The purpose of this article is to concretize the main strategic goals formulated by the President of the Russian Federation in order to accelerate the country's economic development in terms of creating new production capacities in priority areas of economic and social development — national projects, as well as to substantiate a methodological approach to calculating the required volume of their resource provision. In addition to literary sources and official statistical reporting, normative and legal documents (strategies and government programs) in the field of strategic planning of the activities of the domestic defense industry branches were also used as an information base for the paper. The article addresses the following issues: 1) ranking according to the level of capital investments efficiency in various sectors of the Russian economy is made; 2) methodological approach to forming a forecast assessment of the required volumes of capital investments and labor resources to ensure the established rates of the country's economic development is proposed; 3) mechanism for identifying the volume of production depending on the capital investments amount is developed.

At the legislative level, it is established that the culture of Russia, as well as natural resources, is the property of the country and an important resource for the socio-economic development of all its territories and improving the quality of life of the population. Improving the management process and strategic planning of development of the sphere of culture is due to the need for more efficient use of public finances and the level of investment attractiveness of the industry. Strategic planning tools play an important role in optimizing the process of managing of the sphere of culture. The analysis of state programs and strategies sections of the socio-economic development of the eleven regions of FEFD on the development of the sphere of culture, revealed the structural and methodological problems of the development of regional strategic planning documents in the sphere of culture. The main problems include: inconsistency of the structure and content of strategies and programs with methodical instructions (recommendations) and the procedure for their development; lack of a unified methodological approach to understanding the essence and basic components of strategies and programs; lack of a unified approach to the number, composition and presentation of target indicators; insufficient level of interconnection of regional strategic planning documents. A serious problem in the development of strategies and programs is the lack of uniform requirements for indicators for assessing the implementation of strategic goals and objectives, measures of government programs, as well as an interconnected system for assessing strategic planning documents developed at different levels of management. Differences in the structural elements and inconsistencies with the stated criteria are noted in the reviewed documents of all FEFD regions. The main reason for the discrepancy – is the lack of a unified methodology for the development of both regional strategies and government programs.

The regulation of the restructuring employment processes that occurs in the course of the development of the economy and the evolution of its structure should be based on the selection of sectoral priorities and be accompanied by an assessment of this process in terms of its compliance with the needs of the development of progressive types of economic activity. In this regard, the problem of elaborating methodological approaches that ensure the orderliness and controllability of the process of restructuring employment, including objectifying the choice of progressive industries and assessing the quality of shifts in the sectoral structure of employment, is highly relevant. The article substantiates approaches to identifying sectoral priorities for restructuring employment based on the criteria of economic efficiency and involvement in the implementation of government programs and also proposes a sequential process for evaluating the quality of shifts in employment based on their compliance with the selected sectoral priorities. Within the framework of the proposed approaches, using the example of the labor market in Kazakhstan, the results obtained are presented, such as a sequence of analytical actions to determine the range of priority sectors, a matrix for identifying sectoral priorities for employment, a scheme for implementing a methodological approach to assessing the quality of shifts in the sectoral structure of employment. On the basis of the proposed approaches, an assessment of the quality of shifts in the sectoral structure of employment in Kazakhstan was carried out and conclusions were drawn about the insufficient correspondence of these shifts to the priorities of the country's economic development.

The external and internal conditions of the domestic economy are changing dynamically. These changes should be considered when adjusting the existing and developing new mechanisms to ensure the investment attractiveness of the economy. These also include the Federal Law “On Protecting and Encouraging Capital Investments in the Russian Federation”, implementation of special investment contracts, and further development of the “Project Finance Factory” program. The problem of improving the quality of investment policy should be addressed not only through the development of a system of measures aimed at the development of investment legislation and increasing state support for investment activities. The “evolution of values” is of fundamental importance here and contributes to the formation of an investment mentality. Strategic goals will dominate over short-term ones, and the strengthening of trust between the state, business, and civil society will be transformed into a real improvement of the investment climate, reduction of risk premiums and interest rates, as well as an increase in the volume of investments in public-private partnership projects. A necessary condition for the “evolution of values” is the creation of a specific system of education.

