The paper considers the problems of affordable housing market, construction quality improvement with the introduction of saving technologies, modern materials for comfortable living conditions for citizens through the housing policy to solve important socio-economic problems. The aim of this work is to develop new regional programs for low-rise construction, which will contribute to an increase in the volume of low-rise construction under commission, improvement of quality and living conditions, compliance with the requirements for energy efficiency and accessibility in remote areas of specific climatic conditions for certain categories of citizens employed in socially significant industries. The proposed approach to the regional program development of low-rise construction will increase its efficiency of regional strategic planning through the interaction between the subjects of the program implementation based on the formation of base and variable models of the business mechanism of low-rise construction. Using this approach, certain categories of citizens employed in socially significant industries will be provided with inexpensive, comfortable and energy-efficient houses in remote regions with specific climatic conditions.

In the monograph, the region is presented as a complex, multilevel socio-economic system consisting of many heterogeneous, interacting economic entities of different levels (economic agents and markets, management, resources and economic processes), jointly organizing reproduction processes embedded in the economic space of the national economy on the local territory. Currently, the role of rational management of the socio-economic development of the region is increasing. In such conditions, it is advisable to use strategic planning, which, in turn, has increasingly been carried out using a simulation model. The simulation model in regional strategic planning allows government agencies to predict their activities in the presence of various controlled and uncontrolled factors of the external and internal environment. In this study, the list of principles of strategic planning focused on the processes of strategic planning of the region using the method of simulation modeling is supplemented. A methodology for organizing strategic planning processes at the meso-level using simulation modeling technology is proposed. For a wide range of readers interested in the problems of regional strategic planning.

Subject. This article discusses the issues of harmonization of regional and industry-specific approaches in regional strategic planning. Objectives. The article aims to conduct a critical analysis of the existing approaches that take into account the regional and industry-specific principle in spatial planning. Methods. For the study, I used the methods of analysis. Results. The article describes active and passive forms of interconnection between regional and industry-specific components. It determines that direct and indirect ways of regional governance get effectively combined with each other. Conclusions. When choosing the tools for implementing spatial development projects, it is advisable to take into account the impact of the regional and industry-specific factors on macroeconomic indicators of development.

At the legislative level, it is established that the culture of Russia, as well as natural resources, is the property of the country and an important resource for the socio-economic development of all its territories and improving the quality of life of the population. Improving the management process and strategic planning of development of the sphere of culture is due to the need for more efficient use of public finances and the level of investment attractiveness of the industry. Strategic planning tools play an important role in optimizing the process of managing of the sphere of culture. The analysis of state programs and strategies sections of the socio-economic development of the eleven regions of FEFD on the development of the sphere of culture, revealed the structural and methodological problems of the development of regional strategic planning documents in the sphere of culture. The main problems include: inconsistency of the structure and content of strategies and programs with methodical instructions (recommendations) and the procedure for their development; lack of a unified methodological approach to understanding the essence and basic components of strategies and programs; lack of a unified approach to the number, composition and presentation of target indicators; insufficient level of interconnection of regional strategic planning documents. A serious problem in the development of strategies and programs is the lack of uniform requirements for indicators for assessing the implementation of strategic goals and objectives, measures of government programs, as well as an interconnected system for assessing strategic planning documents developed at different levels of management. Differences in the structural elements and inconsistencies with the stated criteria are noted in the reviewed documents of all FEFD regions. The main reason for the discrepancy – is the lack of a unified methodology for the development of both regional strategies and government programs.

The article discusses the theoretical and practical aspects of regional development management. The content of the strategic process is disclosed. The requirements to the strategy are formulated, reflecting the specifics of the region as a management object. The list of stages of regional strategic planning is defined and the requirements for the preparation and development of an economic and mathematical model are formalized. Putting the results into practice, the possibility of goal-setting, forecasting and development management is realized.

Purpose: development of an economic-mathematical model for quantifying the economic processes of the constituent entities of the Russian Federation as part of the implementation of regional strategic planning procedures as an instrument for solving the problems of modernizing the Russian economy. To achieve this goal, the following tasks were solved: requirements for the model were formulated; composition fixation and categorization of economic processes completed; the layout of numerical indicators; justified the use of the modeling method; the proof of model performance. Methods: in the study of the problem, the search and development of solutions, methods of comparative analysis, economic and mathematical modeling (regression analysis, correlation analysis, factor analysis, index methods), statistical data processing methods, as well as specially developed application software were used. The regional economic system is considered as a structure that includes a number of autonomous subsystems, each of which is characterized by certain objectively measurable indicators. Results: an economic-mathematical model of the regional economic system of the subject of the Russian Federation has been developed, the functionality of which is sufficient to justify causal relationships between indicators characterizing its current state. Seven systemic economic processes are formalized, the corresponding pairs of «factor-indicator» are arranged, where the factor is an indicator directly controlled by regional authorities, and the indicator mainly shows the macroeconomic quality and dynamics of the process. The proof of the model’s performance was carried out by the experimental method, including in the calculations the indicators of the constituent entities of the Russian Federation that are part of the North-West, Volga and North Caucasus federal districts. Conclusions and Relevance: applying the developed methodological and practical approaches in practice, it is possible to reasonably solve the problems of regional strategic planning, that is, to form a system of priority long-term guidelines that can be achieved using the appropriate set of measures. It is assumed that the applied solution developed for the purposes of this study, subject to its refinement and adjustment to the tasks of a particular region, can become the core of a development management decision support system.
