Land–sea interaction dynamics are physiologically regulated by an exchange of matter (and energy) between the anthropic system and the natural environment. Therefore, the appropriate management of land–sea interaction (LSI)contexts should base on those planning approaches which can holistically support coastal development, such as Maritime Spatial Planning (MSP) and Climate Adaptation Planning (CAP). One of the main limiting factors for this integration is the fragmentation of existing databases and information sources, which compose the territorial knowledge framework. Investigations have sought to address the representation and assessment of “wicked” and interconnected coastal problems. The present research focuses on the production of the necessary information to fill sectorial knowledge gaps and to merge the available data into a single framework. The research methodology is based on remote sensing assessment techniques and is designed to be replicated in other coastal areas to integrate CAP and MSP. The output maps are a result of the empirical application of the integration of the assessment techniques and are meant to support local decision-making processes. The result aims at illustrating and highlighting the relationships between climate change impact vulnerabilities their spatial relation to marine resources and maritime activities. This can support effective actions aimed at environmental and urban protection, the organization of the uses of the sea and adaptation to climate impacts. The application of the assessment techniques is developed on a case study in the north Adriatic Basin. The Gulf of Trieste constitutes a representative case study for the Mediterranean Basin due to its transboundary nature. The relationship and the ongoing projects between Slovenia and Italy make the case study an interesting context in which to test and train the proposed integrated planning approach. Therefore, the study investigates local vulnerability to climate impacts, i.e., Urban Heat Island (UHI) and urban runoff, and the existing relationship between the urban fabrics and the marine environment.

Climate change risk reduction requires cities to undertake urgent decisions. One of the principal obstacles that hinders effective decision making is insufficient spatial knowledge frameworks. Cities climate adaptation planning must become strategic to rethink and transform urban fabrics holistically. Contemporary urban planning should merge future threats with older and unsolved criticalities, like social inequities, urban conflicts and “drosscapes”. Retrofitting planning processes and redefining urban objectives requires the development of innovative spatial information frameworks. This paper proposes a combination of approaches to overcome knowledge production limits and to support climate adaptation planning. The research was undertaken in collaboration with the Metropolitan City of Venice and the Municipality of Venice, and required the production of a multi-risk climate atlas to support their future spatial planning efforts. The developed tool is a Spatial Decision Support System (SDSS), which aids adaptation actions and the coordination of strategies. The model recognises and assesses two climate impacts: Urban Heat Island and Flooding, representing the Metropolitan City of Venice (CMVE) as a case study in complexity. The model is composed from multiple assessment methodologies and maps both vulnerability and risk. The atlas links the morphological and functional conditions of urban fabrics and land use that triggers climate impacts. The atlas takes the exposure assessment of urban assets into account, using this parameter to describe local economies and social services, and map the uneven distribution of impacts. The resulting tool is therefore a replicable and scalable mapping assessment able to mediate between metropolitan and local level planning systems.

Abstract State and local governments in the United States manage a wide array of natural and human resources that are particularly sensitive to climate variability and change. Recent revelations of the extent of the current and potential climate impact in this realm such as with the quality of water, the structure of the coasts, and the potential and witnessed impact on the built infrastructure give these political authorities impetus to minimize their vulnerability and plan for the future. In fact, a growing number of subnational government bodies in the United States have initiated climate adaptation planning efforts; these initiatives emphasize an array of climate impacts, but at different scales, scopes, and levels of sophistication. Meanwhile, the current body of climate adaptation literature has not taken a comprehensive look at these plans nor have they questioned what prompts local adaptation planning, at what scope and scale action is being taken, or what prioritizes certain policy responses over others. This paper presents a case-based analysis of seven urban climate adaptation planning initiatives, drawing from a review of publicly available planning documents and interviews with stakeholders directly involved in the planning process to provide a preliminary understanding of these issues. The paper also offers insight into the state of implementation of adaptation strategies, highlighting the role of low upfront costs and cobenefits with issues already on the local agenda in prompting anticipatory adaptation.

In the past decade, several dedicated tools have been developed to help natural resources professionals integrate climate science into their planning and implementation; however, it is unclear how often these tools lead to on-the-ground climate adaptation. Here, we describe a training approach that we developed to help managers effectively plan to execute intentional, climate-informed actions. This training approach was developed through the Climate Change Response Framework (CCRF) and uses active and focused work time and peer-to-peer interaction to overcome observed barriers to using adaptation planning tools. We evaluate the effectiveness of this approach by examining participant evaluations and outlining the progress of natural resources projects that have participated in our trainings. We outline a case study that describes how this training approach can lead to place and context-based climate-informed action. Finally, we describe best practices based on our experience for engaging natural resources professionals and helping them increase their comfort with climate-informed planning.

This paper examines the concept of maritime multi-use as a territorial/SPATIAL governance instrument for the enhancement of sustainable development in five EU sea basins. Multi-use (MU) is expected to enhance the productivity of blue economy sectors, as well as deliver additional socio-economic benefits related to the environmental and social dimensions of sustainable development. The paper provides a definition of maritime multi-use and identifies the multi-uses with the highest potential in EU sea basins. In each sea basin, multi-use plays a different role as concerns sustainable development. For the Eastern Baltic Sea, the Mediterranean Sea and the Black Sea, the MU focus should remain on the environmental pillar of sustainable development. In the North Sea, North Atlantic and Western Baltic Sea, addressing social sustainability seems a key precondition for success of MU in enhancement of sustainable spatial development at sea. Moreover, it has been suggested to introduce MU key global strategies such as SDGs or Macroregional strategies and action plans and to supplement maritime spatial planning with sectoral incentives and educational efforts as key vehicles supporting MU. The paper concludes by identifying aspects which, in order to inform maritime spatial planning and maritime governance regarding a more conscious application of the aforementioned concept, require further investigation. Key tasks are related to: more profound evaluation of performance of policies supporting MUs, researching the impact of MU on societal goals and on the MU costs and benefits, including external ones, and finally identifying the impact of MU on the development of various sectors and regions on land.

AbstractClimate adaptation planning requires new ways of thinking and approaching the analysis of risks. Such thinking needs to be systemic in nature and practice/action-oriented while respecting the complexity of the physical and social sciences. Through this chapter on climate tipping points in Botswana, it is proposed that a generic and practice-oriented analysis framework be applied with a mathematical foundation including modeling methods based on complex science. The objective is to promote a framework that privileges a worldview to avoid biased and partial explanations of risks. An Institutional-Socio-Earth-Economical-Technical systems (ISEET) approach is based on a systems science philosophy for risk governance analysis, with particular emphasis on tipping points and emergence which are some of the key elements that can support sound adaptation planning. Through the lens of the biodiversity sector in Botswana, the complex interrelationships of ISEET principles are explained. They provide a new, efficient, and practical framework for moving rapidly from theory to action for planning and implementing climate change adaption projects.
