O uso público de uma área protegida está associado ao processo de visitação que pode se manifestar em atividades educativas, de lazer, recreativas e de interpretação ambiental, desde que não afetem negativamente os objetivos de conservação da área visitada. No Rio Grande do Sul mais da metade das 23 Unidades de Conservação (UC) estaduais são Parques, categoria que privilegia o uso público. O Programa de Uso Público visa ordenar a presença humana no interior da UC, prevendo turismo, educação e interpretação ambiental. Este trabalho teve por objetivo diagnosticar a realidade dos programas de uso público dos parques estaduais do Rio Grande do Sul, conhecendo a percepção dos gestores dessas áreas quanto às atividades desenvolvidas e a eficácia de cada programa. Oito parques estaduais que já contam com plano de manejo foram estudados. A falta de funcionários é apontada por todos os gestores como sendo o fator responsável pelo fato de sete parques estaduais não receberem visitantes. Mais da metade das ações propostas nos programas de uso público não estavam efetivadas quando da realização do estudo. An overview on Public Use in State Parks of Rio Grande do Sul (Brazil) ABSTRACT The public use of a protected area is associated to the process of visitation that can manifest itself in educational, leisure, recreational and environmental interpretation activities, as long as it does not negatively affect the conservation objectives of the visited area. In Rio Grande do Sul, more than half of the 23 protected areas are Parks, a category that favors public use. The Public Use Program aims to order the human presence inside the protected area, providing for tourism, education and environmental interpretation. This study aimed to diagnose the reality of the public use programs of the state parks of Rio Grande do Sul, knowing the perception of the managers of these areas as to the activities developed and the effectiveness of each program. Eight state parks that already have a management plan were studied. The lack of employees is pointed out by all managers as being the factor responsible for the fact that seven state parks do not receive visitors. ABSTRACT The Hibiscus Coast Municipality assumed it had the authority to issue or amend bylaws to formalise an existing nudist friendly beach within the Mpenjati Nature Reserve. Following a complaint, the Public Protector concluded the same when she investigated the legality of the Municipality's actions. Two immediate questions arise. The first, whether the Municipality and the Public Protector were correct in their view that the Municipality has the authority over the beach irrespective of the presence of a protected area, and the second, whether nudism is a legal activity therein. Both the Municipality and the Public Protector overlooked the relevance of the nudist friendly beach being located within a protected area and the power of the management authority to determine the nature of the tourism that takes place therein. Nudism within a protected area appears not to be in conflict with the Sexual Offences Act 23 of 1969 and hence may be a legitimate activity within such area. The National Environmental Management: Protected Areas Act 57 of 2003 and the Regulations thereunder appear not to contain provisions that prohibit nudism or other niche nature based tourism activities. Provided that the activity conforms to the purpose of the Act and proteced area management plan and zonation and does not pose a significant physical risk to the integrity of the protected area, the conservation agency may be hard-pressed to refuse a request for a niche nature based tourism activity, such as nudism, to be included in the zonation - should one be received.1 Key words: Municipality, National Environmental Management: Protected Areas Act, nature based tourism, nudist friendly beach, protected area, Public Protector, Sexual Offences Act, zonation.

