The Features of Protection of the Rights of Consumers – Participants of Foreign Trade Turnover in the Context of Digitalization

Introduction: digitalization has a serious impact on all spheres of life and affects the entire society. For entrepreneurs, it offers many new opportunities – from optimizing industrial production to developing completely new business models. The overall situation is changing rapidly, creating new challenges for the government and society. Consumers, as the weakest market participants, are particularly in need of protection, since they risk being unable to keep up with the rapid pace of business operations. Globalization amplifies these effects: in particular, online commerce benefits from cross-border digital markets. This has led to the emergence of corporations that dominate the markets of different countries. Individual consumers who want to defend their rights face the combined resources of corporations. Thus, consumer protection is a global problem. The purpose of the study: the consideration of the special features of protecting the rights of consumers – participants in foreign trade turnover using digital technologies. Methods: dialectical, system, logical, analysis, synthesis. The results of the study: the mechanisms for the effective protection of consumer rights are investigated. Conclusions: the author justifies the implementation of a set of measures and the creation of a regulatory framework that will expand the rights and opportunities of consumers at the international level and allow settling disputes and compensating for harm. According to the author, modern consumer protection is necessary to ensure a balance of interests of the market participants and to ensure that all participants – from multinational corporations to end consumers – benefit from digitalization, which consists in eliminating the risks of digitalization, using its opportunities and taking into account the interests of all participants.

The pandemic has become the reason for structural reforms as well as for discussing many issues by the expert community. In this regard, the Gaidar Forum – 2021 became the very platform where experts in various fields of knowledge could meet. Specialists discussed such issues as sustainable development problems, the innovative focus of development, the introduction of IT technologies, restructuring of national economies, new business models, etc. Most of the questions, one way or another, concern the problem of the evolution of the living environment. These are the questions that were presented by the experts of the “Building together” discussion platform. Analyzing the results of the construction complex, which ensures the implementation of the national project “Housing and the Urban Environment”, made it possible to identify the nature of further measures taken by the Government of the Russian Federation in order to create a competitive living environment. Experts systematized the prospects for business models of investment and construction activities involved in the development of territories, identified new tools for enhancing investment activity, and focused the attention of the authorities on information and communication technologies used in modeling the living environment.

Purpose Organizations are consistently seeking innovative strategies and novel pathways to enhance business processes and create differentiation. The global business ecosystem is changing and there is growing demand for multi-modal digital technologies, big data consolidation and data analytics to harness a cost-competitive agile system. Technological convergence and integration of digital systems is one of the preferred methodologies that facilitates new and effective workflows and revives business processes. The progressive interlinking of digital technologies with business operations leads to the convergence and blending of management disciplines, devices and applications. The growing inconsistencies in managerial understanding regarding the benefits of convergence prompts a comprehensive examination of digital convergence pathways, identifying the impacts on converging entities and business objectives. The State bank of India (SBI) mega-merger case study was selected to investigate the pragmatic framework of digital convergence and to understand the impacts on interlinked entities such as: business operations, strategic management, project team that support value creation and competitive differentiation. The purpose of this paper is to focus on the phenomena of techno-fusion of emerging technologies creating new opportunities, business models and unique strategies for global banking and financial service organizations. Design/methodology/approach This study applies the qualitative, inductive research method using critical reflection of before and after the implementation of convergence and digital integration strategies. The SBI case study employs this research strategy based on the premise that banks must stay agile and highly responsive to the changing environment to enhance its value proposition and competitive differentiation objectives. The study methodology incorporates cooperative inquiry and multiple levels of analysis using data collection techniques of exhaustive review of archives, informal interviews, questionnaires and observations to identify the synergistic process improvement pathway. The study is grounded on the concept that the convergence of diverse business pathways involves innovative and interlinked project, strategic and information technology (IT) workflows that results in open innovative systems. Findings The studies identify that organizational innovation and creative solutions are a result of ecosystem turbulence, environmental force diversity, competitive pressure and the need for differentiation. Organizations that harness the power of digital fusion and convergence of management, systems and data generate a competitive advantage. The technological convergence strategy pulls multiple business and technology processes (project, strategic, IT, Cloud, AI and business process management) at the organizational, divisional or functional level generating new opportunities and threats, new business models and unique growth strategies for global banking and financial services organizations. Organizations that fully integrate techno-fusion of business and digital strategies produce synergistic effects and enhance adaptability, innovation and resiliency in the face of competitive challenges. Research limitations/implications Additional areas that can be explored further as an extension of this study are listed below: identifying factors to improve the speed of convergence; the current results are limited to large size organizations where formal management and technology functions are distinctive. Similar studies on smaller organizations are warranted. Originality/value This study focuses on the evolving field of technology innovation, which is increasingly being intertwined with business operations. Innovative digital technology is enabling the convergence of the disciplines of management, digital devices and applications. This facilitates the creation of a pragmatic framework that supports convergence of business operations, strategic management and digital fusion which leads to value creation and competitive differentiation. The techno-fusion of emerging technologies and digital strategies generates new opportunities and threats, new business models and unique growth strategies for organizations.

