State authorities may influence the development of seaports by employing the tools of national maritime policy. On the one hand, seaports contribute to the socioeconomic development of coastal regions; on the other, they have a significant impact on foreign trade turnover. The aim of this study is to identify the major factors that have influenced the development of Poland’s seaports in the context of the country’s maritime policy. The paper examines and explains the development and transitions of major Polish seaports such as Gdansk, Gdynia, Szczecin, and Swinoujcie. In order to identify the state of the port economy the authors used public statistics and data analysis. Furthermore, they created a model of comanagement of major seaports and presented a qualitative and quantitative comparison of the development of major seaports from 2005 to 2019. It was discovered that port turnover increased, but in various ways in each of the analysed ports. The government of Poland, acting in a dual role as the coordinator of national maritime policy and the majority owner of seaports, was the most powerful decision-maker in the port economy. However initiatives to implement sustainable principles in seaports have gradually emerged through bottom-up activities of port authorities supported by local and regional authorities.

The sustainability assessment of natural capital (SANC) is one of the key elements in the field of national park protection. Assessing the impact of socioeconomic development on the Shennongjia National Park Pilot (SNPP), a typical national park in China, would be extremely conducive to the sustainable management of its natural capital. To this end, a natural capital account system encompassing transportation, accommodation, food, and waste for both locals and tourists was developed. Throughout the period from 2007 to 2016, a SANC was conducted in SNPP based on the 3D ecological footprint (EF3D) model to measure stock consumption as well as flow occupancy. The main conclusions were as follows: First, the ecological footprint (EF) size of the SNPP increased yearly from 2007 to 2014, although it decreased in 2015, when the government started preparing for the SNPP. Second, rapid tourism-related developments brought about an increase in the EF of built-up land, and the increasing medicinal planting also enlarged the EF of arable land. Third, the cumulative EF of tourism was 2.82 times that of locals over the past decade. This gap has been expanding. Overall, the results show relatively steady sustainability in terms of natural capital in the SNPP. More precisely, the preceding stock consumption did not severely constrain the function of the current regeneration of flow capital, whereas tourism and planting have become potential threats to the sustainability of the natural capital.

This article provides an overview of the privatization of railway passengers market in Spain through a background to the most relevant cases studies in Europe, particularly the liberalization process in England. The English case study is a paradigmatic example to assess how the liberalization process was developed and its effect in the present. This assessment has been undertaken to analyse the railway franchise structure, ticketing measures, role of national and regional authorities, etc. and possible analogies to be adapted to the case of Spain. Firstly, this article reviews the origin of the privatization of the railway market in both Spain and England, describing every phase of the liberalization and the success of every stage. Secondly, a critical approach assessment exposes those market failures of the liberalization process in England that caused negative impacts on        society. In addition, the role of the Government is analysed to measure their implication in order to solve that situation. Furthermore, the paper expounds a wide analysis of the rail ticketing in England, its effects on increased passenger number. Finally, this article proposes some measures to be followed on the privatization of passenger rail market in Spain, as well as some key concepts to guarantee its success as taken from the case studies that have been reviewed.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3522

At the end of 2019 the world was shocked by a humanitarian disaster, namely Covid-19 which started from Wuhan, China and spread throughout the world. Many observers say that Covid19 has spread to Indonesia but the government denies it and many ministers underestimate it and even make it a very unfunny joke.It was only on March 2, 2020 that the government announced that Covid19 had entered Indonesia. The government began to panic especially the people, people stormed shopping centers so that basic commodities became scarce even if they were available, the prices were very expensive, health products disappeared from the market because there were many inappropriate purchases and many people hoarded them in the hope of getting high profits. The government seems to be in a dilemma between the economy or the safety of its people, both of which are very important, especially since Indonesia's economic growth is largely influenced by public consumption.Now that we have entered the second year of Covid19, there are no signs that mean that covid19 will disappear in the world and especially in Indonesia on June 10-16, 2021, the surge affected by Covid19 is getting crazier, even as if it is out of control at the athlete's house in Jakarta, the occupancy is approaching 80%. has exceeded the limits set by the WHO, West Java, Central Java and East Java. The higher spike makes people more nervous and makes it more difficult to survive.

