Green innovation is an important driving force in promoting the sustainable development of manufacturing enterprises and improving market competitiveness. This study selects indicators from the two aspects of ecostate and ecorole in order to reflect green research and development, cleaner production, and green marketing based on niche theory. We construct an evaluation index system to objectively and accurately assess the green innovation capability of manufacturing enterprises. Subsequently, based on the principle of relative entropy, the analytic hierarchy process, entropy weight method, and coefficient of variation method are fused to determine the combined weight of the indicators, and a multi-level, comprehensive evaluation model is constructed using cloud model tools. Finally, through an empirical analysis of the evaluation of the green innovation capability of five manufacturing enterprises, the feasibility of the model and the stability of the evaluation results are verified through three dimensions: numerical experiment, sensitivity analysis, and method comparison. The results show that the evaluation system constructed in this study is superior. It provides the basis and decision-making reference for enterprises to carry out market positioning and formulate innovation and development strategies.

The aims of this paper are to objectively evaluate the green innovation ability of manufacturing enterprises in an innovation network and to consider the mutual influence relationship and information randomness of each evaluation index. To do so, 14 indicators were chosen to capture the innovation environment, input, and output, and to construct an evaluation index system. The cloud model method is used to express the evaluation information to assign a quantitative value to qualitative information, and this method is combined with the entropy method to determine the initial weight of the indices. Then, the cloud model and decision-making trial and evaluation laboratory (DEMATEL) method are combined to determine the final comprehensive weight of the indices, and the similarity between each value and ideal value is determined by the cloud distance measurement method and the grey correlation analysis method. Finally, the effectiveness and stability of this method and an accurate numerical method are verified in an empirical analysis that evaluates the green innovation ability of different enterprises. The results demonstrate the superiority of the evaluation system proposed in this paper, which can provide a theoretical basis for the evaluation of the green innovation ability of enterprises.

To solve the problem of fuzziness and randomness in regional logistics decarbonization evaluation and accurately assess regional logistics decarbonization development, an evaluation model of regional logistics decarbonization development is established. First, the evaluation index of regional logistics decarbonization development is constructed from three dimensions: low-carbon logistics environment support, low-carbon logistics strength and low-carbon logistics potential. Second, the evaluation indexes are used as cloud model variables, and the cloud numerical characteristic values and cloud affiliation degrees are determined according to the cloud model theory. The entropy weight method is used to determine the index weights, and the comprehensive determination degree of the research object affiliated to the logistics decarbonization level is calculated comprehensively. Finally, Beijing-Tianjin-Hebei region is used as an example for empirical evidence, analyzing the development logistics decarbonization and its and temporal variability in Beijing, Tianjin and Hebei provinces and cities. The results of the study show that the development logistics decarbonization in Beijing, Tianjin and Hebei Province has been improved to different degrees during 2013–2019, but the development is uneven. Developing to 2019, the three provinces and cities of Beijing, Tianjin and Hebei still have significant differences in terms of economic environment, logistics industry scale, logistics industry inputs and outputs, and technical support.

With the reform of the power system, the retail electricity market in China has gradually been liberalized. The mechanism of freely selling electricity have been set up. To grab market share and increase profits, electricity retail companies have introduced a series of retail electricity price packages. To evaluate the applicability of these retail electricity price packages, an adaptive evaluation index system that takes into account the interests of both the power company and the users is first established. Furthermore, an integrated evaluation model that combines data envelopment analysis (DEA) and the cloud model is proposed. In this model, DEA is used to process quantitative indicators and the cloud model is employed to quantify qualitative problems. A case study of Tianjin is conducted to verify the effectiveness of the proposed evaluation system and model. The empirical study shows that qualitative indicators can also affect the applicability of the retail electricity price packages, and the applicability of the retail electricity price package was different in different seasons. Finally, several reliable suggestions on how to design retail electricity price packages are given based on the research. This study provides useful support for customers to choose the price package to increase the competitiveness of power selling companies and ultimately promote the reform of power selling.

The cross-border e-commerce is born in the field of international trade within the social context of economic globalization and the rapid development of the Internet technologies. Numerous B2 C cross-border intelligent e-commerce platforms are set up one after another. The importance of service innovation is recognized gradually but is not fully known and the evaluation system of their service is not sound. Therefore, how to scientifically evaluate and improve the ability of the service innovation of cross-border intelligent e-commerce platform is a hotspot. The development mode and problems of imported e-commerce retail platform are mainly focused, but the studies on intelligent innovation of cross-border e-commerce platform and on its evaluation and analysis are relatively few. To make up for the lack of understanding, four imported cross-border intelligent e-commerce retail platforms in China were chosen as the objects. Second, the evaluation model of imported cross-border intelligent e-commerce retail platforms was established based on factor analysis to obtain the evaluation index system, and these four platforms’ service innovation abilities were calculated and ranked for discussing the causes of their differences and indicating the routes clearly and definitely for the platforms to improve their service innovation ability. The results manifest that the market share and popularity of the intelligent e-commerce platforms are in direct proportion to the service innovation capability. Luxury brand marketing and high market share can significantly enhance the innovative service ability. The conclusions have a certain guiding significance for the development imported cross-border intelligent e-commerce platforms.

