With the general degradation of environmental carrying capacity in recent years, many developing countries are facing with the dual task of economic development and environmental protection. To explore the issue of urban environmental governance, in this research, we establish a Data Envelopment Analysis (DEA) model to investigate the environmental governance regarding temporal and spatial efficiency. Further, we deconstruct environmental governance efficiency into comprehensive efficiency, pure technical efficiency, and scale efficiency and develop a Tobit model to analyze the influencing factors affecting urban environmental governance efficiency. In addition, the above DEA, Tobit model, and deconstruction of efficiency have been applied to study environmental governance efficiency for the Yangtze River urban agglomeration. Findings include: (1) The gap in environmental governance efficiency between cities is highly noticeable, as the highest efficiency index is 0.934, the lowest is only 0.246, and the comprehensive efficiency index has fallen sharply from 0.708 to 0.493 in the past 10 years; (2) Environmental governance efficiency is basically driven by technological progress, while the scale efficiency change index is the main driver of the technological progress change index; (3) For environmental governance efficiency, urbanization and capital openness are irrelevant factors, economic level and urban construction are unfavorable factors, and industrial structure and population density are favorable factors. These findings will help urban agglomerations to effectively avoid the adverse effects of environmental governance efficiency in economic development, and achieve a coordinated development of urban construction and environmental governance.

<p>The technology is not only an indispensable element involved in international trade, but also an important factor affecting the comparative advantage and trade patterns in international trade. Based on predecessors’ research and practice experience, this dissertation selects 20 factors to study the influencing factors, such as international technology transfer, the construction of infrastructure, the complexity of technological progress, economic development level and so on. By using the ISM model, the paper studies the correlation and gradation of influencing factors of international technology transfer. The analysis indicates there are 4 direct factors on surface and. 6 factors on path: the applicability and negotiability of the technology, international technology transfer intermediary. 3 direct factors: the construction of infrastructure. 5 indirect factors: environment changes of international economy, the complexity of technological progress. 2 factors in deep roots: economic development level and changes of industrial structure. Based on this, the paper puts forward corresponding countermeasures and suggestions from five aspects. Meanwhile, it provides certain references to improve the international technology transfer level, promote using international technology transfer to improve technology level, and upgrade the industrial structure.</p>

Tourism efficiency can be used to effectively measure the utilization of regional tourism resources and the state of tourism economic development. Based on the super efficiency DEA model, Malmquist index, and spatial econometric model, this article measures the static and dynamic tourism efficiency of 11 provinces and cities in eastern China for 2010 to 2019. In combining ArcGIS 10.0 and MATLAB 2016b software, this article studies the temporal and spatial differentiation of tourism efficiency in eastern provinces and cities and influencing factors. The results show that (1) the overall tourism efficiency of eastern provinces is at a high level and relatively stable, but the regional distribution is quite varied, and problems of spatial imbalance are prominent; (2) the overall tourism efficiency of eastern provinces is increasing, and the change index of technical efficiency contributes the most, followed by the change index of scale efficiency; and (3) industrial status, traffic conditions, tourism resource endowment, and the labour force are the main factors affecting the temporal and spatial differentiation of tourism efficiency in eastern provinces and cities, while the level of economic development and information technology have no significant impact.

China will strive to achieve carbon peak by 2030 and carbon neutralization by 2060 cooperating with the system dominated by carbon intensity control and supplemented by total carbon emission control. This paper analyzes the environmental efficiency index of China; the empirical results show that the average growth rate is 4.5% from 2006 to 2017. A further decomposition of changes on scale efficiency and pure technical efficiency indicates that the pure technical efficiency maintains a long-term growth, and scale efficiency shows a fluctuant tendency. The abovementioned changes show that various methods in China such as industrial structure adjustment and promotion of the development of high and new technologies have obtained a certain effect. From the perspectives of regional differences, the average changes of environmental efficiency in eastern, central, and western regions as well as most of provinces and cities are all on the increase. On the space layout, a trend has been presented that the average changes in central regions exceed those in eastern regions, while the average changes in western regions are comparatively lower than those in eastern regions.

With the acceleration of industrialization and urbanization, the Yangtze River Economic Belt (YREB) is facing many environmental problems that need to be solved in the process of development. This paper aims to analyze the environmental governance effects of nine provinces and two municipalities in the Yangtze River Economic Belt from 2009 to 2018. Firstly, based on the input-output index, the slacks-based measure (SBM) undesirable model and Malmquist (ML) index were used to measure the green total factor productivity (GTFP) of the YREB from 2009 to 2018. The results showed that the technological progress index contributed the most to the GTFP of the YREB, followed by the pure technical efficiency index and the scale efficiency index. Environmental regulation has no significant impact on the GTFP of the YREB. Secondly, by analyzing the effect of environmental governance in the YREB, the results show that the main reasons for the ineffective environmental governance in the YREB are the redundant input of environmental resources, excessive unwanted output, and low harmless treatment rate of municipal solid waste, rather than the low level of urban environmental management. Finally, this paper provides recommendations for the ineffective provinces and municipalities of the YREB to further optimize the input-output factors of environmental governance.

The Yangtze River Basin (YRB) is an important area for China’s economic development and environmental governance. The aim of this paper is to analyze the total factor productivity across 97 cities in the YRB from 2005 to 2016. Based on the input and output indicators from 2005 to 2016, this paper selects the SE-SBM model to measure the environmental regulation efficiency (ERE) of 97 cities in the YRB and then uses the DEA–Malmquist index to measure the total factor productivity of the region. Results suggest that the overall ERE in the YRB is weakly ineffective, while ERE in the central and eastern coastal areas is relatively high. ERE matches the economic foundation and development of the city. YRB environmental regulation efficiency was in descending order in the middle stream, upstream, and downstream. The efficiency of regional environmental regulation shows an N-type development trend, with obvious characteristics of phased development. Moreover, the total factor productivity of the YRB has shown a downward trend. The scale efficiency index and the technical efficiency index have positively boosted the total factor productivity, while the technological progress index has dragged down the total factor productivity of the area. The contribution to the total factor productivity index is in order of scale efficiency, technological progress index, and technological efficiency index in the downstream. The overall inputs and outputs of the YRB have great development potential. The inputs have not been fully utilized, the outputs have not been maximized, and the regional differentiation is significantly observable.