In the article the author focuses on the existing internal economic contradictions in regional development. The researcher indicates that classifying a region or including it into the regions lagging in economic development correlates with its resource supply taking into account the raw material nature of Russian economy. The article offfers the author’s interpretation of the concept of a “resource-deficient region”, as well as a gradation of the level of resource deficiency in the region: easy (acceptable) resource deficiency, sufficient (medium) resource deficiency, and deep resource deficiency. The author analyses one of the sources of more effective strategic development of resource deficit regions, it is the growth of investment attractiveness. The author has made a review of measures increasing the investment attractiveness of a region, developed by scientists and researchers. The strategic priorities of increasing the investment attractiveness of a resource-deficient region (depending on the degree of provision of resources) are proposed in terms of types of resources: financial, labor, natural, infrastructural, informational ones. The author has developed a system of principles for the growth of the investment attractiveness in a resource-deficient region (protection of investors’ interests, reasonable preferential conditions, economic feasibility of measures being developed, variability of measures increasing the investment attractiveness, optimal use of resources). The suggested principles allow optimizing the implementation of the tasks of forming the investment attractiveness of a resource-deficient region, creating the most comfortable conditions for internal and external investors, thereby increasing the competitiveness of the investment sector of a resource-deficient region, and developing measures to increase the investment attractiveness taking into account the specifics of a particular resource-deficient region. The author recommends reflecting the principles of increasing the investment attractiveness of a resource-deficient region in the main strategic documents that determine the development measures of a resourcedeficient region, linking them with tools to achieve strategic goals and objectives of the investment development of a resource-deficient region. The mechanisms of increasing the investment attractiveness of a resource-deficient region are studied based on the Chuvash Republic.

The article analyzes the effectiveness of the investment process in Russian economy, which is assessed using indicators of specific capital investments for introduction of production capacities. The dynamics and characteristics of changes in specific capital investments for various types of economic activity of Russian industry are analyzed. The main groups of factors that determine the change in specific capital investments are identified. It is concluded that, in the medium term, the state of the economy with a significant share of extractive industries will continue to have a decisive influence on the dynamics of specific capital investments, and objective processes of depletion of the mineral resource base and worsening production conditions will increase specific capital investments. The continuation of the noted trends will determine the requirements for the volume and structure of investments to ensure the reproduction of the industrial potential and increase its technical and technological level.

The article develops methodological approach to the analysis of groups of interests’ influence on the choice of Russia’s development strategy. It is possible to pass on to the analysis of specific issues of economic policy by forming several sub-groups in every "analytical" group. The article also considers the structure of Russian economy which was formed as a result of transformational crisis’ influence on Soviet economy, and relevant international comparisons. Main alternative ways of transition to innovational development are the renewal of Soviet "triangle economy" (the scenario "Mobilization") and complex institutional changes (the scenario "Modernization").

The report considers how the state economic policy contributes to the national economic development in the midterm perspective. It analyzes main current economic problems of the Russian economy, i.e. low effectiveness of the social system, high dependence on export industries and natural resources, high monopolization and underdeveloped free market, as well as barriers that hinder non-recourse-based business development including high tax burden, skilled labor deficit and lack of investment capital. We propose a social-oriented market economy as the Russian economic model to achieve a sustainable economic growth in the long-term perspective. This model is based on people’s prosperity and therefore expanding domestic demand that stimulates the growth of domestic non-resource-based sector which in turn can accelerate annual GDP growth rates to 10-12%. To realize this model "Delovaya Rossiya" proposes a program that consists of a number of directions and key groups of measures covering priority national projects, tax, fiscal, monetary, innovative-industrial, trade and social policies.

The article substantiates the methodological tools for the formation of the mechanism for implementing the strategy of sustainable economic development of the hotel and restaurant industry. To ensure the operation of the mechanism, a system of indicators and criteria for assessing the process of sustainable economic development, based on accelerating the growth of efficiency and reducing operating costs through reserve and progressive development of resource potential of the enterprise. The paper identifies the stages of sustainable economic development of the enterprise, which include: identification, grouping and analysis of factors of progressive and reserve development, their classification and determining the degree of influence on the growth of operational (production and administrative and marketing) activities, progressive development of resource potentials; development of regression models and indicators of progressive, reserve and sustainable (static and dynamic) economic development, which explain the patterns of influence of factors on performance indicators; forecasting the parameters of efficiency and cost of production and commercial activities; formation of the volume and structure of investments by types of capital investments that ensure the progressive development of resource potentials, economic growth and sustainability of the enterprise. A methodology for creating regression models and indicators was developed, which provided an opportunity to assess and predict the ratio of resource costs and the level of operational efficiency, as well as change the performance indicator by changing the values of factor parameters or their total value in different combinations. The algorithm of the organizational and economic mechanism of realization of strategy of management of steady economic development of the enterprise of hotel and restaurant sphere is constructed. This algorithm provided the ability to determine the reserves of available resources, as well as to establish the required size and structure of capital investments that reduce costs and increase the efficiency of production and administrative activities.
