The aim of the article is to conduct a comprehensive study of bullying prevention at schools using foreign experience. The subject of research is the concept of bulling and features of its manifestation in educational institutions. The research methodology includes general scientific and special methods of legal science: method of theoretical analysis and systematization of scientific literature, method of modeling, statistical method, dogmatic method, logical method, method of summarization. Research results. The main causes, consequences of bullying in schools are analyzed and the characteristics of its participants are given. It is determined that bullying can be considered as a social, legal, psychological and pedagogical problem. Practical meaning. It is proved that schools without bullying differ in cohesion and various extracurricular forms of interaction between students. Value / originality. It is stated that the main means of counteracting this negative phenomenon in educational institutions are active public life, an atmosphere of openness, the possibility of collective conflict resolution under the guidance of a caring teacher.

Research of features of financial and legal incentives of investment activities in the regions. Methodological basis of the study raised issues were the following: general scientific methods of cognition generalization, analogy, analysis and synthesis, elaboration, comparison, logical method, etc. Conducted interdisciplinary analysis of literature and sources on stimulating investment activities, with particular emphasis given to the Institute financial and legal incentives. Formed the author's definition of the term ʼfinancial and legal stimulus of investment activity of regionsʼ. Studied types of financial and legal incentives of investment activities of the regions. Analyzed regional legislation and judicial practice on the subject of study places financial incentives in the legal field of regional legislation. Identified conflicts in the system of financial and legal incentives of investment activities of the regions. A proposal to optimize the preliminary control of the Prosecutor's offices of the legality of the investment legislation, in particular, the structure of which has different financial and legal incentives of investment activities in Russian regions.

The subject of this research is the normative legal acts, scientific literature, and case law materials reflecting the evidence of administrative violations. Covering the problem, the author notes the flaws in the existing legislation on administrative liability, using external (formal) sign to characterize a particular act as a legal violation or an offence. Underlining the flaws of such approach, special attention is paid to the search for the evidence of administrative violation, which allows characterizing the essence of the act. In the course of this research, the author applies scientific achievements of other human sciences, primarily economics. Methodological framework is comprised of the dialectical method of cognition of social reality. For collection, processing, generalization, analysis and interpretation of the materials, are used  general scientific and special methods of research: induction, deduction and document analysis. The main conclusion of this study consists in the formulation of the definition of administrative violation in the area of taxes and duties. The author develops a new approach towards structuring the system of evidence of such unlawful act, highlighting the essential (conceptual) evidence – public danger, and proposing a mechanism for determining public danger of a particular act.

The subject of the study is the theoretical and practical aspects of the implementation and evaluation of social responsibility of agrarian enterprises. The purpose of the work is to identify, assess and analyze the level and effectiveness of implementing social responsibility of agrarian enterprises and justify the directions, sources, means of increasing its volumes and distribution. Methodological basis of the article became as general scientific, and special methods of scientific knowledge. Methods were used: dialectical, monographic, historical, system-structural analysis and synthesis, problem and program-target approaches, statistical-economic, economic-mathematical, surveys. Results of work. The article reveals features of social responsibility of domestic agrarian enterprises in terms of content, structure and dynamics. An assessment and analysis of its level, causes and risks of mass distribution have been made. Proved suggestions on its growth and efficiency increase. The field of application of results. Conclusions and results of the article can be used in the educational-scientific process of the economic faculties of higher educational institutions. It is expedient to transfer them for practical use to agrarian enterprises, public organizations, rural communities. Conclusions. In the course of the research carried out, significant polarization was found in the effectiveness of development and social responsibility of large and small subjects of agrosphere management, which requires urgent solution to this problem. Indeed, small agricultural formations are understood not only as commodity producers, but they are the basis for the formation of the middle class in the countryside, promote employment and increase the well-being of the population. Therefore, large agribusiness should carry out social responsibility, supporting them, in particular, in the form of commodity lending, sale of finished goods, use of production capacities, development of cooperative and integration processes, and the introduction of innovations.

In the paper, the author will define the term organized crime and define the types of organized crime. In the final part of the paper, the author will identify the detrimental effects of organized crime internally and externally. The subject of research in this paper is organized crime and its threatening effects on national and international security. The purpose of the research in this paper is to study organized crime as a global threat in the scientific literature with its particularities."

he object of the study, which formed the basis of this article was to optimize the possibilities of teaching English in educational organizations of the system of the Ministry of Internal Affairs of Russia, and the subject is studying the vocabulary of English scientific literature to optimize the possibilities of teaching English in educational organizations of the system of the Ministry of Internal Affairs of Russia. The aim of the work is to improve and optimize the use of the vocabulary of the English scientific literature to optimize the possibilities of teaching English in educational institutions of the system of the Ministry of Internal Affairs of Russia, as well as developing recommendations for teachers on the use of scientific terminology in the process of teaching a foreign language to students and students of the system of the Ministry of Internal Affairs of Russia. The research methods used in this scientific work are the analysis and systematization of scientific literature on the subject of the research; statistical data processing methods. The scientific novelty of the research consists in expanding, supplementing and refining scientific views on optimizing the possibilities of teaching English in educational institutions of the system of the Ministry of Internal Affairs of Russia. The practical significance of the results lies in the substantiation of the possibility of using the vocabulary of the English scientific literature in the process of teaching a foreign language to cadets and students of the Russian Interior Ministry.

