Development of the cultural sphere in strategic planning documents for the regions of the Far-Eastern federal district

At the legislative level, it is established that the culture of Russia, as well as natural resources, is the property of the country and an important resource for the socio-economic development of all its territories and improving the quality of life of the population. Improving the management process and strategic planning of development of the sphere of culture is due to the need for more efficient use of public finances and the level of investment attractiveness of the industry. Strategic planning tools play an important role in optimizing the process of managing of the sphere of culture. The analysis of state programs and strategies sections of the socio-economic development of the eleven regions of FEFD on the development of the sphere of culture, revealed the structural and methodological problems of the development of regional strategic planning documents in the sphere of culture. The main problems include: inconsistency of the structure and content of strategies and programs with methodical instructions (recommendations) and the procedure for their development; lack of a unified methodological approach to understanding the essence and basic components of strategies and programs; lack of a unified approach to the number, composition and presentation of target indicators; insufficient level of interconnection of regional strategic planning documents. A serious problem in the development of strategies and programs is the lack of uniform requirements for indicators for assessing the implementation of strategic goals and objectives, measures of government programs, as well as an interconnected system for assessing strategic planning documents developed at different levels of management. Differences in the structural elements and inconsistencies with the stated criteria are noted in the reviewed documents of all FEFD regions. The main reason for the discrepancy – is the lack of a unified methodology for the development of both regional strategies and government programs.

The strategic planning features of Russian regional socio-economic development in modern conditions are shown. The issue includes the use of strategic planning tools at various economic development levels of the country and its methodological development lack has been revealed. Indicators for determining the gender reserve of labor potential for the regional economic and social sphere are proposed. Indicators for the index of the gender balance in Irkutsk region and the constituent territories of the Siberian Federal District have been calculated. On the basis of the structure of the gender balance index for the constituent territories of the Siberian Federal District, the priorities of the areas of regional social development have been hilighted.

In modern conditions, implementation of sustainable progressive movement of the country by carrying out large-scale structural changes can be realized only on the basis of a centralized identification of areas, goals, priorities of socio-economic development, as well as indicators of strategies, programs and plans interconnected at all levels of the country's national economy management. Methodologically the article is based on dialectical method of scientific knowledge, as well as systemic and institutional approaches. Scientific periodicals (monographs, scientific articles, etc.) and official documents of legislative and executive authorities of the Russian Federation on the issues of state strategic and long-term planning in Russia and the USSR were used as an information and analytical base. The article dwells on the following issues: 1) as a result of analysis of domestic and foreign literary sources, as well as regulatory and methodological guidelines in the field of state strategic planning, its main shortcomings were identified. According to the authors, these include: dissemination of program-targeted management methods not only into all spheres of socio-economic development, but also to the areas of budget allocations, the lack of sufficient information base of calculations; 2) methodological approach (stages, sequence of work, methods and procedures) to elaborating state programs for the economic development of the country, industries and regions is proposed; 3) application of the methods of hierarchies analysis (MHA) and network modeling (NPM) as the main methods for developing state programs is substantiated; 4) proposals on the composition and structure of the information base for calculating indicators of state programs are given.

The authors of the article analyze the modern organizational, structural, methodological and informational problems of developing regional strategies in the period after the adoption of federal law № 172 «On strategic planning in the Russian Federation» and the Methodological recommendations for the development and adjustment of the strategy for socio-economic development of the subject of the Russian Federation . For this, a comparative analysis of regional strategies of the regions of the Volga Federal District was carried out. The following problems were identified: there is no single methodological approach to understanding the essence and basic elements of regional strategies; strategic documents of various types and levels are not agreed upon; long-term interests of economic agents in regional strategies are not consistent; lack of methodological support for the adaptability of targets and forecast indicators to changes in the external and internal environment; different institutional status and planning horizon of regional strategies; there is no single approach to the selection and presentation of target indicators in regional strategies; there is a problem of information support and methodological substantiation of regional strategies. The authors identified key areas for improving the information and methodological support for the development of regional strategies.

The article highlights the problems of heterogeneity and dissociation of the economic space of Russia, the lack of effective interaction of territorially localized systems. The solution of these problems is possible on the basis of constructing the activity of planning subjects within spatial social and economic systems considering influence of factors of environment uncertainty, their quality, complexity and high dynamism. Strategic planning of the development of spatial socio-economic systems involves the study of the external environment to identify opportunities and threats, define their strengths and weaknesses and competitive advantages, formulate the mission and development goals, and choose a strategy to achieve them based on the analysis of alternatives. Algorithms for working out a program for regional socio-economic development and a program for socio-economic development of the municipality have been proposed. The organization of the process of creating the regional socio-economic development program in accordance with the proposed algorithm will significantly increase the efficiency of planning, interaction between authorities and society; it will allow a sufficiently high level of detail, excluding contradictions, to coordinate the priorities of balanced and sustainable development of individual regions and the region as a whole. The inclusion in the planning processes the spatial and socio-economic development of the region and its municipalities allows to ensure compliance with the principle of the unity of spatial and socio-economic planning, which is an undoubted advantage of the algorithms proposed. The analysis of the existing regulatory framework on the problems of strategic planning of spatial and socio-economic development of the Astrakhan region has been given. It is recommended to make certain adjustments to the law on regional strategic planning of the Astrakhan region. It has been inferred that synchronization of the process of strategic planning of spatial and socio-economic development of spatial socio-economic systems can be organized by eliminating the inconsistency of actions of power structures, local self-government and economic entities; improving the efficiency of management decisions of regional power structures and local self-government.

Today, strategic planning is widely used in the contemporary Russian public administration practices for regional socio-economic development. Since 2005, the regions have started to develop their own economic strategies, most of which were adopted before 2020, so it is not too soon to sum up the implementation results of regional strategies for this period, i.e. assessment of target values of socio-economic indicators, implementation of socio-economic projects, completion of the construction projects provided for in the strategic planning documents. The paper analyzes the achievement of certain targets indicators in the development strategies of the Republic of Tuva and the Novosibirsk Region. Currently, the mechanism to monitor the implementation of strategic documents is not well developed. The development of such a monitoring procedure would make it possible to turn the strategy from a “goal setting document” into an effective tool for the public and non-government organizations to evaluate the efforts of regional executive bodies towards promoting socio-economic development of the region. The development of performance assessment methodologies is complicated by the impossibility to apply a uniform strategic methodology because the strategies are different for each region.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.
