The scientific article states that the implementation of measures to ensure economic security, as a key element in the structure of national security, is a fundamental factor in the existence of Ukrainian statehood, which in turn requires the creation and operation of the relevant system. The current state of the system of economic security of the state does not allow to effectively counteract the existing and potential threats, and to create conditions for the stable functioning of the domestic economy. A necessary step for this is the involvement of representatives of international non-governmental organizations and domestic scientific institutions specializing in the study of problems in the economic sphere. Proposed to conduct a systematic audit of the effectiveness of the economic security entities, in order to determine the need for their further reorganization.

The scientific article is devoted to the coverage of one of the most pressing problems of Ukraine - problematic aspects of its economic security. The authors cover the current state of Ukraine's economy and analyze the views of domestic and foreign scholars on overcoming the economic crisis in the country. The current state of legal support of the foundations of financial and economic security of Ukraine is studied. The emphasis is on the crucial role of reforming and creating a new concept of the financial system of Ukraine. The foreign experience of ensuring the economic security of the country is analyzed. The paper plays a crucial role in reforming the system of public authorities in order to reduce the corruption element in public processes. The authors define that the financial system is a significant social sphere in society, on the state of which depends not only the economic security and reliability of the country, but also the potential of the state on the world stage as a whole. That is why the article focuses on the development of a new effective concept that would restructure the entire sector of the financial system of the state should be a priority in state and regional policy. This determines the urgency of studying the main problems and shortcomings of the current financial system of Ukraine, as well as the objective need to introduce a new concept of economic security of Ukraine. The Concept proposes ways to optimize the activities and structure of the subjects of financial system management in Ukraine, coordination and interaction between them. Proposals are provided for improving the administrative legislation that defines liability for financial offenses. Criteria for evaluating the effectiveness of financial system management are outlined. The concept envisages reforming the bodies of the Ministry of Finance of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the State Tax Service of Ukraine, the State Customs Service, the State Fiscal Service, the State Audit Office, the Financial Monitoring Service, the Office of the Prosecutor General of Ukraine. state policy in the field of economy and finance, ensuring the economic security of the country, combating economic crime, reducing the shadow economy, control over the completeness of customs and tax revenues, as well as the effective use of the State budget.

The article discusses some areas of improvement and development of the state system of counteraction to the shadow economy in order to ensure the economic security of Russia. Based on the study of modern trends in the development of the socio-economic system of Russia, it is shown that the current state of affairs in the socio-economic system of Russia requires the development and adoption of a socio-economic policy (strategy) to counteract the shadow economy of the state, which can be understood as the activity defined by strategic and tactical plans. bodies of state power and management to dedenevize the country’s economy with clearly defined goals and objectives of each involved department. Within the framework of the proposed study, it was determined that in Russia there is no complex regulatory act that determines the policy of the state with clearly defined goals and objectives of countering the shadow economy. In the absence of such a regulatory legal act, all measures to counter the shadow economy implemented in Russia can be characterized as targeted measures to counteract individual manifestations of the shadow economy without taking into account both regional specifics and strategic interests of ensuring the economic security of the state. To solve the problems highlighted in the study and in order to improve and develop the state system for countering the shadow economy in order to ensure the economic security of Russia, within the framework of the proposed article, a mechanism for countering the shadow economy has been developed, which will ensure the coordination and participation of all interested parties in the de-shadowing of the Russian economy. The mechanism of the state system of counteraction to the shadow economy proposed in the scientific article will give an economic and social effect when introduced, which can be calculated as the ratio of the obtained positive effect from reducing the scale of the shadow sector of the economy and increasing the economic security of the state to the costs incurred for the implementation of the proposed mechanism.

Introduction. The functioning of the civil society institutions is beneficial for the state, as it delegates part of its powers to them. Accordingly, it is important for the state that the activities of these institutions be effective and efficient, which significantly depends on the financial resources at their disposal. The state cannot influence the financial position of all civil society institutions, the financial literacy of their representatives, the activity of individuals and legal entities in their support, and so on. Therefore, in order to increase the level of financial capacity of civil society organizations, it should use those tools that are directly available to the state. However, in our opinion, one of such tools is public funding, which still needs to be completely reset and revised. The purpose of the article is to investigate the current state and features of the distribution of public funding between those non-governmental organizations that have the right to it, and to suggest ways to improve it. Results. The current state of the state funding of non-governmental organizations of Ukraine, which, in accordance with current legislation, are entitled to it, is studied. Indicators of general financing of public organizations of Ukraine from the State budget, as well as such indicators as the share of revenues from state funding in the general structure of revenues of non-governmental organizations of Ukraine and the share of expenditures to support non-governmental organizations in the State Budget of Ukraine are analyzed. The presence of elements of discrimination and subjectivity in the distribution of public funding in favor of non-governmental organizations of Ukraine was revealed. It is proposed to use the method of "money follows the client" to eliminate these shortcomings and improve the process of distribution of public funding between non-governmental organizations that have a legal right to it. The possibility of pilot introduction of the above-mentioned method for the distribution of state funding between non-governmental organizations of physical culture and sports and the legislative changes that need to be adopted for this purpose are substantiated. A mechanism for determining the amount of funding for a particular organization is proposed.

The paper presents the results of the analysis of scientific publications in order to identify heliogeophysical interactions and their impact on the state of biospheric processes. It is demonstrated that small disturbances in the biological environment lead to global process-es with little predictable consequences that radically change politics, economics and public health. These processes pose a serious threat to national and economic security. The studies have shown that the Earth's ionosphere is a complex dynamic system, the state of which is de-termined not only by the parameters of the atmosphere itself, but also by variations in helium and geomagnetic factors. Investigation of interrelated processes in the lower and upper lay-ers of the atmosphere is one of the priority geophysical and meteorological tasks. Key words: solar activity, heliogeophysical interactions; the Earth's magnetic field; interplanetary field; annual variations; cosmic rays.

Conventional wisdom holds that civil society is a sphere of activity separate from the state and the private realm. Due to a combination of historical, developmental and institutional factors, Russian civil society today is dominated by the state. While not all interactions with the state are seen as harmful, scholars acknowledge that most politically oriented or oppositional non-governmental organizations today face difficult conditions in Russia. In response to the restrictions on civil society and the unresponsive nature of Russia’s hybrid authoritarian regime, some civil society actors in Moscow have made the transition into organized politics at the local level. This transition was motivated by their desire to solve local problems and was facilitated by independent electoral initiatives which provided timely training and support for opposition political candidates running in municipal elections. Once elected, these activists turned municipal deputies are able to perform some of the functions traditionally ascribed to civil society, including enforcing greater accountability and transparency from the state and defending the interest of citizens.

. Ensuring economic security is the independence of the country and the condition for the life of society. That is why economic security is a top national priority. In modern Russia, there are both external and internal threats to the country's economic security. Internal threats pose a great danger; it is their presence that makes the state more vulnerable to external factors. Corruption in our country acts as a form of manifestation of internal threats. This powerful negative factor violates the safety of economic and national security. Corruption occurs in the industry where the criminal has various privileges and powers. At the same time, this crime causes greater economic harm to a citizen, society and the state than any other criminal offense.
