Current trends in public administration are considered in the context of national security imperatives, in particular regarding prevention and elimination of military conflicts, achievement of international understanding and formation of a global security environment. In recent decades, military conflicts of varying intensity and scale, both in Europe and beyond the continent, have remained a potential threat to Ukraine and all European countries. The research methodology is based on a systematic approach, which, in particular, summarizes modern interpretations of public administration and identifies problematic aspects of reforming modern governance structures amid globalization, informatization and democratization of the society and government. The position on the effectiveness and political perspective of democratic reforms is substantiated. Similar processes are observed in public administration in the security field within the democratic trend aimed at developing a dialogue between society and government through the active involvement of a wide range of non-state actors. On the basis of the dialectical method the trends of public administration development in the field of military security are researched and their ambivalence is argued. The global context of the new consolidated view on the protection of the common future of humanity is noted. The axiological method has provided an opportunity to characterize the processes of securitization of socio-political life and to determine the prospects for reducing its conflictogenity. It is consistently held that the most effective and efficient is the combination of three levels of identity in integrated European societies: maintaining strong positions of the customary national level of self-identification, transnational level of common European values and ethnic level of identity - preservation of historical memory.

As awareness regarding the potential threat of climate change has grown in the US, many local governments and businesses are being asked to consider the climate implications of their actions. In addition, many leaders, including solid waste managers, who are not yet pressured from the outside, consider it prudent to account for their greenhouse gas (GHG) emissions and consider it a proactive measure to assess climate risks and opportunities and to show commitment to progress. Sources of GHG emissions in the solid waste management process include: waste transport vehicles, composting facilities, processing equipment, landfills, and waste-to-energy facilities. Over the past 25 years, the levels of GHG emissions have been reduced through technological advancements in waste-to-energy, environmental regulations such as the Clean Air Act, landfill gas capture and control, and the promotion of recycling and reuse. There are many opportunities for solid waste managers to further reduce their GHG emissions levels, including promotion of waste-to-energy facilities as part of a low-carbon solid waste management plan. Waste-to-energy may also, in the future, offer potential revenue from the sale of renewable energy credits and carbon credits in emerging emissions trading programs.

Significance Climate change targets, the EU's Emissions Trading Scheme (ETS) and direct emissions controls increasingly define the end-destination of the EU’s energy transition towards a single market, while the precise path of travel is determined largely by national-level policies. Differences in national approaches create distortions that hamper the increase in cross-border trade required to make the EU single energy market a reality. Impacts The EU will continue to resist capacity markets and strategic-reserve mechanisms, which create significant market distortions. Cross-border electricity trade requires significant new investment, but it is not clear that the financial incentives exist to support it. The long-term future of gas-fired generation is in doubt owing to increasing competition from low-carbon technologies.

Milk processing industry consumes hydrofluorocarbon (HFC) at a great extent. Emission of HFC distresses the food security, water security and the future of healthy living beings. Thus, the purpose of this paper is to propose strategies to improve the HFC management practices in Sri Lankan milk processing industry. Case study method was involved under qualitative phenomenon. Thus, three case studies were selected based on the HFC handling process. Nine milk processing agencies representing three importers and distributors, three milk processors and three service providers were selected to collect the data. Case analysis technique was used for data analysis. Findings revealed that, lack of institutional and national level procedures, unstable governmental policies, and lack of technology have increased the unhealthy handling of HFC in milk processing industry in Sri Lanka. Initiating a national level mechanism for governing HFC importers and service providers, empowering inventers for creating sustainable applications over HFC use and improving awareness were identified as key strategies to eliminate the identified issues under organisational and national level. Accordingly, a framework was proposed, which provides a platform to investigate the status of HFC handling procedure of milk processing industry in Sri Lanka. Since there is a lack of national level concern on managing HFC use in milk processing industry, having a formal framework at national level to govern both national and institutional level procedures was determined as a vital step forward to be considered.

