The sustainable development of the energy sector through the implementation of renewable energy (RE) technology has been a primary concern for the government of Malaysia since the 1990s. Developing RE technology in rural areas is also one of the most important energy strategies. One of the most important requirements for the successful adoption of renewable energy technology is the public acceptance of this technology. This article examines the public acceptance of RE (wind and solar) technologies among rural residents in Mersing, Malaysia. This study is conducted in conjunction with the development of the hybrid wind–solar RE generation system for the Marine Ecosystem Research Centre (EKOMAR), which located in Mersing. To investigate the public acceptance of RE technologies, two surveys were conducted, before and after the installation of the hybrid wind–solar RE generation system. The findings revealed that RE innovations, such as wind and solar energy, were well known among 54.7% and 96.2% of the respondents, respectively, before and after the introduction of EKOMAR. The survey results showed that rural residents generally support RE technologies and EKOMAR RE projects. They were also in line that the use of RE should also be extended to other parts of Mersing, including wind and solar. These findings illustrate that EKOMAR has played a crucial role in educating local residents about RE, wind and solar energy in particular. Residents believe the government plays an important role, particularly in rural areas, in encouraging and enhancing RE technologies.

Presently the country faces a peak load shortage of 30% of total demand and the shortage of gas supply resulting in about 10% of power plants leaving idle. It also reveals that about 1-2% GDP growth declined annually owing to the shortage of energy and poorer ability of power generation. The present study seeks to analyze the issues and challenges of renewable energy (RE) in Bangladesh with special emphasis on prospects of energy generation at rural areas of Bangladesh and subsequent policy analyses. Electricity generation through RE and implementation of energy efficiency and conservation including the RE policies and their analyses will explore to meet the future unmet demand in power sector. Lessening of dependency on natural gas is one of the top agenda of the government, in addition Bangladesh has enormous prospects of RE (solar energy) to meet the unmet demand particularly at the remote and off grid areas. By this time, the government of Bangladesh has planned to generate 5% of generation (i.e., 800MW) by 2015 and subsequently 10% (i.e., 2000MW) by 2020 from renewable sources and 20% of total generation by nuclear, renewable and cross border by 2030 out of40,000 MW total expected generations. In this paper possible attempts have been made to identify the problems and prospects related to the RE particularly for solar energy at rural areas and their possible recommendations for future development towards achieving millennium goal.J. Abstract Background The government investments in quality primary healthcare are the basis to strengthening the health systems and monitoring the public expenditure in this area is a way to assess the effectiveness and efficiency of the public health policies. The Brazil Ministry of Health changed, in 2017, the method of onlending federal resources to states and cities seeking to make the public funds management more flexible. This change, however, suppressed mandatory investments in primary healthcare. This research aims to determine the difference of expenditures on primary healthcare in Salvador, Bahia, Brazil metropolitan area before and after this funding reform, seeking to verify how it can impact the quality of primary healthcare services and programs. Methods This is an ecological time-series study that used data obtained in the Brazil Ministry of Health budget reports. The median and interquartile range of expenditures on primary healthcare (set as the percentage of total public health budget applied in primary care services and programs) of the 13 cities in the Salvador metropolitan area were compared two years before and after the reform. Results The median of expenditures on primary healthcare in Salvador metropolitan area was 25.5% (13,9% - 32,2%) of total public health budget before and 24.8% (20.8% - 30.0%) of total public health budget after the reform (-0.7% difference). Seven cities decreased the expenditures on primary healthcare after the reform, ranging from 1.2% to 10.8% reduction in the primary healthcare budget in five years. Conclusions Expenditures on primary healthcare in Salvador metropolitan area decreased after the 2017 funding reform. Seven of 13 cities reduced the government investments on primary healthcare services and programs in this scenario. Although the overall difference was -0.7%, the budget cuts ranged from 1.2% to 10.8% in the analyzed period and sample. More studies should assess these events in wide areas and with long time ranges. Key messages Public health funding models can impact the primary healthcare settings regardless of the health policy. Reforms in the funding models should consider the possible benefits before implementation. Funding models and methods that require mandatory investments in primary healthcare may be considered over more flexible ones.

Several Western Balkan states face the consequences of the Yugoslavian war, which left hometowns with dilapidated electricity grid connections, a high average age of power plant capacities and low integration of renewable energy sources, grid bottlenecks and a lack of competition. In order to supply all households with electricity, UNDP Croatia did a research on decentralized supply systems based on renewable energy sources. Decentralized supply systems offer cheaper electricity connections and provide faster support to rural development. This paper proposes a developed methodology to financially compare isolated grid solutions that primarily use renewable energies to an extension of the public electricity network to small regions in Croatia. Isolated grid supply proves to be very often a preferable option. Furthermore, it points out the lack of a reliable evaluation of non-monetizable aspects and promotes a new interdisciplinary approach.

