Prescribed burning by Indigenous people was once ubiquitous throughout California. Settler colonialism brought immense investments in fire suppression by the United States Forest Service and the California Department of Forestry and Fire Prevention (CAL FIRE) to protect timber and structures, effectively limiting prescribed burning in California. Despite this, fire-dependent American Indian communities such as the Karuk and Yurok peoples, stalwartly advocate for expanding prescribed burning as a part of their efforts to revitalize their culture and sovereignty. To examine the political ecology of prescribed burning in Northern California, we coupled participant observation of prescribed burning in Karuk and Yurok territories (2015–2019) with 75 surveys and 18 interviews with Indigenous and non-Indigenous fire managers to identify political structures and material conditions that facilitate and constrain prescribed fire expansion. Managers report that interagency partnerships have provided supplemental funding and personnel to enable burning, and that decentralized prescribed burn associations facilitate prescribed fire. However, land dispossession and centralized state regulations undermine Indigenous and local fire governance. Excessive investment in suppression and the underfunding of prescribed fire produces a scarcity of personnel to implement and plan burns. Where Tribes and local communities have established burning infrastructure, authorities should consider the devolution of decision-making and land repatriation to accelerate prescribed fire expansion.

Herbicides are an important tool for managing weeds where prescribed fire is used for rangeland improvement. Understanding how the season of herbicide application relates to prescribed burning is important. Our objective was to determine the effect of picloram and chlorsulfuron on Dalmatian toadflax cover, density, and biomass, where these herbicides were applied in the fall before burning or in the spring before or after burning. Six herbicide treatments and an untreated check were applied in a randomized complete block design with four replications to a prescribed burn at two sites infested with Dalmatian toadflax in Montana, United States. Herbicides were applied in the fall preburn, spring preburn, and spring postburn. Site 1 was treated in 1999 and 2000, and site 2 was treated in 2000 and 2001. Cover, biomass, and density of Dalmatian toadflax were sampled in September 2000, 2001, and 2002 at site 1 and September 2001 and 2002 at site 2. At site 1, cover, biomass, and density of Dalmatian toadflax were at least 76% lower compared with the check in both spring-applied picloram treatments, whereas the fall picloram treatment had similar Dalmatian toadflax cover, biomass, and density compared with the check 3 yr after application. By 2002, chlorsulfuron reduced Dalmatian toadflax cover, biomass, and density by at least 79% compared with the check in all timings of application at site 1. At site 2, Dalmatian toadflax cover, biomass, and density were reduced by at least 86% for all picloram and chlorsulfuron treatments in 2002, 2 yr after application. Chlorsulfuron applied in the fall or the spring and picloram applied in the spring effectively suppressed Dalmatian toadflax cover, biomass, and density for up to 3 yr.

AbstractIn Sweden, prescribed burning was trialed as early as the 1890s for forest regeneration purposes. However, the origins of prescribed burning in Sweden are commonly attributed to Joel Efraim Wretlind, forest manager in the State Forest district of Malå, Västerbotten County, from 1920 to 1952. To more fully understand the role he played in the development of prescribed burning and the extent of his burning, we examined historical records from the State Forest Company’s archive and Wretlind’s personal archive. The data showed that at least 11,208 ha was burned through prescribed burning between 1921 and 1970, representing 18.7% of the Malå state-owned forest area. Wretlind thus created a new forestry-driven fire regime, reaching, during peak years, extents close to historical fire regimes before the fire suppression era, and much higher than present-day burning. His use of prescribed fire to regenerate forests served as a guide for many other forest managers, spreading to all of northern Sweden during the 1950–1960s. Our analysis of Wretlind’s latest accounts also shows how he stood against the evolutions of modern forestry to defend a forestry system based on the reproduction of natural processes, such as fire.

