Thaumatotibia leucotreta, known as the false codling moth, is a pest of citrus and other crops in sub-Saharan Africa. As it is endemic to this region and as South Africa exports most of its citrus around the world, T. leucotreta has phytosanitary status for most markets. This means that there is zero tolerance for any infestation with live larvae in the market. Consequently, control measures prior to exporting must be exemplary. Certain markets require a standalone postharvest disinfestation treatment for T. leucotreta. However, the European Union accepts a systems approach, consisting of three measures and numerous components within these measures. Although effective preharvest control measures are important under all circumstances, they are most critical where a standalone postharvest disinfestation treatment is not applied, such as within a systems approach. Conventional wisdom may lead a belief that effective chemical control tools are imperative to achieve this end. However, we demonstrate that it is possible to effectively control T. leucotreta to a level acceptable for a phytosanitary market, using only biological control tools. This includes parasitoids, predators, microbial control, semiochemicals, and sterile insects. Simultaneously, on-farm and environmental safety is improved and compliance with the increasing stringency of chemical residue requirements imposed by markets is achieved.

Abstract The small hive beetle Aethina tumida is an endemic parasitic pest and scavenger of colonies of social bees indigenous to sub-Saharan Africa. In this region this species rarely inflicts severe damage on strong colonies since the bees have developed strategies to combat them. However, A. tumida has since ‘escaped’ from its native home and has recently invaded areas such as North America and Australia where its economic impact on the apiculture industry has been significant. Small hive beetle, should it become established within Europe, represents a real and live threat to the UK bee keeping industry. Here we review the biology and current pest status of A. tumida and up to-date research in terms of both chemical and biological control used against this honey bee pest.

Heartwater is a serious limiting factor for sheep and goat production in the major endemic area of sub-Saharan Africa and therefore most knowledge, research and control methods originate from this region. Whilst the usual or common clinical presentations can be used to make a presumptive diagnosis of heartwater with a good measure of confidence, this is not always the case, and animals suffering from heartwater may be misdiagnosed because their cases do not conform to the expected syndrome, signs and lesions. One aberrant form found occasionally in the Channel Island breeds of cattle and some goats is an afebrile heartwaterlike syndrome. The most constant and characteristic features of this heartwater-like syndrome comprise normal temperature, clinical signs associated with generalised oedema, and nervous signs, especially hypersensitivity. The presumption that the disease under investigation is the afebrile heartwater-like syndrome entails a tentative diagnosis based on history and clinical signs and the response to presumed appropriate treatment (metadiagnosis). The afebrile heartwater-like syndrome presents similarly to peracute heartwater but without the febrile reaction. Peracute cases of heartwater have a high mortality rate, enabling confirmation of the disease on post-mortem examination. Recognition of the afebrile heartwater-like syndrome is important to prevent deaths and identify the need for appropriate control measures.

Diarrhea is the second leading cause of death and is the major cause of malnutrition in children under age 5 worldwide. More than 50 percent of the cases occur in developing countries, particularly in sub-Saharan Africa and Southeast Asia. Open defecation, substandard fecal disposal systems, and contaminated water supplies are the typical causes of diarrheal diseases. This public health crisis in low income countries mirrors the experiences of today's industrialized nations two centuries ago. The lessons learned from their sanitary evolution can be instructive in charting a sustainable path towards saving the lives of almost 2 million children annually. In this chapter a case study of Cuba's sanitary reformation is also presented to showcase successes, similar to those of developed countries, within a developing country and economically challenging context.

This chapter identifies four clusters of nations based on state of development, in order to highlight significant qualitative differences that may call for different law and policies. The first cluster comprises the least developed sub-Saharan African countries with the most resource-challenged competition authorities, such as Benin and Togo. The second cluster compromises nations that have advanced economically to a perceptibly higher level. The third cluster is a “group” of one—South Africa. With all of its challenges, the South African competition regime is as close to a gold standard as there is in sub-Saharan Africa. Finally, for comparison, the fourth cluster comprises the developed countries, led in particular by the European Union and the United States. These nations have open economies, fairly robust markets, good infrastructure, and good institutions. The chapter proceeds to identify, from the point of view of each of the clusters, the most fitting competition framework nationally and globally. The chapter proposes how the divergences can be brought into sympathy.

Since 2015, the European Union has stepped up its efforts to curb irregular migration from sub-Saharan Africa through increasingly restrictive measures targeting transit countries along migratory routes, including Niger. While the EU has heralded the success of its policies to limit migration through Niger, EU migration policies have disrupted the economic system in Agadez, where transit migration has been one of the main sources of income and a factor of stability since the end of the Tuareg rebellions in 2009. This article discusses the impact that EU migration policies may have at the local level in countries of transit, and highlights the potential for these policies to fuel tensions between local and national authorities. The Agadez case study illustrates the importance of a multilevel approach to migration governance that takes into full consideration the role of local authorities and local communities in countries of transit.

Strigahermonthica (Del.) Benth is a parasitic weed that devastates cereals in Sub-Saharan Africa. Several control measures have been proposed for the parasite, of these, host plant resistance is considered the most cost-effective for poor farmers. Some tolerant/resistant lines have been developed and these lines display tolerance/resistance mechanisms to the parasite. A series of studies was done to investigate some of the mechanisms through which a resistant (TZISTR1108) and a susceptible (5057) maize line responds to S. hermonthica infestation, as well as the effects of parasitism on these lines. In this study, TZISTR1108 stimulated the germination and attachment of fewer S. hermonthica plants than 5057, both in the laboratory and on the field. In TZISTR1108, the growth of the S. hermonthica plants, that successfully attached, was slowed. When compared to the un-infested plants, the infested resistant plants showed fewer effects of parasitism than the infested susceptible plants. The infested TZISTR1108 plants were more vigorous, taller and resembled their un-infected counterparts. There were substantial reductions in the stomatal conductance and nitrogen content of the 5057 upon infestation. The resistant inbred line showed multiple mechanisms of resistance to S. hermonthica infestation. It thrives better than the susceptible line by reducing the attachment of S. hermonthica and it delays the parasite’s development.

Strategic objectives in public procurement, such as environmental or social considerations, are being increasingly referred to under the umbrella term of sustainable public procurement (SPP). The concept of sustainability is intrinsically multidimensional, encompassing environmental, social, and economic aspects. However, the existing literature on SPP highlights the generalization that the regulation and practices of public procurement are biased toward the environmental dimension. There is conflicting evidence from countries in Sub-Saharan Africa (SSA) that calls for further investigation. Analyzing how SPP is actually constituted in SSA and contrasting it with the situation in the European Union (EU), as a spotlight on the Global South and North, contributes to a better understanding of sustainability in public procurement. The comparative analysis will help with understanding processes related to the integration or disintegration of sustainability dimensions in SPP. Our results indicate a contrary orientation on the environmental and the social dimensions in the EU and SSA. Although there is no sign of a comprehensive integration of all dimensions in SPP, there are developments toward the integration of the ‘missing’ dimension in the respective regional setting. Thus, at the moment, achieving a multidimensional implementation of SPP appears to be more a matter of expanding SPP practices of the ‘missing’ dimension than of pushing for integrated concepts.
