The scientific article is devoted to the coverage of one of the most pressing problems of Ukraine - problematic aspects of its economic security. The authors cover the current state of Ukraine's economy and analyze the views of domestic and foreign scholars on overcoming the economic crisis in the country. The current state of legal support of the foundations of financial and economic security of Ukraine is studied. The emphasis is on the crucial role of reforming and creating a new concept of the financial system of Ukraine. The foreign experience of ensuring the economic security of the country is analyzed. The paper plays a crucial role in reforming the system of public authorities in order to reduce the corruption element in public processes. The authors define that the financial system is a significant social sphere in society, on the state of which depends not only the economic security and reliability of the country, but also the potential of the state on the world stage as a whole. That is why the article focuses on the development of a new effective concept that would restructure the entire sector of the financial system of the state should be a priority in state and regional policy. This determines the urgency of studying the main problems and shortcomings of the current financial system of Ukraine, as well as the objective need to introduce a new concept of economic security of Ukraine. The Concept proposes ways to optimize the activities and structure of the subjects of financial system management in Ukraine, coordination and interaction between them. Proposals are provided for improving the administrative legislation that defines liability for financial offenses. Criteria for evaluating the effectiveness of financial system management are outlined. The concept envisages reforming the bodies of the Ministry of Finance of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the State Tax Service of Ukraine, the State Customs Service, the State Fiscal Service, the State Audit Office, the Financial Monitoring Service, the Office of the Prosecutor General of Ukraine. state policy in the field of economy and finance, ensuring the economic security of the country, combating economic crime, reducing the shadow economy, control over the completeness of customs and tax revenues, as well as the effective use of the State budget.

The scientific article analyzes the conduct of financial monitoring during the investigation of economic crimes. The position ofscientists on the definition of financial monitoring and its role in the formation of economic security of the state is studied. The mainstatements of the Law of Ukraine “On Prevention and Counteraction to Legalization (Laundering) of Proceeds from Crime, Financingof Terrorism and Proliferation of Weapons of Mass Destruction” on financial monitoring and standards of the Group for Developmentof Financial Measures to Combat Money Laundering and Terrorist Financing (FAT) and European Union Directive 2015/849 “On theprevention of the use of the financial system for the purpose of money laundering and terrorist financing”.Ensuring the economic security of the state is possible provided that the fight against legalization (laundering) of proceeds fromcrime. Economic crimes undermine the economic and financial system of the state, encroach on the legitimate interests of individuals.Financial monitoring is a form of financial control and its conduct as part of a criminal investigation and is a means of proof.The problem of legalization (laundering) of proceeds from crime in recent years has become particularly important because itthreatens the economic security of the country. That is why the state implements measures of enhanced control in this matter throughlegal regulation of financial monitoring. The purpose of criminal proceedings is to resolve controversial issues, including the appropriatefinancial monitoring of suspicious activities related to money laundering.The financial monitoring system covers all financial service providers and determines that there should be cooperation in resol -ving issues related to the legalization of proceeds from crime. The issue of the use of financial monitoring in criminal proceedings hasbeen studied by researchers and practitioners, but many issues remain unresolved.

