This paper addresses socio-ecological, community-led resilience as the ability of the urban system to progress and adapt. This is based on the socio-cultural, self-organized case study of CanFugarolas in Mataró (Barcelona), for the recovery of a derelict industrial building and given the lack of attention to resilience emerging from grassroots. Facing rigidities (stagnation) observed under the provisions of urban regeneration policies (regulatory realm), evidenced in the proliferation of urban voids (infrastructural arena), the social subsystem stands as the enabler of urban progression. Under the heuristics of the Adaptive Cycle and Panarchy, the study embraces Fath’s model to analyze the transition along, and the interactions between, the adaptive cycles at each urban subsystem. The mixed method approach reveals the ability of the community to navigate all stages and overcome successive ailments, despite seemingly insurmountable obstacles (traps) at the physical support (built stock) and the regulatory arena (urban planning). Further, cross-scale, social-centered interactions (panarchy) are also traced, becoming the “sink” and the “trigger” of the urban dynamics. The community, in the form of an actor-network, becomes the catalyst (through Remember/Revolt) of urban resilience at the city scale. At a managerial level, this evidences its temporal and spatial complementarity to top-down urban regeneration policies.

In international literature, small cities are often presented as the weak link within the urban system due to their lower growth rate and the threat of shrinking in the context of metropolisation. However their population dynamics are highly variable between places, determined by a number of factors, such as the national and regional demographic trends or the local economic base. This article proposes a regional case study on Western France, examining their demographic changes from 1990 to 2015. Three possible factors based on underlying assumptions are tested: 1. the proximity of larger cities as a possible revitalisation factor due to urban sprawl; 2. The vicinity of the coast attributed to the growing role of residential attractiveness; 3. In a more original way, the distance to a railway station as a potential factor, boosted by the recent passenger railway service strengthening. The results are counter-intuitive and the assumptions only partially validated, which invites us to reassess the relevance of the analysis of urban dynamics by size class.

Abstract In Europe, the debate on the recovery of the historic centres has been developed, over the years, around the balance between conservation and transformation needs in order to meet the new demands of the contemporary world. In the field of urban planning, the strictly conservative and binding approach has gradually been supported by flexible and consensual mechanisms that act as a stimulus to private initiative in the redevelopment and regeneration of the historic urban landscape. The consolidated Italian experience in the policies for the protection and enhancement of historical settlements is being significantly innovated after the entry into force of the Urbani Code, which extends the character of landscape heritage to the historic urban fabric, transferring to the regional authorities the task of establishing the specific regulations for its use and transformation. The Region of Sardinia has achieved an important role in the implementation of policies for the recovery and redevelopment of the historic centres identified by the Regional Landscape Plan (RLP). The common and consolidated practice is still characterized by the use of traditional regulative instruments, in particular the detailed plan, which provide rules for the requalification of the compromised urban fabrics through a set of rules and guidelines to be applied to the replacement of recent buildings and the renovation of urban patterns that for density, ratios between solids and voids, heights, alignments and elevations are incompatible with the values of the context. The constraint and binding approach is effective in the conservation strategies but often inadequate to implement actions of integrated redevelopment of urban fabric altered by new buildings in contrast with the historic urban landscape features, also due to the global crisis situation and the shortage of public funding. The paper proposes the use of the non-financial compensation tool, based on the granting of bonus development rights to realising on site or in alternative locations, in order to encourage urban regeneration projects that also involve the replacement of buildings incompatible with historical urban landscape morphological patterns. The integration of a methodology for assessing the financial feasibility of the demolition and reconstruction of the incompatible structures in the planning process, as tested in the case study of Villasor municipality, has allowed the elaboration of a model to support the use of a compensation mechanism for the redevelopment of historical settlement values. In this perspective, the paper aims to investigate the opportunities provided by market-oriented and flexible approaches to support and promote private urban regeneration projects. In particular, it illustrates the experimental results of a methodology for the analysis of the urban fabric that takes into account the factors influencing the feasibility of the intervention of demolition and reconstruction of the incompatible buildings. Finally a model for the assessment of any bonus in terms of additional building capacity is suggested, to be granted to private operators as an incentive to ensure the cost-effectiveness of the project.

Urban resilience in the context of COVID-19 epidemic refers to the ability of an urban system to resist, absorb, adapt and recover from danger in time to hedge its impact when confronted with external shocks such as epidemic, which is also a capability that must be strengthened for urban development in the context of normal epidemic. Based on the multi-dimensional perspective, entropy method and exploratory spatial data analysis (ESDA) are used to analyze the spatiotemporal evolution characteristics of urban resilience of 281 cities of China from 2011 to 2018, and MGWR model is used to discuss the driving factors affecting the development of urban resilience. It is found that: (1) The urban resilience and sub-resilience show a continuous decline in time, with no obvious sign of convergence, while the spatial agglomeration effect shows an increasing trend year by year. (2) The spatial heterogeneity of urban resilience is significant, with obvious distribution characteristics of “high in east and low in west”. Urban resilience in the east, the central and the west are quite different in terms of development structure and spatial correlation. The eastern region is dominated by the “three-core driving mode”, and the urban resilience shows a significant positive spatial correlation; the central area is a “rectangular structure”, which is also spatially positively correlated; The western region is a “pyramid structure” with significant negative spatial correlation. (3) The spatial heterogeneity of the driving factors is significant, and they have different impact scales on the urban resilience development. The market capacity is the largest impact intensity, while the infrastructure investment is the least impact intensity. On this basis, this paper explores the ways to improve urban resilience in China from different aspects, such as market, technology, finance and government.

This paper seeks to examine critically the role of culture in the continued development, or regeneration, of `post-industrial' cities. First, it is critical of instrumental conceptions of culture with regard to urban regeneration. Secondly, it is critical of the adequacy of the conceptual framework of the `post-industrial city' (and the `service sector') as a basis for the understanding and explanation of the rise of cultural industries in cities. The paper is based upon a case study of the transformation of a classic, and in policy debates a seminal, `cultural quarter': Hoxton Square, North London. Hoxton, and many areas like it, are commonly presented as derelict parts of cities which many claim have, through a magical injection of culture, been transformed into dynamic destinations. The paper suggests a more complex and multifaceted causality based upon a robust concept of the cultural industries as industry rather than as consumption.
