In many East African countries, women and men have different levels of access to formal markets for agricultural inputs, including seed, reflecting a combination of gender norms and resource constraints. As a result, women and men may have different levels of participation in—and reliance upon—informal seed systems for sourcing preferred planting material and accessing new crop varieties over time. We use network analysis to explore differences in seed networks accessed by women and men for three major food security crops—beans, finger millet, and sorghum—in Kenya, Tanzania, and Uganda. Drawing on data from an original survey of 1001 rural farm households across five study sites, we find that women, on average, have fewer connections to experts and farmers’ groups than men but are relatively better connected in farmer-to-farmer social networks across different farming systems. We further find women’s and men’s networks are clustered by gender (i.e., women’s networks include more women, and men’s networks include more men)—and that men’s networks are more likely to exchange improved seed. Women’s networks, though sometimes larger, are less likely to exchange improved varieties that might help farmers adapt to climate change. Women farmers across contexts may also be more reliant on farmer-to-farmer networks than men due to their relative isolation from other seed and information sources. Findings emphasize the need for careful attention to the different implications of seed policies, market interventions, and other seed system reforms to support gender-equitable food security options for women and men in sub-Saharan Africa.

AbstractThe CGIAR Research Program (CRP) on Roots, Tubers and Bananas (RTB) includes vegetatively propagated staple crops linked by common breeding, seed, and postharvest issues, and by the frequency with which women are involved in their production and use. RTB crops are the backbone of food security across the humid tropics in sub-Saharan Africa (SSA) and in more localized areas of Asia and Latin America. Around 300 million poor people in developing countries currently depend on RTB value chains for food security, nutrition and income. Climate change poses challenges which could undo progress in poverty reduction and markedly increase food insecurity. This article examines planning and research for climate resilience across RTB crops, with a particular focus on the contrasting potato and sweet potato cases in SSA. A six-step framework for climatesmart breeding is proposed: (1) downscaling climate change models and crop modeling; (2) identifying and understanding key climate change responsive traits; (3) breeding and varietal selection; (4) phenotyping and genomic research to accelerate gains; (5) developing management options for climate-smart varieties; and (6) deployment (seed systems). In summary, climate-smart breeding means we need to do what we already do but faster, better, and smarter.

The soaring cases of coronavirus pandemic coupled with unpredictable climatic variations posed danger to human lives and food security. This work examined “Relationship between climate change and food security in sub-Saharan Africa.” Using the Generalized Method of Moments technique with preliminary diagnostic tests on panel data across the 17 sub-Sahara African countries, the dependent variable is agricultural output, while the independent variables are temperature, rainfall, government expenditure on agriculture, inflation, exchange rate, gross fixed capital formation, and labor force. The findings revealed that climate change exerts negative impact on food security through temperature variations which degenerated during the period under review. The results also showed positive significant impact of government expenditure which increased during the period. The work recommended that government should embark on massive productive investments to reinvigorate and re-engineer the economy. The government and appropriate agencies should also put in place hybrid technology of high yield crops adaptive to change in climate as well as effective mechanism for food storage to secure food for the future.

This chapter focusses on the agricultural and investment potential between Sub-Saharan Africa and India, in order to combat food insecurity. There is much scope for meaningful collaboration with governments and public-private partnerships, which could be instrumental in reducing hunger and poverty and managing the adverse effects of climate change. Increasing inclusivity, devising sustainable land-holding policies, incentivizing exporters, knowledge sharing in terms of technology and expertise will also boost employability, production and trade potential. Moreover, effective financial and technical cooperation between India and the African countries may be the key to achieving the desired synergies that will bring about positive changes towards ensuring food security.

Africa’s urbanization rate has increased steadily over the past three decades and is reported to be faster than in any other region in the world . It is estimated that by 2030, over half of the African population will be living in urban areas . But the nature of Africa’s urbanization and subsequent form of cities is yet to be critically analyzed in the context of city authorities’ readiness to address the challenges . Evidence is also suggesting that urbanization in African countries is increasingly associated with the high economic growth that has been observed in the last two decades . Both underlying and proximate drivers are responsible for the urbanization, and these include population dynamics, economic growth, legislative designation, increasing densities in rural centers, as well as the growth of mega cities such as Lagos, Cairo and Kinshasa, that are extending to form urban corridors . With the opportunities of urbanization in Sub–Saharan Africa, there are also challenges in the development and management of these cities . Those challenges include provision of social services, sustainable economic development, housing development, urban governance, spatial development guidance and environmental management, climate change adaptation, mitigation and disaster risk reduction . The challenge involves dealing with the development and infrastructure deficit, in addition to required adaption to and mitigation of climate change . This paper examines the current state of urban management in Africa .

