Strategic objectives in public procurement, such as environmental or social considerations, are being increasingly referred to under the umbrella term of sustainable public procurement (SPP). The concept of sustainability is intrinsically multidimensional, encompassing environmental, social, and economic aspects. However, the existing literature on SPP highlights the generalization that the regulation and practices of public procurement are biased toward the environmental dimension. There is conflicting evidence from countries in Sub-Saharan Africa (SSA) that calls for further investigation. Analyzing how SPP is actually constituted in SSA and contrasting it with the situation in the European Union (EU), as a spotlight on the Global South and North, contributes to a better understanding of sustainability in public procurement. The comparative analysis will help with understanding processes related to the integration or disintegration of sustainability dimensions in SPP. Our results indicate a contrary orientation on the environmental and the social dimensions in the EU and SSA. Although there is no sign of a comprehensive integration of all dimensions in SPP, there are developments toward the integration of the ‘missing’ dimension in the respective regional setting. Thus, at the moment, achieving a multidimensional implementation of SPP appears to be more a matter of expanding SPP practices of the ‘missing’ dimension than of pushing for integrated concepts.

This report presents the proceedings of the eld research conducted in the framework of a doctoral research on the European Union (EU) as an emerging coordinator in development cooperation. This research aims to seek in-depth and interpreted understanding of the paradox between the EU’s ambitions on the one hand and practice on the ground on the other by investigating the EU’s role in four sub-Saharan African countries (Tanzania, Zambia, Burkina Faso and Senegal). As such, it aims to add empirical evidence to the debate on the role of the EU as a development actor. More specifically, it investigates how the ambitions of the EU are translated at country level and in which situations the EU is more/less likely to act as a coordinator, making use of a pragmatist research approach. This approach is especially suited to problem-driven research that aims to understand a complex phenomenon. The article introduces the research question and the rationale, gives an overview of the research approach and the methodological considerations and ends with a summary of the research process and the preliminary findings of the eld research. Abstract The European Union (EU) is one of the world´s leading donors in official development assistance (ODA) to give a strong weight in the relationship with recipient partner countries, in particular with those that are more dependent on it. Besides the material weight of its funding, the EU has retained historical ties and influence in diplomatic, political and economic terms in many of its ODA recipient partner countries (particular in Sub-Saharan Africa). Since the 2000s, the EU development policy has not only undergone major structural changes in its institutional framework but also has started to face a new international aid scenario. This paper explores why a normative-based EU development policy is being challenged by reformed EU institutions and a new global order, and how the EU is attempting to respond to this context in face of the deepest recession since the end of the Second World War.

AbstractRule of law violation is a chronic problem in sub-Saharan Africa. Yet the African Union (AU), which is the main regional organization in the continent, is not playing a significant role in ensuring the observance of rule of law in its member states compared to its counterparts such as the European Union. This paper argues that, beside the issue of lack of political will, the existing legal framework of the AU has contributed its part for the negligible rule of law monitoring involvement of the organization at the moment and underscores the need for urgent remedy to address these lacunas. In undertaking this investigation, the paper adopts a comparative approach relying heavily on the lessons from the experience of the European Union, which is assumed to have a better mechanism in this regard.

AbstractThe causes and consequences of HIV and AIDS are social are well as biomedical. Given the scale of the pandemic, understanding the social dimensions of HIV and AIDS is vital. One key argument is that there is a link between conflict and the spread of HIV. This appears to be particularly the case for sub-Saharan Africa where high levels of HIV prevalence are matched by violent conflict and state instability. Recent evidence however suggests that HIV prevalence does not always increase in conflict and that in some instances it may even reduce. This article attempts to explain why HIV has not increased in some sub-Saharan conflicts. To do this it moves beyond the use of risk factors to offer a new explanation based on susceptibility and vulnerability. It uses this explanation to examine four cases – Sierra Leone, Angola, Rwanda and the Democratic Republic of the Congo (DRC) – where conflict did not lead to a significant increase in the prevalence of HIV. The article concludes that, despite the fears of a few years ago, conflict does not readily act as a vector for the spread of HIV, though the potential for this to occur does still exist under certain circumstances.

