Developing sustainable, carbon-neutral, and climate-resilient districts seems to be particularly challenging with respect to historic city centers. However, barriers posed by legal requirements for historical buildings are counterbalanced by opportunities because historic cities have not undergone urban modernization and did not embrace the concept of functional cities, which nowadays impedes urban sustainability transformations. Thus, this paper focuses on the relationship between cultural heritage, urban sustainable development, and climate policy. We study continuity and change in the mid-sized UNESCO World Heritage cities Potsdam (Germany) and Bern (Switzerland). These matching forerunner cities share many characteristics, which enables them to transfer policies and jointly create new solutions for common problems. We find that national context matters, but we also identify functional equivalents like referenda and active citizen participation. Despite many similarities, Potsdam is ahead of Bern with respect to the institutionalization and integration of climate mitigation and adaptation. The comparative analysis (interviews and document analysis) identifies innovations that can be transferred between the two cities (e.g., Potsdam’s integrative climate policy or Bern’s efforts to become a role model for stakeholders and citizens). Moreover, the challenge to coordinate heritage management and climate governance offers chances for cooperation between matching cities like Bern and Potsdam.

AbstractThe chapter analyses the quality of managing cultural heritage sites in Croatia, particularly those inscribed to the UNESCO World Heritage List, which are under growing pressure of overtourism. The analysis was performed by using qualitative and quantitative data on visitors of the UNESCO heritage and the most important impacts of tourism on destination areas, compared to Sustainable Development Goals (SDGs) focused on tourism and heritage. The study investigates the state of safeguarding, protecting and valorizing cultural heritage in relevant documents and in practice, focusing on Dubrovnik as a case study area. The analysis revealed the insufficient plans for managing UNESCO World Heritage Sites in relevant documents and in the field, as well as lack of monitoring of tourism impacts. The selected cases in Croatia confirmed that the most common way for heritage valorization is within the framework of tourism (McKercher and du Cros, Cultural tourism. The partnership between tourism and cultural heritage management, Routledge, New York/London, 2009), where heritage is most often associated with sustainable tourism. However, desirable regenerative tourism, that repairs the harm that has already been done, is still far from the present situation and it will require much effort in its planning, designing tools for its implementation and its management to achieve it in the near future.

This paper discusses the application of Information Management Systems (IMS) in cultural heritage. IMS offer a set of tools for understanding, inventorying and documenting national, regional and World Heritage properties.  Information Management Systems can assist State Parties, stakeholders and heritage site managers involved in cultural heritage management and conservation by easily mining, sharing and exchanging information from multiple sources based on international standards. Moreover, they aim to record, manage, visualize, analyze and disseminate heritage information. In close collaboration with five Central Asian countries, namely, Turkmenistan, Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan; a Belgian consortium headed by the Raymond Lemaire International Centre for Conservation (RLICC), K.U.Leuven is developing the Silk Roads Cultural Heritage Resource Information System (CHRIS). This Web-based Information Management System supports the preparation of the Central Asia Silk Roads serial and transnational nominations on the UNESCO World Heritage list. The project has been set up thanks to the financial support of the Belgian Federal Science Policy Office (BELSPO) and in collaboration with UNESCO World Heritage Centre in conjunction with the People’s Republic of China and the Japanese Funds-in-Trust UNESCO project. It provides a holistic approach for the recording, documenta tion, protection and monitoring tasks as part of the management of these potential World Heritage Properties. The Silk Roads CHRIS is easily accessible to the general user, presented in a bilingual English and Russian frame and interoperable, i.e. open for other applications to connect to. In this way, all information for the nomination dossiers is easily verified regarding consistency and quality and ready for managing, periodic reporting and monitoring processes in the respect to the property listed. Fina lly, this study provides a general framework to establish the effectiveness and limits of the use of information systems for serial transnational nominations of World Heritage Properties and to demonstrate the potentials of an improved heritage documentation system.

This paper addresses the problem of protecting and preserving archaeological sites from the Bronze Age through the Medieval Period (ca. 2500 BC–1500 CE) as part of sustainable development that includes such economic and social benefits as (1) promoting national status; (2) integrating archaeological sites into the Silk Route narrative; (3) developing tourism related to historic and cultural heritage; and (4) creating a citizenry that values its cultural and historic resources in the face of rapid economic development and changing natural and cultural landscapes. Two UNESCO World Heritage sites will be discussed briefly: Otrar and the surrounding oasis, a medieval complex of sites along the Great Silk Route, and Tamgaly, a petroglyph and archaeological reserve. These two UNESCO World Heritage archaeological sites or preserves will be contrasted with the Talgar Iron Age sites (400 BC–100 CE) situated in a rapidly changing landscape due to economic development and infrastructure (pipelines, railways, roads, and housing) about 12–15 km east of the major city of Almaty. The goal of this article is to discuss the complexity of the entangled sectors of cultural and historic preservation, economic development, tourism, and global transnational heritage within the framework of sustainability.

