This paper considers the construction of principles and the synthesis of a system of effective control over the processes of synchronization of generator sets (GSs) that form a part of the distributed MP-control systems for complex ship technical systems and complexes (STS and C). The tasks of synchronization have been set, the process and database models have been built, the system configurations have been defined. Based on the use of resultant functions, we have determined stages in solving the tasks of control over the frequency adjustment synchronization in a hierarchical sequence. The performance analysis of the STS and C control elements has been carried out; the use of the integrated optimization criteria and dual management principles has been proposed. Practical techniques to manage the GS synchronization have been given. We have solved the problem of high-speed control over the frequency of synchronized objects based on the principles of adjustment. That has made it possible to determine in advance the moments of GS enabling under the deterministic and stochastic statement of the synchronization task. The results of the experimental study into the GS synchronization processes are given; the effectiveness of the proposed GS control has been proven. The principles underlying the construction of procedures to control the GS composition when using the methods of "rigid" and "flexible" thresholds have made it possible to define the optimization criteria and implement a control law that satisfied the condition for an extremum, which is an indicator of the feasibility of the set goal and takes into consideration the limitations of control influences. We managed to design a system in the class of adaptive control systems by the appropriate decomposition of the system's elements by splitting a synchronization task into the task on performance and the task on control under the required conditions. The given examples of the processes where the synchronization failed while using standard synchronizer control algorithms, as well as processes of successful GS synchronization when applying the proposed synchronizer dual control algorithms, have confirmed the reliability of the main scientific results reported here.

Corporate governance was implemented in companies managerial activity. It explicitly sets forth such companies organization way according to the principle of the separation of the executive management from the decisional one, especially in those companies which were heading towards bankruptcy. Thus, the two models of corporate governance appeared, the dual management system or the simple management system. The most implemented system in Romania is the dual one and this system is implemented both in the private system as well as in public entities. In the private system, the dual system is implemented both in companies listed on a regulated market as well as in those not listed. Timid steps are also taken by entities with research & development (R&D) activities, for the moment among those listed with the Bucharest Stock Exchange, but we need to mention here that some corporate governance principles are implemented also in companies which are not listed, as we will see in what follows. Maybe it will not be bad to have this management system implemented also in research-development national institutes as it would be easier to follow the way of how the public money is spent. At the same time, by its implementation, the corporate governance might have an important role also in what concerns the human resource of such institutes.

Purpose The purpose of this paper is to contribute to the knowledge on the efficiency of the incubators in Mexico, from a double-managerial approach (incubator and start-ups) measuring the efficiency oriented to the survival growth in the employment. Design/methodology/approach The efficiency of 25 business incubators of a university in a Mexico was analyzed from 2012 to 2014. Through the envelope data analysis (DEA) technique, composed of five inputs and three outputs, which help to determine the decision-making units (DMUs) that are in the best practice border, being able to know the factors relevant and how they have been managed in the different incubators. Findings One of the three years observed was identified as the most efficient, with 13 start-ups at the most efficient border. The projection shows some entries that must be modified to maximize the creation of new incubated business with a focus on survival and growth. The authors propose the resources that must be modified to adopt efficient management practices for incubators and start-ups small size. Research limitations/implications This analysis recognizes the size and restriction of resources as a determinant in the efficiency of intermediate technology business incubators. However, an obvious limitation is the non-standardized sample of 25 incubators does not allow generalizing the results. Practical implications The special support received by start-ups linked to a university with strong financial and non-financial support. Originality/value Dual management (incubator and incubated start-ups) approach to efficiency analysis and the use of the DEA for the incubation topic and to fill a gap persists in the understanding of creation of new business in intermediate technology.

Simultaneous hemorrhagic and ischemic strokes have been previously reported in the literature. Typically, these occur in patients secondary to dialysis, cerebral amyloid angiopathy, or thrombotic thrombocytopenic purpura.1,2,3 However, this is the unique case of a 62-year-old Asian female who presented with a hemorrhagic stroke suspected to be secondary to refractory hypertension from intracranial large vessel atherosclerotic flow limiting stenosis, with rapid subsequent large vessel occlusion and ischemic stroke. Questions arise such as ideal blood pressure parameters for dual management, timeliness of computed tomography angiography imaging in the emergency department for detection of large vessel occlusion during intracranial hemorrhage, and subsequent selection of treatment plan in the dual-lesion patient population.

AbstractHow non-governmental organizations (NGOs) in China overcome external control from the state and advocate their mission under the dual-management system? While studies on the bargaining between NGOs and the competent authority mostly emphasize the use of persona connections at individual level, little research focuses on the strategy of how NGOs use institutional factors. This article argues that NGOs could get rid of the external control by creating new institutional links with the government, which provides NGOs more opportunities in advocacy. Based on an in-depth case study, this article takes an environmental NGO in H City of Z Province as an example to illustrate how the organization develops relationships with a new authority. This new institutional link helps the NGO to reduce its dependence on the single authority and enhance its autonomy. The changed power structure ultimately enables the NGO to expand its space for advocacy.

AbstractIn the China-specific dual management system of social organizations, competent government department’s support for and supervision over industrial associations affect and even determine their political engagement and policy advocacy. By analyzing the technological incubator association in the city of T, this paper finds that when local government departments have overlapping duties and interests, the industrial association, if it can help the disadvantaged department increase the chips for the power and resource game, can receive more attention, support and policy discourse power from that department. Besides, in the local government’s management model, a big enterprise with scale and resource advantages has more chances to communicate and interact with the government department that’s superior to the one in charge of the industrial association, so the industrial association in which this big enterprise is a member can get more attention and support from the competent department, making it more effective in policy advocacy.

Clomiphene citrate (CC) has been reported as an effective add-on therapy to somatostatin analogs and dopamine agonists in patients with acromegaly accompanied by hypogonadism; its use as a single agent to treat acromegaly and associated hypogonadism following incomplete surgery has not been previously reported. We report the first case in which clomiphene was utilized as a single agent for the dual management of acromegaly and hypogonadism, not controlled by pituitary surgery alone. The treatment was well tolerated and proved to be effective after a process of treatment withdrawal and reintroduction. We propose that clomiphene may be considered as a cost-effective oral treatment option in select cases of hypogonadal acromegaly.