The coordination development of economy-energy-environment was discussed with traditional environmental loads model, combined with "decoupling" theory. Considering the possibilities of social and economic development, this paper set out three scenarios, and analyzed quantitatively the indexes, which affected carbon dioxide emissions, including population, per capita GDP, industrial structure and energy structure. Based on this, it forecasted carbon dioxide emissions in China in future. By comparing the prediction results, it held that policy scenario was the more realistic scenario, what’s more it can achieve emission reduction targets with the premise of meeting the social and economic development goals. At last, it put forward suggestions to implement successfully policy scenario, from energy structure, industrial structure, low-carbon technology and so on.

Identification of local priorities within each potential sector and implementation of a targeted development policy would definitely accelerate rural economic growth. In this sense, it is useful to examine each region’s industrial structural evolution compared to the whole economy and aggregate industries. Shift-share analysis has been confirmed as a useful method to measure regional economic differences and analyze the contribution of industrial structure. This paper selects five representative counties in Heilongjiang province and applies shift-share decomposition to analyze the change in rural economic development from 2000 to 2018. The change of economic growth in each selected county is decomposed into three components: national growth effect, industrial structure effect, and competitive effect, taking the national level as the reference. The results showed the following: (1) the trend of rural economic growth fluctuated greatly for nearly 20 years, distinguished by a mismatch of industrial structure with competitiveness for the selected counties; rural economies with an inappropriate industrial structure did not experience strong growth, despite high competitive potential. (2) The low-end agricultural structure and secondary industry structure led to the loss of each competitive effect; the tertiary industry structure based on economic structure servitization was rational, but the competitive effect did not work out. (3) Finally, this paper provided differentiated suggestions in accordance with local resources and priorities of the selected counties, so as to avoid excessive convergence and the lack of characteristics in industrial structure in rural transformation.

The problem of water pollution is a social issue in China requiring immediate and urgent solutions. In the Beijing–Tianjin–Hebei region, the contradiction between preserving the ecological environment and facilitating sustainable economic development is particularly acute. This study analyzed the spatiotemporal evolution of water pollutants and their factors of influence using statistics on the discharge of two water pollutants, namely chemical oxygen demand (COD) and NH3-N (ammonia nitrogen), in 154 counties in both 2012 and 2016 as research units in the region. The study employed Exploratory Spatial-Time Data Analysis (ESTDA), Standard Deviational Ellipse (SDE), and the Geographically Weighted Regression (GWR) models, as well as ArcGIS and GeoDa software, obtaining the following conclusions: (1) From 2012 to 2016, pollutant discharge dropped significantly, with COD and NH3-N emissions decreasing 65.9% and 47.2%, respectively; the pollutant emissions possessed the spatial feature of gradual gradient descent from the central districts to the periphery. (2) The water pollutants discharge displayed significant and positive spatial correlations. The spatiotemporal cohesion of the spatiotemporal evolution of the pollutants was higher than their spatiotemporal fluidity, representing strong spatial locking. (3) The level of economic development, the level of urbanization, and the intensity of agricultural production input significantly and positively drove pollutant discharge; the environmental regulations had a significant effect on reducing the emission of pollutants. In particular, the effect for NH3-N emissions reduction was stronger; the driving effect of the industrial structure and the distance decay was not significant.

Purpose Recently, China has been paying increasing attention to how to improve the efficiency of the marine environment and realize a green and sustainable development of the marine economy. Consequently, the industrial structure is crucial to improving efficiency. The purpose of this paper is to introduce environmental factors into the efficiency analysis framework and explore the relationship between marine industrial structure and marine environmental efficiency. Design/methodology/approach This paper uses marine economic data under the DEA-BBC model to measure the marine environmental efficiency of provinces and cities and classifies them by cluster analysis. Then, the marine industrial structure and marine environmental efficiency are studied by an econometric model with human capital, ownership structure, land economic development level, scientific research input and government intervention degree as control variables. Findings The overall level of marine environmental efficiency is relatively low in China, increasing and then decreasing over the research period. The rationalization of industrial structure and scientific research input have significant promoting effects on marine environmental efficiency, while the degree of government intervention has a significant inhibiting effect. The positive effect of human capital on efficiency depends on whether it can be successfully converted into productivity. The effects of industrial structure advancement, ownership structure and land economic development level of on the marine environmental efficiency are mixed. Originality/value The results provide a theoretical and decision-making basis for China to transform and upgrade its marine industrial structure and sustainably develop the marine economy.

Analyzed the dynamic interaction characteristics of Chongqing Economic growth and energy consumption between 1980-2011 based on vector auto regression model, impulse response function. The results showed that: 1 Between the Chongqing's economic growth and energy consumption exist the positive long-term stable equilibrium relationship, Chongqing's economic development depending on energy consumption is too high, to keep the economy in Chongqing's rapid economic development, energy relatively insufficient supply sustainable development must rely on the energy market, which will restrict the development of Chongqing's economy. 2At this stage, Chongqing continuing emphasis on optimizing the industrial structure to improve energy efficiency at the same time, the key is to establish and improve the energy consumption intensity and total energy demand "dual control" under the security system, weakening the energy bottleneck effect on economic growth.