The development of Russia's foreign trade is facing a number of difficulties caused primarily by the instability of the external environment of the world market and its politicization, which negatively affects all participants in relations. Political tensions in 2014 and subsequent counter-restrictive measures had a negative impact on the development of export-import relations in the regions of the country, the Kursk region was no exception. The region has a significant foreign trade potential in accordance with its industrial and agricultural specialization, in connection with which the study of the features of the current development of foreign trade activity is an urgent area of analysis. In the course of the study, the features of the development of foreign trade activities of the Kursk region in 2014-2019 are considered, the prevailing trends and their causes are identified. It has been established that over the past 6 years, the foreign trade turnover of the Kursk region has varied in waves: the period of decline is due to a change in the political situation in 2014, which led to a significant decline in foreign trade activity in the period 2015-2016. However, by 2017, the pace began to recover, and in 2019 it exceeded the pre-crisis level. Since 2016, the region has a stable positive trade balance, which indicates a more active development of exports than imports and emphasizes the export orientation, as well as the implementation of the import substitution strategy. An assessment in the context of the main foreign trade directions showed that over the past 6 years there has been a structural shift: if earlier the main importing countries were the CIS countries, and the exporters were non-CIS countries, today the overwhelming share of foreign trade operations falls on the far abroad.

The paper focuses on the primary sources of information on Russia’s foreign trade. The objective of the study is to describe the main sources of data on foreign trade in goods and services, and compare them according to such criteria as time horizon, specification by types of goods and services, the breakdown of data by country and region, and the data format.The methodology tools rely on the possibility of applying databases for various user tasks (such as operative analysis, international comparisons, and studying the structure of foreign trade by types of goods and services and by partner countries).The author shows that none of the databases meets all the criteria. To obtain a high-quality result, it is necessary to combine information from different sources. The paper demonstrates the problems of the incompleteness of the monthly data in the UN Comtrade database and uncertainty with the classifier at the junction of 2016-2017 in the Federal Customs Service TSVT database. The author reveals the data gaps in the UN Comtrade database for Russia for some commodity groups. The article presents a comparison of Bank of Russia, OECD, WTO, and UN publications.The conclusions are given in the form of recommendations on the use of the databases depending on the users’ requirements according to the speed of data publication, availability of data for international comparisons, and the need to reflect the structure of Russia’s foreign trade by type of goods and services.The analysis reveals individual structural components of foreign trade turnover and preferences in the use of information bases. For trade in goods, the author recommends a simultaneous usage of the Federal Customs Service TSVT database and the UN Comtrade database; for trade in services the use of the Bank of Russia, OECD or WTO databases (depending on the user’s task).

The article presents an analysis of the foreign economic activity of agricultural producers in the Southern Federal District. The general results of foreign trade of the constituent entities of the Russian Federation located in the Southern Federal District are considered. The general characteristic of the foreign trade activity of the Southern Federal District is provided, providing for an assessment of the value volumes and per capita indicators of export and import, foreign trade turnover, and the balance of foreign trade balance.

В статье раскрыта степень устойчивости экономики Казахстана к последствиям коронакризиса. В частности, рассмотрено влияние нефтяных цен на темпы роста ВВП и достаточность денежных резервов, хранящихся в Национальном Фонде, для поддержания национальной экономики в случае длительного сохранения низких цен на нефть. Для построения более целостной модели использовались также данные по внешнеторговому обороту страны и притоку прямых иностранных инвестиций. Автором проанализированы тенденции развития мировой экономики в период пандемии коронавируса. Выявлены предпосылки возможной рецессии стран, в основу которой заложена возникшая инверсия доходностей двухлетних и десятилетних казначейских облигаций США. Анализируя вопрос инверсии доходности установлено, что ее причиной стали спад финансовых рынков, обесценивание нефти и снижение деловой активности по всему миру, которые вынудили участников рынка перевести средства в 10-летние трежерис. Относительно Казахстана в статье проанализированы экономические последствия коронакризиса, а также изучена степень зависимости экономики от нефтяных цен. Отмечено, что переход к диверсифицированной экономике становится для Казахстана особенно актуальным и приоритетным в условиях волатильности цен на нефть. The article reveals the degree of stability of the economy of Kazakhstan to the consequences of the coronavirus crisis. In particular, the impact of oil prices on GDP growth rates and the adequacy of the monetary reserves stored in the National Fund to support the national economy in the event of long-term persistence of low oil prices are considered. To build a more holistic model, data on the country's foreign trade turnover and the inflow of foreign direct investment were also used. The authors analyzed the development trends of the world economy during the coronavirus pandemic. The prerequisites for a possible recession of countries are identified, which is based on the emerging inversion of the yields of two-year and ten-year US Treasury bonds. Analyzing the issue of income inversion, it was found that it was caused by the recession in financial markets, the depreciation of oil and the decline in business activity around the world, which forced market participants to transfer funds to 10-year Treasuries. With regard to Kazakhstan, the article analyzes the economic consequences of the coronavirus crisis, and also studies the degree of dependence of the economy on oil prices. It was noted that the transition to a diversified economy is becoming especially relevant and priority for Kazakhstan in the context of volatility in oil prices.
