This article is devoted to the creation of intelligent modelling tools for decision support in the evaluation of intellectual projects submitted for financing, as based on qualitatively defined characteristics. The economic and mathematical models that form the basis of the toolkit are constructed using the mathematical apparatus of fuzzy logic, which allows for the description of poorly structured knowledge of specialists, as well as their application in solving questions about the extent of the impact of the proposed projects on the environment. The authors classify investment projects according to the degree of impact on the environment, the environmental criteria required by the investor for the evaluation of investment projects, and the formal formulation of the problem of evaluation of investment projects when taking into account the environmental factor. The toolkit was created based on the concept of intellectualization, where economic and mathematical models for the evaluation of investment projects are programmatically implemented via the tools and functions available in the MATLAB package.

Immediately after the catastrophes that affected Venezuela at the end of 1999, especially the flood of the State of Vargas, a group of investigators of a consultancy company and of a private university of Caracas Venezuela, started working in decisions support systems (DSS) that could be useful in the moment of a catastrophe, helping to minimize the impact of its three principal stages: Pre-catastrophe, Impact and Post-catastrophe. Clearly, for the development of these DSS, it was indispensable to construct mathematical models to support them. The objective of this chapter is to disclose this experience by presenting some of these mathematical models and its conversion in DSS that supports decision making in the case of catastrophes.

The article discusses the relevance and necessity of assessing the impact of the duration of construction on the economic efficiency of investments. Using a mathematical expression, the profit received by the investor during the life cycle of the direct investment process is described. The peculiarity of investment projects involving the creation of capital investment (real estate), is the period of time during which profit is impossible. This period of time is equal to the duration of construction, including installation of technological equipment and commissioning. An analytical description of the degree of influence of the duration of construction on the indicators of economic efficiency of the investment project (profitability and profitability of property) is proposed. On the basis of the learned expressions, a numerical experiment was performed and graphs were constructed. The results of the research prove the possibility of analytical description of the degree of influence of the duration of construction on the quantitative indicators describing the investment project (profitability (Bank interest), profitability of the created property). It seems that the described approach allows to carry out forecasts which reliability surpasses the results obtained, for example, by means of expert estimations. The proposed mathematical apparatus is much simpler than the methods of probability theory and fuzzy set theory.

The article considers prerequisites for the formation of a new paradigm in the energy sector. The factors that may affect the imminent change of leadership among the energy generation are analyzed. The variability of the projects of creation and functioning of power stations is examined. The focus is made on problematic aspects of the new generation, especially, storage and supply of energy, achieving a system of parity that ensures balance in pricing generations. The author substantiates the principles of forming system of parities arising when comparing traditional and new generations. The article presents the results of an empirical analysis of the 215 projects for the construction of facilities for renewable energy. The significance and direction of the impact of these factors on the growth in investment volumes of transactions are determined. The author considers leasing as an effective financial instrument for overcoming stereotypes of renewable energy and as a promising direction for accelerated implementation of investment projects.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

Introduction. An overview of research in the field of classification as a method of machine learning is given. Articles containing mathematical models and algorithms for classification were selected. The use of classification in intelligent management decision support systems in various subject areas is also relevant. Goal and objectives. The purpose of the study is to analyze papers on the classification as a machine learning method. To achieve the objective, it is necessary to solve the following tasks: 1) to identify the most used classification methods in machine learning; 2) to highlight the advantages and disadvantages of each of the selected methods; 3) to analyze the possibility of using classification methods in intelligent systems to support management decisions to solve issues of forecasting, prevention and elimination of emergencies. Methods. To obtain the results, general scientific and special methods of scientific knowledge were used - analysis, synthesis, generalization, as well as the classification method. Results and discussion thereof. According to the results of the analysis, studies with a mathematical formulation and the availability of software developments were identified. The issues of classification in the implementation of machine learning in the development of intelligent decision support systems are considered. Conclusion. The analysis revealed that enough algorithms were used to perform the classification while sorting the acquired knowledge within the subject area. The implementation of an accurate classification is one of the fundamental problems in the development of management decision support systems, including for fire and emergency prevention and response. Timely and effective decision by officials of operational shifts for the disaster management is also relevant. Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.

This paper describes the development of decision support system application to assist students who want to enter college so that no one choose the majors incorrectly. This application uses fuzzy logic method because fuzzy logic is very flexible in data which are vague and can be represented as a linguistic variable. The purpose of this application is to assist students to choose available majors at University Multimedia Nusantara which are appropriate with his/her capabilities. This application accepts five kinds of input values i.e. Mathematics, Indonesian, English, Physics, and TIK. Received input will be processed by the calculation of the system for decision-making and the application will generate output that shows how great a match for each majors. With this application, prospective students can find out where the majors that match his/her capabilities. This application has ninety nine percentage of match result accuracy.
