In the current context of fast innovation in the field of urban resilience against extreme weather events, it is becoming more challenging for decision-makers to recognize the most beneficial adaptation measures for their cities. Detailed assessment of multiple measures is resource-consuming and requires specific expertise, which is not always available. To tackle these issues, in the context of the H2020 project RESCCUE (RESilience to cope with Climate Change in Urban arEas), a methodology to effectively prioritize adaptation measures against extreme rainfall-related hazards in urban areas has been developed. It follows a multi-phase structure to progressively narrow down the list of potential measures. It begins using less resource-intensive techniques, to finally focus on the in-depth analysis on a narrower selection of measures. It involves evaluation of risks, costs, and welfare impacts, with strong focus on stakeholders’ participation through the entire process. The methodology is adaptable to different contexts and objectives and has been tested in two case studies across Europe, namely Barcelona and Bristol.

Climate change enhances pluvial flood risk in many cities all over the world, especially in densely populated urban areas with high impervious surfaces that need to adapt to heavy precipitation. For this purpose, multifunctional stormwater infrastructures such as water plazas appear promising as there is a high competition for open space in most urban areas. Yet, to date only very few water plazas have been realized with at least one implementation hampered by a lack of public acceptance. In this study, semi-structured interviews are used to investigate how plans to build a water plaza in the city of Cologne are perceived by local residents. Factors crucial to public acceptance are identified. Experience with flooding, knowledge of the planned construction and awareness of benefits turned out to be important for acceptance, whereas social and personal norms were less relevant. The identified factors led to finding recommendations to promote public acceptance of innovative climate adaptation measures like water plazas.

AbstractOne of the factors that will affect the livability of cities and the overall citizens’ quality of life in the future is certainly climate change. Urban areas will play a fundamental role in the commitment against climate change and will have to develop appropriate adaptation actions, in accordance with the European Strategy against climate change, including the planning and implementation of Green Infrastructures (GIs). They produce various environmental and social benefits in the urban context. Various studies have shown that citizenship involvement at all levels is necessary for the evaluation of the sharing of the proposed projects. The research proposes an innovative methodological model to support administrations in the strategic planning choice of GIs according to a shared and circular approach. To perform a multi-layer assessment, the multi-criteria evaluation will be combined with the circular evaluation model called Green City Circle. The evaluation is set up as a circular process, followed by a first investigative phase, followed by a proactive phase of solutions and an implementation phase up to a final stage of evaluation of the results and strategies for long-term sustainability. The study was carried out in the city of Catania to test a planning and management tool for GIs envisaged by the administration as win–win climate adaptation measures.

