Urban population is steadily growing worldwide, while the number of people in Eastern Europe is decreasing. These two contradictory trends have outlined the proposal for sustainable solutions to solve civil engineering issues that are aimed at implementing the principles of sustainable development and ensuring a better quality of urban life. When considering the problem that is encountered in Eastern European countries, a multi-criteria model for sustainable urban development has been designed and focused on planning and simulating an inner urban living environment. The suggested model has disclosed the social, economic, environmental, and sustainable components of the infrastructure that are necessary for developing inner urban areas. The components have been adapted and presented in three different size territories covering Lithuanian cities and towns. The applied expert evaluation method has assisted in determining the key criteria that should be considered in order to identify the most important inner areas of urban development. It is expected that this study will extend activities that are performed in the field of improvement of sustainability engineering processes and offer guidelines for other researchers investigating the areas of inner urban development.

Over the last two decades, there has been an intensive discourse and research about measuring sustainable urban development. Many cities, regions and countries have decided to introduce indicators for monitoring and measuring the progress towards sustainability. Today there is a wide spread perception that information on the environment in general, and urban environment in particular, is the determinant of effective rational decisions and allocation of resources. Such information would enable planners and decision makers to formulate redistributive policies and programmes to address some of the disparities that exist in a post-socialist city. Cities of the post-socialist world characterized by sharp disparities, socio-economic contrasts and environmental degradation provide an excellent laboratory for tracing information on the quality of urban life. The current situation in the emerging Croatian coastal city of Zadar reflects the diversity of the post-socialist urban change in a very fragile Mediterranean landscape. This paper takes a critical look at sustainable development and its measurements. It describes the participatory approach through which different local communities in Zadar were evaluating quality of life based on basic pillars of sustainable development. The identification and collection of their opinions provide valuable data base and community input into urban governance and development planning decision making.

Abstract. Urban ecological space is a significant factor for sustainable urban development and ecological civilization construction. Traditional urban ecological space analysis mainly used medium-resolution image data at large scales and used high-resolution images at a typical urban scale. Few studies focused on the high-precision ecological space analysis at a national urban scale. In this study, high-precision urban boundary and land cover data were utilized to analyze the urban ecological space change and its reason from 2016 to 2017. Ecological space was extracted and merged from high-precision land cover data, which came from the National Geoinformation Survey data of China. Results showed that in 2017, the total urban ecological space area of 338 prefecture-level cities in China was 8514.2 square kilometers, accounting for 22.4% of the total urban area, which was far below the threshold of 40% for evaluating the urban green coverage in China. Urban ecological space of 184 cities declined. There were four principal reasons for the decrease of urban ecological space. First, the green space supporting the buildings was occupied. Second, the green landscape space near rivers and lakes was occupied. Third, blocks of woodland were occupied. Fourth, the water area was occupied. The reduced urban ecological space was mainly changed into construction sites, structures, and buildings. Urban ecological space of China was seriously insufficient, and it was heavily occupied. Adequate ecological space should be preserved not only in new urban development areas but also in the old urban areas to ensure people a more comfortable living environment.

The presented study addresses the problems of development of small and medium towns in Russia. Aim. The study aims to examine a town as a socio-economic environment where its residents exist and as the fundamental factor for the development of society.Tasks. The authors identify key problems in the development of small and medium Russian towns, which interferes with the historical appearance and has a negative impact on the living environment.Methods. Problems in the development of small and medium towns in Russia are examined using theoretical methods: systematic approach, statistical analysis, social and philosophical analysis.Results. The study identifies the main negative effects of the existing model of development of small and medium Russian towns, such as destruction of their historical and cultural appearance, distortion of the overall architectural motif, increased load on communications, and congestion of the transport infrastructure.Conclusions. At the current stage, efficient development of small and medium towns in Russia is impossible within the framework of the existing infill development. This chaotic process cannot be stopped without a new conceptual approach and changes in the legislative and normative framework of urban development. The only factor that determines the boundaries of the existing approach to urban development is the lack of physical space for new buildings in urban areas. The authors formulate proposals that would help to solve the problems of development of small and medium towns in Russia.

