AbstractTransmission of the Covid-19 epidemic is a State problem categorized in the defense aspect in the public health sector. Covid-19's handling policy as a health emergency accompanied by a civil emergency policy is considered inappropriate, with reasons for interpretation, problem context, situation, conditions and ways of handling that are completely different. The research method used is Normative-Empirical, which combines facts with legal events that have been arranged in such a way in the context of the problem under study, using the Live Case Study approach, which is a review of cases or the implementation of regulations into events that are still ongoing until now this. The handling of Covid-19 requires serious collaboration between the Government and the people, in Siyasah al-Syar'iyyah this problem can be categorized as a form of jihad. On the one hand the Government must take an appropriate decision and policy for the benefit of the community and on the one hand the community is required to show the attitude of obedience and discipline in carrying out the policies that have been set, by ruling out political primodialism, religious fanaistem and others. AbstrakPenularan wabah Covid 19 merupakan permasalahan Negara yang dikate­gori­kan pada aspek pertahanan pada bidang kesehatan masya­rakat. Kebijakan pe­na­­nganan Covid-19 sebagai keadaan darurat kese­hatan yang didampingi de­n­g­an kebijakan darurat sipil dinilai kurang tepat, dengan alasan interpretasi, kon­teks masalah, situasi, kondisi dan cara penanganan yang berbeda sama sekali. Metode penelitian yang digunakan yaitu Normatif-Empiris, yakni meng­gabung­kan antara fakta dengan peristiwa hukum yang telah diatur sedemikian rupa dalam konteks permasalahan yang dikaji, dengan menggunakan pende­ka­tan Live Case Study, yakni penelaahan terhadap kasus atau implementasi per­atu­ran ke dalam peristiwa yang masih berjalan sampai dengan saat ini. Pena­nga­nan Covid-19 membutuhkan kerjasama yang serius antara Pemerintah ber­sama dengan rakyat, dalam Siyasah al-Syar’iyyah masa­lah ini dapat dika­tego­ri­kan se­ba­gai bentuk jihad. Pada satu sisi Peme­rintah harus mengambil sebuah ke­­pu­tusan dan kebijakan yang tepat demi kemaslahatan masyarakat dan pada satu sisi pula masya­rakat ditun­tut untuk menunjukkan sikap keta’atan dan ke­di­­­siplinan dalam men­jalanakan kebijakan yang telah ditetapkan tersebut, de­ng­an menge­sampingkan primodialisme politik, fanaistem agama dan yang lain­nya.

Kulon Progo Regency is one of the districts that has many innovations, one of which is community empowerment in collaboration with a modern shop abbreviated as the shop name owned by the people (tomira). This research was motivated by the achievements of the Kulon Progo district government in carrying out development and innovation in the development of the Kulon Progo region by fully involving the Kulon Progo district community through community empowerment. This initiative was taken by the government of Kulon Progo Regency to improve community empowerment and protect the people of Kulon Progo Regency from various economic threats. Considering that in the past few years many modern shops have mushroomed in each district/city, so this is what makes Kulon Progo Regency move quickly to empower the community by collaborating between MSMEs or cooperative with modern shops. This study uses a qualitative method which case study approach. With the empowerment that has been done, the original products of Kulon Progo Regency or local products can be traded in modern stores so that local products in Kulon Progo Regency can compete with national products in these modern stores. The existence of such cooperation will indirectly improve the image of Kulon Progo Regency and lift the original products of Kulon Progo Regency. The lifting of the original products of Kulon Progo Regency will have a positive impact on the community, where indirectly the economy of the community will increase so that there will be prosperity for the community. Kabupaten Kulon Progo adalah salah satu kabupaten yang memiliki banyak inovasi, salah satunya adalah pemberdayaan masyarakat bekerja sama dengan toko modern disingkat nama toko yang dimiliki oleh masyarakat (tomira). Penelitian ini dilatarbelakangi oleh pencapaian pemerintah kabupaten Kulon Progo dalam melakukan pengembangan dan inovasi dalam pengembangan wilayah Kulon Progo dengan melibatkan sepenuhnya masyarakat kabupaten Kulon Progo melalui pemberdayaan masyarakat. Inisiatif ini diambil oleh pemerintah Kabupaten Kulon Progo untuk meningkatkan pemberdayaan masyarakat dan melindungi masyarakat Kabupaten Kulon Progo dari berbagai ancaman ekonomi. Menimbang bahwa dalam beberapa tahun terakhir banyak toko-toko modern telah menjamur di setiap kabupaten/kota, jadi inilah yang membuat Kabupaten Kulon Progo bergerak cepat untuk memberdayakan masyarakat dengan berkolaborasi antara UMKM atau bekerjasama dengan toko-toko modern. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus, dengan metode yang digunakan adalah dokumentasi. Dengan pemberdayaan yang telah dilakukan, produk asli Kabupaten Kulon Progo atau produk lokal dapat diperdagangkan di toko modern sehingga produk lokal di Kabupaten Kulon Progo dapat bersaing dengan produk nasional di toko modern ini. Adanya kerjasama tersebut secara tidak langsung akan meningkatkan citra Kabupaten Kulon Progo dan mengangkat produk asli Kabupaten Kulon Progo. Pencabutan produk asli Kabupaten Kulon Progo akan berdampak positif bagi masyarakat, di mana secara tidak langsung perekonomian masyarakat akan meningkat sehingga akan ada kesejahteraan bagi masyarakat.