Terrorism in Indonesia originated from the rebellion of Islamic groups, which fought for the establishment of an Islamic state. They consider the war against the government as jihad. As was done by Darul Islam (DI) or the Islamic State of Indonesia/Negara Islam Indonesia (NII) in 1950, with a base of resistance in West Java. The government foiled this movement through military operations. In the next era, acts of terror often occurred in Indonesia, such as the Christmas Eve bombing, attempted assassination of President Soekarno's family, the Bali bombings 1 and 2, JW bomb. Marriot and the most horrendous was the Surabaya Bombing incident, which was carried out by two families against several churches and the Surabaya Police Headquarters. The most recent was the attack on the Coordinating Minister of Politics and Security, Wiranto, and the bomb in Medan Regional Police. Some acts of terror also occurred in areas of interreligious conflict in Indonesia, such as in Poso and Ambon. Several acts of terror that occurred in various regions in Indonesia and foreign countries such as Mindanao and Afghanistan, among them, involving some Bima citizens as perpetrators, not to mention the terrorist acts against the Police that occurred in the Bima Region. Responding to several acts of terror that occurred, the Government, through the Counter-Terrorism Agency (BNPT), established 12 (twelve) Regions as the Red Zone of terrorism in Indonesia, one of which was the Bima Region. It makes the phenomenon interesting to be investigated because, on the one hand, various efforts to counter terrorism are intensified, but on the other hand, acts of terror continue to occur. In this article, the author would focus on countering terrorism carried out by BNPT, the National Police, and how the community's participation.

AbstractTransmission of the Covid-19 epidemic is a State problem categorized in the defense aspect in the public health sector. Covid-19's handling policy as a health emergency accompanied by a civil emergency policy is considered inappropriate, with reasons for interpretation, problem context, situation, conditions and ways of handling that are completely different. The research method used is Normative-Empirical, which combines facts with legal events that have been arranged in such a way in the context of the problem under study, using the Live Case Study approach, which is a review of cases or the implementation of regulations into events that are still ongoing until now this. The handling of Covid-19 requires serious collaboration between the Government and the people, in Siyasah al-Syar'iyyah this problem can be categorized as a form of jihad. On the one hand the Government must take an appropriate decision and policy for the benefit of the community and on the one hand the community is required to show the attitude of obedience and discipline in carrying out the policies that have been set, by ruling out political primodialism, religious fanaistem and others. AbstrakPenularan wabah Covid 19 merupakan permasalahan Negara yang dikate­gori­kan pada aspek pertahanan pada bidang kesehatan masya­rakat. Kebijakan pe­na­­nganan Covid-19 sebagai keadaan darurat kese­hatan yang didampingi de­n­g­an kebijakan darurat sipil dinilai kurang tepat, dengan alasan interpretasi, kon­teks masalah, situasi, kondisi dan cara penanganan yang berbeda sama sekali. Metode penelitian yang digunakan yaitu Normatif-Empiris, yakni meng­gabung­kan antara fakta dengan peristiwa hukum yang telah diatur sedemikian rupa dalam konteks permasalahan yang dikaji, dengan menggunakan pende­ka­tan Live Case Study, yakni penelaahan terhadap kasus atau implementasi per­atu­ran ke dalam peristiwa yang masih berjalan sampai dengan saat ini. Pena­nga­nan Covid-19 membutuhkan kerjasama yang serius antara Pemerintah ber­sama dengan rakyat, dalam Siyasah al-Syar’iyyah masa­lah ini dapat dika­tego­ri­kan se­ba­gai bentuk jihad. Pada satu sisi Peme­rintah harus mengambil sebuah ke­­pu­tusan dan kebijakan yang tepat demi kemaslahatan masyarakat dan pada satu sisi pula masya­rakat ditun­tut untuk menunjukkan sikap keta’atan dan ke­di­­­siplinan dalam men­jalanakan kebijakan yang telah ditetapkan tersebut, de­ng­an menge­sampingkan primodialisme politik, fanaistem agama dan yang lain­nya.

