Control of vehicle speed is a central tenet of the safe systems approach to road safety. Most research shows that raising speed limits results in more injuries. Advocates of higher speed limits argue that this conclusion is based on older research, that traffic fatalities are decreasing despite higher speed limits, and that modern vehicles are able to safely travel at higher speeds. These arguments were used to justify raising speed limits on rural highways in British Columbia, Canada (July 2014). We used an interrupted time series approach to evaluate the impact of these speed limit increases on fatal crashes, auto-insurance claims, and ambulance dispatches for road trauma. Events were mapped to affected road segments (with increased speed limits) and to nearby road segments (within 5 km of an affected segment). Separate linear regression models were fitted for each outcome and road segment group. Models included gasoline sales to account for changes in vehicle travel. Our main findings were significant increases in (i) total insurance claims (43.0%; 95% Confidence Interval [CI] = 16.0–76.4%), (ii) injury claims (30.0%; 95% CI = 9.5–54.2%), and (iii) fatal crashes (118.0; 95% CI = 10.9–225.1%) on affected road segments. Nearby segments had a 25.7% increase in insurance claims (95% CI = 16.1–36.1%).

The article presents the issue of the implementation of speed management measures on regional roads, whose character requires the use of different solutions than those on national roads. The authors briefly described speed management measures, the conditions for their implementation and their effectiveness with reference to environmental conditions and road safety. The further part of the paper presents selected results of the authors' research into the speed on various road segments equipped with different speed management measures. The estimations were made as to the impact of local speed limits and traffic calming measures on drivers' behaviour in free flow conditions. This research found that the introduction of the local speed limits cause reduction in average speed and 85th percentile speed up to 11.9 km/h (14.4%) and 16.3 km/h (16.8%) respectively. These values are averaged in the tested samples. Speed reduction depends strongly on the value of the limit and local circumstances. Despite speed reduction, the share of drivers who do not comply with speed limits was still high and ranged from 43% in the case of a 70 km/h limit, up to 89% for a 40 km/h limit. As far as comprehensive traffic calming measures are concerned, results show decrease in average speed and 85th percentile speed up to 18.1 km/h and 20.8 km/h respectively. For some road segments, however, the values of average speed and 85th percentile speed increased. It confirms that the effectiveness of speed management measures is strongly determined by local circumstances.

COVID-19 and motor vehicle crashes (MVC) are both considered epidemics by the U.S. Centers for Disease Control (CDC) and the World Health Organization (WHO), yet their progression, treatment and success in treatment have been very different. In this paper, we propose that the well-established sustainable safety approach to road safety can be applied to the management of COVID-19. We compare COVID-19 and MVC in terms of several defining characteristics, including evolvement and history, definitions and measures of evaluation, main attributes and characteristics, countermeasures, management and coping strategies, and key success factors. Despite stark differences, there are also some similarities between the two epidemics, and these enable insights into how the principles of sustainable road safety can be utilized to cope with and guide the treatment of COVID-19. Major guidelines that can be adopted include an aggressive policy set at the highest national level. The policy should be data- and science-based and would be most effective when relying on a systems approach (such as Sweden’s Vision Zero, the Netherlands’ Sustainable Safety, and the recommended EU Safe System). The policy should be enforceable and supplemented with positive public information and education campaigns (rather than scare tactics). Progression of mortality and morbidity should be tracked continuously to enable adjustments. Ethical issues (such as invasion of privacy) should be addressed to maximize public acceptance. Interestingly, the well-established domain of MVC can also benefit from the knowledge, experience, and strategies used in addressing COVID-19 by raising the urgency of detection and recognition of new risk factors (e.g., cell phone distractions), developing and implementing appropriate policy and countermeasures, and emphasizing the saliency of the impact of MVC on our daily lives.

