The circular economy (CE) has become a key sustainability discourse in the last decade. The Netherlands seeks to become fully circular by 2050 and the EU has set ambitious circularity targets in its CE Action Plan of 2015. The plastics sector, in particular, has gained a lot of attention as it is a priority area of both the EU and Dutch CE policies. However, there has been little research on the different and often contested discourses, governance processes and policy mechanisms guiding the transition to a circular economy and society. This paper aims to fill these gaps by asking what circular discourses and policies are being promoted in the Netherlands and what sustainability implications and recommendations can be drawn from it. It does so through a mix of media analysis, policy analysis, semi-structured interviews, and surveys using Q-methodology. Results indicate a dominance of technocentric imaginaries, and a general lack of discussion on holistic, and transformative visions, which integrate the full social, political, and ecological implication of a circular future. To address those challenges, this research brings key policy insights and recommendations which can help both academics and practitioners better understand and implement the transition towards a sustainable circular plastics economy.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

Nowadays, circular economy (CE) is on the agenda, however, this concept of closed supply chains originated in the 1960s. The current growing quantity of studies in this area accounts for different discourses except the holistic one, which mixes both approaches—contextual and operating (contextual approach utilizes the thorough examination of the CE theory, stricture of the policy, etc.; the operating one uses any kind of statistical data)—to assess the capacity of circular economy regulatory policy packages (CERPP) in operating raw materials and industrial wastes. This article demonstrates new guidelines for assessing the degree level of capacity (DLC) of CERPPs in the operation of raw materials and industrial wastes by utilizing the apparatus of the fuzzy set theory. It scrupulously surveys current CERPPs in three regions: the EU overall, Finland and Russia; and assesses for eight regions—the EU overall, Finland, Russia, China, Greece, France, the Netherlands and South Korea—the DLC of CERPPs in operating raw materials and industrial wastes. The results show that EU is the best in CE policy and its CERPP is 3R. The following are South Korea and China with the same type of CERPP. Finland, France and the Netherlands have worse results than EU with the type of CERPP called “integrated waste management” because of the absence of a waste hierarchy (reduce, recover, recycle). Russia closes the list with the type of CERPP “basic waste management”.

In European Seas, plastic litter from fishing activities, river transport, and poor waste management is one of the fastest growing threats to the health of the marine environment. Extruded polystyrene (XPS) and expanded polystyrene (EPS), specifically, have become some of the most prominent types of marine litter found around Europe’s coastlines. To combat this problem, the European Commission has ratified a series of regulations and policies, including the Single-Use Plastics Directive and the EU Action Plan for the Circular Economy. However, in order to ensure that the benefits of such regulations and policies are realized at a scale that can adequately address the scope of the problem, decision-makers will need to integrate the opinions, values, and priorities of relevant stakeholders who operate across the EPS/XPS product lifecycle. In this study, we apply a 35-statement Q-methodology to identify the priorities of stakeholders as they relate to the Irish EPS/XPS market and the wider societal transition to a circular economy. Based on the responses of nineteen individuals representing industry, policy-makers, and community leaders, we identified three distinct perspectives: System Overhaul; Incremental Upgrade; and Market Innovation. The results demonstrate that the type and format of policy interventions linked to Ireland’s EPS/XPS circular economy are heavily contested, which presents significant challenges for driving the debate forward. These results provide valuable information on viewpoints that can be used by different stakeholders at national and EU levels to address areas of conflict, ultimately fostering the development of more effective, broadly supported co-developed policies.

Abstract The construction and demolition industry (CDI) became a priority area for the EU circular economy as the industry has the largest waste stream by volume. Most of the CDI waste, however, ends up in incinerators for energy production or as downcycled content for road surfaces despite its enormous potential for recycling and reuse. This study focuses on the application of circularity in the CDI. We recognize that the construction industry provides a prominent decision context for studying circularity since many scrap materials resulting from demolished buildings and houses could be recycled, reused and refurbished in newly constructed edifices from foundation to rooftops. Adopting the fundamental circularity concepts, the study intends to compare how selected countries as early adopters of circularity in the EU apply distinct concepts of the circular economy in the CDI. The study investigates the manner circularity in CDI is achieved in the selected countries using determinants for project success in integrating the three dimensions of sustainability to identify and determine best practices. These determinants are: 1) stage of circularity as described in the waste hierarchy and circularity ladder, 2) building design principles, 3) life cycle stages specific to construction, and 4) availability and extent of policy or strategy on circularity in the EU countries where the selected projects are located. The EU countries covered are: the Netherlands, Belgium, Germany, France, and Denmark who are among the top 10 waste generators in Western Europe. The projects chosen are: (i) Superlocal project in the Netherlands; (ii) the Circular Retrofit Lab (CRL) project in Belgium; (iii) Open Air Library in Germany; (iv) Rehafutur Engineer’s House project in France; and (v) Upcycle Studios in Denmark.

