With the continuous development of intelligent technologies, knowledge graph, the backbone of artificial intelligence, has attracted much attention from both academic and industrial communities due to its powerful capability of knowledge representation and reasoning. In recent years, knowledge graph has been widely applied in different kinds of applications, such as semantic search, question answering, knowledge management and so on. Techniques for building Chinese knowledge graphs are also developing rapidly and different Chinese knowledge graphs have been constructed to support various applications. Under the background of the “One Belt One Road (OBOR)” initiative, cooperating with the countries along OBOR on studying knowledge graph techniques and applications will greatly promote the development of artificial intelligence. At the same time, the accumulated experience of China in developing knowledge graphs is also a good reference to develop non-English knowledge graphs. In this paper, we aim to introduce the techniques of constructing Chinese knowledge graphs and their applications, as well as analyse the impact of knowledge graph on OBOR. We first describe the background of OBOR, and then introduce the concept and development history of knowledge graph and typical Chinese knowledge graphs. Afterwards, we present the details of techniques for constructing Chinese knowledge graphs, and demonstrate several applications of Chinese knowledge graphs. Finally, we list some examples to explain the potential impacts of knowledge graph on OBOR.

A fundamental goal of artificial intelligence research and development is the creation of machines that demonstrate what humans consider to be intelligent behavior. Effective knowledge representation and reasoning methods are a foundational requirement for intelligent machines. The development of these methods remains a rich and active area of artificial intelligence research in which advances have been motivated by many factors, including interest in new challenge problems, interest in more complex domains, shortcomings of current methods, improved computational support, increases in requirements to interact effectively with humans, and ongoing funding from the Defense Advanced Research Projects Agency and other agencies. This article highlights several decades of advances in knowledge representation and reasoning methods, paying particular attention to research on planning and on the impact of the Defense Advanced Research Projects Agency’s support.

Question Answering systems over Knowledge Graphs (KG) answer natural language questions using facts contained in a knowledge graph, and Simple Question Answering over Knowledge Graphs (KG-SimpleQA) means that the question can be answered by a single fact. Entity linking, which is a core component of KG-SimpleQA, detects the entities mentioned in questions, and links them to the actual entity in KG. However, traditional methods ignore some information of entities, especially entity types, which leads to the emergence of entity ambiguity problem. Besides, entity linking suffers from out-of-vocabulary (OOV) problem due to the limitation of pre-trained word embeddings. To address these problems, we encode questions in a novel way and encode the features contained in the entities in a multilevel way. To evaluate the enhancement of the whole KG-SimpleQA brought by our improved entity linking, we utilize a relatively simple approach for relation prediction. Besides, to reduce the impact of losing the feature during the encoding procedure, we utilize a ranking algorithm to re-rank (entity, relation) pairs. According to the experimental results, our method for entity linking achieves an accuracy of 81.8% that beats the state-of-the-art methods, and our improved entity linking brings a boost of 5.6% for the whole KG-SimpleQA.

Despite the development of various technologies and systems using artificial intelligence (AI) to solve problems related to disasters, difficult challenges are still being encountered. Data are the foundation to solving diverse disaster problems using AI, big data analysis, and so on. Therefore, we must focus on these various data. Disaster data depend on the domain by disaster type and include heterogeneous data and lack interoperability. In particular, in the case of open data related to disasters, there are several issues, where the source and format of data are different because various data are collected by different organizations. Moreover, the vocabularies used for each domain are inconsistent. This study proposes a knowledge graph to resolve the heterogeneity among various disaster data and provide interoperability among domains. Among disaster domains, we describe the knowledge graph for flooding disasters using Korean open datasets and cross-domain knowledge graphs. Furthermore, the proposed knowledge graph is used to assist, solve, and manage disaster problems.

The One Belt One Road (OBOR) initiative is implemented to improve the linkage between China and its neighboring countries in terms of economic ties, connectivity, partnership, and security cooperation. The crucial challenge encountered in OBOR initiative is the different gauge standards from different countries in the development of railway along the Silk Road. Another issue arose from the regulation of education sector in the aspect of quality, cost, and efficiency. To the best of our knowledge, there is still lack of study on the transportation infrastructure and education towards the GDP in the selected Asian countries, especially for Central Asia. Therefore, this study aims to examine the impact of OBOR initiative and its importance towards economic growth by further investigating the determinants such as transportation infrastructure, education, labor, trade, and inflation rate. This study employs panel data analysis using the annual data from the period of 2000–2015. The selected Asian countries are divided into three regions, namely Central Asia (Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, Uzbekistan), ASEAN (Thailand, Indonesia, Vietnam, Malaysia), and East Asia (China, Mongolia). Besides, we use fixed effect model (FEM) to obtain the results based on the support of Hausman test and Poolability F-test. The findings reveal that transportation infrastructure possess a positive effect on GDP. Surprisingly, education is negatively related to GDP. With this, policy makers are suggested to encourage OBOR countries to expand and upgrade their system in terms of transportation infrastructure, human capital, culture, and education. In future studies, the advanced model is recommended to investigate the pre- and post-efficiency of OBOR initiative.

