Forests play an important role in the process of land degradation and restoration. As a national key ecological project for protecting natural forest, the natural forest resource protection project was implemented in 17 provinces for nearly 20 years. As the core stakeholders and main force for protecting forest resources, rangers have a clear, more objective and comprehensive perception of the policy process, problems and forest ecological changes than farmers. This study introduces public value theory, builds a performance evaluation system that combines the “process-outcome” of ecological construction and uses the GRA-TOPSIS and obstacle tracking model to investigate the performance and obstacle factor of natural forest resource protection project from rangers’ perspective. GRA-TOPSIS is an optimal sequence technique for ideal solution optimization that combines the gray correlation method. The empirical results showed the overall performance of the natural forest resource protection project is good, the relative gray closeness that indicated the process dimension value of the natural forest resource protection project (NFRPP) is 0.663 which higher than the outcome dimension. It reflected the characterization and value level of overall and dimensions performance of NFRPP in Qilian Mountain. The rangers’ support evaluation is the highest, followed by the ecological outcome, sustainability and stability. The key obstacle is the support of local farmers, the social and economic outcome of the project. The natural forest resource protection project has shortcomings in its management system, function setting and support mechanism and urgently improved it from the resource system, resource unit, management system and user. These results are important to promote better implementation of such ecological projects, to enhance the project stability and the regional sustainable development.

In order to improve airport safety management system (SMS) performance, an evaluation system is required to improve on current shortcomings and maximize safety. This study suggests the integration of the DEMATEL and ANP methods in decision making processes by analyzing causal relations between the relevant criteria and taking effective analysis-based decision. The DEMATEL method builds on the ANP method in identifying the interdependencies between criteria. The input data consists of questionnaire data obtained online and then stored in an online database. Furthermore, the questionnaire data is processed using DEMATEL and ANP methods to obtain the results of determining the relationship between criteria and criteria that need to be evaluated. The study cases on this evaluation system were Adi Sutjipto International Airport, Yogyakarta (JOG); Ahmad Yani International Airport, Semarang (SRG); and Adi Sumarmo International Airport, Surakarta (SOC). The integration grades SMS performance criterion weights in a descending order as follow: safety and destination policy, safety risk management, healthcare, and safety awareness. Sturges' formula classified the results into nine grades. JOG and SMG airports were in grade 8, while SOG airport was in grade 7.

The paper analyzes the organization of effective resource saving of the enterprise. Enterprises need to implement innovative technologies and tools, as well as to motivate all participants in the process to achieve high overall productivity. One of the ways to increase the efficiency and rationality of the activity is the introduction of the management system of development of resource saving enterprise (RSE). The EPR management system is influenced by external and internal factors. One of the main factors of the external environment is the state regulation in the direction of resource saving, because a small number of business entities can turn to the development of resource-saving enterprises without state support. Defined the concept of "resource saving" as a complex positive effect on the state of the company, which combines the economic, social and environmental factors, the result of the implementation of resource conservation is economically viable for the company. The process of resource saving at the enterprise positively affects a wide range of subjects who perceive its results. According to international standards, Ukraine's economy is one of the most resource-intensive in the world through a large proportion of resource-intensive industries, outdated and inefficient technology, extreme depreciation of assets, inefficient systems of transformation and energy supply. World experience in the development and implementation of resource saving programs has a great variety of mechanisms and economic methods to ensure the efficiency of resource consumption in all areas of economic activity. The article highlights the most effective methods and applied to the realities of Ukraine. The study revealed the main problems of Ukrainian enterprises in the management of resource protection and development of resource protection. Today, finding ways of solving these problems and determining the main ways of stimulating enterprise teams and personnel management is especially important for the formation and implementation of an effective system of resource-saving development.

Skilled staff, as well as conditions for their development and motivation, are key conditions for the successful operation of the company. Creation of a high-quality Human Resources (HR) personnel management system would allow to solve this problem. For the achievement of the ultimate goal - the most effective formation and development of the personnel potential of the enterprise requires the creation of conditions for all employees allowing the maximum use and increase of labour potential, as well use of creative abilities and creative thinking. Labour competences and competence evaluation represent real challenges for companies. When modelling a high-quality HR management system, it is important to take into account features such as presence of uncertainty and a large number of unstructured data. When evaluating personnel, the cognitive abilities of the decision-maker are involved and the use of fuzzy cognitive modeling (FCM) seems to be the most promising. In addition, cognitive models allow us to present complex relationships between investigated parameters revealing influence on each other. This paper considers an expert performance evaluation system based on competency model and a fuzzy logic model. The FCM based management personnel system’s is proposed. There are many performance evaluation methods; however, none is universal and common to all companies. This work brings contributions to HR management solutions, finding new ways to apply artificial intelligence (AI) techniques to processes that typically were performed by humans.