ResumoEste artigo apresenta uma análise do cenário emergido com a efetivação da Política de Educação Museal (PNEM), temática principal, e a participação das Redes de Educadores em Museus, vivenciadas pelos sujeitos da dinâmica educacional em instituições culturais desde a sua concepção. Relata a participação da Rede de Educadores em Museus do Rio Grande do Sul (REM-RS), na elaboração compartilhada do Programa de Educação Museal, no período de 2012 a 2017. Tem o objetivo de evidenciar tensões experimentadas pelo museu, a escola e por seus agentes nas atividades do setor educacional museológico. Sugere que as ações empreendidas para fomentar a incorporação da PNEM às instituições museológicas sejam efetivadas de forma articulada e com indispensável reconfiguração de acordo com os princípios e diretrizes da política pública voltada aos museus brasileiros, enquanto referencial para o setor. Destaca a Carta de Petrópolis, a Carta de Belém e a Carta de Porto Alegre documentos que demonstram a participação e as discussões, presenciais e em rede, geradas pelos profissionais efetivamente envolvidos nos processos de construção que resultaram na referida política.  Conclui com relatos de experiências e atividades na formação docente no espaço museológico como forma de adequar o trabalho educacional em museus ao PNEM.Palavras-chave: Educação Museal. Formação docente. NATIONAL POLICY OF MUSEAL EDUCATION - PNEM:Museums, Education and Networks  Abstract               This article presents an analysis of the emerged scenario with the implementation of the Museum Education Policy (PNEM), the main theme, and the participation of the Educator Networks in Museums, experienced by the subjects of the educational dynamics in cultural institutions from their conception. It reports on the participation of the Network of Educators in Museums of Rio Grande do Sul (REM-RS), in the shared elaboration of the Museum Education Program, from 2012 to 2017. Its objective is to tensions experienced by the museum, the school and its agents in the activities of the museum educational sector. It suggests that the actions undertaken to promote the incorporation of PNEM to museological institutions should be carried out in an articulated manner and with an indispensable reconfiguration in accordance with the principles and guidelines of the public policy focused on Brazilian museums, as a reference for the sector. The Petrópolis Charter, the Belém Charter and the Porto Alegre Charter emphasize the documents that demonstrate the participation and the discussions, both in person and in a network, generated by the professionals effectively involved in the construction processes that resulted in this policy. Concludes with reports of experiences and activities in teacher training in the museum space as a way to adapt the educational work in museums to the PNEM. Key words: Museum Education. Networks. Protected areas are the most frequently used tool for the mitigation of threats to biodiversity. However, without effective management, the creation of new protected areas may be ineffective. In Brazil, protected areas must have both a governing body (consultative or deliberative council) and an official management plan. Here, we analyzed general trends and patterns in the approval of the management plans for Brazilian federal protected areas. We considered all federal protected areas, and compiled data on (i) the year the area was created, (ii) the type of protected area (integral protection vs. sustainable use), (iii) year its management plan was approved, (iv) year in which the management plan was revised after its approval, (v) total area (in hectares), and (vi) the biome in which the area is located. We stablished three groups of protected area: 1) Group A: protected areas created prior to 1979, 2) Group B: protected areas created between 1979 and 1999, and 3) Group C: protected areas created between 2000 to the present time. Finally, we tested whether time for the approval of the management plan suffered a simultaneous effect of the type of biome and type of categories of protected area (strictly protected vs. sustainable use areas). We found 211 (63.17% of the 334) protected areas with management plan. On average, the time taken for the creation and approval of a management plan far exceeds the deadlines (5 yrs.) defined under current Brazilian law. All Brazilian biomes are poorly covered by protected areas with effective management plans, with the highest and lowest value observed in the Pantanal (100%) and Caatinga (46.42%), respectively. Our results suggest that the effectiveness of many federal protected areas in Brazil can be reduced considerably by the lack of a management plan, with deleterious consequences for the country’s principal conservation strategies.

The main purpose of this is paper is to presents the Theil-T index based on the laws of physics and Shannon´s modern mathematical theory of communication to measure income inequality. This index enables to use stratum data by income besides to estimating the inequality intra stratum. The methodology will be  illustrated with an  application to measure the inequality   in the formal labor market in  Santa Maria city in  Rio Grande do Sul, using  social characteristics  as gender, age and education level  and,  attributes of the own market like  sphere of activity and economic activity  from 2000 to 2009. Although the ex-inequality index calculated using the characteristics above mentioned is classified as medium low according to the PNUD classification, the index  emphasizes the importance of assessing the distribution of income considering the local conditions of each micro region  in order to direct the public politics  to correct the most influential determinants of disparities.