Traffic is a major source of urban air pollution that affects health, especially among children. As lower speed limits are commonly applied near schools in many cities, and different governments have different policies on vehicle fleet composition, this research estimated how different speed limits and fleet emissions affect air quality near a primary school. Based on data of traffic, weather, and background air quality records in Dublin from 2013, traffic, emission, and dispersion models were developed to assess the impact of different speed limits and fleet composition changes against current conditions. Outside the school, hypothetical speed limit changes from 30 km/h to 50 km/h could reduce the concentration of NO2 and PM10 by 3% and 2%; shifts in the fleet from diesel to petrol vehicles could reduce these pollutants by 4% and 3% but would increase the traffic-induced concentrations of CO and Benzene by 63% and 35%. These changes had significantly larger impacts on air quality on streets with higher pollutant concentrations. Findings suggest that both road safety and air quality should be considered when determining speed limits. Furthermore, fleet composition has different impacts on different pollutants and there are no clear benefits associated with incentivising either diesel or petrol engine vehicles.

This article describes the safety and effectiveness issues related to signal countdown timers (SCT). These devices are used in many countries around the world. The impact of these devices on road safety and the effectiveness of traffic lights is presented. During a literature review, more than 18 aspects of device use were recognized. The research involved measurements carried out at three intersections in Płock (Poland). The initial and final period of the green signal for vehicles was analyzed. Headways, incidences of vehicles passing through after the end of the green signal, and red-light violations were examined. Additionally, a fuel consumption analysis and a case study of a road crash in Szczecin (Poland) are presented. Problems related to signal countdown timers working during traffic light failure are described. The research shows different influences of signal countdown timers at various intersections. It was observed that SCTs increase the number of red-light violations and during the red-amber signal. On the other hand, the number of entries during the amber signal with SCTs is lower. A literature review also indicated that the use of SCT causes a reduction of start-up time (positive impact) and increases vehicle speed (negative impact). The article concludes that SCTs do not always fulfill their role in improving road safety and control efficiency. Conclusions can address various stakeholders, including drivers, road authorities, and traffic engineers.

Subject. The article discusses the momentum in finance. Objectives. The study reveals the impact of financial momentum as the unity of antipodes in the development of the national economy. Methods. The study is based on a systems approach and methods of descriptive statistics. Results. I discover the ultimate goal of globalization, i.e. the substantive simplification of national economies and strengthening of global economic ties. The goals determine the logic tendency of national economies for reducing the interest rate so as to gain the financial momentum and, consequently, fanning the crisis risk in the global financial system. The global financial system became the substance of global economic processes, which determined development opportunities of national economies. I reveal what countries have the high and low financial momentum. Conclusions and Relevance. Being the unity of antipodes in the modern economic development, financial momentum causes countries to lose their economic identity, making them just functions of the global financial system. The cyclical development model of national economies is replaced with the metron model that rests on fluctuating advanced economies with the low financial momentum at its bottom and emerging economies at its top. The findings crystallize the concept and new competencies for a person who decide on the determination and performance of financial regulation activities.

Offering credit is the main activity of a Bank. There are some considerations when a bank offers credit, that includes Interest Rates, Inflation, and NPL. This study aims to find out the impact of Variable Interest Rates, Inflation variables and NPL variables on credit disbursed. The object in this study is state-owned banks. The method of analysis in this study uses multiple linear regression models. The results of the study have shown that Interest Rates and NPL gave some negative impacts on the given credit. Meanwhile, Inflation variable does not have a significant effect on credit given. Keywords: Interest Rate, Inflation, NPL, offered Credit.

Análise e previsão de parâmetros de qualidade do ar são tópicos importantes da pesquisa atmosférica e ambiental atual, devido ao impacto causado pela poluição do ar na saúde humana. Este estudo examina a transformação do dióxido de nitrogênio (NO2) em ozônio (O3) no ambiente urbano, usando o diagrama de séries temporais. Foram utilizados dados de concentração de poluentes ambientais e variáveis meteorológicas para prever a concentração de O3 na atmosfera. Foi testado o emprego de modelos de regressão linear múltipla como ferramenta para a predição da concentração de O3. Os resultados indicam que o valor da temperatura e a presença de NO2 influenciam na concentração de O3 em Campo Grande, capital do Estado do Mato Grosso do Sul. Palavras-chave: Ozônio.