In order to tackle the insufficiency of policies of urban crisis management and conform to the ability to deal with urban crisis, it asks to establish a comprehensive emergency management system. Under this circumstance, this paper puts forward a general framework of urban crisis, analyzing the corresponding key technologies of the system and founding a risk rating evaluation model of urban natural calamities based on the improvement of projection pursuit so as to offer scientific basis to the effective establishment and application of the evaluation system and the enhancement of the abilities to urban disaster emergency.

Intensive agricultural production is closely linked with the application of plant protection means, as well as use of field sprayers. When intensive technologies are used, crops as are treated with pesticides several times during the vegetation period. All chemicals applied for plant protection are more or less dangerous to human health and environment. Particularly dangerous is the use of unchecked and defective field sprayers, non-observance of the stated rates of pesticides, agrotechnical treatment terms, as well as wrong adjustment of the sprayers. Standard ISO 14001 states the basic measures for establishment and maintenance of environmental management system. In the article is presented the model of environmental management system for field sprayers based on given standard. The evaluation system includes technical and organizational measures having an influence on the pollution of environment and human health. This system includes the analysis of the factors, planning, regular inspection of field sprayers, training of serving staff and the corrective measures. During the operation of field sprayers the local atmospheric, ground, and water pollution is to be observed that in its turn is conductive to the choking up of agricultural field crop and animal products. The levels of ecological risk include the accumulation of pesticides into environment, as well as ecological risk connected with the increased human morbidity and disappearance of individual species of plants and animals. Proposed environmental management system for field sprayers can serve as a basis to develop and introduce the system of periodical inspections for field sprayers. The environmental management system for field sprayers will promote more effective protection of people and environment.

The electric power enterprises are closely related to the national welfare and the livelihood of the masses, nowadays are faced with the challenges from monopolistic management to the competition in the market. In this paper, building performance management system based on neural network for power supply enterprises to evaluate operating performance demonstrated the practical value of the model. Based on the summary of private listing performance management system on the basis of relevant literature, from the financial perspective and non-financial perspective of the establishment of private manufacturing listing performance management system, and constructs the neural network based on neural network and model performance evaluation system. Neural network model of the application results show that the neural network in the performance management system application feasibility. From the shareholders' interests, performance management system can improve the operating performance of the related suggestions in the financial and non-financial aspects.

<p class="apa">The purposes of the research were: 1) to study the factors of Educational Management System in Small Primary School; 2) to investigate current situations problems and guidelines of developing educational management in small primary school, 3) to develop Educational Management System in Small Primary School and 4) to examine the results of usage Educational Management System in Small Primary School. The research was comprised of four phases: Phase1 studying the factors of educational system in small primary school; Phase 2 Investigating current situations problems and guidelines of developing Educational Management System in Small Primary School; Phase 3 Developing educational system in small primary school and Phase 4 Examining the results of usage educational system in small primary school. The instruments used for data collection in this study were a note- taking form, a questionnaire, an interview and an observation form. The statistics used for data analysis were mean, percentage, standard deviation and content analysis.</p><p class="apa">The results of the research found that:</p><p class="apa">1) The factors of educational system in small primary school comprised of 4 main aspects: (1) Input including with eight sub-factors; (2) Process including with two sub-factors; (3) Output including with two sub-factors; (4) Feedback including with one sub-factor.</p><p class="apa">2) The results of studying current situations and problems revealed that:</p><p class="apa">There are 10,877 small primaries.</p><p class="apa">The problems revealed that administrators lacked of supervision and did not followed up development of student’s quality, teachers did not clear about student-centered learning, parents and community lacked of cooperation in development of student’s quality and students’ quality were lower than benchmark.</p><p class="apa">The guidelines to develop found that both administrators and teachers needed to develop teachers in student-centered learning, curriculum in learning of teachers, media and technology, learning sources for learner’s learning and to ask for parents’ cooperation in development of student’s quality.</p><p class="apa">3) Educational Management System consisted of 4 main aspects, 13 sub-factors including with 42 indicators</p><p class="apa">4) Evaluating system factors by experts, the results revealed that there were the highest in every factor in 80%. The findings of evaluation system and manual of Educational Management System found that it was higher than 80%.</p><p class="apa">5) The examining of usage Educational Management System revealed that pre- treatment of usage educational management system was in the ‘least’ level. However, post- treatment of usage educational management system was in the ‘most’ level.</p>
