Public reason is a formal concept in political theory. There is a need to better understand how public reason might be elicited in making public decisions that involve deep uncertainty, which arises from pernicious and gross ignorance about how a system works, the boundaries of a system, and the relative value (or disvalue) of various possible outcomes. This article is the third in a series to demonstrate how ethical argument analysis—a qualitative decision-making aid—may be used to elicit public reason in the presence of deep uncertainty. The first article demonstrated how argument analysis is capable of probing deep into a single argument. The second article demonstrated how argument analysis can analyze a broad set of arguments and how argument analysis can be operationalized for use as a decision-making aid. This article demonstrates (i) the relevance of argument analysis to public reasoning, (ii) the relevance of argument analysis for decision-making under deep uncertainty, an emerging direction in decision theory, and (iii) how deep uncertainty can arise when the boundary between facts and values is inescapably entangled. This article and the previous two make these demonstrations using, as an example, the conservation and sustainable use of lions.

This chapter develops the idea of public reason based on the shared reasons account of public justification. It is argued that the moral foundation for political liberalism delimits a narrow scope for the idea of public reason, such that public reasons are required only for matters of constitutional essentials and basic justice. It is also argued that where public reason applies, persons as citizens have a moral duty to never appeal to their comprehensive doctrines when engaging in public reasoning. Hence, an exclusive account of public reason is vindicated. Finally, we respond to various potential objections to our view, such as the claim that the shared reasons view requires identical reasoning and the claim that public reason is interderminate or inconclusive.

This chapter rejects the ‘extrinsic’ view of public reason examined in Chapter 4, and argues that political parties can play an important role in helping citizens to relate their comprehensive doctrines to political liberal values and institutions. Once we understand the distinctive normative demands of partisanship, this chapter claims, we can see that there is no inherent tension between them and the demands of the Rawlsian overlapping consensus. This is because partisanship (unlike factionalism) involves a commitment to the common good rather than the sole advancement of merely partial interests, and this implies a commitment to public reasoning. The chapter further examines three distinctive empirical features of parties that particularly enable them to contribute to an overlapping consensus. These are their linkage function, their advancement of broad multi-issue political platforms, and their creative agency.

Soil ecosystem services (ES) (e.g., provisioning, regulation/maintenance, and cultural) and ecosystem disservices (ED) are dependent on soil diversity/pedodiversity (variability of soils), which needs to be accounted for in the economic analysis and business decision-making. The concept of pedodiversity (biotic + abiotic) is highly complex and can be broadly interpreted because it is formed from the interaction of atmospheric diversity (abiotic + biotic), biodiversity (biotic), hydrodiversity (abiotic + biotic), and lithodiversity (abiotic) within ecosphere and anthroposphere. Pedodiversity is influenced by intrinsic (within the soil) and extrinsic (outside soil) factors, which are also relevant to ES/ED. Pedodiversity concepts and measures may need to be adapted to the ES framework and business applications. Currently, there are four main approaches to analyze pedodiversity: taxonomic (diversity of soil classes), genetic (diversity of genetic horizons), parametric (diversity of soil properties), and functional (soil behavior under different uses). The objective of this article is to illustrate the application of pedodiversity concepts and measures to value ES/ED with examples based on the contiguous United States (U.S.), its administrative units, and the systems of soil classification (e.g., U.S. Department of Agriculture (USDA) Soil Taxonomy, Soil Survey Geographic (SSURGO) Database). This study is based on a combination of original research and literature review examples. Taxonomic pedodiversity in the contiguous U.S. exhibits high soil diversity, with 11 soil orders, 65 suborders, 317 great groups, 2026 subgroups, and 19,602 series. The ranking of “soil order abundance” (area of each soil order within the U.S.) expressed as the proportion of the total area is: (1) Mollisols (27%), (2) Alfisols (17%), (3) Entisols (14%), (4) Inceptisols and Aridisols (11% each), (5) Spodosols (3%), (6) Vertisols (2%), and (7) Histosols and Andisols (1% each). Taxonomic, genetic, parametric, and functional pedodiversity are an essential context for analyzing, interpreting, and reporting ES/ED within the ES framework. Although each approach can be used separately, three of these approaches (genetic, parametric, and functional) fall within the “umbrella” of taxonomic pedodiversity, which separates soils based on properties important to potential use. Extrinsic factors play a major role in pedodiversity and should be accounted for in ES/ED valuation based on various databases (e.g., National Atmospheric Deposition Program (NADP) databases). Pedodiversity is crucial in identifying soil capacity (pedocapacity) and “hotspots” of ES/ED as part of business decision making to provide more sustainable use of soil resources. Pedodiversity is not a static construct but is highly dynamic, and various human activities (e.g., agriculture, urbanization) can lead to soil degradation and even soil extinction.

AbstractJohn Rawls claims that public reasoning is the reasoning of ‘equal citizens who as a corporate body impose rules on one another backed by sanctions of state power’. Drawing upon an amended version of Michael Bratman’s theory of shared intentions, I flesh out this claim by developing the ‘civic people’ account of public reason. Citizens realize ‘full’ political autonomy as members of a civic people. Full political autonomy, though, cannot be realised by citizens in societies governed by a ‘constrained proceduralist’ account of democratic self-government, or the ‘convergence’ account of public justification formulated recently by Gerald Gaus and Kevin Vallier.