Though the need for prescribed fire is widely recognised, its use remains subject to a range of operational and social constraints. Research has focussed on identifying these constraints, yet past efforts have focussed disproportionately on single agencies and geographic regions. We examined constraints on prescribed fire by surveying a wide variety of organisations (including six state and federal agencies and several tribes, non-governmental organisations and timber companies) in northern California, a fire-prone region of the western United States. Across the region, prescribed burning annually covered only 38% of the area needed to fulfil land-management objectives, and 66% of managers indicated dissatisfaction with levels of prescribed fire activity. The highest-ranked impediments were narrow burn window, regulations, lack of adequate personnel and environmental laws. Impediment ratings differed among entities, with legal and social impediments of greater concern in the private sector than in the public, and economic impediments of greater concern in the state and private sectors than in the federal. Comparisons with the south-eastern United States, where similar research has taken place, point to important regional constraints on prescribed fire activity. These findings suggest further need for research spanning geographic and ownership boundaries, as prescribed fire impediments can vary by context.

Managers do not currently use prescribed fire in stands of canyon live oak (Quercuschrysolepis Liebm.) because it is highly susceptible to fire injury. A preliminary study investigating the effects of prescribed burning on this species was initiated on the San Bernardino National Forest in southern California. The purpose was to assess the feasibility of using thinning and prescribed burning to develop shaded fuel breaks in these stands. This paper addresses aboveground tree mortality inventoried 2 and 6 years after a prescribed burn. Aboveground tree stems were judged as live or dead (irrespective of root-zone sprouting). Fire caused approximately 50% mortality in DBH classes ≤15 cm and <10% in larger classes. Between the 2nd and 6th years after burning, tree mortality increased by only 3%. Our results suggest that prescribed fire can be used as a management tool in Q. chrysolepis stands and that tree mortality might be evaluated sooner than previously believed. More investigations are required to identify favorable conditions for prescribed burning in this species, as well as applicability for (i) degree of hazard reduction near the urban wildland interface, (ii) stand improvement by thinning small or crowded trees, and (iii) revitalizing wildlife habitat.

A significant expansion of prescribed fire activity will be necessary to mitigate growing wildfire hazard in California forests. Forest managers can facilitate this expansion by promoting forest structures that allow for more effective implementation of prescribed fire, for both initial-entry and repeat burns. We analyzed changes in surface fuel during a series of three burns in replicated mixed-conifer stands following a period of over 100 years of fire suppression and exclusion. Total fuel load, proportion of pine present, canopy cover and basal area of live trees were relevant forest-structure components that influenced plot-scale fuel consumption. The study highlighted the importance of pre-fire fuel load and the relative proportion of pine in the overstory, which both led to greater amounts of fuel consumption. The initial-entry burn dramatically reduced all fuel categories (fine fuel, coarse wood and duff). Following each burn, fuel recovered until the next burn reduced loads enough to maintain low fuel levels. We apply the results to provide an example of how to determine the timing of prescribed fires.

Prescribed fire is one of the most widely advocated management practices for reducing wildfire hazard and has a long and rich tradition rooted in indigenous and local ecological knowledge. The scientific literature has repeatedly reported that prescribed fire is often the most effective means of achieving such goals by reducing fuels and wildfire hazard and restoring ecological function to fire-adapted ecosystems in the United States (US) following a century of fire exclusion. This has translated into calls from scientists and policy experts for more prescribed fire, particularly in the Western US, where fire activity has escalated in recent decades. The annual extent of prescribed burning in the Western US remained stable or decreased from 1998 to 2018, while 70% of all prescribed fire was completed primarily by non-federal entities in the Southeastern US. The Bureau of Indian Affairs (BIA) was the only federal agency to substantially increase prescribed fire use, potentially associated with increased tribal self-governance. This suggests that the best available science is not being adopted into management practices, thereby further compounding the fire deficit in the Western US and the potential for more wildfire disasters.

Wildfire hazard abatement is one of the major reasons to use prescribed burning. Computer simulation, case studies, and analysis of the fire regime in the presence of active prescribed burning programs in forest and shrubland generally indicate that this fuel management tool facilitates fire suppression efforts by reducing the intensity, size and damage of wildfires. However, the conclusions that can be drawn from the above approaches are limited, highlighting the need for more properly designed experiments addressing this question. Fuel accumulation rate frequently limits prescribed fire effectiveness to a short post-treatment period (2–4 years). Optimisation of the spatial pattern of fire application is critical but has been poorly addressed by research, and practical management guidelines are lacking to initiate this. Furthermore, adequate treatment efforts in terms of fire protection are constrained by operational, social and ecological issues. The best results of prescribed fire application are likely to be attained in heterogeneous landscapes and in climates where the likelihood of extreme weather conditions is low. Conclusive statements concerning the hazard-reduction potential of prescribed fire are not easily generalised, and will ultimately depend on the overall efficiency of the entire fire management process.