Quantitative and accurate urban land information on regional and global scales is urgently required for studying socioeconomic and eco-environmental problems. The spatial distribution of urban land is a significant part of urban development planning, which is vital for optimizing land use patterns and promoting sustainable urban development. Composite nighttime light (NTL) data from the Defense Meteorological Program Operational Line-Scan System (DMSP-OLS) have been proven to be effective for extracting urban land. However, the saturation and blooming within the DMSP-OLS NTL hinder its capacity to provide accurate urban information. This paper proposes an optimized approach that combines NTL with multiple index data to overcome the limitations of extracting urban land based only on NTL data. We combined three sources of data, the DMSP-OLS, the normalized difference vegetation index (NDVI), and the normalized difference water index (NDWI), to establish a novel approach called the vegetation–water-adjusted NTL urban index (VWANUI), which is used to rapidly extract urban land areas on regional and global scales. The results show that the proposed approach reduces the saturation of DMSP-OLS and essentially eliminates blooming effects. Next, we developed regression models based on the normalized DMSP-OLS, the human settlement index (HSI), the vegetation-adjusted NTL urban index (VANUI), and the VWANUI to analyze and estimate urban land areas. The results show that the VWANUI regression model provides the highest performance of all the models tested. To summarize, the VWANUI reduces saturation and blooming, and improves the accuracy with which urban areas are extracted, thereby providing valuable support and decision-making references for designing sustainable urban development.

This study deals with the use of remote sensing (RS), geographic information systems (GISs), hydrologic modeling (water modeling system, WMS), and hydraulic modeling (Hydrologic Engineering Center River Analysis System, HEC-RAS) to evaluate the impact of flash flood hazards on the sustainable urban development of Tabuk City, Kingdom of Saudi Arabia (KSA). Determining the impact of flood hazards on the urban area and developing alternatives for protection and prevention measures were the main aims of this work. Tabuk City is exposed to frequent flash flooding due to its location along the outlets of five major wadis. These wadis frequently carry flash floods, seriously impacting the urban areas of the city. WMS and HEC-HMS models and RS data were used to determine the paths and morphological characteristics of the wadis, the hydrographic flow of different drainage basins, flow rates and volumes, and the expansion of agricultural and urban areas from 1998 to 2018. Finally, hydraulic modeling of the HEC-RAS program was applied to delineate the urban areas that could be inundated with floodwater. Ultimately, the most suitable remedial measures are proposed to protect the future sustainable urban development of Tabuk City from flood hazards. This approach is rarely used in the KSA. We propose a novel method that could help decision-makers and planners in determining inundated flood zones before planning future urban and agricultural development in the KSA.