This contribution argues for a truly reciprocal social investment pact for Europe: member states should be committed to policies that respond to the need for social investment; simultaneously, member states’ efforts in this direction—notably efforts by those in a difficult budgetary context—should be supported in a tangible way. Social investment is a policy perspective that should be based on a broad consensus between people who may entertain certain disagreements regarding the level of their empirical and/or normative understanding of the social world. For that reason, the expression of an ‘overlapping consensus’ is used for delineating social investment advocacy. Data on education spending show that we are far removed from a social investment perspective at the European Union (EU) level. This underscores the fact that social investment advocates need to clearly consider the role the EU has to play in social investment progress.

Thaumatotibia leucotreta, known as the false codling moth, is a pest of citrus and other crops in sub-Saharan Africa. As it is endemic to this region and as South Africa exports most of its citrus around the world, T. leucotreta has phytosanitary status for most markets. This means that there is zero tolerance for any infestation with live larvae in the market. Consequently, control measures prior to exporting must be exemplary. Certain markets require a standalone postharvest disinfestation treatment for T. leucotreta. However, the European Union accepts a systems approach, consisting of three measures and numerous components within these measures. Although effective preharvest control measures are important under all circumstances, they are most critical where a standalone postharvest disinfestation treatment is not applied, such as within a systems approach. Conventional wisdom may lead a belief that effective chemical control tools are imperative to achieve this end. However, we demonstrate that it is possible to effectively control T. leucotreta to a level acceptable for a phytosanitary market, using only biological control tools. This includes parasitoids, predators, microbial control, semiochemicals, and sterile insects. Simultaneously, on-farm and environmental safety is improved and compliance with the increasing stringency of chemical residue requirements imposed by markets is achieved.

As importantas these issues may be, the most crucial question at the momentis not whether Europe will prevail as a union of nations or as a thoroughlyintegrated federal structure. What is of much greater concernis the fact that political structures and their corresponding politicaldiscourses have lagged far behind the social changes occurring inEuropean societies. Published European first-hand accounts of the coastlands from Senegal to Angola for the period c. 1445-c. 1700 are examined to see what light they throw on the extent to which institutions of servitude in pre-colonial sub-Saharan Africa were autonomous developments or a response to external demands for African slaves. It seems clear that when, in the early years of this period, European traders first approached societies along the western African coasts, they were commonly offered what they called ‘slaves’ in exchange for the goods they had brought. But it would be wrong to conclude from this that a slave class was necessarily a feature of western African coastal societies when these were first contacted by Europeans. It is clear, for instance, that the Europeans preferred to deal with societies which had developed monarchical governments, whose leaders had control of sufficient surpluses to make trade worthwhile. The evidence suggests that in these societies most individuals were dependants of a ruling and entrepreneurial elite, but that there was also social mobility. A category of dependants that particularly attracted the notice of the European observers was women, whom men of power and wealth tended to accumulate as wives (and hence as the potential mothers of still more dependants). The necessarily limited supply of women may have been a factor encouraging such men to seek to increase their followings, and thus their status, power and wealth, by recruiting other dependants by forcible, judicial and economic means. While many such dependants, or their offspring, would be assimilated into the social groups commanded by their masters, the latter were certainly willing to contemplate using recently acquired or refractory recruits in other ways, such as exchanging them for alternative forms of wealth.

With the aim of contributing to the documentation and conservation of the modern architectural heritage, this paper presents Monteiro & Giro Complex (M&G), built during the 50’s in Quelimane, Mozambique, with the goal of stressing the modernity of the social program and the technological approach. If one wants to gain a better understanding of the worldwide Diaspora of architectural modernism, it is essential to document and analyse the important heritage of sub–Saharan Africa. Modern architectural debates have been reproduced, transformed, contested and sometimes even improved in distant lands and overseas territories. These contradictory aspects of Modernist practice are revealed in the programmatic, technological and structural M&G industrial Complex.
