This research implements a methodology to the joint assessment of the photovoltaic and onshore wind investment roadmaps put forward by the main institutions in the field, International Renewable Energy Association (Irena) and the International Energy Agency, to achieve a low carbon emissions economy with near zero net greenhouse gases emissions. The two energies taken together account for over 80% of the renewable energy deployments envisaged by both roadmaps. The assessment is conducted according to economic criteria (the levelized cost of energy, capital requirements and financial risks), and environmental (carbon avoided, its value, and its cost). Given the recent Intergovernmental Panel on Climate Change (IPCC) report on the urgency to tackle climate change, accelerated deployments of the roadmaps are assessed as well. Overall, it is found that the roadmaps are financially sound, even under an accelerated scenario. Possible limits to the deployment of renewable energies roadmaps derived from the availability of raw materials and other constraints are also discussed, showing likely constraints for lithium batteries but not for photovoltaic and wind energies.

This chapter examines key legal instruments and mechanisms relevant to international renewable energy regulation. These play an important role in governing unified action and enhancing collaboration and information-sharing on effective policies and investment frameworks aimed at reducing barriers and risks to investments in renewable energy. The mechanisms that are analysed are the International Renewable Energy Agency (IRENA) Statute, the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol and related international climate change negotiations and declarations, the Energy Charter Treaty (ECT), and various sector-specific treaties. The chapter also turns its attention to the primary international organizations that influence present and future directions in international renewable energy policy, such as the Nairobi Programme of Action for the Development and Utilization of New and Renewable Sources of Energy, International Energy Agency, Development Banks, and the Renewable Energy and Energy Efficiency Partnership.

Emissions scenarios are central to climate change research, policy, and planning. Recent studies question plausibility of the Intergovernmental Panel on Climate Change (IPCC) high-emissions scenarios, while others cast doubt on the achievability of a 1.5-degrees-C-by-2100 target. Here, we identify the subsets of scenarios of the IPCC 5th (AR5) and forthcoming 6th (AR6) Assessment Reports that project 2005-2040 fossil-fuel CO2 emissions growth rates most consistently with observations from 2005-2020 and International Energy Agency (IEA) projections to 2040. 71% of these scenarios project between 2 degrees C and 3 degrees C of warming by 2100, with a median of 2.2 degrees C. Our results suggest the world may be better positioned with respect to CO2 emissions than often assumed, but is off track from 1.5 degrees C targets.

The world’s ever-increasing population, combined with economic and technological growth and a new, modern way of life, has led to high energy demand and consumption. Fossil fuels have been the main energy source for many years, but their use has many negative impacts on the environment. This has made the transition to renewable energy sources necessary in order to address climate change and meet the 1.5 °C goal. This paper is a review of the different types of renewables, their potentials and limitations, and their connection to climate change, economic growth, and human health. It also examines consumers’ willingness to pay for renewables in different countries, based on the existing literature. IEA (International Energy Agency) data are analyzed, concerning renewables’ current use, the evolution of their usage, and forecasts about their future usage. Finally, policies and strategies are recommended in order to address climate change and fully integrate renewables as a sustainable energy source.

The Intergovernmental Panel on Climate Change (IPCC) reports on climate change have served to alert both the public and policymakers about the scope of the predicted changes and the effects they would have on natural and economic systems. The first IPCC report was published in 1990, since which time a further four have been produced. The aim of this study was to conduct a content analysis of the IPCC Summaries for Policymakers in order to determine the degree of certainty associated with the statements they contain. For each of the reports we analyzed all statements containing expressions indicating the corresponding level of confidence. The aggregated results show a shift over time towards higher certainty levels, implying a “Call to action” (from 32.8% of statements in IPCC2 to 70.2% in IPCC5). With regard to the international agreements drawn up to tackle climate change, the growing level of confidence expressed in the IPCC Summaries for Policymakers reports might have been a relevant factor in the history of decision making.

Energy development improves quality of life for humans, but also incurs environmental consequences. A global energy transition from fossil fuels to renewable energy may mitigate climate change but may also undermine the capacity to achieve some or all 17 Sustainable Development Goals (SDGs). In this study, we use an innovation systems approach to construct a comprehensive roadmap for solar and wind energy to anticipate and improve impacts of a transition to a low carbon future in a manner ensuring climate goals and SDGs are mutually reinforcing. Our multidisciplinary approach began with an assessment of public investments in renewable energy followed by a 2-day research prioritization workshop. Fifty-eight expert workshop participants identified six research themes that proactively address the environmental sustainability of renewable energy. Next, we identified linkages between the six research themes and all 17 SDGs. Finally, we conducted a scientiometric analysis to analyze the research maturity of these themes. The results of these efforts elucidated the limits of existing knowledge of renewable energy-SDG interactions, informing the development of a research, development, demonstration, and deployment (RD3) roadmap to a renewable energy future aligned with both climate goals and SDGs. The RD3 roadmap has been designed to systematically develop solutions for diverse actors and organizations. Overall, our findings confer a broad vision for a sustainable transition to renewables to minimize unintended environmental consequences while supporting interoperability among actors particularly poised to influence its magnitude and direction.

Chapter 5 describes the OAPEC oil embargo and then explains the reasons for the “oil shock”, with its fourfold increase in the price of crude oil by December 1973. After the price increases of 1973 the governments of consuming countries now entered directly the arena of international energy politics with the convening of the Washington Energy Conference of 1974 and then the creation of the International Energy Agency (IEA) by the end of the same year. This chapter also explains why OPEC strived to present itself as the “spearhead” for Third World countries, hoping to establish a New International Economic Order that would reform international economic institutions and promote a kind of globalization more in line with the needs of raw materials producers and developing countries. The apex of this effort by OPEC was achieved in March 1975 with the convening of the OPEC summit of Algiers.

Climate change is a significant issue in South Korea, and the news media are particularly important because they can play a central role in communicating information about climate change, a complex phenomenon on which the public in general lacks expert knowledge. The amount of climate change coverage increased in South Korean newspapers until 2009 and started to decline thereafter. The increase seems to have been driven primarily by international news and domestic politics. Until 2007, the increase in news coverage—as well as its short-term peaks—coincided with major international events, such as the releases of Intergovernmental Panel on Climate Change (IPCC) reports. After 2007, the amount was affected not only by international events but also by domestic politics, such as the Lee administration’s “Low Carbon, Green Growth” policy, which became an important part of the national agenda. In terms of the nature of news coverage, newspapers represented the perspectives of climate change believers for the most part, while it was relatively hard to find skeptics’ arguments. News stories relied heavily on such authoritative international figures as the IPCC for information, which often led to conclusions that climate change is real and that human activities are primarily responsible. There are also political reasons for this point of view. President Lee, and his successor, President Park, maintained strong and ambitious environmental policies. As an important part of the president’s agenda, these policies might have affected the nature of news coverage, setting the tone of news articles in favor of strong environmental regulations. Lack of scientific expertise among news writers seems to affect the nature of news coverage as well. The lack of expert knowledge has often resulted in heavy reliance on press releases, newsworthy events, and scandals, instead of providing in-depth analyses of scientific backgrounds in climate change reporting. Another consequence was a heavy reliance on international news. The largest number of climate change articles was found as part of international news, while such articles rarely appeared in the science sections.