O trabalho em questão analisa, segundo o prisma da Geografia, a importância do patrimônio natural em ambiente urbano. Como objetivo principal, pretende compreender a percepção que os residentes na cidade de Coimbra (Portugal) têm da natureza e do papel que o património natural pode desempenhar na qualidade de vida da cidade. Para alcançar esses objetivos, inicia-se o texto com uma reflexão teórica que percorre conceitos como a topofilia e os olhares sociais sobre o ambiente e a natureza em contexto citadino. Depois, seguem-se dois procedimentos diferentes, mas complementares: (1) Como forma de registro da presença e do estado de conservação da natureza em Coimbra e da interação entre os cidadãos e o patrimônio natural naquele espaço geográfico, fez-se uma análise de campo com a montagem de um banco de dados fotográficos que representam excertos deste território; (2) Inquéritos por meio de entrevistas, em dois bairros da cidade – Vale das Flores e Monte Formoso – privilegiando adultos com idades superiores aos 30 anos. Apesar de a pesquisa ter revelado algumas contradições entre a prática e o discurso na percepção e na relação topofílica para com as áreas verdes urbanas, concluiu-se que a presença do patrimônio natural no ambiente urbano ainda se apresenta como uma questão secundária. Contudo, também se verificou que, para reforço desta relação simbólica e/ou funcional, o patrimônio natural deve estar presente em todo o contínuo urbano e não ficar restrito aos bairros mais elitizados ou aos parques. Abstract THE CITIZENS TOPOPHILIA AND THE NATURAL URBAN PATRIMONY: COIMBRA’S CASE STUDY This paper analyzes the importance of natural patrimony in the urban environment, under the prism of geography. The main objective of this study is to understand how nature is perceived in the city of Coimbra (Portugal) and the role that green areas and natural patrimony has in the quality of urban life. To achieve these objectives, this article discusses the conceptual argument about environmental perception, topophilia and the nature in the city. For this, it was used two different procedures: (1) Field analysis on the city of Coimbra with purpose to setting up a photographic database, to verify the presence, conservation and relationship to the natural patrimony inserted in urban environment; (2) Investigation through interviews in two neighborhoods of the city – Vale das Flores and Monte Formoso. The data revealed that the perception and the topophilic relationship to urban green areas are marked by the contradiction between practice and discourse. It was concluded that the presence of natural patrimony in the urban environment still present itself as a secondary issue. Moreover, it was concluded that to strengthen this relationship symbolically and/or functionally the natural patrimony must be present throughout all the continuous urban areas and should not be restricted to elite neighborhoods or parks.

The reuse of industrial zones is becoming one of the determinants of sustainable urban development, which ensures the effective use of urban areas, taking into account the principle of their integrated development. However, the modern urbanized environment has serious environmental problems, which limits the active use of the redevelopment tool. The conducted research of the implemented redevelopment projects showed that their main share is accounted for the construction of apartments and housing, multinational complexes, creative spaces and offices. The results of the cluster analysis of the territories of Russia allowed the authors to identify the most promising regions for redevelopment.

Losses from commercial activities reflect the decline and deterioration of the downtown, the urban fabric and the social structure of the cities. The dependence on motorized vehicles has grown significantly among consumers who must move to meet their daily needs. Such a process marginalizes vulnerable populations by promoting urban lifestyles less sustainable. Proximity trade is therefore becoming increasingly important for those groups because it encourages dynamism among distinct urban areas and reduces the use of vehicles. This urban model addresses a relevant issue as universal accessibility that allows residents to enjoy an available city and move freely without encountering obstacles. The major role played by trade in the creation of wealth and urban fabric demands the integration of commercial areas provisions into urban policy guidelines. In this context, the study aims at developing a set of indicators that link proximity trade with the promotion of sustainable urban development and the model of compact city to be included in Spanish urban planning guidelines. Sixteen indicators were thus formulated around five areas of action: urban morphology, urban complexity, sustainable mobility, urban metabolism and social cohesion.

Abstract Active travel (walking or cycling for transport) is considered the most sustainable form of getting from A to B. Yet the net effects of active travel on mobility-related CO2 emissions are complex and under-researched. Here we collected travel activity data in seven European cities and derived lifecycle CO2 emissions from daily travel activity. Daily mobility-related lifecycle CO2 emissions were 3.2 kgCO2 per person, with car travel contributing 70% and cycling 1%. Cyclists had 84% lower lifecycle CO2 emissions from all daily travel than non-cyclists. Lifecycle CO2 emissions decreased by -14% (95%CI -12% to -16%) per additional cycling trip and decreased by -62% (95%CI -61% to -63%) for each avoided car trip. An average person who ‘shifted travel modes’ from car to bike decreased lifecycle CO2 emissions by 3.2 (95%CI 2.0 to 5.2) kgCO2/day, and using a bike as the ‘main method of travel’ gave 7.1 (95%CI 4.8 to 10.4) kgCO2/day lower lifecycle CO2 emissions than mainly using a car or van. Investing in and promoting active travel should be a cornerstone of strategies to meet net zero carbon targets, particularly in urban areas, while also improving public health and quality of urban life.
