Global warming is causing a major ice retreat from the North Pole. From now on, this retreat allows almost permanent movement between East and West off the coast of the Russian Federation along the Northern Sea Route (NSR). For a long time, navigators have been trying to use this route which significantly reduced the distance between continents. The amount of freight that currently travels on the NSR will inevitably increase in the coming years. To reduce environmental risks, one possible option is not to supply ships with heavy fuel oil. The ships could then be electrically powered and navigate in stages from one port to another along the route to refuel for energy. This electrical energy can be produced on site from renewable energy sources. In this article, a first feasibility analysis is outlined, taking into account the tonnage constraints for navigating on a possible route for the NSR, the cost of energy production and the possible location of several ports of call. Under current economic conditions, the solution would not be profitable as it stands, but should become so at a later stage, which justifies starting to think about a future full electrification of navigation on the NSR, which will also contribute to the economic development of the Russian Federation northernmost regions.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

One of the most important issues for modern domestic power industry is the creation and further widespread introduction of solid propellant energy units for super-critical steam parameters with high efficiency (43–46%) and improved environmental parameters. This will significantly reduce the use of natural gas.At the same time, one of the major drawbacks of the operation of pulverized coal power units is the need to use a significant amount of fuel oil during start-up and shutdown of boilers to stabilize the burning of the coal torch in the variable boiler operating modes.In this regard, solid fuel TPPs need to be provided with fuel oil facilities, with all the associated problems to ensure the performance (heating of fuel oil in winter), reliability and safety. All of the above problems increase both the TPP capital construction costs, and the electricity generating cost.A practical solution to the above problems at present is the use of a plasma technology for coal torch ignition based on thermochemical preparation of fuel for combustion. The materials of the developments of JSC “NPO CKTI” on application of plasmatrons in boilers of thermal power plants at metallurgical complexes of the Russian Federation are also considered.Plasma ignition systems for solid fuels in boilers were developed by Russian specialists and were introduced at a number of coal-fi red power plants in the Russian Federation, Mongolia, North Korea, and Kazakhstan. Plasma ignition of solid fuels is widely used in China for almost 30% of power boilers.The introduction of plasma-energy technologies will improve the energy efficiency of domestic solid-fuel thermal power plants and can be widely implemented in the modernization of boilers.During the construction of new TPPs, the construction of fuel oil facilities can be abandoned altogether, which will reduce the capital costs of the construction of thermal power plants, reduce the construction footprint, and increase the TPP safety.

Приведены результаты испытания нового перспективного партенокарпического гибрида огурца корнишонного типа F1 Энеж 21, созданного селекционерами агрохолдинга «Поиск», в условиях открытого грунта в Северо-Западном, Центральном и Волго-Вятском регионах Российской Федерации: Костромская, Ярославская, Московская, Рязанская, Тульская область и Чувашская Республика. Высокие потенциальные возможности и адаптационные свойства гибрида F1 Энеж 21 наиболее значимо проявляются в Московской области (63,8 т/га), Чувашской Республике (39,4 т/га) и Рязанской области (31,2 т/га).The article presents the results of testing a new promising parthenocarpic pickling cucumber hybrid F1 Enezh 21, selected by the breedrs of the Agricultural holding «Poisk» in conditions of open ground in the North-West, Central and Volga-Vyatka regions of the Russian Federation: Kostroma, Yaroslavl, Moscow, Ryazan, Tula regions and the Chuvash Republic. The high potential and adaptation characteristic of the F1 Enezh 21 hybrid are most significantly presented in condition of the Moscow region (63.8 t / ha), the Chuvash Republic (39.4 t / ha) and the Ryazan region (31.2 t / ha).

The article deals with the assessment of the prospects of the political future by representatives of Russian youth. The text of the article has been prepared within the framework of the project “Potential of Youth Political Leadership in The Course of Political Socialization and Circulation of Elites in the Russia Regions in the 2010s (using the example of South-Western Siberia and the North-West of the Russian Federation), RFBR grant No. 18-011-01184. The relevance of the research is in combining a fundamental review of the main directions of research of the role of youth participation in the social and political process and the involvement of a specific empirical study conducted in the spring of 2019, which allows highlighting various aspects of the situation. The empirical part of the study is based on the study “Ideas of Youth about Possibilities of Youth Leaders and Youth Organizations in Russia”, which was conducted in spring 2019 in four constituent entities of the Russian Federation — Altai Territory, Leningrad and Novosibirsk Regions and St. Petersburg. The method of research was a personal standardized interview, the sample size was 1000 respondents (250 in each of the regions), representatives of young people aged 14 to 30 permanently reside in the territory of the studied subjects of the federation. Based on factor and cluster analyzes, the main models of expectations of the political future are presented. The article should be of interest to researchers, both professionally involved, and simply interested in the topic of the influence of the real political process on such a significant group of the population as youth.

Many leading world powers are already setting ambitious goals to achieve zero CO2 emis-sions in the electric power industry through the use of renewable energy sources (RES) in the near future. In Russia, this type of generation also received state support, however, more modest, due to the low intercon-nection between Russia and renewable energy sources in terms of the state's energy security. The purpose of the study is to determine the effectiveness of the existing support for renewable energy in the Russian Federation, to assess the feasibility of building these facilities in our country, as well as to provide a scientifically substantiated proposal for alternative ways of developing the industry. The paper analyzes and summarizes the economic aspects of investment and operating activities of wind, solar and small hydropower in Russia. As a result, it was concluded that the pace of development chosen by the Ministry of Energy of the Russian Federation can be considered correct, but it is necessary to adjust the support program and diversify in terms of the subjectivity of the construction of new generating facilities based on RES.

Extremism prevention is an essential component of the work in the field of national security of the country. The article reveals some of the main forms of extremism, such as religious-political, ethno-social, economic, pseudoscientific, and others, and provides examples. The main content of the article is devoted to the disclosure of the essence and diversity of manifestations of cultural extremism in the country, especially in the North Caucasus and Dagestan. Numerous concrete examples are given, proving that cultural extremism takes place and sometimes takes on quite acute forms. It is shown that the manifestations of cultural extremism are more difficult to combat, since it manifests itself among more literate and intellectually savvy people and does not have open ideologically organized forms, as in the case of religious and political extremism. The article considers the current law of the Russian Federation and the draft new law on culture, which notes all the mechanisms for overcoming extremism in culture, and which clearly emphasize the primacy of the rights and freedoms of an individual creative personality.
