failure.  Food system transformation in South Africa requires addressing wider issues of who controls the food supply, thus influencing the food chain and the food choices of the individual and communities. This paper examines three global rights-based paradigms – ‘food justice’, ‘food security’ and ‘food sovereignty’ – that inform activism on the right to food globally and their relevance to food system change in South Africa; for both fulfilling the right to food and addressing all forms of malnutrition. We conclude that the emerging concept of food sovereignty has important yet largely unexplored possibilities for democratically managing food systems for better health outcomes.

Globally, gender inequalities constrain food security, with women often disproportionately affected. Women play a fundamental role in household food and nutrition security. The multiple roles women play in various areas of the food system are not always recognised. This oversight emerges from an overemphasis on one aspect of the food system, without considering how this area might affect or be affected by another aspect. This study aimed to draw on international commitments and treaties using content analysis to enhance the Global Panel on Agriculture and Food Security food systems framework by integrating a gender perspective. The study found that generally, there is a consensus on specific actions that can be taken to advance gender equality at specific stages of the food system. However, governance and social systems constraints that are not necessarily part of the food system, but have a significant bearing on men and women’s capacity to effectively participate in the food system, need to be addressed. While the proposed conceptual framework has some limitations, it offers a foundation on which researchers, policymakers and other stakeholders can begin conceptualising the interconnectedness of gender barriers in the food system.