<p>Climate change is a serious and cross-cutting issue: urban areas are particularly sensitive to climate impacts, especially to heatwaves, floods and droughts. Typically, urban phenomena (such as the ‘urban heat island effect’ – where the urban area is significantly warmer than the surrounding rural areas) and the impacts of extreme weather events demonstrate the high vulnerability of cities.</p><p>Specific urban adaptation strategies are therefore needed to make cities more resilient. In this context, green areas and green infrastructures are seen among the most widely applicable, economically viable and effective tools to combat the impacts of climate change and help people adapt to or mitigate adverse effects of this change.</p><p>LIFE URBANGREEN is a European Funded project dealing with climate adaptation through the maximisation of ecosystem services provided by urban green areas maintained in an innovative way. The main expected result is a smart, integrated, geospatial management system, to monitor and govern all activities related to urban green areas, maximizing ecological benefits.</p><p>Five innovative modules are being developed within the project, aimed at:</p><ul><li>providing irrigation to trees only when and where actually needed</li> <li>reducing the carbon footprint of maintenance activities through a more efficient job planning</li> <li>quantifying ecosystem services provided by green areas</li> <li>monitoring health conditions of trees using remote sensing data</li> <li>increasing citizen participation in urban green management</li> </ul><p>The project involves 5 Italian and Polish partners:</p><ul><li>R3 GIS (GIS software company and project coordinator, Bolzano, Italy)</li> <li>University of Milano (scientific coordinator, Milano, Italy)</li> <li>ProGea 4D (remote sensing company, Krakow, Poland)</li> <li>ZZM (manager of urban green areas in Krakow, Poland)</li> <li>Anthea (manager of urban green areas in Rimini, Italy)</li> </ul><p>Also, the National Central University (NCU) in Taiwan, under the coordination of Prof Yuei-An Liou, supports the project and participates as external partner and will test some innovations of the LIFE URBANGREEN Project in Taiwan.</p><p>During the EGU conference, results obtained during the first two years of the project will be presented. The article aims to determine the "portfolio" of financing ecosystem-based adaptation to climate change based on the analysis of traditional market instruments used to preserve, maintain and restore ecosystem services and biodiversity. The definition of ecosystem-based adaptation, its qualification criteria and elements of their application in contrast to traditional economic measures for biodiversity and nature conservation are revealed. The relevance of using ecosystem and nature-based approaches to adapt to climate change and reduce the risk of natural disasters given the increasing frequency of extreme weather events associated with climate change – severe droughts, floods, heatwaves, storms and other hazards are explored. Accordingly, the urgency of adaptation to climate-related risks and hazards in different economic sectors, e.g. agriculture, land use, fisheries, and natural components with a focus on the climate impacts prognosis for the European region, using effective and affordable measures with additional long term social and environmental benefits are explained. Trends and specific gaps in the international experience in financing climate adaptation measures are considered. The most common instruments for financing nature-based solutions and ecosystem-based adaptation to climate change, which are already used in world practice or have the potential of their practical implementation in various sectors, including environmental and carbon taxes, subsidies, tradable environmental permits, risk insurance, obligations, debt and equity instruments, as well as innovative forms of green loans, green bonds, and climate-related insurance types are systematized and represented. The specifics of financing such measures through international funds, development banks and European Union funds are considered. Possibilities of integrating financing of ecosystem-based adaptation to climate change to the current processes of climate change adaptation policy development of Ukraine, particularly in the context of performance of obligations under the Paris climate agreement, are considered.

<p> </p><p>Extreme weather events represent one of the most visible and immediate hazards to society. Many of these types of phenomena are projected to increase in intensity, duration or frequency as the climate warms. Of these extreme winds are among the most damaging historically over Europe yet assessments of their future changes remain fraught with uncertainty. This uncertainty arises due to both the rare nature of extreme wind events and the fact that most model are unable to faithfully represent them. Here we take advantage of a 15-member ensemble of high-resolution Euro-CORDEX simulations (~12km) and investigate projected changes in extreme winds using a peaks-over-threshold approach. Additionally, we show that - despite lingering model deficiencies and inadequate observational coverage - there is clear added value of the higher resolution simulations over coarser resolution counterparts. Further, the spatial heterogeneity and highly localized nature is well captured. Effects such as orographic interactions, drag due to urban areas, and even individual storm tracks over the oceans are clearly visible. As such future changes also exhibit strong spatial heterogeneity. These results emphasize the need for careful case-by-case treatment of extreme wind analysis, especially when done in a climate adaptation or decision-making context. However, for more general assessments the picture is clearer with increases in the return period (i.e., more frequent) extreme episodes projected for Northern, Central and Southern Europe throughout the 21st century. While models continue to improve in their representation of extreme winds, improved observational coverage is desperately needed to better constrain and obtain more robust assessments of future extreme winds over Europe and elsewhere. </p>