The development of tourism on the coast of Pulau Merah Banyuwangi has resulted in the welfare felt directly by the people around the coast. This article discussed the results of development of the Pulau Merah coast by using the inclusive development paradigm, they are consists of benefits, participation, and ecology aspects. This qualitative research has used a case study approach. Data collection was conducted through interviews of 27 informants. The results of this study indicated that in the development of tourism in Pulau Merah, especially the achievement of inclusive development was good. This is caused in three aspects of inclusive development; the aspects of benefits, participation, and ecology are well implemented. The benefits of the development of Pulau Merah have been felt evenly by the people. Community participation of Pulau Merah coast is quite high. The public awareness of the importance of ecology on the coast of Pulau Merah is also high.


Bureaucratic reform is an effort to make improvements made to the system of organizing matters relating to being institutional, business, and human resources aspects of the apparatus. Human resources are one of the most important factors that cannot even be released by an organization. This study aims to analyze and explain the reform of human resources and their implications for public services in Indonesia. The type of research used is descriptive-qualitative with a case study approach. Data collection techniques used is interviews and documentation. The instruments in this study were the researchers themselves, while the informants used purposive techniques. Data analysis techniques are "interactive models" which include the public, data condensation, data presentation, and verification. The results showed that the implementation of employee capacity building in a one-stop integrated service was well implemented, this was influenced by several factors such as education, training, and assignment, employees understood the responsibilities in carrying out the tasks given by superiors and providing services to the people. The behavior of the apparatus needs to be corrected so that they are oriented to productivity and quality of work and prioritize the benefits of the general public and social justice.

ABSTRACTHealth is one of the concurrent affairs that must be fulfilled by the government. Based on the Peraturan Menteri Kesehatan No. 43 of 2016, minimum service standards (SPM) are provisions regarding the type and quality of basic services which are mandatory government affairs that are entitled to be obtained by every citizen minimally. SPM has 12 indicators where all these indicators should ideally reach the target of 100% as a minimum, but not all indicators can achieve 100% results. This can be caused by non-financial resource factors that have not been fulfilled. The aim of this study is to compare the factors of non-financial resources at the Puskesmas Salaman 1 and Puskesmas Gamping 1 in the implementation of the SPM in the health sector. The study was conducted with qualitative methods with a case study approach. The result show that the factors of non-financial resources in the Puskesmas Gamping 1 and Puskesmas Salaman 1 have been adequately fulfilled, but there are some obstacles experienced, namely excessive workload so that one person holds several programs, the quality of human resources is different, not all drug stocks and reagents provided so that it must procure itself, and so forth. This obstacle indirectly affected the achievement of minimum health service standart in Gamping 1 Puskesmas and Salaman 1 Puskesmas so that they could not reach the target.

The COVID 19 pandemic has had a significant impact on livelihoods; the virus has affected not only the health sector but the work life of people as the government instituted measures to contain the spread of the virus. This study sought to explore how SMEs in Masvingo, Zimbabwe were affected by a government declared lockdown. In particular, the study sought to establish how the SMEs responded to the lockdown, the strategies that they instituted and the implications of the lockdown on the productivity of the SMEs. A qualitative approach was adopted specifically adopting the descriptive case study approach as a research methodology. Ten participants who participated in this study were conveniently selected from 7 purposively selected SMEs in Masvingo town. Indepth interviews were used for data collection. Results indicated that SMEs were negatively affected by the lockdown. Most of them stopped operations and had to lay off some of their employees. Production in most cases was halted and this entailed that the future after the lockdown was bleak for them. The SMEs appealed for government support to enable them to resuscitate after the lockdown.

Public Relations of the Bandung Regency Government realizes that its area has a lot of potential for various local wisdom and has a heterogeneous society. This study aims to explore and analyze the values of local knowledge in developing public relations strategies in the government of Bandung Regency, West Java province. This study uses a constructivist interpretive (subjective) paradigm through a case study approach. The results showed that the Bandung Regency Government runs its government based on local wisdom. Bandung Regency Public Relations utilizes local insight and the region's potential to develop a public relations strategy to build and maintain a positive image of Bandung Regency. The impact of this research is expected to become a source of new scientific references in the development of public relations strategies in every region of Indonesia, which is very rich with various philosophies.Humas Pemerintah Kabupaten Bandung menyadari wilayahnya memiliki banyak potensi kearifan lokal yang beragam, serta memiliki masyarakatnya yang heterogen. Penelitian ini bertujuan menggali dan menganalisis nilai-nilai kearifan lokal dalam pengembangan strategi kehumasan di pemerintahan Kabupaten Bandung provinsi Jawa Barat.  Penelitian ini menggunakan paradigma interpretif (subjektif) konstruktivis melalui pendekatan studi kasus. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten (Pemkab) Bandung menjalankan pemerintahannya berlandaskan pada kearifal lokal. Humas Pemkab Bandung memanfaatkan kearifan lokal dan potensi wilayahnya untuk mengembangkan strategi humas dalam membangun dan mempertahankan citra positif Kabupaten Bandung.Dampak penelitian ini diharapkan menjadi sumber rujukan ilmiah baru dalam pengembangan strategi kehumasan di setiap daerah Indonesia yang sangat kaya dengan beragam filosofi.

