To foster the implementation of Industrial Symbiosis, several support tools have been developed to facilitate the dissemination of Industrial Symbiosis (IS) and the engagement of stakeholders; the establishment of exchanges between companies, the so-called synergies; and the assessment of impacts and benefits. Despite this, it has been found that stakeholders still do not have a clear envisioning of the required steps to the technical implementation of synergies and there are no facilitating tools, such as methodologies, frameworks, modelling tools, and databases, among others, that aid to technically support decision-making of synergy implementation. Thus, the goal of this paper is to present a dedicated framework that provides a set of guidelines and defines a technical viability analysis to support the implementation of potential synergies, which can be used and replicated by any IS practitioner. It comprehends a methodological approach to assess the compliance of a given synergy opportunity; its characterization concerning the definition of the necessary intermediary steps for the technical implementation; and an assessment of the technical feasibility of the synergy. The implementation of the framework allowed the successful technical validation of the studied synergy opportunities, providing a final technical viability assessment that can support decision-making of technology selection and synergy implementation.

Big Data is an important topic for discussion and research. It has gained this importance due to the meaningful value that could be extracted from these data. The application of Big Data in the modern business allows enterprises to take faster and smarter decisions, achieving a real competitive advantage. However, a lot of Big Data projects provide disappointing results that don't address the decision-makers' needs due to many reasons. The main reason for this failure can be summarized in neglecting the study of the decision-making aspect of these projects. In light of this challenge, this study proposes the integration of decision aspect into Big Data as a solution. Therefore, this article presents three main contributions: 1) Clarify the definition of Big Data; 2) Presents BD-Da model, a conceptual model describes the levels that should be considered to develop a Big Data project aiming to solve a problem that calls a decision; 3) Describes a particular, logical, requirements-like approach that explains how a company develops a Big Data analytics project to support decision-making.

INTRODUCTION: Nowadays, Big Data is created in previously unimaginable quantities. Newly generated data from various Internet of Things (IoT) sensors and their use have never reached their current dimensions. Along with this trend, the availability of devices capable of collecting this data increases, the time for their evaluation is reduced and the volume of data collected at the same time increases. The most important task of research and development in this area is to bring solutions suitable for processing large amounts of data because our current storage and processing capabilities are limited and unable to compete with the storage, processing and publication of the resulting data. OBJECTIVES: Point out the importance of implementing Big Data technology. METHODS: To achieve the goal, the following methodological approach was chosen: study and processing of foreign and domestic literature, acquaintance with similar solutions for data processing, definition of Big Data and IoT, proposal for using Big Data solution to support decision-making, risk definition and evaluation. RESULTS: With the growing amount of disparate and incoherent data and the further growth of the Internet of Things, it is now almost impossible to evaluate all available information correctly and in a timely manner. Without this knowledge, the company loses its competitive advantage and is unable to respond in a timely manner to client requests. CONCLUSION: Implementing a solution for processing Big Data to support decision-making in the company is a complex process. As part of the implementation and use of the Big Data solution to support decision-making, the company must be prepared for the emergence of various problems. We can assume that Big Data technology will constantly be evolving in terms of streamlining analytical tools for obtaining information from large volumes of generated data. Therefore, it is appropriate to create space for the implementation of Big Data technology.

In this chapter we begin by featuring the main characteristics of the human decision process. Then, from these traits, we separate the decision process between diagnosis and look-ahead. We explain why DMSSs are mainly look-ahead machines. We claim that look-ahead is generally performed via heuristic search and “what-if analysis” at different cognitive levels. This leads to a functional definition of DMSSs and to different architectures adapted to heuristic search and moreover, paves the way for an analysis of the decision support tools.

Wildfire is a natural element of many ecosystems as well as a natural disaster to be prevented. Climate and land usage changes have increased the number and size of wildfires in the last few decades. In this situation, governments must be able to manage wildfire, and a risk measure can be crucial to evaluate any preventive action and to support decision-making. In this paper, a risk measure based on ignition and spread probabilities is developed modeling a forest landscape as an interconnected system of homogeneous sectors. The measure is defined as the expected value of losses due to fire, based on the probabilities of each sector burning. An efficient method based on Bayesian networks to compute the probability of fire in each sector is provided. The risk measure is suitable to support decision-making to compare preventive actions and to choose the best alternatives reducing the risk of a network. The paper is divided into three parts. First, we present the theoretical framework on which the risk measure is based, outlining some necessary properties of the fire probabilistic model as well as discussing the definition of the event ‘fire’. In the second part, we show how to avoid topological restrictions in the network and produce a computable and comprehensible wildfire risk measure. Finally, an illustrative case example is included.

Where does personal divorce coaching fit in among the dispute resolution processes in divorce and how does it support decision-making throughout the proceedings? This article explores the definition of personal divorce coaching as a dispute resolution process, its theoretical roots, the blending of practices from other applied conflict resolution processes, and how it can be used to leverage the power of both coaching and dispute resolution in this particularly challenging environment of divorce. We explore how divorce coaching can shift individual focus from a vice-like grip on position to lifting up interests in the midst of the emotional turmoil that the dissolution of marriage can precipitate. We also review personal divorce coaching from the perspectives of key stakeholders in the process of divorce: family attorneys, family mediators, therapists, financial professionals and, most importantly, the divorcing client. In doing this, we also examine the boundaries of the divorce coaching process.

