Synthetic Cannabinoids (CBs) are a novel class of psychoactive substances that have rapidly evolved around the world with the addition of diverse structural modifications to existing molecules which produce new structural analogues that can be associated with serious adverse health effects. Synthetic CBs represent the largest class of drugs detected by the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) with a total of 207 substances identified from 2008 to October 2020, and 9 compounds being reported for the first time. Synthetic CBs are sprayed on natural harmless herbs with an aim to mimic the euphoric effect of Cannabis. They are sold under different brand names including Black mamba, spice, K2, Bombay Blue, etc. As these synthetic CBs act as full agonists at the CB receptors, they are much more potent than natural Cannabis and have been increasingly associated with acute to chronic intoxications and death. Due to their potential toxicity and abuse, the US government has listed some synthetic CBs under schedule 1 classification. The present review aims to provide a focused overview of the literature concerning the development of synthetic CBs, their abuse, and potential toxicological effects including renal toxicity, respiratory depression, hyperemesis syndrome, cardiovascular effects, and a range of effects on brain function.

Subject The US indictment of Russian intelligence officers. Significance The latest indictment to come out of the investigation led by Special Counsel Robert Mueller is the most striking yet as it targets Russian state actors for the first time. It sets out charges of hacking into Democratic Party networks, stealing more than 50,000 documents and using them for disruptive purposes in the 2016 US presidential election. Despite the considerable level of detail in the evidence offered, the White House has yet to address publicly the issues raised or confronting Russia. Impacts US government, election software providers, parties and social media platforms will face pressure to prepare for the midterm elections. Detailed attribution of cyber interference will likely weaken the notion that perpetrators enjoy a high level of plausible deniability. Hackers will continue to employ 'spearphishing' for its simplicity, success rate and cost-effectiveness.

ObjectiveTo identify US drug brand (proprietary) names that are identical or similar to drug brand names used in other countries containing different active ingredients and name confusion medication errors associated with these drugs.MethodsWe compared a list of brand names approved by the US Food and Drug Administration from 2006 through 2018 with a list of brand names from other countries generated by Uppsala Monitoring Centre using the WHODrug Dictionary. We evaluated drug name pairs that were identical or highly similar and had different active ingredients and searched for name confusion medication errors with these drugs.ResultsA total of 27 US brand names were found to be identical to 38 drug brand names in other countries with different active ingredients. A total of 74 US drug brand names were highly similar to 93 brand names in other countries for drugs containing different active ingredients. We identified name confusion medication errors for one similar name pair.ConclusionsUS drug brand names that are identical to or highly similar to brand names in other countries may cause confusion that can lead to medication errors such as wrong drug errors and wrong drug information being consulted. Manufacturers should consider this risk prior to submitting proposed brand names to regulatory authorities. Regulatory authorities may consider incorporating this check in their brand name reviews and work with manufacturers to eliminate the use of the same or similar brand names for products with different ingredients. Consumers filling prescriptions at foreign pharmacies should also be aware of potential name confusion.

Patrick Mahon (A. P. Mahon) was born on 18 April 1921, the son of C. P. Mahon, Chief Cashier of the Bank of England from 1925 to 1930 and Comptroller from 1929 to 1932. From 1934 to 1939 he attended Marlborough College before going up to Clare College, Cambridge, in October 1939 to read Modern Languages. In July 1941, having achieved a First in both German and French in the Modern Languages Part II, he joined the Army, serving as a private (acting lancecorporal) in the Essex Regiment for several months before being sent to Bletchley. He joined Hut 8 in October 1941, and was its head from the autumn of 1944 until the end of the war. On his release from Bletchley in early 1946 he decided not to return to Cambridge to obtain his degree but instead joined the John Lewis Partnership group of department stores. John Spedan Lewis, founder of the company, was a friend of Hut 8 veteran Hugh Alexander, who effected the introduction. At John Lewis, where he spent his entire subsequent career, Mahon rapidly achieved promotion to director level, but his health deteriorated over a long period. He died on 13 April 1972. This chapter consists of approximately the first half of Mahon’s ‘The History of Hut Eight, 1939–1945’. Mahon’s typescript is dated June 1945 and was written at Hut 8. It remained secret until 1996, when a copy was released by the US government into the National Archives and Records Administration (NARA) in Washington, DC. Subsequently another copy was released by the British government into the Public Record Office at Kew. Mahon’s ‘History’ is published here for the first time. Mahon’s account is first-hand from October 1941. Mahon says, ‘for the early history I am indebted primarily to Turing, the first Head of Hut 8, and most of the early information is based on conversations I have had with him’.

The Russian government is accused of hacking emails circulating among senior members of Hilary Clinton's campaign team to support President Trump's election in 2016. This was not the first time the United States was the target of massive cyber espionage: The Chinese government is believed to have gained sensitive information on 22.1 million US government employees through “cyber intrusions” in 2014. This Article will examine whether cyber espionage of this kind is unlawful under public international law and will conclude that it is. Specifically, such espionage can result in a violation of territorial sovereignty and will likely violate the principle of non-intervention in the internal affairs of other States. Yet, based on the controversial “clean-hands-doctrine,” past US actions in the realms of cyber espionage and intervention may well invalidate any claims it asserts against Russia or China.

