This long-term study established a sustainable and resilient framework for enhancing organizational capacity and adaptability, based on adaptive thinking, for a school disaster prevention system (SDPS) for academic institutions located in a potential natural disaster area. Due to the movement of continental plates and the effects of tropical depressions, disasters occur frequently in Taiwan. We established a conceptual framework under aspects of organizational resilience for a SDPS for school institutions located in a potential disaster area under a choice experiment (CE) framework. We then evaluated the heterogeneity of staff perspectives on an adaptive disaster-mitigation program, as revealed by their preferences and estimated the marginal effects associated with various potential scenarios for such a program. We found that integrating stakeholder concerns about environmental issues, cooperating with local government drills, providing training to be disaster relief volunteers and cooperating with local government to implement disaster-prevention and protection projects were all valid program characteristics. This study also confirmed the existence of heterogeneity in the preferences of participants for adaptive management in SDPS context, as evidenced by their willing attitudes toward participation in education and training courses, participation in implementing disaster prevention and protection projects and undergoing training to be disaster relief volunteers. Specifically, the potential disaster prevention transformation program embodying these features was associated with the highest marginal willingness to work (MWTW). These outcomes can assist in the development and implementation of evaluation frameworks for organization-based management strategies in the context of SDPS.

Atrial fibrillation is the commonest arrhythmia worldwide and is a growing problem. AF is responsible for 25% of all strokes, and these patients suffer greater mortality and disability. Warfarin has traditionally been the only successful therapy for stroke prevention, but its limitations have resulted in underutilisation. Major progress has been made in AF research, leading to improved management strategies. Better risk stratification permits identification of truly low-risk patients who do not require anticoagulation and we are able to simplify ourevaluation of a patient's bleeding risk. The advent of novel anticoagulants means warfarin is no longer the only choice for stroke prophylaxis. These drugs circumvent many of warfarin's inconveniences, but only long-term study and use will conclusively demonstrate how they compare to warfarin. The landscape of stroke prevention in AF has changed with effective alternatives to warfarin available for the first time in 60 years—but each new option brings new considerations.

Personnel management in localgovernment in Flanders bas undergone some major reforms during recent years. We examine the purposes and the extent of these reforms. Also, the new personnel management in Flemish local government is evaluated in terms of flexibility. The Flemish civil service can be considered as an Internal Labour Market. The rigidity which characterises the Internal Labour Market in local government in Flanders is shown by the fact that local government lacks discretion in elaborating the personnel statute, which still constitutes the basis of personnel management. However, the thesis that the public sector employment policy is too rigid has to be nuanced. The civil service is familiar with irregular forms ofemployment. Infact, in Flemish local government only half of all personnel are employed according to a statute.Despite some constraints on the development of more flexible personnel policies, it is still possible to find opportunities which provide hope for the development of new and modern personnel management strategies in local government.

Southeast Asia was in a natural disaster thus the management was supposed to be a priority to the existing states in this territory. It is the most vulnerable to disaster in the world. By then, the member states of ASEAN agree to issue the regulation for disaster management, ASEAN Agreement on Disaster Management and Emergency Response (AADMER) that in forwarding established ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre). It is facilitating cooperation and coordination for disaster management in the ASEAN territory. The organization was established in Indonesia as a member state with potential disaster. To reinforce the regulation and disaster management system, the government issues Act No.24 of 2007 on disaster management as the base and manual. The policy refers to the activities implemented immediately for an accident in control arising worst impact, involving rescue and evacuation of the victim, properties, compliance of demand, shelter, refugees handling, and facilities-infrastructure restoration. Moreover, the Act regulating disaster mitigation-based layout system set in an attempt to improve safety and living comfort.

Pagerwangi village is one of the regions of Bandung Barat that are prone to natural disasters such as avalanches especially earthquakes. Its geographical location falls within the red zone of the Lembang fault. So that in prediction would be one of the affected areas due to tectonic earthquakes stemming from the faulting of the Lembang fault. Disaster prevention programs are already being conducted by the government along with other parties such as educational agencies and civic groups. The study aims to analyze how disaster mitigation implementations through the Functional Structural approach  theory based on four aspect of Integration, adaptation, maintenance patterns, and goal achievement. The research method uses a descriptive qualitative approach. The results of the study showed a mismatch in the integration aspects, leading to obstacles in the process of adaptation of the community in disaster mitigation

Abstract. Australia is vulnerable to the impacts of tsunamis and exposure along the SE coast of New South Wales is especially high. Significantly, this is the same area reported to have been affected by repeated large magnitude tsunamis during the Holocene. Efforts are under way to complete probabilistic risk assessments for the region but local government planners and emergency risk managers need information now about building vulnerability in order to develop appropriate risk management strategies. We use the newly revised PTVA-3 Model (Dall'Osso et al., 2009) to assess the relative vulnerability of buildings to damage from a "worst case tsunami" defined by our latest understanding of regional risk – something never before undertaken in Australia. We present selected results from an investigation of building vulnerability within the local government area of Manly – an iconic coastal area of Sydney. We show that a significant proportion of buildings (in particular, residential structures) are classified as having "High" and "Very High" Relative Vulnerability Index scores. Furthermore, other important buildings (e.g., schools, nursing homes and transport structures) are also vulnerable to damage. Our results have serious implications for immediate emergency risk management, longer-term land-use zoning and development, and building design and construction standards. Based on the work undertaken here, we recommend further detailed assessment of the vulnerability of coastal buildings in at risk areas, development of appropriate risk management strategies and a detailed program of community engagement to increase overall resilience.