Este trabalho apresenta os resultados de uma investigação de natureza qualitativa realizada em aulas de educação física em escolas públicas da cidade de Porto Alegre—RS. O propósito do estudo foi examinar a relação entre a produção de conhecimento e 3 prática profissional de futuros professores de educação física. A pesquisa enfocou o ensino de um elemento específico da cultura física brasileira (futebol) a estudantes de 5a a 8a série, durante o período de um semestre acadêmico, por 11 estudantes em fase de conclusão de curso, da Escola de Educação Física da Universidade Federal de Rio Grande do Sul.  This work presents the results of a qualitative investigation carried out in physical education classes in the public schools of the city of Porto Alegre -RS. The purpose of the study was to examine the relationship between the production of knowledge in physical education and the professional practice of future physical education teachers. The research focused on the teaching of a specific element of the Brazilian physical culture (soccer) to students of 5th to 8th grades during a period of an academic term by 11 final year undergraduate students of the Faculty of Physical Education of the Federal University of Rio Grande do Sul.

A discussão sobre a concessão das unidades de conservação é extremamente importante e tem gerado polêmica no Estado de São Paulo, devido à aprovação da Lei Nº 16.260, de 29 de junho de 2016, que “autoriza a Fazenda do Estado a conceder a exploração de serviços ou o uso, total ou parcial, de áreas em próprios estaduais”. A pesquisa e o debate sobre o tema são fundamentais para compreensão e reflexão das possibilidades e consequências da escolha deste caminho para as UCs, ainda que estes devessem anteceder a tomada de decisão. As atividades turísticas e de lazer estão dentre os principais serviços a serem concedidos a iniciativa privada nos Parques Estaduais. Embora essas atividades estejam dentre os objetivos deste tipo de categoria de UC é preeminente ressaltar que a conservação deve nortear a gestão. O Estado é responsável por proteger importantes fragmentos de Mata Atlântica e Cerrado, em áreas com diferentes tipos de ocupação e pressão. Para tanto, necessita de investimento em pessoal capacitado, infraestrutura e equipamentos, além do apoio e diálogo com comunidades tradicionais, que tenham relação com as áreas. O que se observa atualmente é a precarização dos serviços prestados, em que os servidores públicos não têm plano de carreira e os guarda-parques, funcionários primordiais para essas áreas, estão se extinguindo e com eles todo um rico conhecimento. A maioria dos gestores é comissionada e em alguns casos não tem formação adequada para função. A fiscalização é terceirizada e patrimonial deixando que a Floresta propriamente dita, fique a mercê de usos indevidos e inadequados como ocupação irregular, extração de flora, caça, depósito de entulhos, entre outros. É fato que as atividades de uso público realizadas atualmente estão aquém das possibilidades dos parques. A concessão de serviços como alimentação, hospedagem, aluguel de equipamentos e implantação de estruturas para atividades de ecoturismo podem sim ser uma alternativa para dinamizar o uso desses espaços e gerar recursos. Há diversos exemplos de sucesso no exterior e no Brasil, que podem ser inspiradores. Porém, é necessário fundamentalmente que o Estado assuma a responsabilidade legal de salvaguardar as UCs, valorizando a carreira dos servidores públicos investindo em concursos e capacitações. Somente com uma estrutura organizacional fortalecida será possível conduzir com eficiência processos de concessão, que contribuam com a otimização de uso adequado desses espaços. As UCs fornecem serviços ambientais imensuráveis e dentre eles estão às oportunidades turismo, lazer e recreação. Tourism Concessions in Protected Areas of São Paulo state (Brazil): reflections, opportunities and challenges ABSTRACT The discussion on the concession of protected areas is extremely important and has generated controversy in the State of São Paulo, due to the approval of the draft law Nº 16.260, that "authorizes the State Treasury to grant the exploitation of services or use of all or part of areas in state themselves." Research and debate on the subject are fundamental to understanding and reflection of the possibilities and consequences of choosing this way for protected area, even if they were to precede decision-making. Tourist and leisure activities are among the main services to be granted to private initiative in the State Parks. Although these activities are among the goals of that category of PA is paramount to emphasize that conservation should guide the management. The State is responsible for protecting important fragments of Atlantic Forest and Savannah, in areas with different types of occupation and pressure. Therefore, it needs investment in trained personnel, infrastructure and equipment, and