Objectifs : la présente étude vise à identifier les facteurs concourant à la définition des itinéraires de transhumance et analyser la perception des éleveurs transhumants sur les déterminants de ces itinéraires en vue d’une amélioration de la prise de décision dans la gestion des écosystèmes pâturés. Méthodologie et résultats : la démarche méthodologique a consisté à cartographier, avec le logiciel ArcGIS 10.4, les infrastructures pastorales et à faire une enquête socioéconomique de la perception des transhumants sur la situation et la gestion des couloirs. Les résultats indiquent l’existence de couloirs locaux ou communaux, intercommunaux et régionaux autour de la réserve. Il existe des liens significatifs entre couloirs et points d’eau, postes vétérinaires frontaliers, marchés à bétail, parcs de vaccination, pharmacies et cabinets vétérinaires. Dans certaines zones, les couloirs n’existent pas, sont obstrués, non fonctionnels ou confondus aux pâturages. Les itinéraires sont dynamiques et régressent numériquement avec le temps du fait de la dégradation des parcours, de l’obstruction des couloirs, des conflits et de l’assèchement des points d’eau. L’histoire, la culture et les institutions aussi sont déterminants. Conclusions et application des résultats : les déterminants des itinéraires de transhumance à la périphérie de la réserve du W sont historiques, culturels, environnementaux, socio-économiques et institutionnels. Les différents types de couloirs sont interconnectés. Une gestion rationnelle, apaisée et durable des itinéraires de transhumance nécessite une connaissance approfondie de ces déterminants dans les écosystèmescibles. La mise en place d’une base de données permettrait aux autorités à divers niveaux d’avoir une vue d’ensemble sur la répartition de ces infrastructures et des outils d’aide à la décision pour une meilleure valorisation du pastoralisme et un meilleur suivi des ressources et infrastructures pastorales. Methodology and results: the methodological approach consisted on mapping, with ArcGIS 10.4 software, pastoral infrastructures and carrying out a socio-economic survey of the perception of transhumants on the situation and management of the corridors. The results indicate the existence of local or municipal, intermunicipal and regional corridors around the reserve. There are significant links between corridors and water points, border veterinary posts, livestock markets, vaccination parks, pharmacies and veterinary surgeries. In some areas, the corridors do not exist, are obstructed, non-functional or confused with pastures. The corridors are dynamic and regress numerically over time due to the deterioration of the pastures, the obstruction of the corridors, conflicts and the drying up of water points. History, culture and institutions are also crucial. Conclusions and application of results: the determinants of the transhumance corridors on the periphery of the W reserve are historical, cultural, environmental, socio-economic and institutional. The different types of corridors are interconnected. Rational, peaceful and sustainable management of transhumance routes requires an in-depth knowledge of these determinants in the target ecosystems. The establishment of a database would allow authorities at various levels to have an overview of the distribution of these infrastructures and decision-making tools for better valorisation of pastoralism and better monitoring of pastoral resources and infrastructures. AbstractJudicial institutions which provide legal mechanisms for conflict resolution play an important role in maintaining the social order of complex societies. Weaknesses in the performance of their duties can contribute to social conflict developing into outright violence that will be beyond the management of law and the courts. In this sense it is strategic to study the judicial system and the decision-making processes of its judges if one wants to understand the ways conflicts are dealt in a certain place and time. In this article we focus our attention on the role of the Brazilian Federal Supreme Court as custodian of the Constitution and the discourses that its decision-making construct when dealing with human rights issues. Specifically we set out to understand how the opinions of Brazilian Supreme Court Justices are constructed when deciding cases concerning freedom of religion. The timeline considered covers 31 years, from 1988 to 2019, a period that begins with the promulgation of the new constitution in 1988 (which symbolically reinstated democracy in the country after the end of the period of military rule that began in 1964) up to the present day. We begin by presenting the legal definition of freedom of religion in Brazil which constitutes the normative background of the discussion. We then discuss our project, stressing the methodological approach we have adopted and finally we present our data findings. We identified 39 cases in total of which 11 were selected and analyzed using the methodology of Semiolinguistic Discourse Analysis in order to define the semantic field related to freedom of religion in Brazil. Even though the number of cases is not large it is possible to identify some features of Brazilian legal culture which are also recurrent when dealing with religious freedom. One of these features is the absence of consensus-building logic in the Justices’ opinions—we attribute this to what we term the disputatio mindset—which contributes to continuing institutional instability and legal insecurity. Our findings suggest that these Supreme Court decisions frequently lack the strong level of rational consistency that lower courts require if they are to identify clear guiding principles that can control the outcomes of new cases

This study is devoted to the analysis of the essence of the definition of "digital economy", the study of the main trends of its development and the identification of the features of its formation in Kazakhstan, as well as the definition of the tasks of the development of the digital economy in our country in the medium term. The methodology of the theory of post-industrial and information society is used. The hypothesis is put forward that the digital economy is a new stage in the development of the economy and society.

Abstract The construction industry has a relevant social and economic function and has become fundamental to achieving the Paris Agreement and the United Nations Sustainable Development Goals. This industry contributes significantly to global CO2 emissions due to embodied and operating energy. There are methodologies to evaluate them, but they lack integration with other variables. In the case of buildings and assessing safety and costs, environmental assessment needs to be incorporated; current methodologies are complex to implement and, in general, costly in terms of economic and human resources. This research proposes the Environmental Economic Index (EEI) to evaluate structural building projects and support decision-making, obtained from a simplified methodology. In the case study, located in San Luis Potosi, Mexico, the same building structure was designed to subject to different operational loads and lateral forces, with structural concrete and structural steel. For this building, the concrete structure subject to seismic actions had a better result when estimating the EEI and comparing it with the other structural alternatives. The contribution of this work is to develop a simplified methodology to evaluate structural projects in the design phase, which integrates economic, environmental, and safety variables and supports decision-making in designers and real estate developers.