The fashion industry has to play an important role in the path towards sustainability and the circular economy. Indeed, the fashion industry is a sector with a high environmental impact; it involves a very long and complicated supply chain, which is associated with large consumption of water and energy, use of chemical substances, water and air pollution, waste production and finally microplastic generation. In particular, textiles and clothing waste has become a huge global concern. Against this background, this paper aims at analysing the existing EU measures that have an impact on the development of sustainable practices and the transition to a circular economy in the fashion industry, with a particular focus on the EU revised legislative framework on waste adopted within the Circular Economy Action Plan of 2015.

Abstract The paper aims to present the main tendencies on the global and European natural polymer markets in recent years from the point of view of the requirements and achievements of the European Commission that have been expressed in recent programs and Strategies, with special reference to the Circular Economy New Action Plan and the European Green Deal—the EU Strategies for Climate Neutrality. Natural polymers play an important role among biodegradable products whose role in the production and international trade has been systematically increasing, especially since the middle of the last decade of the new century (2015). Natural polymers are also recommended by the EU from the point of view of their specific importance in the group of biodegradable products.

A circular economy is seen as a potential solution to the overburdening of Earth’s resources in our global economic system. However, implementation of circularity is still in its early stages, which is attributed to a variety of barriers that companies experience. Studies on these barriers identified a substantial number of potential barriers, however, these studies did not explore the variety of perceptions of these barriers by different companies. This study therefore explores the variety of barriers to the transition to circularity, as perceived by European furniture companies. Using Q-methodology, and with participation of 30 furniture companies from five EU countries, the study revealed four patterns of the perception of barriers. These four patterns of perception are distinct from each other, with high composite reliabilities and weak correlations between the patterns. Our analysis showed that especially the perception of market and resources categories of barriers make the difference between the identified patterns. The study demonstrated that barriers to circularity are not experienced in a single generalizable way, and provided valuable insight for the development of supporting or stimulation policies for circularity.

The hypothesis of this paper is that the circular economy (CE) has the potential to (re)balance the conflict within urban spatial planning between ‘place as a location’ and the ‘organization of space’. The former dominates the latter following a shift from a Fordist towards a finance and real-estate driven regime. A consequence is that existing manufacturing areas are increasingly transformed into residential and commercial areas. However, this conflicts with the rationale of CE, namely that to end the linear economy, externalized activities, such as the (re)manufacturing of waste, should be internalized again, especially within urban regions. Emphasized by the EU, The Netherlands have the ambition to become fully circular in 2050. To test our hypothesis, we focus on two ongoing circular area developments in Amsterdam and Utrecht. By performing a discourse-institutional analysis, we detect in both case studies a change in discourse towards CE. Our results show that in contrast to our hypothesis, the concept of circularity is not emphasizing the ‘organization of space’, but even accelerating ‘space as a location’, increasingly transforming urban industrial areas into circular built residential and commercial areas. We conclude with spatial policy recommendations regarding the ambitions of a future CE.

The article examines current trends in the circular economy development in the European Union, which is justly considered to be the leader in this area. The author enlists priority sectors, which are targeted by the Circular Economy Action Plan adopted in 2015. The paper examines a European strategy for plastics, which has ambitious targets till 2030, and a Critical Raw Materials initiative that is important for the EU as for an importer of many commodities. The latter leads to such benefits as supply risks mitigation and savings in energy and water. European Union’s key instruments aimed at making products more sustainable are discussed. Specifically, Ecodesign and energy labelling, Green Public Procurement, Ecolabel, and Enhanced Producer Responsibility scheme are presented. The author touches upon financing of circular economy innovations and adaptation of the industrial base in the EU. Over the 2016–2020 period, more than 10 billion euro in public funding has been provided. Half of this amount is designated for the purpose of the waste legislation support. Horizon 2020, Europe’s largest research and innovation programme, is one of the circular economy financing tools. 257 circular economy related projects were selected as a result of three calls for projects proposals amounting to 1,45 bln. The author’s review shows the large scale of changes in the European Union driven by implementation of the circular economy principles, which is important for the region’s trade partners.
