The coordinated development of industrialization and its ecological environment are vital antecedents to sustainable development in China. However, along with the accelerating development of industrialization in China, the contradiction between industrial development and environment preservation has turned out to be increasingly evident and inevitable. Eco-efficiency can be seen either as an indicator of environmental performance, or as a business strategy for sustainable development. Hence, industrial eco-efficiency promotion is the key factor for green industrial development. This study selects indicators relevant to resources, economy, and the environment of industrial development, and the indicators can well reflect the characteristics of industrial eco-efficiency. The SBM (Slacks-Based Measure) model overcomes the limitations of a radial model and directly accounts for input and output slacks in the efficiency measurements, with the advantage of capturing the entire aspect of inefficiency. This study evaluates the industrial eco-efficiency of nine cities in Fujian province during the period of 2006–2016, based on undesired output SBM (Slacks-Based Measure) model and also uses a Tobit regression model to analyze the influencing factors. The results show that there is a positive correlation among the economic development level, opening level, research and development (R&D) innovation, and industrial eco-efficiency in Fujian Province. However, a negative correlation was found between the industrial structure and industrial eco-efficiency in Fujian Province. Moreover, environmental regulation in Fujian Province was not found to significantly influence the industrial eco-efficiency. Hence, through the systematic analysis of industrial eco-efficiency and its influencing factors in Fujian, the study gives further insight on how policy-making can help achieve sustainable development, balancing between economic benefits and ecological improvements.

We calculated provincial carbon emissions efficiency and related influencing factors in China with the purpose of providing a reference for other developing countries to develop a green economy. Using panel data covering the period from 2004–2016 from 30 provinces in China, we calculated the carbon emission performance (CEP) and the technology gap ratio of carbon emission (TGR) with the data envelopment analysis (DEA) method and the meta-frontier model separately to analyze provincial carbon emissions efficiency in China. No matter which indicator was employed, we found that distinct differences exist in the eastern, the central, and the western regions of China, and the eastern region has the highest carbon emission performance, followed by the central and the western regions. Then, the panel data Tobit regression model was employed to analyze the influencing factors of carbon emissions efficiency, and we found that scale economy, industrial structure, degree of opening up, foreign direct investment (FDI), energy intensity, government interference, ownership structure, and capital-labor ratio have different impacts on the carbon emission efficiency in different regions of China, which indicates different policies should be implemented in different regions.

With the rapid and sustainable development of China's economic construction and adjustment of industrial structure, requires a lot of high-skilled personnel. At present, the shortage of high-skilled personnel in China, has become the bottleneck restricting industrial development. In this paper, from the angle of professional features of high-skilled professional, put forward specific policy proposals for the cultivation of high-skilled personnel, with a view to the cultivation of high-skilled personnel can have constructive significance and help.

Nowadays, eco-efficiency is one of the most widely used comprehensive indicators in many fields and sectors. Understanding eco-efficiency is of great significance to implement sustainable socioeconomic development for decision makers. To assess the comprehensive performance of industrial investment, the eco-efficiency of industrial investment (EEII) is constructed under the comprehensive perspective of economic benefits, energy consumption, and environmental impact in this paper. Then, a new superefficient undesirable-output slack-based measure DEA (SeUo-SBM-DEA) model is proposed and applied to assess the EEII of 30 provinces in China from 2015 to 2017, and its influencing factors are analyzed using the Tobit regression. The empirical results show the following: (1) the eco-efficiency of China’s industrial investment is generally low (0.613), and there exists a significant regional disparity; namely, the average value of EEII was the highest in the eastern regions (0.838), followed by the central regions (0.6) and western regions (0.397). (2) R&D expenditure, economic development level, and foreign direct investment all had a significant positive effect on the eco-efficiency of industrial investment, while investment in treatment of industrial pollution sources and total education funds all had a significant negative effect. Finally, this paper puts forward some suggestions to promote sustainable development of industrial investment based on our findings.

The sandstorm in 2021 in East Asia demonstrated the ecological issues that culminated for decades in Mongolia. Mongolia is facing challenges to realize green and sustainable development. This article aims to increase the understanding of eco-efficiency and its influencing factors in Mongolia and to provide a reference for similar developing countries and regions to achieve green and sustainable development. This article used the Slacks-Based Measure of Efficiency (SBM) model with advantages of dimension freedom and unit variable to estimate the economic efficiency and eco-efficiency of 22 provinces in Mongolia from 2007 to 2016; energy consumption and undesirable environmental outputs were taken as ecological/environmental indicators in the input and output system of regional eco-efficiency in Mongolia, combining traditional indicators of economic efficiency to build Mongolia’s eco-efficiency input–output framework. This article applied hot spot analysis and gravity center analysis to reveal the temporal and spatial evolution characters of eco-efficiency in Mongolia. Finally, the article applied panel Tobit regression to analyze the influencing factors of eco-efficiency. We were found that Mongolia’s eco-efficiency slightly improved from 0.7379 in 2007 to 0.7673 in 2016, lower than the economic efficiency. The high eco-efficiency provinces appeared in the capital Ulaanbaatar and its surrounding areas, showing an obvious spatial spillover effect. The low eco-efficiency provinces were mainly in the undeveloped western region. The relationship between per capita GDP and eco-efficiency was U-shaped and consistent with environmental Kuznets theory. Accelerating economic growth, optimizing population distribution, and improving energy structure and green technology can improve Mongolia’s eco-efficiency.

Urbanization is a necessary phase of development of human being's civilization, which is a combination of social, economic, science, resources and technology. Therefore, the healthy development of urbanization should be based on Sciences of Human Settlements, controlling city size, developing conurbation, optimizing city layout, belancing environmental carrying capacity and the intensity of urban development, highlighting the characteristics of regional resources and industrial structure, protecting regional characteristic.Urbanization has strong complexity and various constraints. The key to development is the coordination of various influencing factors scientificly and rationally, so as to ensure healthy and sustainable development of urban system.

The sustainable development of resource-based cities is a hot issue in China. This paper will focus on the industrial structure of sustainable development. There is close relationship between regional economic development and industrial structure transformation Capacity. Comparison research of cities’ regional industrial structure capacity will help to understand variation status and potential of regional industrial structures. With principal components analysis, this paper based on the regional industrial structure comparison theory, analyzed industrial structure transformation Capacity of 20 resource-based cities in China west. It will provide references for promoting optimization and upgrading of regional industrial structure, making regional industrial development strategy, improving environmental conditions, and enhancing local economic development.

A systematic analysis of the concept of "sustainable development of the region" is carried out . The classification of factors that affect the process of sustainable development is given. A three -factor resource model for the formation of sustainable development of the region , including human, financial and raw materials, is described. The necessity of systematic monitoring as an element of regional development control is substantiated.