Development of low carbon urban environment stands among the highest priorities countries, cities and regions are faced with. Despite all the efforts, initiatives and concrete actions taken on the international, regional and national level, many countries experience very low or almost insignificant change on a local level. The situation in Serbia resembles these widely recognized dynamics. While on one hand, the responsible ministries and governmental bodies in Serbia have made a visible progress in meeting the challenge of developing low carbon environment over the past decade, it is a fact that actions on a local level aimed at redirecting the current trends and introducing a more responsible development into their cities and towns are very rare and rather sporadically taken. This paper focuses on a local level, and is concerned with the specific challenges and opportunities recognized there. The medium and small towns in Serbia are of primary interest, since their potential for change is least developed and recognized. The paper explores the challenges they deal with, namely, the perceptive, institutional, and legal constraints and goes on to investigate how these constraints could be overcome, or reduced. On the other hand, there are some opportunities that local communities have on hand. The paper takes to the light their strengths, and presents how they could be integrated into the development processes, and employed in order to further empower local communities in making their towns and places more carbon sensitive.

China has gone through a rapid process of urbanization, but this has come along with serious environmental problems. Therefore, it has started to develop various eco-cities, low-carbon cities, and other types of sustainable cities. The massive launch of these sustainable initiatives, as well as the higher cost of these projects, requires the Chinese government to invest large sums of money. What financial toolkits can be employed to fund this construction has become a critical issue. Against this backdrop, the authors have selected Sino-Singapore Tianjin Eco-city (SSTEC) and Shenzhen International Low-Carbon City (ILCC) and compared how they finance their construction. Both are thus far considered to be successful cases. The results show that the two cases differ from each other in two key aspects. First, ILCC has developed a model with less financial and other supports from the Chinese central government and foreign governments than SSTEC, and, hence, may be more valuable as a source of inspiration for other similar projects for which political support at the national level is not always available. Second, by issuing bonds in the international capital market, SSTEC singles itself out among various sustainable initiatives in China, while planning the village area as a whole and the metro plus property model are distinct practices in ILCC. In the end, the authors present a generic financing model that considers not only economic returns but also social and environmental impacts to facilitate future initiatives to finance in more structural ways.

Following numerous global scientific studies and major international agreements, the decarbonization of energy systems is an apparent and pressing concern. The consequence of continued emission growth tied to rising global average temperatures is difficult to predict, but against a background of other natural and human-induced disasters, may create a situation, from a positive perspective, where each disaster event triggers “build back better” responses designed to speed the transition toward low carbon, resilience-oriented energy systems. This article examines the potential for disaster-triggered responses in communities, at various local and regional levels, in four industrial economies in the Asia Pacific region: Japan, China, Australia, and the USA. Seven case studies were evaluated against a set of criteria that exemplify the key aspects of resilient energy systems. The research results suggest that a new space of innovation does emerge in post-disaster situations at a range of local and regional scales. The greatest potential benefit and opportunity for significant gains, however, appears to manifest at the small community level, and the ultimate challenge relates to how to mainstream local innovations into state and national level transformation on energy systems so as to enhance resilience and promote rapid decarbonization.

Based on the 286 green consumption policy documents issued from 1989 to 2019 at the national level, we analyzed the stage of documents issued, the intergovernmental relationship network of the policy issuing units, and the evolution of the green consumption policy system. The results revealed that: (1) the development of green consumption policies had undergone three stages (i.e., initial stage, preliminary development stage, and deep development stage). For the issuing units, collaborative decision-making by multiple units is a significant phenomenon in the current green consumption policy field; (2) the green consumption policy focus had evolved from placing an initial emphasis on pollution control and clean production to constructing a circular economy and encouraging ecological environmental protection; (3) in respect to the research topic, the results of high-frequency keywords indicated that six clusters were generated, and these included industrial pollution, green product certification and labeling, resource conservation and energy-saving technological development, environmental protection and the energy ecological cycle, the low-carbon economy, and publicity and social participation.

AbstractThis paper uses data for 134 countries for the period 1960–2010 to document an energy ladder that nations ascend as their economies develop. On average, economic development results in an overall substitution from the use of biomass to energy sourced from fossil fuels, and then increasingly towards nuclear power and certain low-carbon modern renewables such as wind power. The process results in the carbon intensity of energy evolving in an inverse-U manner as per capita incomes increase. Fossil fuel-poor countries climb more quickly to the low-carbon upper rungs of the national-level energy ladder and so typically experience larger reductions in the carbon intensity of energy as they develop. Leapfrogging to low-carbon energy sources on the upper rungs of the national-level energy ladder is one route via which developing countries can reduce the magnitudes of their expected upswings in carbon dioxide emissions.