Planning the adaptation of agriculture and forestry landscapes to climate change remains challenging due to the need for integrating substantial amounts of information. This information ranges from climate scenarios, geographical site information, socio-economic data and several possible adaptation measures. Thus, there is an urgent need to have a framework that is capable of organizing adaptation strategies and measures in the agriculture and forestry sectors in Mediterranean climatic regions. Additionally, this framework should provide a cause effect relation with climate vulnerability to adequately support the development of adaptation planning at municipal and local (farm) level. In this context, we propose to test and evaluate a framework for climate adaptation of the agriculture and forestry sectors, based on the local causal-effect relation between adaptation strategies and measures and the level of vulnerability reduction achieved for Mediterranean areas. The framework was developed based on the combination of the DPSIR (Driving forces, Pressures, State, Impacts, Responses) and Vulnerability frameworks and reviewed 162 practical adaptation measures, further organized into strategies, complemented by a set of efficacy indicators. The framework was tested with 70 stakeholders in six stakeholder workshops for the planning of two farms and one municipal climate adaptation study, that are now in actual implementation and monitoring. The framework is composed by a set of eight adaptation strategies in which adaptation measures are clustered and assessed using efficacy indicators. In the evaluation of the adaptation framework, 96% of stakeholders considered its content as good or very good and 89% considered the final outcomes as good or very good. Finally, the framework was also used to assess and compare the adaptation strategies and measures presented in the climate adaptation plans of the three case studies. On average, 52.2% of the adaptation measures selected by the three case studies are dedicated to Ecosystem Resilience, 30.9% to Adaptive Capacity, 9.1% to Microclimates, 7.4% to Protection, and 0.3% to Mitigation strategies. This framework was considered effective in supporting adaptation planning at farm and municipal levels and useful to assess and compare adaptation plans in the frame of vulnerability reduction. Future studies can further contribute to support adaptation planning in these sectors by using, developing and streamlining this framework to additional and different socio-ecological contexts.

Transport can play a key role in mitigating climate change, through reducing traffic, emissions and dependency on private vehicles. Transport is also crucial to connect remote areas to central or urban areas. Yet, sustainable and flexible transport is among the greatest challenges for rural areas and rural–urban regions. Innovative transport concepts and approaches are urgently needed to foster sustainable and integrated regional development. This article addresses challenges of sustainability, accessibility, and connectivity through examining complementary systems to existing public transport, including demand-responsive transport and multimodal mobility. We draw upon case studies from the Metropolitan Area of Styria, Ljubljana Urban Region and rural Wales (GUSTmobil, REGIOtim, EURBAN, Bicikelj, Bwcabus, Grass Routes). In-depth analysis through a mixed-methods case study design captures the complexity behind these chosen examples, which form a basis for analysing the effects of services on accessibility for different groups, connectivity to public transport and usability as a “first and last mile” feeder. We further explore the weaknesses of complementary transport systems, including legal, organisational and financial barriers, and offer potential solutions to structure and communicate complementary transport systems to improve access and use. Looking ahead, we use the case studies to anticipate innovative, sustainable “mobility as a service” (MaaS) solutions within and between urban and rural areas and consider how future public policy orientations and arrangements can enable positive change. A main concern of our article and the contribution to scientific literature is through exploring the benefit of well-established multi-level governance arrangements when introducing smaller-scale mobility solutions to improve rural–urban accessibility. It becomes clear that not a one-size-fits-all model but placed-based and tailored approaches lead to successful and sustainable concepts.

This chapter analyses the impact exerted on the Catholic Church’s pastoral networks in Germany by the mass evacuation of laypeople from bombed urban areas as of 1941. Drawing on the voluminous correspondence of priests and curates despatched from the Rhineland and Westphalia to Saxony, Thuringia, Silesia, Austria, and elsewhere to minister to Catholic evacuees, this chapter provides in-depth analysis of the social and cultural histories of religious practice in wartime Germany. It demonstrates that the evacuation of laypeople—a topic long neglected within histories of wartime religious practice—exerted a profound influence on pastoral practice by the years 1943–5, placing unprecedented pressures on the Catholic clergy of the dioceses central to this study (Aachen, Cologne and Münster). This chapter therefore also casts new light on regionalism in Germany during the Nazi era.