The aim of this paper is to demonstrate the use of dendroecological methods to analyse the various processes involved in forest dynamics. Using dendroecological case studies of the Scots pine forests of Valais (Switzerland) as an example we discuss the most relevant processes of forest dynamics and their consequences on stand structures and mortality rates. We focus on the development history of these Scots pine forests under human impact and on the impact of biotic and abiotic factors on tree growth. Most of today's extended Scots pine forests (< 1500 m a.s.l.)must be interpreted as part of an ongoing natural succession under heavy human influence. In time, without management or natural disturbances, most of these pine forests will develop into broadleaved forests (lower altitudes) or spruce-firforests(higher altitudes).

In April, 1845, the Rev. Richard Taylor passed through the area of the North Island now marked by the town of Levin. At this time, he described Lake Horowhenua as being of singular appearance for the small storehouses built over the water on poles. As was his predilection, Taylor made a drawing of the lake huts, a version of which was belatedly included in the second edition of his most important literary contribution, Te Ika-a-Māui (1870). This image would have remained as little more than a questionable curiosity was it not for Messrs Black Bros who, in the course of exploring the lake bed for Māori artefacts in 1932, legitimised Taylor's observation with their discovery of the submerged architectural remains of an aquatic hut. Nonetheless, almost a century after Taylor's original diary entry, GL Adkin, writing for The Journal of the Polynesian Society, lamented the neglect shown toward these remarkable structures, and which he cited as just one example of the "tantalising gaps" in the recorded history of Māori custom and culture. Sadly, it is well beyond the scope of this research to properly redress the historical neglect shown toward lake pātaka. What I do wish to do is to link these structures to an event on the shores of the Lake of Zurich, Switzerland, when Dr Ferdinand Keller noticed some half-submerged piles in 1854. Upon these remains Keller made a great, if erroneous, case for primitive "pile-work habitations" in the Swiss lakes. The impact of this argument cannot be understated. It became the privileged model for architectural origins in the German and French parts of Switzerland, and by the 1890s it was a part of standard teaching texts in Swiss schools, where it was firmly inculcated into the curriculum at the time that Charles Edouard Jeanneret was a child. This in turn has led Vogt to suggest that, in Keller's "dwellings on the water," Le Corbusier found a Primitive Hut typology that underpinned all his architectural thinking, and which is made most explicit in his principled use of piloti. What makes this all the more involved is that Keller, in searching for examples to visualise the construction of the Swiss lake dwellings, turned to the Pacific (which he categorised as at a developmental stage of architectural evolution akin to early Europe). In this paper I identify the exact etching by Louis Auguste de Sainson that Keller took for direct influence. The problem, however, is that de Sainson depicted a conventional whare built on land, and Keller transposed it to the water. So we have on the one side of this paper an authentic lake whare that is all but forgotten, and a famed European lake-hut that is all but Māori, and between the two is the figure of Le Corbusier who may or may not have unknowingly based one on his major innovations on influences found in the pātaka of Lake Horowhenua.

In 2013, China's Silk Road Initiative, the One Belt One Road project, was first mentioned in Kazakhstan and has been widely discussed by major countries and international organizations. Kazakhstan's participation in this project, a resource-rich country in Central Asia, has attracted world attention, and the impact of external forces on Central Asia will have its own impact on the implementation of this project. The interests of countries such as Russia and the United States in Central Asia and the views of international organizations are important factors in the implementation of this project. This article examines the relations between China and Kazakhstan in the framework of the "One Belt - One Road" initiative and the competition of external forces influencing it, their views on the project, their interests, the project and competing projects, and highlights important international organizations and agreements. and the toothed conclusion is pronounced.

However, there are many obstacles for building knowledge graphs as methodologies, data and tools. This paper introduces a novel methodology to build knowledge graph from heterogeneous documents.  We use the methodologies of Natural Language Processing and deep learning to build this graph. The knowledge graph can use in Question answering systems and Information retrieval especially in Computing domain

Abstract With the growing availability of different knowledge graphs in a variety of domains, question answering over knowledge graph (KG-QA) becomes a prevalent information retrieval approach. Current KG-QA methods usually resort to semantic parsing, search or neural matching models. However, they cannot well tackle increasingly long input questions and complex information needs. In this work, we propose a new KG-QA approach, leveraging the rich domain context in the knowledge graph. We incorporate the new approach with question and answer domain context descriptions. Specifically, for questions, we enrich them with users’ subsequent input questions within a session and expand the input question representation. For the candidate answers, we equip them with surrounding context structures, i.e., meta-paths within the targeting knowledge graph. On top of these, we design a cross-attention mechanism to improve the question and answer matching performance. An experimental study on real datasets verifies these improvements. The new approach is especially beneficial for specific knowledge graphs with complex questions.

The impact of Salo Wittmayer Baron on the study of the history of the Jews during the Middle Ages has been enormous. This impact has, in part, been generated by Baron's voluminous writings, in particular his threevolume The Jewish Community and–even more so–his eighteen-volume Social and Religious History of the Jews. Equally decisive has been Baron's influence through his students and his students' students. Almost all researchers here in North America currently engaged in studying aspects of medieval Jewish history can surely trace their intellectual roots back to Salo Wittmayer Baron. In a real sense, many of Baron's views have become widey assumed starting points for the field, ideas which need not be proven or irgued but are simply accepted as givens. Over the next decade or decades, hese views will be carefully identified and reevaluated. At some point, a major study of Baron's legacy, including his influence on the study of medieval Jewish history, will of necessity eventuate. Such a study will have, on the one hand, its inherent intellectual fascination; at the same time, it will constitute an essential element in the next stages of the growth of the field, as it inevitably begins to make its way beyond Baron and his twentieth-century ambience.
