E-cash Management System enhances cash management in the private sector and the public sector in a fast pace of organizational environment change. Though it has not a universal framework for e-cash management, the public sector in many countries has provided its usefulness by dint of their results of application. Concurrently, the public sector in Sri Lanka has also initiated e-cash management at ministerial and departmental levels parallel to the existing setup. Despite many attempts made in improving e-cash management system in the public sector, little progress has been made. However, there is a lack of research on e-cash management in the public sector in Sri Lanka. Thus, this study focuses to fill the gap in this regard. This study seeks to contribute knowledge in this area by addressing related questions. The first research question is as follows: Despite many reformsmade in the administration system in the public sector, whydo the issues in respect of e-cash management system abide or persist or prevail to be addressed? Secondly, what are the factors that have adversely affected the progress of e-cash management? Hence the study was carried out to elite answer to the aforementioned questions.Combinations of Qualitative and Quantitative research strategies were applied in the research process which is commonly known as mixed method research. Random sampling method was applied. Samples of 500 managers in the public sector were selected and only 317 responded. Data were collected by self-administered Questionnaire and interviewed concurrently. Using the data from the survey analyses was completed. The results of the study revealed that the existing level of e-cash management owing to administrative reforms and implementations have not effectively addressed the deep-rooted social, political and cultural issues which pose as crucial barriers for the success of e-cash management.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

<p>O objetivo deste artigo é contribuir ao debate acerca da gestão do Poder Judiciário tendo como referência o princípio constitucional da eficiência na administração pública e os princípios da gestão da qualidade. Sob esse enfoque são abordados os temas da crise na administração pública e na administração judiciária. Através de uma revisão bibliográfica em livros e artigos levantou-se as contribuições de autores sobre o tema em análise. Uma correlação entre os princípios da qualidade e a realidade encontrada na administração de unidades judiciárias, através das fontes analisadas para o estudo, é realizada com o fim de demonstrar a validade da aplicação dos princípios para nortear as mudanças necessárias para a melhoria da prestação jurisdicional e a aumentar a satisfação da sociedade. O artigo apresenta a aplicabilidade de um sistema de gestão da qualidade, conforme o modelo da norma ABNT NBR ISO 9001:2015, como uma alternativa eficaz para que o Poder Judiciário apresente a resposta mais adequada para a necessidade de melhoria na eficiência da gestão do Poder Judiciário.</p><p> </p><p>The purpose of this article is to contribute to the debate about the management of the Judiciary having as point of reference the constitutional principle of efficiency in the Public Administration and the principles of quality management. This approach addresses the issues of crisis in the public administration and judicial administration. Through a bibliographical review in books and articles the contributions of authors on the subject under analysis were compiled. A correlation between the principles of quality and the reality found in the management of judicial units, through the sources analyzed for the study, is established in order to demonstrate the validity of the application of the principles to guide the changes necessary to improve the jurisdictional performance and to increase the satisfaction of society. The article presents the applicability of a quality management system, according to the model of ABNT NBR ISO 9001: 2015, as an effective alternative for the Judiciary to provide the most appropriate response to the need of improving the efficiency of the Judiciary management.</p><p> </p>

The aim of this article is the analysis of the existing maritime domain management system in Croatia, with a special attention to the port system management compared to maritime domain and port management systems in Italy, Spain and France. The research shows that Croatia does not have the strategy for integrated management of maritime domain. In respect of the size of national territory covered by maritime domain and its importance for the general Croatian economy, especially for tourism, we believe that is undeniable that this issue should be regulated as follows: the newly established Public Institution for Integrated Maritime Domain Management should manage the maritime domain and it should have branches on regional level. Thereby the management system of maritime domain would finally be consistent, managed from one place and under management of experts. At the same time, the strategy would be the base for the reform of the existing MDSA or for the completely new law on maritime domain and seaports.

The protection of intellectual property (IP) is a crucial area to support the development process of any country, as it is in this context that the biggest strategic disputes are taking place. In recent years Brazil has developed some actions to achieve greater efficiency in the public IP management system, but are we on the right track? The present study seeks to present answers regarding the performance of Brazil and to highlight the advances and challenges regarding the IP system. The methodological approach was structured based on a review in the literature, highlighting the scientific, economic and technological indicators on the development of IP and the main IP objects registered with the Brazilian national intellectual property body (INPI) in the period of 2013 to 2016, in the areas of patents, trademarks, industrial design, computer program, circuit topography, technology contracts and geographical indication.

Purpose The purpose of this paper is to recognition and understanding of the inter-organisational learning processes in the public safety management system. Design/methodology/approach The findings presented in this paper are based on empirical data including: first, desk research in the scope of inter-organisational learning; second, participant observation conducted in the Provincial Headquarters of the State Fire Service in the Silesia Province in the years 2013–2014; third, hermeneutic process within a focus group of scholars conducted in December 2014 within a four-person group of researchers. The carried out studies have shown the usefulness of the three-loop learning model appliance. Findings The paper analyses the course of inter-organisational learning in dynamic and uncertain operating conditions. As a result, the main methods and effects of inter-organisational learning in the public safety management system are identified. Originality/value The paper adds a new value to understanding of inter-organisational learning in the framework of public safety management by driving attention to the importance of inter-organisational learning and its practical use. It also provides a useful research model for investigating inter-organisational learning and effective public safety management.

The paper considers innovations in the field of legal regulation of public procurement at the last stage of the reform carried out in the public finance management system. The main attention is paid to filling the gaps in the legislative framework of the contract system in the field of procurement through the introduction of more effective instruments in 2018–2019, measures are considered that can increase the efficiency of the procurement process, and the conclusion is drawn about the effect of procurement on the development of individual sectors of the economy.