To evaluate the ecological niche of photovoltaic agriculture in China, an evaluation index system was constructed. Based on the presentation form of interval numbers, we used the interval entropy weight method and interval cloud model to measure the niche state value and niche role value of photovoltaic agriculture. In this way, we determined the development trend of the ecological niche of photovoltaic agriculture. The results show that Chinese photovoltaic agriculture is in a good state and plays a good, but weak, role. The ecological niche of China’s photovoltaic agriculture will undergo a four-stage evolution process: positioning, integration, leap, and symbiosis. China has completed the positioning stage and entered the integration stage. Hence, it is important to constantly improve the level of industrial integration technology and to form a new photovoltaic agriculture recycling economic ecosystem.

In order to improve the rationality and fairness of Teachers’ “Double-qualified” Ability, the article establishes an evaluation model based on 14 evaluation indexes of teachers’ “double-qualified” ability. it adopts Delphi - entropy weight method to weight the evaluation index, and then combines TOPSIS method to evaluate the evaluation object. In the evaluation of TOPSIS method, the traditional TOPSIS weight method was improved, and the entropy weight-delphi method was used to determine the index weight, which was a combination of subjective and objective, making the evaluation system more objective, scientific and reasonable.It not only avoids the subjectivity of decision makers and limitations, but also eliminates the phenomenon of indexes in common impact assessment results and finally applies it to a university teacher “Double division and triple energy” evaluation system, to provide theoretical basis and feasibility analysis for the “double type” teachers team construction. In order to evaluate the atmospheric environment sustainability in the provinces of Northeast China, this paper has constructed a comprehensive evaluation model based on the rough set and entropy weight methods. This paper first constructs a Pressure-State-Response (PSR) model with a pressure layer, state layer and response layer, as well as an atmospheric environment evaluation system consisting of 17 indicators. Then, this paper obtains the weight of different indicators by using the rough set method and conducts equal-width discrete analysis and clustering analysis by using SPSS software. This paper has found that different discrete methods will end up with different reduction sets and multiple indicators sharing the same weight. Therefore, this paper has further introduced the entropy weight method based on the weight solution determined by rough sets and solved the attribute reduction sets of different layers by using the Rosetta software. Finally, this paper has further proved the rationality of this evaluation model for atmospheric environment sustainability by comparing the results with those of the entropy weight method alone and those of the rough set method alone. The results show that the sustainability level of the atmospheric environment in Northeast China provinces has first improved, and then worsened, with the atmospheric environment sustainability level reaching the highest level of 0.9275 in 2014, while dropping to the lowest level of 0.6027 in 2017. Therefore, future efforts should focus on reducing the pressure layer and expanding the response layer. Based on analysis of the above evaluation results, this paper has further offered recommendations and solutions for the improvement of atmospheric environment sustainability in the three provinces of Northeast China.

ABSTRACT Objectives: We aimed to explore and create an evaluation model to assess hospital response capability for a public health emergency (PHE). Methods: Grounded theory was used to construct a comprehensive evaluation index system. Combining with the index system and previous studies and policy documents, we investigated surge capability of hospitals in a PHE. The factor analysis method was used to establish the model. Results: The comprehensive evaluation system with 11 primary and 30 secondary indicators was constructed. A total of 89 secondary and tertiary hospitals were surveyed in China. The evaluation model (C = 0.587C1 + 0.151C2 + 0.140C3 + 0.122C4) was established. Four factors were identified, namely, preparation factor, treatment factor, emergency awareness factor, and prehospital first-aid factor. Conclusions: A public health emergency could bring huge losses and a capable hospital response was necessary. There was an urgent need to evaluate hospital capability for a PHE.

The construction of hydraulic projects inevitably involves land requisition and resettlement, with considerable impact on the society, the environment, and the economy of the project site, and leading to social stability risk events. Therefore, it is necessary to systematically assess social stability risk to put forward corresponding countermeasures. By applying WSR theory (Wuli-Shili-Renli Theory) to the investigation of the case-study of the Jiangxiang Reservoir Project, this paper constructs an evaluation index system for the risk to social stability from land requisition and resettlement, from the three dimensions of “physics”, “matter”, and “human principle”. The GAHP (Group-decision Analytic Hierarchy Process) method is used to determine the index weights, while the index values of each risk factor are determined by using the interval valued hesitant fuzzy sets (IVHFSs) method. A comprehensive assessment of risks to social stability from land requisition and resettlement in the Jiangxiang Reservoir Project is performed, and coping strategies for major social stability risk factors are proposed. This paper effectively supports the development of assessments of risks to social stability from land requisition and resettlement in other hydraulic projects.
