A systematic analysis of the concept of "sustainable development of the region" is carried out . The classification of factors that affect the process of sustainable development is given. A three -factor resource model for the formation of sustainable development of the region , including human, financial and raw materials, is described. The necessity of systematic monitoring as an element of regional development control is substantiated.

Climate change as well as ecological and social problems requires new goals and instruments of economic policy, based on the principles of sustainable develop­ment. However, over the past 20 years, an increase in energy prices has resulted in the raw material growth model prevailing in Russia. Has this growth led to sustainable regional development? We propose an approach to evaluating eco­logical efficiency of the Russian regions as the ratio of the output of non-primary goods and services to the input of resources (labor, capital, raw materials, and environmental costs). This is a new indicator of the quality of economic growth. The sustainable development model, combining growth of GRP per capita and ecological efficiency, has been observed for more than half of the period in most regions. The eco-efficiency of the average region has been growing since 2003, except crisis periods, following an increase of the services sector share and the closure of inefficient pollution-intensive factories. According to the econometric results, ecological efficiency was growing faster in densely populated regions with a high share of high-tech services, investment attractiveness and intensive tech­nology implementation (Moscow; Saint Petersburg; Sverdlovsk, Tomsk, Belgorod and Kaliningrad regions etc.); it decreased in most northern and Siberian regions. Great potential for raising eco-efficiency remains in most regions. In general, the results of regional development in Russia do not contradict the principles and goals of sustainable development (SDGs), although it was largely achieved due to the system of inter-budget transfers, distributing the oil rent surplus among the regions. In the future, an increase in investments in the non-primary sector, en­ergy efficiency and public transportation will be required. Corresponding changes can be accelerated in the context of an emerging economic crisis caused by the pandemic and falling oil prices.

The article analyses problems of cluster’s formation in Lithuania. The reasons why clusters in Lithuania are evolving slowly are described in this article. Also cluster’s development process in a logical sequence is submitted. The article accented that the Lithuanian cluster’s policy principles should assess the specific Lithuanian conditions, the positive foreign experience and strategic objectives of competitiveness.Lithuanian status of fisheries sector is estimated. Also the main problems in this sector are named: complexity of management, decreasing of fishing quota, shorter season of cod fishing, economic problems. The article made assumptions that the clustering process should ensure more sustainable development of the sector, a new operational quality creating the ability to compete at lower prices and innovation. Also it was emphasized that clustering processes should assess such factors as: sector’s culture, competitive opportunities and sustainable development of the region.During formation of this cluster it is recommended to assess the fisheries sector as the component of Lithuanian maritime economy. Lithuanian maritime cluster should be developed allowing for common features inherent in clusters, assessing sustainable development principles of the sector. In this way Lithuanian maritime cluster combines not only the fisheries sector but also the activities characterized by Lithuanian maritime economy.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

The paper aims to study sustainable regional development by assessing the realisation of the values and interests of key stakeholders. The methodological framework includes the concept of sustainable development and a value-driven approach to management. The authors employ the method of theoretical analysis to validate the possibility of applying the value-driven approach to assess the sustainable regional development and building a conceptual model reflecting the composition of the key regional stakeholders and the content of their values and interests in the context of the concept of sustainable development. To provide both the overall and individual (in terms of social, environmental and economic components) assessments of the level of realisation of these values, the researchers adopt the method of integral assessments and develop a system of indicators and a step-by-step method for calculating the integral index. The authors test the proposed methodological tools using the case of the regions of the Volga and Ural Federal Districts. The findings demonstrate that the most acute problems for all stakeholders are the problems of ensuring environmentally friendly living conditions for the population, reducing the environmental pressure and environmental intensity of economic activity. In the social sphere, the most relevant issues remain improving the standard of living, and raising the volume and quality of social services provided to the population. The authors arrive at the conclusion that insufficient level of realisation of the regional authorities’ values limits their ability to influence the processes of sustainable regional development by improving the level of other stakeholders’ interests’ realisation.