PurposeThe study aims to analyze the development of Omani heritage legislation against the UNESCO World Heritage Convention (WHC), 1972 and WHC Operational Guidelines (WHC-OGs) to predict the possible effects of the recent developments on the management of the World Heritage Site in Oman.Design/methodology/approachThis study discusses the development of the heritage protection legislation in Sultanate of Oman since 1970; it analyses the Omani Cultural Heritage Law 35/2019 against the recommendations of the UNESCO WHC as well as the requirements of the World Heritage Operational Guidelines. Moreover, the research investigates the possible effects of the recent heritage legislation developments on the management of Bahla Fort and Oasis in Oman, which is the first Omani World Heritage Site and the only site with special management regulations.FindingsThe paper outlines the effects of both the Omani Cultural Heritage Law 35/2019 and the Special Management Regulations 81/2019 on the implementation of the Bahla Management Plan. Additionally, the research establishes how the customization of heritage legislation as a special heritage management regulation facilitates the implementation of national legislation to solve specific local problems.Originality/valueThe study establishes the significance of developing comprehensive legislation to protect and manage the rich Omani cultural heritage and World Heritage Sites in alignment with the WHC and the WHC-OGs.

City governments have a large role to play in climate change mitigation and adaptation policies, given that urban locales are responsible for disproportionately high levels of greenhouse gas (GHG) emissions and are on the “front lines” of observed and anticipated climate change impacts. This study examines how US mayors prioritize climate policies within the context of the city agenda. Employing a computer-assisted content analysis of over 2886 mayoral press releases related to climate change from 82 major American cities for the period 2010–2016, we describe and explain the extent to which city governments discuss mitigation and adaptation policies in official communications. Specifically, we rely on a semi-supervised topic model to measure key climate policy themes in city press releases and examine their correlates using a multilevel statistical model. Our results suggest that while mitigation policies tend to dominate the city agenda on climate policy, discussion of adaptation efforts has risen dramatically in the past few years. Further, our statistical analysis indicates that partisanship influences city discussion on a range of climate policy areas—including emissions, land use policy, and climate resiliency—while projected vulnerability to climatic risks only influences discussion of climate resiliency and adaptation efforts.

The pace at which cities grow and its impact on heritage management has meant that those heritage assets not linked to the traditionally monumental have been directly doomed to oblivion. The purpose of this article is to present a research methodology backed up by multidisciplinarity and stakeholders’ diversity that allows us to highlight the values and singular aspects of this rural heritage. To achieve this, a methodology was devised that is divided into three phases: mapping of human, cultural, and natural resources based on studies undertaken by the Public Sector Administration, experts, and the citizens themselves. The second phase involved the establishment of what to protect amongst all the stakeholders involved. Finally, the third stage entails integration of the information within an urban development framework. In order to work on the development of a diagnosis from three highly different approaches, Geographic Information Systems was used as information management tools, as a means of contrasting it and performing a comprehensive analysis of the same. The development of such a holistic approach provided a patrimonial map of essential resources in the municipality to be taken into account to shape sustainable development strategies inherent to a rural environment of low density. The lack of this comprehensive approach when managing rural heritage in which citizens take on centre stage in decision-making processes unearths two fundamental issues: firstly, the ascertainment of the existence of cultural heritage hitherto abandoned, alongside the need to endow urban governance powers to the public administration, as it falls to them to spearhead this shift in public management.

The Curonian Spit (Lithuania) and Vega Archipelago (Norway) are objects on the UNESCO World Heritage List because of their special kind of landscapes that have been formed not without human intervention. Landscapes created by nature itself or with human help are exceptional works which, as determined by the legal acts in regulation of these processes, have to be referred to as objects of cultural heritage. The cultural heritage must be protected, exhibited and viewed as objects of science and cognition. Lithuania and Norway have different conditions formed for identification, conservation and protection of these works, but both countries have recognized that protection of cultural heritage, passing it on for future generations is the duty of the state. Prospects of heritage management and development, and exchange of experience should be the top priorities for action in Lithuania. Kuršių nerija (Lietuva) ir Vega salynas (Norvegija) į Pasaulio paveldo vietovių sąrašą įrašytos dėl savo išskirtinių kraštovaizdžių, kurie suformuoti ne be žmogaus įsikišimo. Tai, ką sukūrė gamta, žmogus ar gamta kartu su žmogumi, yra išskirtiniai kūriniai, kuriuos, kaip nustato šiuos procesus reglamentuojantys teisės aktai, nurodoma vadinti kultūros paveldo objektais. Kultūros paveldą būtina saugoti, eksponuoti, vertinti kaip mokslo ir pažinimo objektus. Lietuvoje ir Norvegijoje susiklosčiusios skirtingos sąlygos šių kūrinių identifikavimo, išsaugojimo ar globos srityse, tačiau abiejose šalyse pripažįstama, kad kultūros paveldo apsauga, perdavimas ateinančioms kartoms yra tos valstybės pareiga. Paveldo tvarkybos ir vystymo perspektyvos, keičiantis patirtimi, turi būti Lietuvos prioritetinė veiklos sritis.