support and dialogue with traditional communities that relate to the areas. What we currently see is the precariousness of services, where public servants have no career plan and park rangers, primary staff to these areas, they are dying off and with them a whole wealth of knowledge. Most managers are commissioned and in some cases do not have adequate training to function. The inspection is outsourced and property letting the forest itself, be at the mercy of undue and inappropriate uses such as illegal occupation, flora extraction, hunting, debris deposit, among others. It is true that the public use activities currently performed are beyond the means of the parks. The concession of services such as food, lodging, equipment rental and implementation of ecotourism activities to structures can indeed be an alternative to boost the use of these spaces and generate resources. There are many examples of success in Brazil and abroad, which can be inspiring. However, it is fundamentally necessary that the State assumes the legal responsibility to safeguard the protected areas, enhancing the careers of public servants investing in competitions and training. Only with a strengthened organizational structure will be possible to drive efficiently concession processes that contribute to the optimization of appropriate use of these spaces. PAs provide immeasurable environmental services and among them are the opportunities tourism, leisure and recreation. KEYWORDS: State Parks; Public Use; Management; Conservation.

The tick collection of the Museu de Historia Natural Capão da Imbuia was first sorted in the end of the 80's, and a list of specimens was published in 1992. During the last ten years, the collection has grown substantially and became the depository collection for type-specimens. The collection is the most regional representative depository of ticks from the State of Paraná, and it is one of the four largest Brazilian collections in number of specimens. All material was revised, and the data were computerized and catalogued in cards. To date, the collection includes 504 vials, with 2,073 specimens, belonging to 25 species and six genera of the families Argasidae and Ixodidae. The ticks were collected in regional and state parks and in green areas from 60 municipalities distributed within eight Brazilian states. This catalogue corrects some of the records published in 1992 for the state of Paraná and records new host species for Amblyomma aureolatum (Pallas, 1772), A. cajennense (Fabricius, 1787), A. longirostre (Koch, 1844), A. tigrinum Koch, 1844, Ixodes aragaoi Fonseca, 1935, I. auritulus Neumann, 1904, I. fuscipes Koch, 1844 and I. paranaensis Barros-Battesti, Arzua, Pichorim & Keirans, 2003. Amblyomma brasiliense Aragão, 1908, A. coelebs Neumann, 1899, A. nodosum Neumann, 1899 and I. fuscipes are recorded, for the first time, from the state of Paraná; A. longirostre from Rio Grande do Sul; I. fuscipes from Santa Catarina; I. schulzei Aragão & Fonseca, 1951 from Rondônia; and A. rotundatum Koch, 1844 from Bahia. In addition Haemaphysalis juxtakochi Cooley, 1946 and I. fuscipes are recorded for the first time, infesting birds.

Background: Although formal protected areas in South Africa date back to the turn of the 19th century, requirements for protected area management plans only became mandatory a century later. Prior to the promulgation of the World Heritage Convention Act 49 in 1999, and subsequently the National Environmental Management: Protected Areas Act 57 in 2003, requirements for management plans were voluntary, and guidance to the plan’s content was fragmented across an array of international, national and provincial policy instruments.Objectives: As there has been little academic debate on the relevance and content of protected area management plans, an improved understanding of these plans, and the role they play in biodiversity conservation, is required.Method: This article explores the evolution of the management plan, revisiting its historical and current legal context at international and national scales.Results: Despite being the principal legislative framework for management plans, the World Heritage Convention Act and the National Environmental Management Protected Area Act did not consolidate the plethora of management plan requirements, and hence did not bring clarity when these conflicted or were ambiguous.Conclusion: Legal provisions for management plans are highly fragmented. This risks plans not being complete, falling short of the requirement to ensure that protected areas fulfil the purpose for which they were established. A consolidation of relevant provisions, as well as emerging best practices is recommended. This may require the revision of South Africa’s environmental law, to provide greater clarity on the contemporary understanding of the contribution of protected areas to conservation and the well-being of people (viz. the ‘purpose’).