Introduction: digitalization has a serious impact on all spheres of life and affects the entire society. For entrepreneurs, it offers many new opportunities – from optimizing industrial production to developing completely new business models. The overall situation is changing rapidly, creating new challenges for the government and society. Consumers, as the weakest market participants, are particularly in need of protection, since they risk being unable to keep up with the rapid pace of business operations. Globalization amplifies these effects: in particular, online commerce benefits from cross-border digital markets. This has led to the emergence of corporations that dominate the markets of different countries. Individual consumers who want to defend their rights face the combined resources of corporations. Thus, consumer protection is a global problem. The purpose of the study: the consideration of the special features of protecting the rights of consumers – participants in foreign trade turnover using digital technologies. Methods: dialectical, system, logical, analysis, synthesis. The results of the study: the mechanisms for the effective protection of consumer rights are investigated. Conclusions: the author justifies the implementation of a set of measures and the creation of a regulatory framework that will expand the rights and opportunities of consumers at the international level and allow settling disputes and compensating for harm. According to the author, modern consumer protection is necessary to ensure a balance of interests of the market participants and to ensure that all participants – from multinational corporations to end consumers – benefit from digitalization, which consists in eliminating the risks of digitalization, using its opportunities and taking into account the interests of all participants.

This article aims to review the application of the principle of personal data protection as part of privacy rights in the PeduliLindungi application considering that on the one hand, the PeduliLindungi application helps the government to reduce the spread of the COVID-19 virus. But on the other hand, there is a threat of misuse of personal data in the future. This background article is based on the use of the PeduliLindungi application, which was initially used to track the spread of the virus during the COVID-19 pandemic. But it seems that the public will increasingly use its use in the future, especially now that it has begun to be planned as an e-wallet and started integrating with several other applications. This article reveals that there has been a dual role by the Ministry of Communication and Informatics as a supervisor and controller of personal data in Indonesia so that it has implications for the PeduliLindungi application that has not fully applied the principles of personal data protection when collecting, processing, and storing personal data. For the future, a comprehensive legal development drive is needed related to the protection of personal data. There is a personal data protection agency and Data Protection Officer (DPO) to more strongly enforce the principles of personal data protection.

AbstractIn the China-specific dual management system of social organizations, competent government department’s support for and supervision over industrial associations affect and even determine their political engagement and policy advocacy. By analyzing the technological incubator association in the city of T, this paper finds that when local government departments have overlapping duties and interests, the industrial association, if it can help the disadvantaged department increase the chips for the power and resource game, can receive more attention, support and policy discourse power from that department. Besides, in the local government’s management model, a big enterprise with scale and resource advantages has more chances to communicate and interact with the government department that’s superior to the one in charge of the industrial association, so the industrial association in which this big enterprise is a member can get more attention and support from the competent department, making it more effective in policy advocacy.

“Reconciliation” and “justice” are key concepts used by practitioners as well as authors of conflict-management and peacebuilding textbooks. While it is often recognized that there may be contradictions between the implementation of justice and truth-telling, on the one hand, and an end to organized violence, on the other, the ideal of a seamless fusion of these diverse goals is widely upheld by, among other things, reference to the rather utopianconcept of “positive peace” (Galtung). One difficulty arises from the fact that discourses usually focus on (post-)conflict settings that resemble a victory of one conflict party, whereas peace settlements are often negotiated in a context more similar to a military or political stalemate – a more ambiguous and complicated scenario. This essay discusses these problems against the background of an empirical case study of the peace accord between the government and the rebels in the West Nile region in north-western Uganda.