In Westermann's Monatshefte for January, 1891, and later in his ‘Life of Lessing,‘ Professor Erich Schmidt has outlined the chief features of the history and transformations of the story of the three rings in Europe. On examination it will be found that all the versions of the story belong to one or the other of two types, which are represented by the two earliest forms of the story preserved to us. The oldest version, that of the Spanish Jew Salomo ben Verga, tells of two rings or jewels only, which were in outward appearance exactly alike, and there is no question of one being genuine and the other false, but only of the relative value of the two. In the absence of the father it is found impossible to decide the question, and thus the decision between Christianity and Judaism is simply avoided. In Li Dis dou vrai aniel, a French poem of the end of the twelfth century, three rings appear, and to the original or genuine ring is attributed a marvelous healing power by which it may be recognized, and following which a decision is arrived at among the three religions, in this case in favor of Christianity, although ther were not wanting later narrators so bold as to hint that the true ring was possessed by Judaism. The version of Etienne de Bourbon, the versions of the Cento Novelle, the three versions of the Gesta Romanorum, all belong to one or the other of two types. We may refer to these two types as the Spanish type and the French type. Those of the first type, to which belongs also the version of Boccaccio, the one from which Lessing took his point of departure, avoid a decision, implying that all religions are equally authoritative, but without inherent or inner evidence of their quality. Those of the second type, to which in many of its features Lessing's final version of the story is allied, lead to a decision, making religion of divine origin indeed, but supplying a test, that of good works, whereby the true religion may be recognized.

Abstract Current wargaming techniques are effective training and research instruments for military scenarios with fixed tools and boundaries on the problem. Control cells composed of officiants adjudicating and evaluating moves enforce these boundaries. Real-world crises, however, unfold in several dimensions in a chaotic context, a condition requiring decision-making under deep uncertainty. In this article, we assess how pedagogical exercises can be designed to effectively capture this level of complexity and describe a new framework for developing deeply immersive exercises. We propose a method for designing crisis environments that are dynamic, deep, and decentralized (3D). These obviate the need for a control cell and enhance the usefulness of exercises in preparing military and policy practitioners by better replicating real-world decision-making dynamics. This paper presents the application of this 3D method, which integrates findings from wargame and negotiation simulation design into immersive crisis exercises. We share observations from the research, design, and execution of “Red Horizon,” an immersive crisis exercise held three times at Harvard University with senior civilian and military participants from multiple countries. It further explores connections to contemporary trends in international relations scholarship.

1. Colombia with 1941 known recorded bird species is one of the most species rich countries in the world. Efforts are necessary to conserve, study and promote sustainable use of this important taxonomic group throughout Colombia’s vast territory. 2. In an ideal world, informed decisions that are based on sound scientific information should be likelier to have successful outcomes. Nevertheless, there are barriers that make it difficult to access and use information in a timely fashion. Those same barriers impede the study, conservation and sustainable use of bird species in Colombia. On the other hand, given that there is good documentation about the ecology of a large number of species, information about the distribution of birds can be easily incorporated into decision-making processes, once this information becomes readily available in a consumable format using Geographic Information Sciences tools. 3. In this context, the main objective of this paper is to present the first compilation of the current distribution of 1889 (97%) species of birds in Colombia, using expert criteria. The shapefiles were used to show the distribution and diversity of bird species in Colombia under both geopolitical and conservation geographic units. 4. The information provided in this paper can be used as a baseline for a huge number of initiatives that aim to strengthen conservation efforts and improve knowledge about one the most unique taxonomic groups in the country. These range from land use planning strategies at the municipal or department scale to sustainable use of bird species - such as those initiatives related to bird watching - in Colombia. This study has considered three key aspects: 1) the importance of birds for Colombia’s ecosystems, 2) the privileged place of Colombia in bird species richness and 3) the importance of data mobilisation in formats easily consumable by Geographic Information Systems (GIS) to facilitate the processes of informed decision-making. We present the first compilation - in shapefile format - for 1889 of the 1941 bird species recorded from Colombia. Using this novel collection, we showed the species richness of birds in Colombia’s 33 Departments plus its Captial District (DPs), 1122 Municipalities (MNs), 58 protected areas (PAs), 39 Regional Autonomous Corporations (the authorities responsible within their respective jurisdictions for regulating the environment and renewable natural resources in Colombia; CARs) and 916 Collectively Titled Territories (including both indigenous reservations and afro-descendant communities; CTTs). In addition, we provide a list of known bird species richness for the above geographic units found in the available literature. The information provided here can be used as a baseline for a huge number of initiatives concerning the study, conservation and sustainable use of bird species present in Colombia, providing access to key features of bird distribution that should facilitate decision-making.

This chapter criticizes the ideal of public reason, showing that even when it is specified in several plausible ways, it does not provide citizens with sufficient guidance in evaluating religious politics. Instead, the ideal must be placed within a larger, way-of-life conception of democracy that considers religion’s roles in citizens’ civic lives. The chapter develops a minimal conception of public reason and analyses two criticisms of it: that public reason is a culturally protestant political approach that ignores crucial aspects of religion and that public reason violates religious citizens’ integrity. It then assesses two predominant responses to the second criticism: restricting the domain of public reason norms and adopting the convergence conception of public justification. Both responses demonstrate public reason’s inability to offer citizens sufficient guidance in evaluating religion’s political influence.
