This paper investigates the values and priorities reflected in a Canadian pipeline review: The National Energy Board (NEB) decision on Line 9. Theories of energy justice guided analysis of evidence presented at NEB hearings, the NEB’s explanation of its decision, and a Supreme Court challenge. We find that several aspects of energy justice were weak in the NEB process. First, a project-specific scope obstructed the pursuit of equity within and between generations: the pipeline’s contributions to climate change, impacts of the oil sands, and cumulative encroachment on Indigenous lands were excluded from review. Second, the NEB created a hierarchy of knowledge: it considered evidence of potential spill impacts as hypothetical while accepting as fact the proponent’s claim that it could prevent and manage spills. Third, recognition of diversity remained elusive: Indigenous nations’ dissatisfaction with the process challenged the NEB’s interpretation of meaningful consultation and procedural fairness. To address the challenges of climate change and reconciliation between Indigenous and settler nations, it is crucial to identify which kinds of evidence decision-makers recognize as valid and which they exclude. Ideas from energy justice can help support actions to improve the public acceptability of energy decisions, as well as to foster greater Indigenous autonomy.

Identifying and evaluating climate expenditures in the public sector, known as budget tagging, has generated increasing attention from multiple stakeholders, not only to assess the governments climate change policy, but also to monitor fiscal risks associated with increasing and unpredictable climate change impacts. This paper explores the issues raised by climate change budget tagging in the context of a broader discussion on the connections with fiscal and environmental statistical classification systems. It argues that, for climate change budget tagging efforts to be successful, the definitions and classifications of climate change expenditures must be consistent with statistical standards currently in use, such as the Government Finance Statistics Framework and the System of National Accounts.

The 280 000 km² Xingu indigenous lands and protected areas (ILPAs) corridor, inhabited by 24 indigenous peoples and about 215 riverine (ribeirinho) families, lies across active agriculture frontiers in some of the historically highest-deforestation regions of the Amazon. Much of the Xingu is anthropogenic landscape, densely inhabited and managed by indigenous populations over the past millennium. Indigenous and riverine peoples' historical management and use of these landscapes have enabled their long-term occupation and ultimately their protection. The corridor vividly demonstrates how ILPAs halt deforestation and why they may account for a large part of the 70 per cent reduction in Amazon deforestation below the 1996–2005 average since 2005. However, ongoing and planned dams, road paving, logging and mining, together with increasing demand for agricultural commodities, continued degradation of upper headwaters outside ILPA borders and climate change impacts may render these gains ephemeral. Local peoples will need new, bottom-up, forms of governance to gain recognition for the high social and biological diversity of these territories in development policy and planning, and finance commensurate with the value of their ecosystem services. Indigenous groups' reports of changing fire and rainfall regimes may themselves evidence climate change impacts, a new and serious threat.

Abstract Climate change is often perceived as controversial in the public’s view. One meaningful way scientists can address this problem is to engage with the public to increase understanding of climate change. Attendees of scientific conferences address climate change within meetings yet rarely interact with the public as part of conference attendance. Here, we describe outreach (sending experts into the community) and inreach (bringing the public to a conference) activities at the 2015 Northwest Climate Conference in Idaho that were designed to increase the local community’s understanding of climate change and foster interaction between scientists and the public. Conference attendees volunteered to visit community schools and civic groups to give presentations and engage in a discussion on climate change. We designed a well-attended evening plenary session for the public that featured an experienced speaker who described local climate change impacts important to the community. Local high school students attended the conference, and several were mentored by conference attendees. We reached an estimated 1,000 students and 500 other members of the public in person and many others via advertising and newspaper articles. Keys to our success were local contacts with excellent connections to schools, civic organizations, local government officials, interest groups, and a pool of motivated, enthusiastic conference attendees who were already traveling to the area. We encourage other conference organizers to consider these activities in their future meetings to increase public knowledge of climate change, particularly given the urgency of action needed to limit future climate change and its impacts.

AbstractEnergy efficiency and energy security are emerging concerns in climate change policy. But. there is little acknowledgment of energy justice issues. Marginalised and vulnerable communities may be disproportionately exposed to both climate change impacts (e.g. heat, flooding) and costs associated with energy transitions related to climate change mitigation and adaptation (e.g. particulate exposure from biofuel combustion). Climate change is producing energy-related impacts such as increased cooling costs. In some cases it threatens energy security. Higher electricity costs associated with ‘climate proofing’ energy network infrastructure may exacerbate ‘fuel poverty’ - itself a form of injustice. In this paper we critically review the literature about multiple interrelations between energy policy, justice and climate change. We identify key issues, illuminate knowledge gaps, and synthesise findings to develop a conceptual model. We chart a research agenda and highlight policy implications.

Abstract Our project investigates public perceptions of climate change risk and vulnerability in the Tampa Bay, Florida, region, specifically focused on how climate change is likely to impact water infrastructure in the area. As part of the project, our research team of anthropologists and environmentally-focused state extension agents collaboratively developed public workshops to promote more dialogue on local climate change impacts. The anthropologists developed localized climate change scenarios based on global climate models, Florida-centric models, and input from key informants. Extension agents brought expertise in climate and sustainability science and facilitating educational programming and dialogue. We documented residents' concerns and views on climate change, how local scenarios are received by the public, and how scenarios can be communicated to the public through narrative and visual formats. We consider the roles of anthropologist-extension agent partnerships in creating new spaces for dialogue on climate change futures.

The capacity of ecosystems to provide ecosystem services (hereinafter referred to as ES) depends on the state of their structure, processes, and functions, which is determined by interactions with other systems. These interactions are complex and take place in different climatic areas, and have different impacts on ecosystems and the use of ES. As the most sensitive part of the Lithuanian shore zone to climate change is the seaside zone or the coastal zone, which includes the Curonian Lagoon and the sea coast, the said area was therefore chosen for research. The case study examined those ES that were specific to the study area, without attempting to account for absolutely all ES. With an emphasis on the representation of different perspectives (in the process of assessing and preserving the potential of ES), the empirical study involved representatives of different (public and private) sectors. The public sector was represented by elders and eldership employees, the private sector by farmers and businesspeople. Respondents were selected purposefully to reflect the entire existing totality of the existing area. The evaluation of the obtained theoretical and practical results of the research identified the potential of the existing area ecosystem services and perspectives for the implementation of services by assessing their use according to respondents’ opinions, regional climate change, and national scale in EU environmental policy.
