China’s management of marine ecological environments has experienced a development process that has gone from weak to strong. However, whether there are problems such as lack of systems, invalid systems, and system conflicts in the current management of marine ecological environments, and how to conduct collaborative governance among various complex subjects, remain to be answered. This paper first summarizes how China’s marine ecological environment management policy has evolved, which can be divided into five stages: the foundation stage (1949–1980), the initial establishment stage (1981–1995), the steady advancement stage (1996–2005), the deepening adjustment stage (2006–2010), and the strategic development stage (2011–present), and analyzes its characteristics at different stages. Then, this paper further explores the inherent dilemmas in the Chinese marine ecological environment management system. Finally, combined with the practical experience of marine ecological environment management in developed countries, this paper fully considers the division of responsibilities and mutual checks and balances of different subjects, flexibly configures various policy tools, and explores the mechanism of collaborative governance of marine ecological environment from the levels of government, market, the public and social organizations, so as to gradually improve the modern marine ecological environment management system and provide a reference for the government’s governance activities.

The current development stage of globalization process and market reforms in the industrial sector of the national economy requires from scientists and practitioners to design qualitatively new approaches to formation of the strategic development in different economy branches for geopolitical evaluation of threats and challenges. Technological backwardness in Russia increases comparing to developed countries. The poor participation of Russia in international scientific and technical exchange is explained by inconsistent government policy on development and use of intellectual potential, modernization and improvement of manufacturing industry competitiveness, promotion of high-tech products at foreign markets. Reported problems are observed in the pharmaceutical industry, industrial-technological system, which is now almost destroyed, leading to a critical level of dependence on drug imports. However, the pharmaceutical industry as one of the most high technology industries can lead to innovation development in Russia.

With the theme of ecological environment and low-carbon economic of the 21st century, the environmental protection industry possesses a huge market potential. Strengthen our environmental protection industry can create enormous economic as a new industries. Our environmental protection industry has already achieved certain progress, but it has still a large margin from the reality of the claim and the level of developed countries. In view of the problems in our environmental protection industry, this paper analysis the development status of China’s environmental protection industry, based on the prospect of environmental protection industry, propose measures of accelerating the development of China's environmental protection industry, which will push China's environmental protection industry into a new development stage.

In recent years,The economy of Heilongjiang province has developed rapidly, but the problem of air pollution, especially the haze in winter, is serious. In order to improve the ecological environment quality of Longjiang and promote high-quality economic development, the Heilongjiang provincial government has taken a series of key measures to prevent and control air pollution, and the air environment quality has been continuously improved. The prevention and control of air pollution requires the joint efforts of the government, enterprises and the public in order to win the battle against air pollution.

The article reveals the essence of state debt security and examines the threats to state debt security in the context of minimizing their negative impact and increasing the efficiency of the public debt management system. In determining the essence of state debt security and the study of threats to state debt security in the context of minimizing their negative impact and improving the efficiency of public debt management system, it was determined that debt security is the basis of economic sovereignty, resilience of its financial system to internal and external threats and implementation socio-economic strategy of sustainable development. The study is devoted to identifying the features of the current system of debt security in Ukraine and a set of threats to the growth of debt security in the country. One of the financial instruments of the national economy is loans from international financial organizations, which have a targeted strategic direction of innovation. These borrowings contribute to long-term economic growth. It is the inefficient management of such debt that leads to the disruption of the economic system, in particular to its imbalance and increase its vulnerability to factors of negative foreign economic influence. Therefore, the strategic goal of reducing the threat of negative impact on debt security is to determine the optimal policy for managing both external and internal debt of the state. Again, debt management policy is a condition for the stability and efficiency of the state economy. As a result of the study, the main reasons for the deterioration of Ukraine’s debt security can be identified, in particular: a complex political crisis, military conflict, deep economic recession, the existence of obligations to meet the state’s needs in natural gas and pensions, lack of sufficient political will to reform and apply unpopular measures to stabilize the economic situation. Coordinating the public debt management mechanism with Ukraine’s financial stabilization strategy will provide an opportunity to analyze the financial threats facing Ukraine in the global crisis and develop a common framework for all bodies, public authorities, which represent the external debt of Ukraine. When appropriate measures are taken, public debt coverage will be carried out mainly not by increasing the tax burden, but by economic growth. After studying the state of Ukraine’s debt security, conclusions were drawn on its increase by stabilizing the national currency, optimizing the structure of budget expenditures, stimulating the state domestic market, directing external borrowing to implement investment development programs and developing a promising debt strategy.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

The article is devoted to the research of goals and functions of lobbying activity. The author has processed the ideas of domestic and foreign scientists, proposed his own approaches to the definition of goals and functions of lobbying activities through the prism of public administration. As a result, a generalized vision of the goals and functions of lobbying activities as interrelated elements of the lobbying system was proposed, and a forecast for further evolution of the goals and functions of domestic lobbying was provided. The analysis of lobbying functions allowed us to notice the tendencies in shifting the goals of this activity. If the objectives were fully covered by functions such as mediation between citizens and the state, the information function and the function of organizing plurality of public interests, then the role of strengthening the self-organization of civil society and the function of compromise become increasingly important in the process of formation in the developed countries of civil society and the development of telecommunication technologies. Ukrainian lobbyism will not be left to the side of this process. Already, politicians of the highest level, leaders of financial and industrial groups have to act, adjust their goals (even if they are — declared), taking into account the reaction of the public. In the future, this trend will only increase. The analysis of current research and political events provides all grounds for believing that, while proper regulatory legislation is being formed in Ukraine, the goals and functions of domestic lobbying will essentially shift towards a compromise with the public. It is noted that in spite of the existence of a basic direction of action, lobbying may have several ramified goals. Guided by the goals set, lobbyism can manifest itself in various spheres of the political system of society, combining the closely intertwined interests of various actors in the lobbying process, or even — contrasting them.

This study describes the border management policy conducted by the central government, provinceof East Kalimantan and Nunukan. Policies such as the establishment of regulatory, institutionalstrengthening, programs and infrastructure development. The policy is getting good responsefrom the elite and the masses. On the other hand policy makers have expectations of localcommunities border synergism Sebatik Island in order to build and develop the border areas so asto break the chain of dependence on Malaysia. The research was conducted in Sebatik Island,East Kalimantan province Nunukan with the formulation of the problem (a) what policies areoriented to maintain borders, (b) How is the public response to government policy, (c) What areyour expectations of policy makers in local communities to regional border. This study usedqualitative methods to phenomenological research strategy. Techniques of data collection in thisstudy using two ways, namely in-depth interviews and secondary data view Results indicate thatthe existing policy of both the central and provincial to district borders do not solve the problembecause it is made on the island of Sebatik with other border regions. The policy does not includelocal knowledge, where it is desperately needed by the people Sebatik. In addition to policies onprograms and infrastructure development of the center, the district adopted a policy of inactionagainst the illegal cross-border trade, which on the one hand against the rules but if enforced thenpeople can not perform economic activities that impact well-being. Policies like this gets a positiveresponse from the public.