The net benefits and public acceptance for a proposed reform to the current subsidization of energy in the State of Kuwait was investigated in this study. The proposed subsidization suggests that the government pays the consumers the subsidization cost in advance and in exchange for raising the subsidized tariffs to full price. The consumption will likely be reduced by a rate equals the over consumption due to the current subsidized tariffs in relative to the income. The net benefits is expected to be maximized and shifted to a pseudo-equilibrium point where both the governments and the consumers will be better off financially. The public acceptance toward the proposed strategy was examined using 274 voluntarily one-to-one interviews for gasoline and 121 for electricity and water. Also, a utilities meters reading program was conducted on 90 houses out of the 121 interviews for utilities. The interviews for gasoline and utilities indicated 57% and 66% of the respondents see no equity in the current subsidization, 55% and 80% admitted to overuse, and 11% and 21% averages of the over consumptions, and 67% and 66% of the respondents were willing to adopt the new strategy. The consumer is expected to save 912 USD/year from gasoline, and 8,198 USD/year from utilities. The estimated net benefits is 5,841 million USD annually with 62% attributed to utilities benefits and 38% to gasoline benefits.

This research investigates the factors that potentially affect public attitudes and their adoption of renewable energy technologies for electrical energy production in Afghanistan. The study is carried out with a survey from Kabul and its neighboring provinces including Logar, Maidan Wardak, Nangarhar, Ghazni, Parwan & Kapisa provinces. We used a random sampling process to collect data using a web-based questionnaire. The survey was well designed to highlight conveniently the public understanding, willingness, and attitudes toward adopting renewable energy technologies (RETs). The outcome of the survey is then evaluated to discover the most potential factor affecting public acceptance of RETs. The results declared that the educational level, expertise in RETs, and income of respondents are positively related, while the age of respondents is negatively related to the public willingness on the use and investment in RETs. The majority of respondents have used one type of RETs, however, 23 % of respondents have not used any type of RETs. Study shows that the RETs use and access to grid electricity are reversely related, where the access is lower, the RETs use is higher and vice versa. Most of the respondents were not well informed and most disagreed with the government policies on RETs, therefore, public awareness programs on RETs and government policies are recommended. The majority of respondents were willing to invest in RETs, therefore, the government should commit itself and support private sectors to invest in RETs and take part in its development.

Energy use always increases, especially fossil energy. Through the National Energy Policy, the government continues to strive to increase the role of new and renewable energy sources so as to reduce dependence on fossil energy. Solar power generation is a type of renewable energy generator that capable to convert solar energy to electric energy. The main components of solar power generatios are batteries, solar panels, charger controllers, and inverters.  Solar power generations technology itself is always being developed, such as automatic monitoring and sun tracking systems designed to improve system performance. One of the applications of solar power generations is in the household sector. In this sector consumes 49% of the national electricity energy in 2018. This type of generator is categorized as a roof solar power generations. Based on existing data, there were 1400  roof solar power generations users in September 2019. The development of solar energy utilization for the household sector is very appropriate because it can help achieve renewable energy about 23% in 2025 and 31% in 2050 in the national energy mix.

The main international funds and organizations aimed at sustainable energy development in Africa are described. An analysis of the state and possible options for using renewable energy sources for this purpose in decentralized energy supply through the creation of mini-grids or stand-alone systems is given. The risks by developing renewable energy sources in rural areas and modern mechanisms for financing in solar energy are presented.

This chapter provides an evaluation of ICT policy developments in Botswana. In particular, it highlights major advancements in areas of national ICT policy development and its implementation in the country. The country’s National ICT policy, Maitlamo, has been a significant factor in driving ICTs in the country. The chapter asserts that opportunities in ICT development in the country are evidenced by not only implementation of the policy but further by greater investment of financial resources by the government and the role of the private sector. Further, the chapter argues that while implementation of the national ICT policy has brought achievements in liberalisation and expansion of public services in rural areas, there are still a number of challenges to address if universal access has to be achieved. Among these are unavailability of ICT services in rural areas, high costs of the technology and the lack of public awareness on the use of technology. Proposals made at the end of the chapter call for the government to speed implementation of ICT policy, form stronger partnerships with the public sector and further balance the role of BTC vis a vis other players so that the playing field is leveled.