Perceptions of government and civil servants are shaped by a variety of factors including popular culture. In the public administration literature the significant role that film and other narrative forms have on citizens’ perceptions is duly noted, and there is ample research on politicians and military heroes in film, but a focus on civil servants remains largely elusive. Among the sparse literature centered on civil servants are studies that employ a case study approach or focus on a few films. In contrast, our research employs a large sample of 150 films. These films comprise the top ten box-office grossing films from 1992 through 2006; therefore we examine the films most likely to have been seen by a majority of movie-watching Americans. More than 60 percent of the films in our sample portray government as bad, inefficient, and incompetent. However, the data on more than 300 civil servants yield intriguing findings. Surprising, in light of the negative depiction of government, is the positive depiction of individual civil servants. Half of civil servants were positively portrayed, and only 40 percent were negatively depicted. Americans may view government negatively, but they see in film positive depictions of how individual civil servants can and do make a positive difference.

Homosexual is an interest in feeling or in erotic, both are in predominant or exclusiveness against individuals who has a similarity in sexes violent or without involves interaction physical, while gay is term to mention man who likes fellow man as partners sexual, and have interest both in feeling or erotic, both in dominant and exclusive and also with or without any relation physical (Putri, 2013) Faithfulness is a form of behaviors that performed recurrently that will eventually become a permanent nature. Directed toward your faithfulness also means that individual in relationship was able to rely to keep commitments together, which has agreed by Cloud&Townsand (in Sari, 2008). The aim of this research is to find out the dynamics of faithfulness to gay. This research using qualitative methods by case study approach to describe the dynamics of faithfulness in gay relationship. To collecting data in this research used interview technique and used 4 subject. This research used thematic coding for analyzing data. The result of this study suggest that in a world of a gay, most individuals within it are the people who run the principle of free life, where they hang out and behaving freely without any rules that tie it. Generally the respondents in this study say that faithfulness is crucial and absolutely there are in relationship but not all gay capable of running commitment to remain faithful.   Keywords: Homosexual, Gay, Faithfulness, Qualitatife, Case study

This research is a normative legal research using constitutional and case study approach. The result of this research show that Bank Mega liquefyPT. Elnusadeposito funds carelessly without PT.Elnusa consent is an act against the law. Bank Mega hasfailed to fulfil it’s responsibility towardsthe customer as regulated Article 37 B paragraph (1) UndangUndang Nomor 10 Tahun 1998 concerning banking service that stipulate every bank must guarantee the public funds deposited in the bank concerned The action of Bank Mega has caused losses both material and immaterial loss so that Bank Mega has to give responsibility and compensation for damage and consumer loss according to Article 19 paragraph (2) Undang-Undang Nomor 8 Tahun 1999 regarding consumer protection.</p><p>Keywords: Responsibility; prudential principles; banks; and customers.</p><p>Abstrak</p><p>Artikelini bertujuan mengkaji tanggung jawab perbankan terhadap pembobolan dana nasabah dengan</p><p>studi kasus terhadap Bank Mega dalam kasus pembobolan dana deposito PT.Elnusa, Penelitian ini merupakan penelitian hukum normatif dengan melakukan pendekatan undang-undang dan pendekatan kasus.Berdasarkan hasil dari penelitian dapat disimpulkan bahwa tindakan Bank Mega mencairkan dana deposito milik PT.Elnusa secara tidak hati-hati dan tanpa sepengetahuan PT. Elnusa merupakan tindakan yang melanggar hukum. Bank Mega telah tidak memenuhi kewajibannya terhadap nasabah sebagaimana diatur dalam Pasal 37 B ayat (1) Undang-Undang Nomor 10 Tahun 1998 tentang Perbankan yang menyebutkan bahwa setiap bank wajib menjamin dana masyarakat yang disimpan pada bank yang bersangkutan. Tindakan Bank Mega telah menimbulkan kerugian baik materiil maupun immateriil sehingga Bank Mega selaku pelaku usaha berdasarkan Pasal 19 ayat (2) Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen bertanggung jawab untuk memberikan ganti rugi atas kerusakan, pencemaran, dan/atau kerugian konsumen akibat mengkonsumsi barang dan/atau jasa yang dihasilkan.</p><p>Kata Kunci: Tanggung jawab; prinsip kehati-hatian; bank; dan nasabah.</p>