The aim of the paper is to provide a new view on the practice of concept development and the implementation of strategic management in the context of the return of some agricultural enterprises to the principles of a planned economy. Lack of research on this direction makes a topic of the paper is promising for consideration. This paper provides evidence-based explanations of the problem. As a result of research followed steps were made: the components of the algorithm of actions for the main executor of the strategy are singled out; the scheme of realization of strategic planning is offered; a list of predictive calculations has been compiled, which underlie modeling of the main directions of the industry development and are necessary for forecasting the development of agriculture; the criteria and principles of sustainable regional development have been determined and a scheme for its implementation has been developed.

In the course of regional development of any territory, the infrastructure of public administration bodies is crucial, ensuring the strategic development of the territory, its priority areas and a system of interaction organized at the local level. The personnel issue plays an important role in the formation of the territory’s sustainable development. It is the success of the public administration teams work that ensures the growth of the investment attractiveness of the territory, the formation of its competitive ability and, as a clear consequence, success in strategic growth and achieving the planned economic indicators. The paper considers issues of effective HR management in public administration. Effective HR management in any public authority and at all levels is impossible without a certain personnel policy. Accordingly, the main elements of the interpretation and formation of HR management are considered in our research.

The article describes the key areas of strategic planning for the Arctic socio-economic development of the countries in the Northern Europe and Northern America from the point of two concepts: spatial organization of economy and sustainable regional development. The results of the Arctic region development are quantitative and qualitative positive changes in the socio-economic situation. They generate spatial modification taking into account the Arctic conditions of the environment of existence. The aim of the work is to study and accumulate the best foreign practices of applying sustainable development principles for the purposes of strategic planning in the Russian Arctic.The article is based on the analysis of the Arctic strategies in Norway, Finland, Sweden, Denmark, Iceland, Canada and the United States, with an emphasis on ranking the interests of these countries in the Arctic and public policy instruments. The author focuses on the issues of northern territories’ sustainable development and the results assessment of the implementation of strategic goals in the Arctic countries. The author presents a comparative characteristic of strategic priorities within the framework of the Arctic economic development.The research made it possible to identify common cornerstone problems that require the attention of governments: climate change and environment, rational economic development of territories and integration of traditional lifestyle of indigenous people into sustainable regional development. Similar priorities and tasks for the lean development of the Arctic and positive dynamics of regional development make it possible to use its results within the Arctic interregional cooperation. Strategic priorities are compared with statistical indicators values of development and subjective assessments of population on the same characteristics of life quality in the High North. Similar estimates of comparative analysis are consequence of the Arctic policy pursuedby the governments of these countries. The author underlines the necessity of foreign experience accumulation in the process of regional strategies’ development in the Russian Federation.

The study aimed to substantiate the nature of the interaction between the economic efficiency of the peat industry and the sustainability of the region on the example of the Khanty-Mansi Autonomous Area (KhMAA) of Russia. Based on the development indicators of the districts of KhMAA for 2017-2020, the factors characterizing the components of sustainable regional development were determined using the principal components’ method. Using the fuzzy sets’ method, the values, levels of the factors, and the integral indicator of sustainable development were calculated, and the realized and unrealized potential of peat industry development in the context of the districts of the study area were determined. The causal relationships between indicators of regional sustainable development and peat industry potential, and the nature of dependence between the indicators, are argued. The regional development prospects were revealed through the peat industry development based on the regression models built by calculating the elasticity coefficients.