Abstract.In the modern period of economic governance, the assessment of the financial security of the state takes place in different directions, different groups of indicators, different methods. Mainly in scientific works, there is a desire for bringing the various components of the assessment of financial security to an integral indicator, taking into account the normalized values of individual indicators, which requires an assessment of their weight and always contains certain subjectivity through the involvement of experts in this process. Considering that the financial system of any country is the basis for the functioning of the economy, and Ukraine has a complex of accumulated socio-economic problems that constantly accompany it, this predetermines the high relevance of this area of research in recent decades. Considering approaches to assessing the level of financial and economic security, it is necessary to refer to the Methodological Recommendations for calculating the level of economic security of Ukraine, in which for this purpose the method of reconciling their estimates with individual systems of advantages that are not publicly available was used. Therefore, in this study, when forming this system of preferences, which affects the direction of the formation of the national strategy of financial and economic security, it is proposed to use the existing cause-and-effect relationships between its components. Taking into account these cause-and-effect relationships and according to the introduced symbols, a matrix of paired comparisons was done by expert means, which determines the direct impact of some components of the country’s financial security on others. The analysis which is made in the article it possible to assess the dynamics in all areas of financial security on the basis of group indicators and identify the most problematic indicators. On the other hand, such an assessment does not give an idea of which risk zone certain indicators belong to, since each of them has its own limits of acceptable values, which is indicated in the article. This direction requires further research and will help determine whether the current state of the state’s financial security belongs to a particular risk zone. The article discusses some areas of improvement and development of the state system of counteraction to the shadow economy in order to ensure the economic security of Russia. Based on the study of modern trends in the development of the socio-economic system of Russia, it is shown that the current state of affairs in the socio-economic system of Russia requires the development and adoption of a socio-economic policy (strategy) to counteract the shadow economy of the state, which can be understood as the activity defined by strategic and tactical plans. bodies of state power and management to dedenevize the country’s economy with clearly defined goals and objectives of each involved department. Within the framework of the proposed study, it was determined that in Russia there is no complex regulatory act that determines the policy of the state with clearly defined goals and objectives of countering the shadow economy. In the absence of such a regulatory legal act, all measures to counter the shadow economy implemented in Russia can be characterized as targeted measures to counteract individual manifestations of the shadow economy without taking into account both regional specifics and strategic interests of ensuring the economic security of the state. To solve the problems highlighted in the study and in order to improve and develop the state system for countering the shadow economy in order to ensure the economic security of Russia, within the framework of the proposed article, a mechanism for countering the shadow economy has been developed, which will ensure the coordination and participation of all interested parties in the de-shadowing of the Russian economy. The mechanism of the state system of counteraction to the shadow economy proposed in the scientific article will give an economic and social effect when introduced, which can be calculated as the ratio of the obtained positive effect from reducing the scale of the shadow sector of the economy and increasing the economic security of the state to the costs incurred for the implementation of the proposed mechanism.

The scientific article states that the implementation of measures to ensure economic security, as a key element in the structure of national security, is a fundamental factor in the existence of Ukrainian statehood, which in turn requires the creation and operation of the relevant system. The current state of the system of economic security of the state does not allow to effectively counteract the existing and potential threats, and to create conditions for the stable functioning of the domestic economy. A necessary step for this is the involvement of representatives of international non-governmental organizations and domestic scientific institutions specializing in the study of problems in the economic sphere. Proposed to conduct a systematic audit of the effectiveness of the economic security entities, in order to determine the need for their further reorganization.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

The purpose of this work is to establish and determine, on the basis of a systematic analysis, the factors influencing the state of food security of the Russian Federation, the problems of legal support of national priorities related to food independence. Qualitative and quantitative characteristics of the current state of food security in the Russian Federation are closely related to the criteria for the development of the socio-economic system of the state. An important condition for the effective implementation of national priorities is the normative regulation of the toolkit of state management impact on the threats and risks of food independence. To understand the essence of these problems and minimize their consequences, the authors substantiate the need to study the indicated problem within the framework of the concept of legal dementia. Legal dementia is a state of compliance by subjects of law with the provisions of the law, which is characterized by non-fulfillment to one degree or another by state bodies not only of their functions, but also by the inability to respond, due to a low level of competence and professionalism, to factors that weaken the effectiveness of legal guarantees.