Abstract. The article considers the specific features of educational work with convicts registered with the penal inspectorates. The subject of the article was domestic legislation and scientific literature on the topic under study. The purpose of the study is to substantiate the importance of educational work with the considered category of convicts. The methodological basis of the study was a combination of general scientific, sociological and special legal methods. The work is based on the analytical method, synthesis, induction, system-structural, formal-logical and technical-legal methods. As a result of the work carried out, problematic issues and the specifics of educational work with convicts to punishments not related to the isolation of convicts from society have been investigated. Conclusions are drawn about the importance of such educational work, and proposals are made to improve this work conducted with convicts registered with criminal executive inspectorates. Key words: punishments not related to the isolation of the convicted person from society, educational work, penal inspectorates.

The subject of research is the legacy of Joseph Abramovich Marshak – famous Kiev jeweler and owner of a jewelry enterprise, whose period of activity covers 1878–1918. Among the large number of jewelry made during the forty years of the factory's operation, it should be noted products that correspond to the stylistic trends of the era of historicism, in particular, the silver tea and coffee set, exhibited at the All-Russian Exhibition in Kiev in 1913. The main task of this work is to investigate artful language of eclecticism, expressiveness of which allowed artists of J. Marshak's era to combine decorative heritage and semantic interpretation from Antiquity to beginning of the 20th century.  Methodology of this work is based on general scientific principles of historicism and an art history approach. They were realized through the use of following general scientific research methods: otnological, hermeneutic, semiotic, cultural, cross-cultural, iconographic, typologization and art history analysis. Scope of results application outlines teaching activities in specialized educational institutions in formation of plans for art and cultural disciplines, jewelry attribution by Kiev jewelers of marked period, writing scientific and popular scientific works, reference books, encyclopedias, textbooks. Main conclusion: features of jewelry artistic language, which were presented in the tea and coffee set, produced in eclectic style at the Joseph Marshak's factory are revealed. Importance of active exhibition activity and its connection with improvement of stylistic solutions in the jewelry production is displayed. It has been established that eclecticism was given priority in comparison with other stylistic directions at the basis of creative developments at J. The article discusses the positive experience of interaction between the penal inspectorates of the Federal Penitentiary Service and volunteer organizations in the execution of sentences and penal measures that are not related to the isolation of the convict from society. The subject of the article was domestic legislation and scientific literature on the topic under study as well as the study results. The purpose of the study is to substantiate the importance of interaction between penal inspectorates and volunteer organizations. The methodological basis of the study was a combination of general scientific, sociological and special legal methods. The work is based on the analytical method, synthesis, induction, system-structural, formal-logical and technical-legal methods. As a result of the work carried out, the positive experience of the practice of involving volunteer organizations in the correction of convicts was studied. Conclusions are drawn about the need for such interaction for resocialization of persons sentenced to punishments other than imprisonment. The subject of the research is the peculiarities of teaching the discipline “Agricultural Law” in institutions of higher education oriented towards the training of bachelors in the field of agriculture and agro-industrial complex. The author analyzes the Federal Educational Standard in Jurisprudence (bachelor degree course), educational standards of institutions of higher education authorized to develop them, and the curricula of some institutions of higher education for the presence of the discipline “Agricultural Law”. The author also gives attention to the up-to-date scientific literature in this discipline.   The research is based on the methods of analysis, observation, description, the formal-legal method and sociological method. The author arrives at the following conclusions: 1) in specialized agricultural universities, even if they have the faculty of law, the discipline “Agricultural law” is often not taught in bachelor degree courses. The author suggests introducing the compulsory discipline “Agricultural Law” in field-oriented educational institutions (primarily those under the Ministry of Agriculture). 2) the author notes students’ low motivation for studying this discipline. 3) there’s a lack of up-to-date agricultural law textbooks.

The subject of this research is the formation of entrepreneurial competences of students majoring pedagogy. The goal of this work consists in formulation of theoretical provisions and analysis of organizational-pedagogical conditions for implementation of the model of formation of entrepreneurial competences in educational process of the Ussuriysk branch (School of Pedagogy) of Far Eastern Federal University. The development of entrepreneurial culture of the society currently becomes one of the priority objectives of education as a social institution. In the authors’ opinion, its solution first and foremost lied in the formation of entrepreneurial competences of future pedagogues as the major plank of education system. The research methodology is based on systemic approach and includes the methods of theoretical analysis of the state of problem in scientific literature, studying and generalization of approaches towards building a model for the formation of entrepreneurial competences, and analysis of documentation of educational institutions. The scientific novelty consists in emphasizing the need for the formation of entrepreneurial competences of students majoring pedagogy; proposal of the structural-conceptual model of the educational process and determination of its key organizational-pedagogical conditions; as well as assessment of practical implementation of such model.
