With the reform of the power system, the retail electricity market in China has gradually been liberalized. The mechanism of freely selling electricity have been set up. To grab market share and increase profits, electricity retail companies have introduced a series of retail electricity price packages. To evaluate the applicability of these retail electricity price packages, an adaptive evaluation index system that takes into account the interests of both the power company and the users is first established. Furthermore, an integrated evaluation model that combines data envelopment analysis (DEA) and the cloud model is proposed. In this model, DEA is used to process quantitative indicators and the cloud model is employed to quantify qualitative problems. A case study of Tianjin is conducted to verify the effectiveness of the proposed evaluation system and model. The empirical study shows that qualitative indicators can also affect the applicability of the retail electricity price packages, and the applicability of the retail electricity price package was different in different seasons. Finally, several reliable suggestions on how to design retail electricity price packages are given based on the research. This study provides useful support for customers to choose the price package to increase the competitiveness of power selling companies and ultimately promote the reform of power selling.

Project portfolio configuration (PPC) is an important approach to maintain the sustainable development of enterprises and achieve organizations’ strategy. However, the synergetic efficacy of PPC which determines the degree of the project's strategic objectives achieved is a fuzzy problem and hard to be measured. To solve this problem, this paper takes the data envelopment analysis (DEA) as the tool to measure the efficacy of PPC under deterministic conditions. First, a portfolio evaluation index system which takes financial indicators and non-financial indicators into consideration is developed based on the review of the literature; Second, an evaluation model based on DEA is built to reduce the number of decision making-unit with the perspective of synergetic theory; Then, a computational experiment is studied to verify the feasibility of this proposed model. The results of this computational experiment show that this model can effectively narrow scope of decision-making, improve the decision-making level and provide a reference to decide the DEA effective project portfolio decision-making unit. To our knowledge, this study is the first time to apply the notion of synergetic efficacy and DEA to the PPC domain. It is hoped that this paper may shed lights on any further study about PPC and enterprise competitiveness of sustainable development.

The cross-border e-commerce is born in the field of international trade within the social context of economic globalization and the rapid development of the Internet technologies. Numerous B2 C cross-border intelligent e-commerce platforms are set up one after another. The importance of service innovation is recognized gradually but is not fully known and the evaluation system of their service is not sound. Therefore, how to scientifically evaluate and improve the ability of the service innovation of cross-border intelligent e-commerce platform is a hotspot. The development mode and problems of imported e-commerce retail platform are mainly focused, but the studies on intelligent innovation of cross-border e-commerce platform and on its evaluation and analysis are relatively few. To make up for the lack of understanding, four imported cross-border intelligent e-commerce retail platforms in China were chosen as the objects. Second, the evaluation model of imported cross-border intelligent e-commerce retail platforms was established based on factor analysis to obtain the evaluation index system, and these four platforms’ service innovation abilities were calculated and ranked for discussing the causes of their differences and indicating the routes clearly and definitely for the platforms to improve their service innovation ability. The results manifest that the market share and popularity of the intelligent e-commerce platforms are in direct proportion to the service innovation capability. Luxury brand marketing and high market share can significantly enhance the innovative service ability. The conclusions have a certain guiding significance for the development imported cross-border intelligent e-commerce platforms.

Green innovation is an important driving force in promoting the sustainable development of manufacturing enterprises and improving market competitiveness. This study selects indicators from the two aspects of ecostate and ecorole in order to reflect green research and development, cleaner production, and green marketing based on niche theory. We construct an evaluation index system to objectively and accurately assess the green innovation capability of manufacturing enterprises. Subsequently, based on the principle of relative entropy, the analytic hierarchy process, entropy weight method, and coefficient of variation method are fused to determine the combined weight of the indicators, and a multi-level, comprehensive evaluation model is constructed using cloud model tools. Finally, through an empirical analysis of the evaluation of the green innovation capability of five manufacturing enterprises, the feasibility of the model and the stability of the evaluation results are verified through three dimensions: numerical experiment, sensitivity analysis, and method comparison. The results show that the evaluation system constructed in this study is superior. It provides the basis and decision-making reference for enterprises to carry out market positioning and formulate innovation and development strategies.

Abstract In this paper 12 economic indices of the software industry in 30 cities/provinces in China are used to set up an evaluation system for the competitiveness of the regional software industry. By using the statistical analysis method of factor analysis, an evaluation model of the comprehensive competitiveness of the software industry for each city/province is built. Taking Beijing and Shanghai as examples, the comprehensive competitiveness and problems of the software industry in Jilin province are compared and analyzed.

ABSTRACT Objectives: We aimed to explore and create an evaluation model to assess hospital response capability for a public health emergency (PHE). Methods: Grounded theory was used to construct a comprehensive evaluation index system. Combining with the index system and previous studies and policy documents, we investigated surge capability of hospitals in a PHE. The factor analysis method was used to establish the model. Results: The comprehensive evaluation system with 11 primary and 30 secondary indicators was constructed. A total of 89 secondary and tertiary hospitals were surveyed in China. The evaluation model (C = 0.587C1 + 0.151C2 + 0.140C3 + 0.122C4) was established. Four factors were identified, namely, preparation factor, treatment factor, emergency awareness factor, and prehospital first-aid factor. Conclusions: A public health emergency could bring huge losses and a capable hospital response was necessary. There was an urgent need to evaluate hospital capability for a PHE.
