Design change is a common but significant problem in construction projects. Issues of delay, cost overruns, claims, and disputes in projects occur as a result. However, design change studies in the power-project area are less often discussed. As a result, the primary objective of this study was to identify important cause factors of design changes according to different power-project types in Ghana. Following a thorough assessment of the literature, 36 potential causes were identified, which were narrowed down by expert reviews to 30. In this study, power projects were classified into three categories: power plant, renewable, and distribution and transmission. The results indicate owner-related financial problems as the most important cause of design change for all three project types, followed by the second and third most significant in each of the categories, respectively: errors and omission in design and problems or unforeseen site conditions in power plant projects; deficient quality and quantity of resources and inflation and changes in interest and exchange rates in renewable projects; and problems or unforeseen site conditions and changes of plans in distribution and transmission projects. Based on the findings, power-project stakeholders are able to comprehend the dynamics of design change and develop effective design management strategies to reduce impact.

Construction practitioners recognise that rework is undesirable due to the detrimental effects. While rework literature has examined rework causation factors in construction projects, the problem continues to plague the industry resulting in poor delivery performance. To better understand this phenomenon and given the scarcity of Malaysian-based rework study, a questionnaire survey involving 130 Malaysian construction practitioners (consultants, contractors and clients) were undertaken to obtain feedback about nature, implications, causes and solutions for rework. Data were analysed using descriptive statistical techniques to prioritise the variables studied. From the analyses, rework is a causal factor for delays and cost overruns, higher wastage and productivity inhibitor. The findings revealed the leading causes of rework are poor quality management, improper planning, lack of communication, design changes and poor subcontractor management. Some practical rework minimisation approaches are also suggested to better manage and prevent rework towards enhanced project performance.

Design changes (DC) contribute significantly to construction projects’ delays and cost overruns. Many research efforts tackled DCs management, yet with less efforts in healthcare construction (HC) projects which involve multiple stakeholders including medical users and require meeting engineering and medical specifications. Therefore, a new system dynamics model that simulates HC environment, considering engineering and medical factors that can potentially trigger DCs, was developed. It simulates, as well, DCs’ ripple effect in inducing further DCs due to: errors encountered while processing the DCs, and time extension which make the project vulnerable to DCs to catch up with the latest medical advancements. Using a real HC project, the proposed model is validated, and a sensitivity analysis has been conducted to identify the most sensitive factors to DCs. Thus, the new SD model is a useful tool to allow proactive DC management and sound decision-making in order to maintain the planned project performance.

Changes will always occur in project construction and can not be avoided. Many factors can cause changes in the construction project. Most dominant factors of cause of changes in project construction is design change. Design changes will have bad impact on the performance of construction projects, especially the performance of cost and performance time. Many factors can be the cause of design changes. Knowing the factors that cause a design change and knowing its behavior is very important to do. Knowing factor and behavioral of design changes that occur in project construction, and then can be managed properly, it will can be reduce the occurrence of design changes in projects construction. With the reduction of design changes will be able to improve the performance of construction projects, especially at cost and time performance. Construction projects carried out by using a project delivery system. Each project delivery system used will have different contractual relationships, rules, and responsibilities of each party involved. These differences will lead to in the occurrence differences in design change in project construction. Selection of appropriate project delivery system to complete a construction project is needed. The purpose of this paper is to provide a conceptual framework that can be used to determine the behavior, and the effect of design changes on project construction at some project delivery system used.

Variation order plays an important role in calculating the final cost and time. The paper aims to determine the causes of variation orders in projects performed between 2007-2014 in Erbil governorate projects. Data was collected from contract documents. Performed in the Erbil governorate projects from 2007-2014. The study seeks to identify the most significant causes of delays by assessing the common causes of delays in terms of frequency, severity and  important indices of owners, consultants and contractors related to the implementation of public construction projects in Erbil Governorate. The data acquired from the questionnaire given to the engineers involved in executing of these projects and 73 forms were returned. The results showed that the ranking of overall causes of variation order from highest  to lowest was  "Contractor's financial difficulties", " Change of plans or scope by owner", "The required labor skill are not available", "Differing site conditions", "Owner's financial problems", "Design change originated by owner", "Errors and omissions in design", " The required equipment and tools are not available", Inadequate working drawing details",  and " Change in design by the engineer or consultant". The source of   "Errors and omissions in design", "Inadequate working drawing details”, and Change in design by the engineer or consultant" is consultant.