As Unidades de Conservação instituídas no Brasil tem empreendido esforços para proteger a diversidade ecológica e cultural do país, entretanto, o uso destes espaços dissociado de políticas de manejo, conservação e sensibilização da população local e dos visitantes tem reproduzido um cenário de degradação ambiental. A Área de Relevante Interesse Ecológico Econômico (ARIE) Mata da Bica, criada no município de Portalegre, Rio Grande do Norte, Brasil, através do decreto municipal 002/2016, destaca-se pelos seus atributos naturais, representados pelas nascentes perenes, a Cachoeira do Pinga e a mata subcaducifólia associada. Apesar do potencial ambiental, a unidade não dispõe ainda do seu plano de manejo, e o uso público ocorre de maneira desordenada. Tendo em vista esta problemática, este trabalho teve por objetivo analisar o uso público da ARIE Mata da Bica e propor alternativas de uso coerentes com a conservação e o bem-estar social. Para isso, a coleta de dados se deteve às técnicas de georreferenciamento, registro fotográfico, check list, e aplicação de 119 questionários. Os principais resultados obtidos constataram que a maioria dos visitantes da ARIE não reside em Portalegre (77%); e que estes, apesar de estarem visitando uma Unidade de Conservação, desconhecem o termo (65%) e 79% não sabe o significado de ARIE; Quanto ao uso público, as atividades de educação ambiental, turismo científico e observação de aves foram eleitas como possibilidades para a Mata da Bica, que atualmente é utilizada principalmente para fins de balneabilidade e contemplação paisagística. Mediante o destaque do local como um polo turístico regional, de aspectos ecológicos relevantes, acredita-se que o diagnóstico proferido no estudo contribuirá com a construção de uma política de regulação e gestão coerente com a dinâmica do local. The public use of the Area of Relevant Ecological Interest Mata da Bica/Portalegre (RN, Brazil): potentialities and limitations ABSTRACT Conservation Units established in Brazil have made efforts to protect the country's ecological and cultural diversity, however, the use of these spaces disassociated with the management, conservation and sensitization policies of the local population and visitors has reproduced a scenario of environmental degradation. The Area of Relevant Ecological Economic Interest (ARIE) Mata da Bica, created in the municipality of Portalegre, Rio Grande do Norte, Brazil, through municipal decree 002/2016, stands out for its natural attributes, represented by the perennial springs, the Pinga Water fall and the associated sub-deciduous forest. Despite the environmental potential, the unit does not have its management plan, and public use occurs in a disorderly manner. In view of this problem, the objective of this work was to analyse the public use of ARIE Mata da Bica and propose alternatives of use consistent with conservation and social welfare. For this, the data collection was the techniques of georeferencing, photographic record, checklist, and application of 119 questionnaires. The main results obtained showed that the majority of ARIE visitors do not live in Portalegre (77%); and that these, although they are visiting a Conservation Unit, are unaware of the term (65%) and 79% do not know the meaning of ARIE. As for public use, the activities of environmental education, scientific tourism and birdwatching were chosen as possibilities for Mata da Bica, which is currently used mainly for bathing and landscape contemplation purposes. By highlighting the place as a regional tourist pole, of relevant ecological aspects, it is believed that the diagnosis given in the study will contribute to the construction of a policy of regulation and management consistent with the dynamics of the site.