Lyme disease is one of the most prominent tick-borne diseases in the United States and prevalence of the disease has been steadily increasing over the past several decades due to a number of factors, including climate change. Methods for control of the disease have been considered, one of which is prescribed burning. In this paper the effects of prescribed burns on the abundance of ticks present in a spatial domain are assessed. A spatial stage-structured tick-host model with an impulsive differential equation system is developed to simulate the effect that controlled burning has on tick populations. Subsequently, a global sensitivity analysis is performed to evaluate the effect of various model parameters on the prevalence of infectious nymphs. Results indicate that while ticks can recover relatively quickly following a burn, yearly, high-intensity prescribed burns can reduce the prevalence of ticks in and around the area that is burned. The use of prescribed burns in preventing the establishment of ticks into new areas is also explored and it is observed that frequent burning can slow establishment considerably.

Las políticas sobre el combate de incendios dentro de áreas naturales protegidas han transitado de un enfoque de supresión a uno de manejo del fuego, lo que ha tenido consecuencias para las prácticas y las perspectivas de las poblaciones campesinas. En el estudio la pregunta es cómo la regulación, la restricción y la prohibición del uso y el manejo del fuego, cuyo objetivo es la conservación, confronta, trasforma o criminaliza dichas prácticas en las parcelas. Desde la ecología política se analiza la institucionalización del discurso del fuego en la Reserva de la Biosfera La Sepultura, en Chiapas. Por medio de entrevistas, encuestas y observación participante se reconstruye la modificación de las prácticas y de las perspectivas campesinas en la zona. Los resultados muestran que existe un cambio diferencial en el uso y la percepción del fuego, lo cual refiere a una capacidad adaptativa, junto a una especie de “clientelismo ambiental”, como respuesta a las políticas ambientales del gobierno. Las conclusiones apuntan a conocer la forma en que los habitantes de las áreas naturales protegidas están respondiendo al modelo de conservación neoliberal implementado en el país. From fire suppression to fire management in La Sepultura Biosphere Reserve in Chiapas: peasant perspectivesPolicies on firefighting within protected natural areas have shifted from a suppression approach to one of fire management, which has had consequences for the practices and perspectives of peasant populations. The study poses the question of how regulation, restriction and prohibition on the use and management of fire, whose objective is conservation, confront, transform or criminalize these practices in the parcels. From a political ecology perspective, the institutionalization of the discourse of fire in the La Sepultura Biosphere Reserve in Chiapas is analyzed. Through interviews, surveys and participant observation, modification of practices and peasant perspectives in the area is reconstructed. The results show that there is a differential change in the use and perception of fire, which refers to an adaptive capacity along with a sort of “environmental clientelism,” as a response to governmental environmental policies. The conclusions allow to know the way in which the inhabitants of the protected natural areas are responding to the neoliberal conservation model implemented in the country.

Performance of fuel treatments in modifying behavior and effects of the largest wildfires has rarely been evaluated, because the necessary data on fire movement, treatment characteristics, and fire severity were not obtainable together. Here we analyzed satellite imagery and prescribed fire records from two Arizona wildfires that occurred in 2002, finding that prescribed fire treatments reduced wildfire severity and changed its progress. Prescribed burning in ponderosa pine forests 1–9 years before the Rodeo and Chediski fires reduced fire severity compared with untreated areas, despite the unprecedented 1860-km2 combined wildfire sizes and record drought. Fire severity increased with time since treatment but decreased with unit size and number of repeated prescribed burn treatments. Fire progression captured by Landsat 7 enhanced thematic mapper plus (ETM+) clearly showed the fire circumventing treatment units and protecting areas on their lee side. This evidence is consistent with model predictions that suggest wildland fire size and severity can be mitigated by strategic placement of treatments.