Isolation of design phase from construction has made the design changes inevitable in construction projects. Extensive literature appraisal has acknowledged the detrimental effect of design changes on project performances. However, the impact and causes of design changes have been divided up, either separately or project specific. As a result, the relationship between impact and causes of design changes could not be established for general construction. The primary objective of this paper is to examine the impact of design changes on project cost and identifying actions responsible for these changes. The objectives of the study were achieved through a systematic review of past literature published in well-established journals, and contents analyzed. From the extensive literature review, it was established that the design change is one of the predominant factors to cost overrun, and in some cases, may upshot into cost overrun between 5 and 40% of the project cost. Also, many causes of design changes resulting in cost overrun within the perspective of the owner, consultant, and contractors are explored. Some projects experienced closure as a result of owner induced design changes, although these changes may not be significant in number.  Design changes as a result of consultants and contractors in some cases might have reduced impact but are frequent. For each consideration, most events leading to design changes can be eliminated by improving on communication and coordination between stakeholders. The main contribution of this research is to bring together the impact and causes of design changes on cost under one platform for effectively managing the design process.

The purpose of this study was to identify factors that influence project cost overrun within public sector construction projects with specific reference to Gauteng Province of South Africa. The primary data was collected by means of structured questionnaires which were distributed to practicing construction professionals who are engaged in various dimension in public sector construction projects. The secondary data was derived through reviewed literature. Out of 120 questionnaires sent out, 119 were received, which represented 99% response rate. Data received from the questionnaires was analyzed using descriptive statistical procedures. Findings from questionnaire survey revealed that the most dominant factors of cost overruns in public sector project include: variation orders, change in scope of the project, cash flow and financial difficulties faced by contractors, delays in decision making by professional consultants representing the clients, inadequate planning, frequent design changes, lack of coordination between parties, amongst others. The study thus revealed that it is necessary to identify factors that influence construction cost overruns at the start of the project in order to minimize cost overruns and to improve the cost performance on public sector construction projects. This is because of the high level of accountability necessary required for the management of tax payers money.

Design changes in construction projects are always going to happen and cannot be avoided. Design changes are the primary contributor to disruption of time and cost performance of construction projects. Previous research in this domain lacks of detail studies on systematic review on the existing literature. This paper reviewed literature published in peer-reviewed journals and conference proceedings in the construction management field and had emailed several questions to the expert in construction industry. The objectives were to recognize the causes and impacts of design changes on project performance and to provide insights for future studies in Malaysian context. The findings indicate that design changes originate mainly from the owner side are identified as important causing factors to time overruns and cost overruns. This paper proposes framework for the management of design changes in construction projects.

The Egyptian construction industry suffers from severe delays and cost overruns. Rework is a prime cause of this challenge. Therefore, the objective of this study to identify the root causes of rework for Egyptian construction projects and their impact on the project duration and cost. An extensive literature review has been done to identify the most common factors affecting rework. Hence, eighty-seven factors were identified and categorised into ten groups. Structured interview technique was adopted to get the opinions of 67 Egyptian construct professionals for nineteen different construction projects. Total Importance Index of Rework Impact (T.I.I.R.I%) was used to analyse and rank rework factors. Accordingly, the most critical five rework factors are economic situation for the country, schedule compression, design changes, specifications change, and inadequate feasibility study. Based on the survey results, the project stakeholders should consider the critical rework factors during the planning stage and before the project execution, to eliminate or reduce the occurrence and impact of rework causes and to improve the performance of the projects. This paper provides state of the art for rework causes and their effects on construction projects performance, and it can be beneficial for both practitioners and researchers for future work.

Abstract Dome lifting is one of the most important milestones for nuclear power project. The lifting operation must be properly planned and carried out in safety manner. The simulation and analysis are usually done before lifting activities to ensure the smooth lifting implementation. By using of 3D model and survey data on site to assist dome lifting, the risks related to lifting activities can be discovered and the risk elimination scheme can be formulated at early stage. Combining with Power Plant Design Management System (PDMS), design inspection software NAVISWORKS and survey data on site, the accuracy of simulation and verification can be increased, the deviations and non-conformities can be easily found. Through the implementation of this technical scheme, it helps to ensure the smooth and safe implementation of the milestone of dome lifting for nuclear power project. This paper gives an example for combining 3D model and survey on site to simulate dome lifting, methods and suggestions are given for guidance for other projects.

Most of the construction projects in Vietnam are suffering from the design changes during the implementation phase. These changes have a significant impact on the time and cost of the project. The primary purpose of this study is to explore factors causing the design change of residential construction projects from the Vietnamese perspective. This study has used a questionnaire to collect data for the occurrence and effect of these factors on project performance. Based on the literature review, there are a total of 28 initial factors filtered. These factors were classified into four cases: environment, clients, consultants, and contractors. The results of the analysis showed that there is almost no difference in mean between groups of respondents, and there is a relatively high consensus in ranking the factors between project parties. Based on factor analysis, there are four principal components extracted from all initial factors, with total variance explained of nearly 65.2%. In addition, an evaluation sheet for the overall impact of factors on project performance is proposed. The result indicated that the level of impact is 70.7 per the scale of 100. Eventually, a comparison with other construction project types has been made to understand generally the factors of design changes in the construction industry.