Climate change is a global problem, which affects the various geographical regions at different levels. It is also associated with a wide range of human health problems, which pose a burden to health systems, especially in regions such as Africa. Indeed, across the African continent public health systems are under severe pressure, partly due to their fragile socioeconomic conditions. This paper reports on a cross-sectional study in six African countries (Ghana, Nigeria, South Africa, Namibia, Ethiopia, and Kenya) aimed at assessing their vulnerabilities to climate change, focusing on its impacts on human health. The study evaluated the levels of information, knowledge, and perceptions of public health professionals. It also examined the health systems’ preparedness to cope with these health hazards, the available resources, and those needed to build resilience to the country’s vulnerable population, as perceived by health professionals. The results revealed that 63.1% of the total respondents reported that climate change had been extensively experienced in the past years, while 32% claimed that the sampled countries had experienced them to some extent. Nigerian respondents recorded the highest levels (67.7%), followed by Kenya with 66.6%. South Africa had the lowest level of impact as perceived by the respondents (50.0%) when compared with the other sampled countries. All respondents from Ghana and Namibia reported that health problems caused by climate change are common in the two countries. As perceived by the health professionals, the inadequate resources reiterate the need for infrastructural resources, medical equipment, emergency response resources, and technical support. The study’s recommendations include the need to improve current policies at all levels (i.e., national, regional, and local) on climate change and public health and to strengthen health professionals’ skills. Improving the basic knowledge of health institutions to better respond to a changing climate is also recommended. The study provides valuable insights which may be helpful to other nations in Sub-Saharan Africa.

Although the transition to industrial agriculture in the 20th century resulted in increased agricultural productivity and efficiency, the attainment of global food security continues to be elusive. Current and anticipated impacts of climate change on the agricultural sector are likely to exacerbate the incidence of food insecurity. In recent years, climate-smart agriculture has gained recognition as a mechanism that has the potential to contribute to the attainment of food security and also enhance climate change mitigation and adaptation. However, several conceptual and implementation shortfalls have limited the widespread adoption of this innovative agricultural system at the landscape scale. This manuscript argues for the use of ecosystem management as an overarching framework for the conceptualization and implementation of climate-smart agriculture. The manuscript focuses on clarifying the foundational assumptions and management goals, as well as the knowledge and institutional requirements of climate-smart agriculture using the principles of ecosystem management. Potential challenges that may be faced by the application of an ecosystem management approach to climate-smart agriculture are also discussed. Furthermore, the manuscript calls for a heightened focus on social equity in the transition toward an ecosystem-based approach to climate-smart agriculture. The US farm bill is used as an illustrative case study along with other examples drawn mostly from sub-Saharan Africa.

AbstractLocal seed systems remain the fundamental source of seeds for many crops in developing countries. Climate resilience for small holder farmers continues to depend largely on locally available seeds of traditional crop varieties. High rainfall events can have as significant an impact on crop production as increased temperatures and drought. This article analyzes the dynamics of maize diversity over 3 years in a farming community of Yucatán state, Mexico, where elevated levels of precipitation forced farmers in 2012 to reduce maize diversity in their plots. We study how farmers maintained their agroecosystem resilience through seed networks, examining the drivers influencing maize diversity and seed provisioning in the year preceding and following the 2012 climatic disturbance (2011–2013). We found that, under these challenging circumstances, farmers focused their efforts on their most reliable landraces, disregarding hybrids. We show that farmers were able to recover and restore the diversity usually cultivated in the community in the year following the critical climate event. The maize dynamic assessed in this study demonstrates the importance of community level conservation of crop diversity. Understanding farmer management strategies of agrobiodiversity, especially during a challenging climatic period, is necessary to promote a more tailored response to climate change in traditional farming systems.

The literature on the potential impacts of climate change on the health of outdoor workers has received limited attention as a whole, and in sub-Saharan African countries in particular. Yet, substantial numbers of workers are experiencing the health effects of elevated temperature, in combination with changes in precipitation patterns, climate extremes and the effects of air pollution, which have a potential impact on their safety and wellbeing. With increased temperatures within urban settlements and frequent heats waves, there has been a sudden rise in the occurrence of heat-related illness leading to higher levels of mortality, as well as other adverse health impacts. This paper discusses the impacts of extreme heat exposure and health concerns among outdoor workers, and the resultant impacts on their productivity and occupational safety in tropical developing countries with a focus on Sub-Saharan Africa, where there is a dearth of such studies. Aside from the direct effects caused by extreme heat exposure, other indirect health hazards associated with increasing heat among this group includes exposures to hazardous chemicals and other vector-borne diseases. In addition, reduced work capacity in heat-exposed jobs will continue to rise and hinder economic and social development in such countries. There is an urgent need for further studies around the health and economic impacts of climate change in the workplace, especially in tropical developing countries, which may guide the implementation of the measures needed to address the problem.