The main problems of the state of the Russian economy, which give rise to serious threats to economic security, are considered. The topic is relevant due to the growing risks and threats to our economy. The purpose of the article is to analyze the nature and methods of state management of conditions affecting the level of economic security in the country. The tasks of the analysis are to identify deficiencies in the management system and ways to eliminate them. The novelty of the article consists in a comprehensive analysis of the main reasons and factors of the growing danger for the intensification of stagnation and the economy lagging behind the advanced countries. The main weaknesses and shortcomings of state management of the process of ensuring economic security are revealed: the growth of bureaucracy, corruption, the preservation of a backward resource-export model of the economy. A number of necessary reforms of the state apparatus and diversification of economies are proposed

The purpose of this study is to analyze the components of the budget system of Ukraine as factors of financial and economic security to identify negative trends in the context of the implementation of decentralization reform. It is proved that the research of this direction should start with the analysis of the conceptual apparatus and structural relationships between categories. At the top level of the hierarchy there is the category of national security of Ukraine, which, according to current legislation, means the protection of state sovereignty, constitutional order and other national interests of the country from real and potential threats. The category of financial and economic security is also often used in the scientific literature. Given the above classification, in this case we are talking about the financial security of the country as a factor of economic security. Methodology. To stimulate economic development, the practice of modern budget regulation provides for the presence of a planned deficit, which is a source of local and public debt. Depending on the areas of its financing, there are domestic and foreign, local and national debts. The relationship between the above indicators determines the level of budget security of the country, which is one of the most important factors of financial stability was identified in the work. Results. It is proved that, according to the results of the analysis, practical recommendations on budget policy of Ukraine as a factor of financial and economic security should take into account the following steps: against the background of growing social burden on the budget, it is necessary to continue the redistribution of budget funds in favour of the regions, which will increase their level of financial autonomy and reduce the amount of transfer payments; pursue a strict restriction policy to prevent the growth of the state budget deficit and uncontrolled increase in debt; the problem of pension provision increases the burden on the state budget every year. It is necessary to take measures to create a cumulative system of state and non-state pension insurance. Practical implications. The practical consequences prove that in 2016 the public debt of the consolidated budget of Ukraine reached a record 81% of GDP. However, effective economic and budgetary policy allowed to reduce it in 2019 to 50.3%, which was positive. Moreover, the share of external debt was 29.2%. The high budget deficit in 2020 will lead to an increase in debt to 58.7% of GDP, which offsets the previous positive changes. It is determined that at the beginning and at the end of the study period the expenditures of the pension system of Ukraine have been equal to about 10% of GDP. At the same time, financing from own revenues has decreased from 8% to 6%, which is negative. The most critical situation became after 2013, when this indicator began to decline rapidly, increasing the burden on the state budget. Value/originality of the work is an analysis of the components of the budget system of Ukraine as factors of financial and economic security, which in contrast to the existing ones is based on the need for further implementation of decentralization reform and allows to develop practical recommendations for budget regulation.

Теневая экономика проникает практически во все экономические сферы жизнедеятельности общества. Она включает в себя различные экономические отношения, которые находятся за рамками закона в областях производства, потребления, обмена и распределения. Воспрепятствование теневой экономике, предстающей одной из базовых угроз экономической безопасности страны, есть необычайно актуальное явление в настоящее время. Современное состояние сектора теневой экономики в России весьма динамично развивается, что влечет за собой негативное воздействие на социально-экономическое положение государства. В основном, это относится к представителям малого и среднего бизнеса, который занимается предоставлением услуг и производством разнообразных товаров. Актуальность избранной тематики заключается в том, что сейчас в России большой процент теневых доходов, тогда, как эти деньги могли быть направлены на становление и развитие МСП, особенно во времена обостренной пандемии, что позволило бы минимизировать экономическую напряженность и нарастить результативность государственных финансов. The shadow economy penetrates almost all economic spheres of society. It includes various economic relations that are outside the scope of the law in the areas of production, consumption, exchange and distribution. The obstruction of the shadow economy, which appears to be one of the basic threats to the economic security of the country, is an extremely relevant phenomenon at the present time. The current state of the shadow economy sector in Russia is developing very dynamically, which entails a negative impact on the socio-economic situation of the state. This mainly applies to representatives of small and medium-sized businesses that provide services and produce a variety of goods. The relevance of the chosen topic lies in the fact that now there is a large percentage of shadow income in Russia, while this money could be used for the formation and development of SMEs, especially during times of an acute pandemic, which would minimize economic tension and increase the effectiveness of public finances.