AbstractIn 1941, the well-known international Cold War actor Serafino Romualdi traveled to South America for the first time. As a representative of the New York-based Mazzini Society, Romualdi sought to grow a robust anti-fascist movement among South America's Italian communities, finding the most success in Uruguay. As Romualdi conducted his tour of South America, he began writing a series of reports on local fascist activities, which caught the attention of officials at the Office of the Coordinator for Inter-American Affairs (OCIAA), a US government agency under the direction of Nelson Rockefeller. The OCIAA would eventually tap Romualdi and his growing connections in South America to gather intelligence concerning Italian and German influence in the region. This investigation sheds light on the critical function that Romualdi and his associates played in helping the US government to construct the initial scaffolding necessary to orchestrate various strategies under the umbrella of OCIAA-sponsored cultural diplomacy. Despite his limited success with Italian anti-fascist groups in Latin America, Romualdi's experience in the region during the early 1940s primed him to become an effective agent for the US government with a shrewd understanding of the value in shaping local labor movements during the Cold War.

Purpose The proliferation of terrorism worldwide raises the risk that terrorist strategies could evolve from conventional methods (e.g. suicide attacks) to biological, chemical and even radioactive and nuclear attacks (commonly abbreviated as CBRN) which are potentially much more dangerous. The authors make three contributions toward a better understanding of this risk and how it responds to counterterrorism measures. Design/methodology/approach The authors develop a game that captures the terrorists’ potential strategic substitution between conventional and CBRN-type attacks; the authors calibrate the parameters of the game to real data using a novel calibration method and a partially unique dataset; they estimate the heavy-tailed distribution of attack severity and thus the probability of a successful attack, the underlying effort to launch an attack and the intrinsic difficulty of launching different types of attacks. Findings The authors find that in equilibrium, CBRN attacks, though less likely and more difficult to execute, are more deadly. In the end, the trade-off between, on one hand, the greater difficulty of carrying out a CBRN attack, and on the other, the greater deadliness of such an attack, points to a level of optimal counterterrorism spending by governments that weighs toward defending against CBRN attacks. The authors discuss these results and compare them with the actual level of counterterrorism spending by the US Government. Originality/value The framework of the game allows for substitution between the conventional and CBRN weapon types. These aspects of this paper, together with the unique calibration methodology, and the use of some unique terrorism data for the first time, are what distinguish this work from similar game theoretic papers in this area.

In the 1940s, curbing undocumented Mexican immigrant entry into the United States became a US government priority because of an alleged immigration surge, which was blamed for the unemployment of an estimated 252,000 US domestic agricultural laborers. Publicly committed to asserting its control of undocumented Mexican immigrant entry, the US government used Operation Wetback, a binational INS border-enforcement operation, to strike a delicate balance between satisfying US growers’ unending demands for surplus Mexican immigrant labor and responding to the jobs lost by US domestic agricultural laborers. Yet Operation Wetback would also unintentionally and unexpectedly fuel a distinctly transnational pathway to legalization, marriage, and extended family formation for some Mexican immigrants.On July 12, 1951, US president Harry S. Truman’s signing of Public Law 78 initiated such a pathway for an estimated 125,000 undocumented Mexican immigrant laborers throughout the United States. This law was an extension the Bracero Program, a labor agreement between the Mexican and US governments that authorized the temporary contracting of braceros (male Mexican contract laborers) for labor in agricultural production and railroad maintenance. It was formative to undocumented Mexican immigrant laborers’ transnational pursuit of decisively personal goals in both Mexico and the United States.Section 501 of this law, which allowed employers to sponsor certain undocumented laborers, became a transnational pathway toward formalizing extended family relationships between braceros and Mexican American women. This article seeks to begin a discussion on how Operation Wetback unwittingly inspired a distinctly transnational approach to personal extended family relationships in Mexico and the United States among individuals of Mexican descent and varying legal statuses, a social matrix that remains relatively unexplored.

The aim of the Ukrainian Bureau in Washington was propaganda of Ukrainian question among US government and American publicity in general. Functioning of the Bureau is not represented non in Ukrainian neither in foreign historiographies, so that’s why the main goal of presented paper is to investigate its activity. The research is based on personal papers of Ukrainian diaspora representatives (O. Granovskyi, E. Skotzko, E. Onatskyi) and articles from American and Ukrainian newspapers. The second mass immigration of Ukrainians to the US (1914‒1930s) has often been called the «military» immigration and what it lacked in numbers, it made up in quality. Most immigrants were educated, some with college degrees. The founder of the Ukrainian Bureau Eugene Skotzko was born near Western Ukrainian town of Zoloczhiv and immigrated to the United States in late 1920s after graduating from Lviv Polytechnic University. In New York he began to collaborate with OUN member O. Senyk-Hrabivskyi who gave E. Skotzko task to create informational bureau for propaganda of Ukrainian case. On March 23 1939 the Bureau was founded in Washington D. C. E. Skotzko was an editor of its Informational Bulletins. The Bureau biggest problem was lack of financial support. It was the main reason why it stopped functioning in May 1940. During 14 months of functioning Ukrainian Bureau in Washington posted dozens of informational bulletins and send it to hundreds of addressees; E. Skotzko, as a director, personally wrote to American governmental institutions and foreign diplomats informing about Ukrainian problem in Europe.