Purpose This paper aims to propose future public policy guidelines (FPPG) in sustainable regional development for Guaviare (Colombia) – a territory affected by environmental and social distress – for the year 2035. Design/methodology/approach Following collective action theory and sustainable regional development literature, a foresight exercise was conducted using site focus groups and semi-structured interviews with local participants to identify future strategic change drivers and the most relevant social actors for the attainment of economic, social and environmental development in the Guaviare through FPPG. Findings The findings suggest that the development of public policies regarding building consensus around Guaviare’s economic, environmental and social issues, reducing conflict between the region’s cultural and environmental ways, decreasing isolation from the centers of decision-making, increasing the transparency of public institutions and reducing insecurity to attract investments are all crucial to attaining sustainable regional development. Originality/value Interdisciplinarity is implicit in the local perspectives on the problem that impedes sustainable development in San José del Guaviare. The paper’s main contribution is the long-term vision that breaks away from the traditional short-termism in public policy guidelines in a Latin American context. Methodologically, the significant contribution is the convergent alignment of specific foresight methods toward public policy guidelines’ analysis and design processes.

Purpose. The purpose of the article is an identifying the impact of regional water management dependence on economic growth in the region. Methodology / approach. The subject of the study is theoretical and methodological basics of a new scientific paradigm for regulation the development of the regional socio-economic systems under the conditions of limited water resources. The study used traditional and special research methods, including: historical and logical – to analyze the evolution of regional socio-economic systems under conditions of limited water resources; abstractions and analogies – to reveal the essence of water-efficient regional socio-economic systems in the modern processes of regionalization and globalization; theoretical generalization, analysis and synthesis – to specify the categorical apparatus; statistical analysis to assess the level of needs of regional socio-economic systems in water resources and create an index of regional water management dependence; method of correlation analysis (biserial correlation, using a point biserial Pearson’s correlation coefficient). Results. The main idea of the paper is to study the issues of development of regional socio-economic systems under the conditions of limited water resources. Considering this, the paper is aimed at studying the impact of regional water management dependence on economic growth in the region. The tasks for development of regional socio-economic systems on the basis of water efficiency are defined, as well as the concept “water-efficient regional socio-economic system” is defined. The study presents a hypothesis about the need to change the paradigm of regulation of regional development on the basis of water use efficiency and regional water management dependence. In order to trade effectively with the main crops, it is necessary to determine whether there are sufficient water supplies in a given country and its regions. For this purpose, the authors proposes to use own indicator, such as the index of regional water management dependence. Thе characteristic of water management dependence is given, from regions where only up to half of the water supply of the territory is used, and to regions where more than 100 % of the water supply of the territory is used. The research has updated that the expansion of knowledge and understanding of the specifics of the water sector can solve significant problems. It is proved that the economic growth of the Ukrainian economy due to the agricultural sector has its limits and is limited by the water management dependence of the territories, ie the limitation of certain territories of the regions of Ukraine in terms of water resources. The next effective economic growth is possible only through the implementation of water-efficient technologies and intensification of water-efficient activities in the region. Originality / scientific novelty. The study for the first time defines the concept of water-efficient regional socio-economic system, so it is a socio-economic system that provides for the restoration of water resources in the region, reducing the water intensity of gross regional product (GRP) and approaching European norms and proposes the classification of regions according to the index of regional water management dependence on the basis of its threshold values. A scientific and methodological approach to assessing the level of needs of regional socio-economic systems in water resources has been improved, based on the application of the index of regional water management dependence, which is proposed to calculate the ratio of total fresh water use in the region to the volume of available river runoff in the region (parts of the water potential). The classification of regional socio-economic systems according to the level of water supply has been improved, which is based on the definition of threshold values of the index of regional water management dependence. The methodological bases for assessing the impact of the spatial economy on regional development under conditions of limited water resources have been improved, which differ in substantiating the dependence of the level of development of regions on the available water potential of the territory. Practical value / implications. The results of the study allow a more comprehensive approach to the study of the problem of using water resources in Ukraine in the context of their limitation. The results of the study showed that the economic complex in most regions is water-intensive and unbalanced, as well as does not provide restoration of water resources by environmental parameters and requires the implementation of infrastructure schemes for redistribution of water resources between regions for economic activity. The results are recommended for consideration by local governments and regional administration for the development and implementation of “Regional programs for the development of water management in the region” and for the development of “Strategies for regional development until 2025–2027”.
